Subject and purpose of work: The article presents an analysis of the use of municipal bonds in financing the development activities of local governments in Poland. Materials and methods: The study uses data from the Ministry of Finance, the European Central Bank, the Central Statistical Office and the CATALYST platform. Results: The results of the research show that the level of using bonds by local governments in Poland is lower than the EU average. Poland's accession to the EU and the inflow of structural funds significantly increased local governments’ interest in the implementation of bonds to fund investments, especially in 2008-2010. Conclusions: A significant part of funds from the issues of municipal bonds was allocated to regional development projects, mainly infrastructure. In 2008-2012 the value of newly issued municipal bonds increased, however, after that the number and value of new issues significantly decreased.

Threats to economic security affect national security. The aim of the article is to present the economic security threats taking into account selected determinants of state functioning and economic policy. In shaping economic security, it is important to properly consider threats to this security. Various research methods were used in the work, including the method of critical analysis of the literature as well as the method of analysis and synthesis. Considering the issues of economic security, it is also worth analyzing the threat to this security. In theory and practice, different aspects and types of threats to economic security can be taken into account. Many economic and social indicators should be used in the identification and assessment process of economic security threats. Poland’s security is affected by various economic threats, including those related to the international situation.
Zagrożenia dla bezpieczeństwa ekonomicznego oddziałują na bezpieczeństwo narodowe. Celem artykułu jest zaprezentowanie zagrożeń bezpieczeństwa ekonomicznego z uwzględnieniem wybranych uwarunkowań funkcjonowania państwa i polityki gospodarczej. W kształtowaniu bezpieczeństwa ekonomicznego ważną kwestią jest odpowiednie uwzględnianie zagro żeń dla tego bezpieczeństwa. W pracy wykorzystano różne metody badawcze, w tym metodę krytycznej analizy literatury przedmiotu oraz metodę analizy i syntezy. Rozpatrując zagadnienia bezpieczeństwa ekonomicznego warto również analizować zagrożenia dla tego bezpieczeństwa. W teorii i praktyce mogą być uwzględniane różne aspekty i rodzaje zagrożeń bezpieczeństwa ekonomicznego. W procesie identyfikacji i oceny zagrożeń bezpieczeństwa ekonomicznego należy korzystać z wielu wskaźników ekonomicznych i społecznych. Na bezpieczeństwo Polski wpływają rożne zagrożenia ekonomiczne, w tym związane z sytuacją międzynarodową.

The aim of this paper was to indicate on which stage of an economic development path is probably Poland. The subject of this paper was one of the economic development paths, named usually the investment development path, which model has been shaped mainly by J. H. Dunning and R. Narula. This model is also similar to the model of the economic development path proposed by M. Porter. Therefore, were discussed the changes in the main elements of this model, which took place in the Polish economy in 1995-2012. Those elements were the trade structure diveded by the degree of technological sophistication, direct investment and indicators of economic performance. In order to verify if in the case of Poland have been occurred economic dependences assumed by the representatives of this model also was carried out correlation and regression analysis. The results of the study suggest that Poland shifted to the third stage of analyzed economic development path where more emphasis is placed on innovations as the country moves toward producing more technology intensive products.

This question raised emotions in Poland in 2010-2012. They began with the statement by the Prime Minister in March 2010 that Poland was ready to participate in a program of assistance to Greece. It evoked very strong reactions – not only in debates in conferences halls and in professional journals, but also in the tabloids and on TV and the radio. It was not only politicians and academic experts in economics who took part in those debates, but also the editors of the popular newspapers. The arguments “for” and “against” of different character were raised. Those “for” advocated on the grounds of the principle of solidarity, but also on the grounds of the principle of subsidiarity – arguing that the burden of the problem is beyond the possibilities of Greece to solve herself. They also raised the necessity to defend the endangered common good – the European Union, and argued that prudence advises earning reciprocation in case Poland meets problems in the future. Those “against” pointed out that it was immoral to expect that a much poorer society was expected to assist one that was better off. Another point raised in the debate was that it was the Greeks themselves, both the political elites and the society as such, who were guilty of creating Greece’s problems. The main problem was the institutions of the welfare state, developed beyond the capacities of the country. But there were also some more shocking reasons of the Greek economic problems – and among them massive tax-avoidance, unauthorized social benefits payments, and transfers of incomes to foreign bank accounts. There was also the manipulation of statistical data or even their falsification, by (or with the approval of) the government. Some participants in the debate raised the problem Greek frauds and social dysfunctions being very well known to the EU authorities, the partners of Greece in EMU and by the German and French commercial banks. So – following from the above – Poland should not participate in any programs of assistance to Greece, and the burden of the problem should rest on those who had been responsible for it or who had tolerated its growth because of expected profits. In other words: Greek society, its political elites and the banks and those countries that had tolerated the developments. The debate ended in Poland when the member-states of the EMU decided that they would take decisions concerning Greece within their own group. And it was decided that “troika” – representatives of the European Commission, ECB and IMF – would decide on the size of the assistance and of the conditions. Poland, as a member of the IMF, does in fact participate in the costs of the assistance programs, but this fact does not evoke great emotions.

One of the most important concepts in rural geography is the multifunctional development. In this concept, the postulated increase in the number of business entities is to lead to an improvement in the socio-economic situation. One of the ways to achieve multifunctionality may be creating local economic activity zones (LEAZ). They are created to stimulate entrepreneurship in local scale. The main purpose of the work is to determine the impact of local economic activity zones on selected factors describing socio-economic development of rural areas. The following research questions were posed: (1) In the communes after creating LEAZs, were the indicators of socio-economic development higher than the average in rural areas of voivodeship? (2) In the communes where LEAZs exist, were the indicators of socio-economic development higher within five years after the creation of LEAZs than before? (3) In the urban-rural communes where LEAZs work, were the effects more significant in the rural areas or in the city? In the research procedure, the index of average annual dynamics (the rate of change) and the Mann Whitney U test test were used primarily. The analysis shows that the average values of the dynamics in change indicators in the areas where LEAZ operates are higher or comparable with the average value for the rural areas. The study diagnosed the beneficial effect of the presence of large business entities in the LEAZ on employment growth in rural areas.

Scientific studies state that a considerable part of the economic value of crop plant production should be attributed to the free services of pollinating insects. Such calculations are available for several EU and North American countries, and the present paper evaluates the value of pollination services to 19 important Polish crop plants. It is estimated that the market value of 19 entomogamous crops reaches the sum of approx. 7.5 billion PLN (thousand million) (approx. 1.8 billion EUR), 39% of this may be attributed to the insect activities, the most important being bees (the service value of approx. 2.5 billion PLN/0.6 billion EUR) and dipterans (almost 0.3 billion PLN/ 74 billion EUR). The paper discusses also the challenges and pitfalls of similar estimations and the need for conservation actions directed on crop plant pollinators.
Badania wskazują, że znacząca cześć pieniężnej wartości plonów roślin uprawnych powinna być przypisana aktywności dzikich owadów zapylających. Opracowania w tej dziedzinie zostały wykonane dla kilku krajów Unii Europejskiej i Ameryki Pn., natomiast niniejsza praca ocenia wartość usług zapylaczy 19 gatunków roślin uprawnych w Polsce. W myśl danych statystycznych wartość rynkowa 19 ważnych upraw owadopylnych wynosi około 7,5 miliarda PLN (1,8 mid EUR), 39% tej sumy (prawie 3 mld PLN) jest pochodną aktywności owadów zapylających, z których najważniejszą grupę stanowią pszczołowate (wartość usług około 2,5 mld PLN/ 0,6 mld EUR) oraz muchówki (prawie 0,3 mld PLN/ 74 min EUR). W pracy dyskutowane są także trudności i ograniczenia napotykane w podobnych oszacowaniach oraz potrzeba działań ochronnych, które powinny objąć owady zapylające uprawy.Badania wskazują, że znacząca cześć pieniężnej wartości plonów roślin uprawnych powinna być przypisana aktywności dzikich owadów zapylających. The aim of this article is to examine how interdependence of economic policy and social security is perceived in the strategic documents of the Polish government in the area of security and international politics. For the analyses, the author has employed the concepts of economic statecraft and geoeconomics. It has been found that the strategic documents in the area of security do perceive interdependence between politics and economics. Polish strategic documents treat economic factors as merely one of many aspects of security rather than being absolutely dominant. Therefore, those factors cannot be recognised as based on the geoeconomic paradigm. It is worth noting that the economic statecraft tool is not discussed in an in-depth manner – as a separate category of state instruments. Polish strategic documents suggest the awareness that such instruments are used by other states, e.g. Russia with respect to the area of energy. Polish strategic documents are primarily focused on the need to introduce safeguards against such threats – among other things by the application of defensive economic statecraft. The analyses carried out for this article failed to identify any proposals for the development of proprietary Polish economic leverages as an instrument of building up state power – offensive economic statecraft. The author recommends further in-depth research on the perception of interdependence between security and economic policy in other countries as well as popularisation of the concept of economic statecraft in Poland.

Economic growth is mostly explained by investments and employment growth. Since the mid 1990s various social categories have been introduced into the economic growth analysis such as trust, crime and income inequality etc. According to sociology and psychology, it is the family that constitutes interpersonal ties and is an indicator of happiness and quality of life. It can be said that happy people better fulfil their social roles and also work better. We set a hypothesis that the family ties have an influence on economic growth. More precisely: the more divorces (compared to newly couples), the slower economic growth. This hypothesis was confirmed in an analysis of Poland’s economy in the years 1967–2006. Due to the disintegration of family ties measured by the above mentioned divorce rate Poland’s annual economic growth was slowed by about a 0.6 percentage point on average. This estimation is based on a GDP growth model which, along with the divorce rate, also includes employment dynamics, invest rate and crime rate.

The article discusses the conceptualisation of fundamental concepts referring to interdependence between security and the economy. The concept of economic security that is dominant in Polish literature on the subject is in most cases identified with macroeconomic disequilibrium and instability. This makes it primarily an economic category. Hence the need to develop a catalogue of risks that are more extensively and comprehensively associated with national security. The article outlines two approaches to these issues. The sectoral approach delineates subcategories of security by industries and sectors of the economy (e.g. energy security). The problem approach singles out individual risk factors understood as mechanisms and phenomena carrying threats to the critical processes in the state. Basing on the problem approach, a catalogue of economic risk factors has been proposed: ownership structure, access to sensitive information and espionage, dependency on key raw materials, dependency on suppliers, state interventionism, corruption and fraud, social and economic instability, dependency on external decision-making centres, difficulties with financing security structures, and immigration.

The European Commission has lately been exposed to increasing pressure from the Italian and Greek Governments to actively participate in solving the problem of growing immigration from African and Middle East countries. This surging pressure has resulted in actions aimed at redistributing immigrants among the EU Member States. The implementation of this solution would mean that the immigration issue is most likely to also affect countries which have not had to deal with large immigrant populations in the past. This article focuses on potential immigration to Poland, as one the largest economies in the EU Member States. It aims to answer the question whether Poland needs and is ready, in social, economic and cultural terms, to accept international immigrants from developing countries. Another problem tackled by this paper is the European Union’s attitude towards immigration. It is argued that the redistribution of migrants will be pointless unless other accompanying actions are taken simultaneously. The twin issues of the immigration crisis and the distribution of immigrants have revealed problems resulting from differences between the Member States in terms of their quality of life, including differences in wages and social benefits. This article posits that had the EU met the cohesion goal many economic and social problems, including migrants’ distribution, would not have arisen.
