    Mniejszości narodowe i etniczne, mimo niewielkiego udziału w strukturze ludności współczesnej Polski, przyczyniły się do powstania wyjątkowego pod względem narodowo-konfesyjnym dziedzictwa polskiej przestrzeni. Stosując podejście geograficzno- -polityczne dokonano próby uchwycenia, zrozumienia i wyjaśnienia procesu przemian narodowościowo-etnicznych ludności Polski, prowadzącego do ukształtowania się jej współczesnego oblicza.
    The preponderance of people of Polish nationality who are followers of the Roman Catholic Church does not make Poland a state of one nation and denomination. In addition to the national and religious majority, Poland also includes national, ethnic and Mniejszości narodowe i etniczne w Polsce z perspektywy geografii politycznej religious minorities. Their presence is stressed not only because in democratic countries such as Poland the protection of these groups is very important. In the case of Poland, it is crucial that throughout its history it has been a multicultural country with representatives of various national and religious groups living together. Minorities occurring in contemporary Poland, despite their numerically small share in the overall population, are a testament to the unique national and religious heritage of Polish land. The general aim of this article is to present the communities that kept their national and ethnic identity in this special cultural context, differing from the majority of Poles in their national (partially coincident with denominational) affiliation. This general objective will be achieved through several detailed objectives including: a retrospective analysis of the recognition of ethnic issues (including minorities) by the political geography, the identification, determining the number and location, as well as an analysis of legal positions of national and ethnic minorities in contemporary Poland.

    Jedną z mniejszości narodowych w Polsce są Litwini. Mieszkają oni przede wszystkim na Suwalszczyźnie w pobliżu granicy Polski z Litwą. Niniejszy artykuł prezentuje nauczanie Kościoła dotyczące mniejszości narodowych. Stanowi on próbę ukazania historyczno-politycznych, społeczno-demografi cznych i eklezjalnych uwarunkowań duszpasterstwa litewskiej mniejszości narodowej w Polsce, a szczególnie w diecezji ełckiej, gdzie Litwinów mieszka najwięcej. Czasami trudności litewskiej mniejszości narodowej bywają nadmiernie eksponowane i nagłaśniane poprzez jej liderów, nie zawsze są one rozwiązywane drogą dialogu i prowadzą do prawdziwego porozumienia. Autor artykułu dostrzega potrzebę budowania mostów między wiernymi narodowości litewskiej i polskiej oraz wskazuje na dialog pastoralny jako priorytet działalności duszpasterskiej wśród litewskiej mniejszości narodowej.
    The Lithuanians are one of the national minorities in Poland. They mainly live in the Suwałki Region near the border between Poland and Lithuania. This article presents the teaching of the Church on national minorities. It is an attempt to show historical, political, socio-demographic and ecclesial conditions of the pastoral care in the Lithuanian national minority in Poland, especially in the diocese of Ełk where the Lithuanian population is mostly represented. The diffi culties of the Lithuanian national minority are sometimes excessively exposed and publicized by its leaders and not always resolved through dialogue leading to genuine agreement. The author points to a need for building bridges between Lithuanian and Polish Christians and considering pastoral dialogue to be a leading pastoral activity in the Lithuanian national minority.

    This paper discusses the legal situation of German and Polish ethnic minorities in Upper Silesia, which was divided between Germany and Poland in the wake of uprisings (1919–1921) and the plebiscite of march 1921. The discussion concentrates on the provisions of the Upper Silesia Convention (known also as the Geneva Convention) concluded by the German Reich and the Republic of Poland for fifteen years under the auspices of the League of nations in May 1922. Emphasis is laid on the main provisions, including the so-called fundamental rights of minorities (Art. 64–68), which were meant to ensure equal treatment and free development in the spheres of language, education, religion, etc. to ethnic minorities. The discussion also touché upon other issues – which were not fully regulated by the Convention – concerning the interpretation of the term “ethnic minority” at the League of Nations and the other organizations and institutions (Inter- -Allied Mixed Commission for Upper Silesia), as well as in the prevailing legal opinions in Germany and Poland at the time. On the example of the views of such jurists as Bruns, Flachtbarth, Walz, Cybichowski, Kierski and Kostanecki, arguments and controversies are shown which surrounded the criteria for defining ethnic minorities. Over this matter two views clashed. The first and more popular held a person to be member of an ethnic minority if he or she expressed their bona fide will to be counted as one (subjective criterion). The second was based on the assumption of objective membership in an ethnic minority (criteria of language, religion, culture and tradition). In the author’s opinion, the Upper Silesia Convention contributed to the reduction of ethnic tensions in the area where it was enforced.

    W artykule zaprezentowano rozważania o znaczeniu aspiracji i inicjatyw autonomistów śląskich dla bezpieczeństwa Polski. Autor przedstawił historyczne doświadczenia autonomii Śląska i zagrożenia wynikające ze współczesnych akcji autonomistów decentralizacji i dezintegracji państwa. W konkluzji wykazał wyższość idei „małych ojczyzn” nad szowinizmem odrębności regionów.
    The article presents considerations about of aspirations and initiatives of Silesian autonomists in the context of Poland’s internal security. The Author presents the historical experience of the autonomy of Silesia and the threats resulting from the present actions of the autonomists of decentralization and disintegration of the state. In conclusion the Author shows the superiority of the idea of “small homelands” over the chauvinism of regional separateness.
