The article refers to Polish membership in the European Union and the liberal perspective of its analysis. The paper discusses the shortages of the liberal approach. The article accepts the liberal thesis regarding the opportunities that the accession to the EU opens up for Polish development. It notes the significance of the European mechanisms of regional cooperation. Nevertheless, the paper emphasises that the liberal perspective ignores the inequalities of power in the European Union and misses some serious tendencies, both at the level of the community and in the domestic politics, that impede the state’s development. Thus, the article refers to the limited competitiveness of the Polish economy and the state’s difficulties with the identification of its interests in the dynamic and variable international environment. It warns against the marginalization of Poland as “semi-peripheral” member of the European Union. The main conclusion of the paper is that the case of Polish membership in the EU is too complicated to close it in the liberal frameworks. The liberal perspective needs a realist correction. It is extremely important in the context of the challenges that Poland faces together with the crisis of the European integration.

By joining the European Union (EU) on May 1, 2004, Poland was obliged to adopt the euro. However, no target date for this was specified. 15 years after accession the Polish membership in the EU is assessed positively from the financial point of view. Especially, positive appraisal is related to tremendous benefits obtained by Poland thanks to EU funds, regulations and standards. Despite these benefits, Poland is not taking decisive actions related to the adoption of the common currency. This can be explained by the complexity of the matter. This article aims at indicating and highlighting the problems associated with adoption of the euro by Poland. The author points to certain related dilemmas, as well as attempts to answer the question whether there are assumptions or instruments that could encourage Poland to prompt euro adoption. If so – what are they? If not – why and what can be done to make Poland take actions to join eurozone.

International economic integration, or globalisation, has a long history, dating from the Medieval period; the establishment and later extension of the European Union is part of this process. It is argued that EU membership has brought undoubted advantages, such as support for agriculture and for regions of high unemployment, and the removal of tariffs against Polish goods, but the huge changes experienced by Poland date from the introduction of the market economy in 1989, not from EU membership. The market economy is synonymous with globalisation, which is so powerful that countries are forced to adapt to it, and make changes within this framework. There have been changes since 2004, the most important of which is mass emigration to the UK, Ireland, Germany and Spain, but it is thought that this movement is only short-term, since most Poles intend to return to Poland, having accumulated capital. It is too soon to be able to establish the full impact of EU membership. It seems that a much longer period must be allowed to elapse before it is possible to assess the value of EU membership to Poland. But in any case, it is clear that Poland has become part of the globalisation and economic integration process – something that will be emphasised owing to membership of the EU.

Purpose – The aim of the paper is to identify the directions and instruments of state aid (with the exception of agriculture and the transport sector) used in Poland and to identify their specificities in relation to other countries of the European Union. Research method – The achievement of the above purpose required the use of research methods such as the analysis of legal acts, the collection and analysis of secondary data and the processing of the collected factual material using descriptive statistical methods. The data source was The State Aid Scoreboard, together with a variety of reports from the Office for Competition and Consumer Protection. Results – In 2017, the amount of state aid in Poland was twice as high as the average indicator in the European Union (1.51% and 0.76% respectively). Regional development (27.3%) was the main beneficiary of its allocation, while environmental protection was 55.4% in the EU. A specific feature of state aid in Poland is its sustainability, which does not exist to a similar extent in other Member States. Originality /value – According to the author's knowledge, this is one of the unique research papers devoted to the problem of state aid, especially in the context of the indication of the specific characteristics of state aid in Poland against the background of the countries of the European Union.

Each enlargement of the European Communities (EC) and later the European Union (EU) has had an indisputable in! uence on inner cohesion of the organization itself. The participants of the integration processes have included the countries deviating from the previous Member States by the level of the economic development, the structures of their economies, macroeconomic conditions, etc. This differentiation has taken its toll especially on the functioning and the expenses of common policies (mainly transfer ones) as well as the execution of the integration reinforcement plans such as the European Economic and Monetary Union. In this aspect the most serious consequences were caused by the admission of countries that were much weaker economically, especially Ireland, Greece, Spain and Portugal. These countries had to go through a long way of reforms in order to become rightful members of the organization and for their integration with the Communities to become a mutual success. A big part of the expenses connected with these reforms was financed by the common budget thanks to the structural funds and the Common Agricultural Policy.

Polish and German is considered one of the most important and most interesting economies in the European Union. The paper presents the value and dynamics of trade turnover of Polish and Germany in the years 2005–2015. The general upward trend in export can be noticed with the decline recorded only in 2009. Pro-innovative activites, implementation of new technologies and offering innovative products by Polish and Germany companies constitute a real strength. In addition to that it becomes more and more important for German and Polish enterprises to consider environmental protection and sustainable development requirements.

The execution of the FCC judgment is conditional and will depend on institutional arrangements. State aid is one of the financial instruments available to EU member states for intervention in domestic markets. On the one hand its use is prohibited by Article 107(1) TFEU, but on the other hand there are many exemptions, including regional and horizontal state aid. Given the centralised system for State aid in the EU, one could expect that the volume and structure in terms of forms and purposes of public aid granted should be similar from one member state to the next. Considering the diversity among what are now 27 member states, both from the perspective of experience in managing the economy and the directions of its development, the objective of this article is to capture and evaluate the similarities and differences in the approach taken to State aid as an instrument of intervention in two relatively different countries - Poland and Finland. To this end the comparative analysis will not only cover Poland and Finland themselves but also their respective groups of countries - the Visegrád Group and Scandinavian members of the EU. The above analysis permits the conclusion that the structure of public aid relative to the main purposes of granting differs significantly between Poland and Finland, in favour of Finland, from the perspective of the achievement of the EU objectives associated with the successive economic strategies.

The author points out that, in the light of the information contained in the report, negative developments include the fact that a relatively large number of infringement proceedings are initiated and pending against Poland and that Poland has recently lost a relatively large number of cases in the Court of Justice. On the other hand positive aspects include a significant reduction in the number of proceedings for failure to implement directives in a timely manner and the fact that in the reporting period no judgment was issued against Poland for failure to implement the judgment of the Court of Justice.

This opinion provides an assessment of the implementation of the Directive 2011/24/EU of the European Parliament and of the Council. The author shows that the bill is not fully consistent with the directive. He proposes corrections of ambiguous concepts and elimination of lacunas. It was stressed in the opinion that some solutions may cause limitation of patients’ rights to benefit from cross‑border healthcare and may impose unjustified obstacle to the implementation of Treaty‑guaranteed freedoms. The opinion indicates the solutions that may cause full implementation of the directive into national law.

As a result of the adoption of the Council’s decision, the European Union will not receive any new competencies beyond such ones that it already possesses, which is why the author rejects the so-called ’great ratification’, i.e. the one carried out on the basis of Article 90 of the Constitution (majority of 2/3 votes in the Sejm). Because the ratification of the decision will result in a significant financial burden for the state, the proper procedure for its ratification is the statutory one provided in Article 89 para. 1 of the Constitution.

The topic of the paper concerns partnerships of local communities of Poland and Germany in terms of the EU referring to specific examples. Briefly, a number of determinants that contributes to the intensification of bilateral cooperation has been identified. Moreover, the role of local partnerships in the EU terms was explained. Research questions that have been posed are: firstly, how the concept of the local community should be understood taking into consideration the context of relations between Poland and Germany and their EU membership? Secondly, what are the levels of international cooperation of the local partners? Thirdly, what are the key determinants affecting the intensifi cation of cooperation between Polish and German communities at the local level? In order to answer these questions case studies of selected partnerships concluded by the Polish and German local communities were provided.
