The aim of the paper is to present issues related to the approach to the integration of immigrants in Poland in the last three decades. The article is seeking an answer to the question of how the approach to immigrant integration has evolved? Does the evolving approach reflect the rising tide of change taking place in Europe? First, the article discusses the issues of migration to Poland. It is essential to consider cultural conditions related to the national identity and migration history of a given country in an attempt to explain the evolution of the integration policy. The subsequent parts analyze the Polish integration policy until 2015 and the integration policy after 2015. The results of the research show that in Poland, the approach to the integration of immigrants has evolved in a short time: from the “strategy of abandonment” to “integration” understood as a two-way process of adaptation to the concept of assimilation.

This article presents the problem of immigrant integration in Poland. The research objective was to analyze the degree of integration of the immigrants with the host (Polish) society. The authors adopted the concept of 5 dimensions of integration as the theoretical basis for their research. The studies were carried out using a survey questionnaire. They lasted from November 2022 to March 2023 and were carried out via the Internet. 224 immigrants took part in the research. The condition for participation in the study was residence in Poland for at least 2 years. The respondents were asked, among other things, about free practice of one’s religion, access to places where one can practice religion (churches, temples, mosques, etc.), making and maintaining acquaintances, encountering discrimination/hostility on the part of Poles, importance of religion and tradition in adapting to life in Poland, the choice of Poland in the event of the possible re-deciding on the choice of residence place or a possible change of residence place. The analysis of the indicators revealed that the vast majority of the respondents (61%) had integrated with the host society to a great extent. However, a large group of immigrants (39%) who had problems with integration was also identified.

Artykuł stanowi usystematyzowane omówienie problematyki integracji imigrantów w społeczeństwie przyjmującym przy jednoczesnym zwróceniu uwagi na obowiązującą zarówno w Unii Europejskiej, jak i w Polsce politykę integracyjną wobec cudzoziemców. W pierwszej części artykułu ukazano podstawy prawne zaangażowania Unii Europejskiej w dziedzinie integracji cudzoziemców oraz kompetencje Unii do podejmowania działań i regulacji w tym zakresie. Szczególne miejsce w strukturze artykułu stanowi przedstawienie najważniejszych aktów prawa unijnego dotyczących bezpośrednio lub pośrednio kwestii integracji cudzoziemców oraz podejmowanych przez Unię działań w tej dziedzinie. W części końcowej artykułu przeanalizowano problematykę polityki integracyjnej w Polsce oraz próbowano określić konieczne działania w tym zakresie.
The article pertains the systematized discussion on immigrant integration problems in the society that have accepted them and at the same time pays attention to obligatory policy of the foreigners’ integration both in the European Union and Poland. In the fi rst part of the article law regulations of the European Union’s engagement into the fi eld of foreigners’ integration and the expertise of the EU to make activities and regulations in that area are presented. The presentation of the most important European Union’s law regulations directly or indirectly regarding to the issue of foreigners integration and activities taken by the European Union in that branch constitute the special part of the article. In the last part the integration policy in Poland has been studied in step with the attempt of depicting necessary actions in that area.

The interdisciplinary report is an effect of the work of a team of experts appointed by Division I for Humanities and Social Sciences, Polish Academy of Sciences (PAN). The team consisted of representatives of academic committees of the division. Its task was to formulate answers to 20 questions most frequently asked in public discourse regarding costs and benefits of the European integration, relations between Poland and the EU authorities, threats to the integration, the future of the EU and the place of Poland in the Community. The authors express concern about the potential results of the negative attitude of the current Polish government towards the actions of the institutions of the EU, the growing criticism towards the European integration and the threat of marginalisation of Poland within the EU or even the possibility of Poland’s leaving the EU (Polexit). They also indicate the possible economic, political and civilizational outcomes of the actions of the Polish authorities which weaken Poland’s ties to the EU. The report urges the academic community to increase their research activity and involvement in the public debate regarding these vital issues.

This article focuses on the design of shared spaces for children and older people to promote positive intergenerational relationships. Designing spaces appropriately can help improve the quality of life for both groups. Shared spaces can be more resource efficient and provide services tailored to the needs of children and seniors. The aim of this study is to analyse the conditions for creating such a facility in Grodzisko Dolne and to propose an architectural concept. The methodology includes a literature review, a diagnostic survey, an architectural concept and a synthesis. The results suggest that effective inclusive spaces should offer programmes that are attractive to both children and seniors in order to maximise the benefits of intergenerational interaction.

Subject and purpose of work: This paper studies the process of integration of Poland in the EU Single Market. It makes use of official statistics from a wide range of institutions (IMF, OECD, Eurostat, and Statistics Poland) in order to define structural patterns, shedding light on the overall integration of the country with the rest of the world. Materials and methods: Official statistics from a wide range of institutions (IMF, OECD, Eurostat, Statistics Poland). Results: The results show the structural evolution of the Polish economy, mainly in terms of its integration process within the EU Single Market. The Single Market has indeed provided an urge for Poland’s integration. Conclusions: Poland can so far be considered a success story in the process of integration in the EU Single Market.

Social policy as well as change of people’s mentality in Poland eliminated or mitigated some of barriers to integration. Nevertheless the disabled are still one of the disfavoured social groups. These barriers exist in labour market, in urban architecture, in social attitudes towards disable people. It is shown in this article how a stereotype of disable person has been changed for over last twenty years and how difficult is to grasp the scale of discrimination. Social perception of disability is diversified through different situation in which they are in and through different situation the other people are in. In order to present this diversity the life course perspective was adopted. For young disabled and their parents the crutial question is how broadly and how friendly the educational system is open for them, for adults – the labour market, the reliant seniors have to face another problems. On the other hand changes in social opinions and the role of media, NGO-s, local government are presented here. The empirical basement of the article are various existing data collected by official state institutions, organizations, sociological surveys and studies.

This paper begins with Isaiah Berlin’s two concepts of liberty – negative and positive – and uses them as a lens to bring two different notions of sovereignty into clearer focus. Moreover it aims at explaining how these differing notions of sovereignty provoke divergent and often counterintuitive responses to the question of EU integration. In particular it considers the attitudes of Poland and the United Kingdom as examples of the difference views between one new accession state and one founding member. Streszczenie: Artykuł rozpoczyna od dwóch pojęć o wolności Isaiah’a  Berlin’a – mianowicie wolności pozytywnej i negatywnej, używając je jako sposób głębszej analizy pojęcia suwerenności. Artykuł podejmuję próbę wyjaśnienia dlaczego te różne pojęcia suwerenności prowokują różne i czasem niespodziewane reakcje na temat integracji unijnej. W sposób szczególny analiza skupia się nad różnicą między poglądami wobec integracji znajdujące się w Polsce – nowe państwo unijne – oraz Wielkiej Brytanii – państwo dawnej unii.

Social Europe, understood as a desirable political project, has been reflected in contemporary Polish political thought, especially after 2004. This paper explores the accounts of political thought of three political parties: the Democratic Left Alliance (SLD), the Polish People’s Party (PSL), and the Self-Defence of the Republic of Poland (Samoobrona RP). Their political thoughts shared emphasis on the social aspects of EU integration. According to the assumptions propagated by these parties, a social Europe would be built by incorporating the welfarestate principles to the European level, becoming a response to the multifaceted and excessive globalisation process, and offering resistance to the neoliberal agenda. All the political parties discussed here focused on the social nature of a unified Europe, and on promoting the values of solidarity, equality, freedom, justice and democracy.

This article concerns select aspects of social perceptions and categorizations of foreigners settling in Poland. The core of this work is an analysis of a series of qualitative interviews conducted with young, educated residents of Warsaw. Herein the authors draw attention to a significant change in the consciousness of Polish society: a recognition of the permanent presence of migrants in Poland as well as discernment of the sociocultural problems associated with that presence. In the eyes of our interlocutors, the past two decades have been a time in which the attitude of Poles towards incoming aliens has shifted. Influencing opinions have been personal or familial experiences of emigration, particularly after the 2004 accession of Poland into the European Union. Also affecting attitudes have been an immigration wave from Ukraine as well as the tangible consequences of the 2015 migrant crisis. On the one hand, all these factors together have caused Poland to be seen today as not only an emigration, but also an immigration country. On the other hand, these have also provoked a conscious classification of various categories of migrants with regards to their geographic and cultural background along with the roles they might possibly fill in this country.

The paper describes how, within the European single market, the economies of small nation states and regions of larger states have more in common than is often recognized. The author suggests that, as a role model in the design of a special development program for the eastern Polish regions, the example of Ireland is relevant to Polish regional administrations as they attempt to achieve the best return from capturing gains from European Union and national policies as well as building on their own, rather limited, locally devolved powers. The analysis demonstrates that during the 18-year period of three EU-assisted investment programs, the Irish economic policymaking environment shifted from one appropriate to a state on the periphery of Europe to that of a region more fully integrated into an encompassing European economy. The author concludes that the challenge facing regional policymakers is to understand how national policies can have both positive and negative regionally asymmetric impacts, while acknowledging the extremely constrained scope for designing offsetting region-specific policies within the context of the nation state. It is politically difficult to design regional policies that introduce fundamental differences between regions of a nation state other than in terms of the level of income redistribution. But if the Polish regional economies are to be renewed, big innovations are precisely what are needed.

The subject of the research is consequences of Brexit perceived from the perspective of the European Union, the United Kingdom and Poland. The research is an interdisciplinary law and economics study. The results show that the balance for the EU is negative. Brexit changes the internal and external perception and attractiveness of integration, which will no longer be perceived as a road with no return, which may result in subsequent withdrawals. It weakens the European identity. It closes the era of bargaining and concessions to the UK. The balance for the United Kingdom will also be negative. The economic costs of leaving the EU can neither be compensated by savings on EU budget payments nor by the dubious benefits stemming from the economic relations with third countries free of the European regulatory restrictions. At the same time, Brexit ends the era of controversy around EU membership and therefore forces the formulation of internal programmes and the implementation of a policy based on realities, not on nostalgia. For Poland, Brexit is also unfavourable. Poland needs a strong European Union to support its basic interests in which the UK is a strategic partner. UK’s withdrawal means also lower EU budget and therefore decrease of financial benefits for Poland.
Przedmiotem badania są konsekwencje Brexitu postrzegane z perspektywy Unii Europejskiej, Wielkiej Brytanii i Polski. Opracowanie ma charakter interdyscyplinarnego studium z zakresu ekonomicznej analizy prawa. W konkluzji stwierdzamy, że bilans dla UE jest ujemny. Wyjście Wielkiej Brytanii z UE zmienia wewnętrzną i zewnętrzną percepcję i atrakcyjność integracji, która nie będzie już postrzegana jako droga bez powrotu, co może skutkować kolejnymi wystąpieniami. Osłabia tożsamość europejską. Również ujemne będzie saldo dla Wielkiej Brytanii. Gospodarczych kosztów wyjścia z UE nie rekompensują ani oszczędności na wpłatach do budżetu UE, ani wątpliwe korzyści z wolnych od gorsetu prawa europejskiego stosunków gospodarczych z państwami trzecimi. Dla Polski Brexit jest wyłącznie niekorzystny. Polska potrzebuje silnej Unii Europejskiej, wspierającej jej podstawowe interesy, w realizacji których Wielka Brytania jest strategicznym partnerem. Wystąpienie Wielkiej Brytanii z UE oznacza także mniejsze wpłaty do budżetu UE, a co za tym idzie – spadek korzyści finansowych dla Polski.

This paper examines migratory movements into Poland with a special emphasis on refugee mobility. In the past twenty years, almost 90 000 Chechen refugees have come to Poland, as it was the first safe country they reached. According to the Office for Foreigners data they constituted approximately 90 per cent of applicants for refugee status, 38 per cent of persons granted refugee status, 90 per cent of persons granted ‘tolerated status’ and 93 per cent of persons granted ‘subsidiary protection status’. However, a peculiarity of the Polish situation, confirmed by official statistics and research, is that refugees treat Poland mainly as a transit country. The author focuses on the issue of integrating Chechen refugee children into the Polish education system, as well as Chechen children granted international protection or waiting to be granted such protection. The results of the study suggest that Polish immigration policy has no impact on the choice of destination of the refugees that were interviewed. None of the interviewees wanted to return to Chechnya, nor did they perceive Poland as a destination country. Children with refugee status, which enables them to stay legally in the Schengen area, ‘disappear’ not only from the Polish educational system but from Poland as a whole as well. This phenomenon hampers the possibility of achieving educational success when working with foreign children, and it challenges the immense efforts by Polish institutions to integrate refugee children into the school and the local community. Both official statistical data and research results were used in this paper.
