Artykuł poddaje analizie wstępną wersję Strategii Rozwoju Kraju na lata 2007–2015 przyjętą przez rząd w czerwcu 2006 r. Jest ona najważniejszym dokumentem planistycznym, od którego skutecznej realizacji w znacznym stopniu może zależeć pozycja konkurencyjna Polski po upływie dekady. Analiza przedstawionej diagnozy, uwarunkowań, celów i priorytetów rozwoju kraju oraz mechanizmu zarządzania prowadzi do wniosku, że jest to strategia nowoczesna i interesująca, a jednak nie dość przełomowa, by zapewnić polskiej gospodarce wysokie miejsce pośród innych krajów UE.
Article analyses draft version of the National Development Strategy 2007–2015 adopted by the GoP in June 2006. This is the most important planning document. Its implementation may to a large extent influence competitive position of Poland within a decade. Analysis of presented diagnosis, objectives and priorities and outlined delivery mechanism leads to a conclusion that it is modern and interesting strategy, however not ambitious enough to ensure that Polish economy takes high place among other EU countries.

Ponadto umożliwi ich ocenę i sformułowanie odpowiedzi na pytanie dotyczące pożądanej polityki bezpieczeństwa państwa i wykorzystywanych przy tym narzędzi. W ten sposób Autor odniesie się do kwestii samowystarczalności obronnej oraz Wojsk Specjalnych RP.
The aim of this paper is to show the evolution of the perception of the threats to the security of the Republic of Poland. The text is based on an analysis of the Polish national security strategies for the 21st century, and in particular, on the document of 2014. This will allow to draw conclusions about the makers of the Polish security strategies connected with different political parties. Moreover, thanks to this, the Author will be able to evaluate these documents and try to answer the question concerning the right direction of the Polish national security policy and its instruments. In this way, he will refer to the self-sufficiency of defense and the Polish Special Forces.

The turn of the 80. and 90. of the XX century was a period of great political, economic and social changes in Poland. Introduction of democratic principles and Poland joining in the processes of European integration required a quick adaptation of the educational model to the changing social and economic conditions. In the new reality of the state's functioning the educational model based on central management became inadequate because it was applying uniform patterns of education characteristic for the communist era. The range of student's competence in the course of education was considered insufficient. In the era of market economy and general access to information the educational model based on encyclopedic knowledge also became inadequate. The required features which needed to be developed in a future citizen were: openness, creativity, initiative, the ability to function in conditions of competitiveness (Rodzoś, Charzyński 2005). It was particularly significant to prepare the young generation essentially for the proper reception and interpretation of the social and economic processes and changes occurring in the surrounding world. All of the above mentioned reasons lead to passing a bill on a new educational system by the Seym of Poland in 1990 and beginning the process of reforms. However, carrying out the reforms in conditions of the state's difficult financial situation as well as in the context of social habits formed during the 45 years of functioning in the totalitarian system causes numerous problems and inconsistency. The basic ones are: lack of cohesion of educational policy and frequent changes of the concept of reform resulting not from aspiration to increase the effectiveness of education, but from political and economic rationale; discrepancy between the theory of reform and its practical realization; appearance of activities and too hasty introduction of some changes, and lack of mental preparation of the society. These problems defer the process of reform and aggravate gaining positive results in the form of society's education which is better and well adapted to the needs of the contemporary world; they led as well to a decrease in prestige of the profession of a teacher. Despite the difficulties, many positive changes have also been obtained in the polish educational system, i.e. making education non-political, increase of the society's general level of education, implementation of the concept of life-long learning as well as introduction of many educational patterns copied from countries with well developed democratic systems, especially in the European Union.

The article is about transatlantic cooperation between Poland and US for energy security. Energy sector is dependent on government strategy. Policy should crate protection for society and business. Global energy consumption is still growing. Developing industry especially needs natural resources to produce energy. The climate is changing and global warming is said to cause greenhouse effect resulting in droughts or floods. The major energy sources consumed in the United States are petroleum (oil), natural gas, coal, nuclear, and renewable energy. In the last years shale gas has been taken the most important place in the economy. US policy on energy security focuses on research and development. The main objective is to provide access to energy resources in the lowest price. Polish energy policy strategy on the diversification of routes and sources of energy. The political environment supported a few projects: shale gas sectors, nuclear energy and coal sector. At present, the amount of gas deposits in Poland is being estimated. This paper consists of three sections, an introduction and conclusions. The first chapter presents the energy sectors in Poland and US, and the prospects of its development. The second analyzes the nature of the areas of transatlantic cooperation Polish-American. While the third part shows the effects of transatlantic cooperation between the EU and the U.S., for Polish, as a member of the Community. This paper is complemented by tables, graphs, and bibliography.

W artykule podjęto próbę przybliżenia możliwości, przed jakimi stoją polskie przedsiębiorstwa planujące ekspansję zagraniczną i eksport na rynki krajów Afryki Subsaharyjskiej. Z analizy wybranych obszarów gospodarczo-społecznych krajów subsaharyjskich wynika, że mimo dużego zróżnicowania oraz utrzymującej się niestabilności politycznej, społecznej i gospodarczej rozwój gospodarczy tego regionu postępuje w szybkim tempie. Zdaniem ekspertów rynki ASS to rynki obiecujące, które w ciągu dekady staną się atrakcyjnym pod względem gospodarczym regionem świata, a w niedalekiej przyszłości wyprzedzą gospodarki BRICS i będą napędzać wzrost gospodarczy na świecie. Po przeanalizowaniu polskiego eksportu do krajów ASS można stwierdzić, że polskie przedsiębiorstwa nie wykorzystują potencjału eksportowego na rynki tego regionu. Autorki tekstu wskazują główne przyczyny takiego stanu rzeczy oraz formułują zalecenia dotyczące eksportu do krajów ASS. W zaleceniach zwrócono szczególną uwagę na konieczność odpowiedniego przygotowania strategii eksportowej, a następnie procesu eksportowego ze szczególnym uwzględnieniem różnic kulturowych. Ponadto scharakteryzowano obszary obarczone największym ryzykiem, będące jednocześnie obszarami kluczowymi, stanowiącymi o powodzeniu ekspansji eksportowej na rynki Afryki Subsaharyjskiej.
The article outlines foreign expansion possibilities for Polish enterprises through exports to the markets of Sub-Saharan African countries. The analysis of chosen economic and social factors on these markets proved that despite the large differentiation and the political, social and economic instability, Sub-Saharan countries are the region of a high economic growth rate. According to experts these are promising markets, which will not only become one of the most attractive within the next decade, but also will drive the world economic growth soon. However, the analysis conducted in the article confirmed that Polish exporters do not make use of an export potential of Sub-Saharan countries. The authors of the text indicate the main reasons of such a state of affairs and formulate recommendations for Polish exporters who are considering export to African countries. Particular attention has been paid to such aspects as a proper marketing strategy preparation, successful export process planning and understanding the cultural differences impact on business. Additionally, the article contains a brief characteristic of the highest risk factors and the key factors that determine success of export expansion to the markets of Sub-Saharan Africa.

The research was taken up because of the author’s interests. The author is an active participant of all mass events in Poland and goes to music festivals at least once a year. Being an attendee of such festivals and also a member of the community under investigation, the author started to notice the recurring behaviour of the visitors. The author’s main interest in this area is the motives the clients of the entertainment industry have when choosing the form of spending free time and how the organisers of music festivals in Poland can influence this decision. In order to gather the necessary data, the author used the theoretical division of client layers offered by W. Chan Kim and Renée Mauborgne in the ‘Blue Ocean Strategy’. The data have also been supplemented with the author’s own knowledge about the practical side of this problem. By constructing an extensive yet very interesting form, the author got 1000 answers altogether related to the position of Poles in the surveyed area. Using a number of recommendations from the Marketing and Strategy positions, the collected results have been supplemented with noteworthy theory.

It can be expected that a new national security strategy of the Republic of Poland should be published in the spring of 2024. This is due to the need to take into account those matters in the field of external and internal security that have taken place since May 2020 when the current strategy is in force. This can be referred to, for example, the ongoing war in Ukraine, the accession of Sweden and Finland to NATO, the end of the CoViD-19 pandemic, Britain's departure from the European Union structures, the strengthening of the PRC's role in the world, the international and trade isolation of the Russian Federation, the depopulation of our country, the occurrence of high inflation, environmental and technical threats. The new strategy must place a stronger emphasis on military security, critical infrastructure and defense facilities (industry, reserves, trained personnel, organizational structures, command system, civil defense) and political cooperation within NATO and the EU.
Można oczekiwać, że wiosną 2024 r. powinna się ukazać nowa strategia bezpieczeństwa narodowego RP. Wynika to z potrzeby uwzględnienia tych spraw w zakresie bezpieczeństwa zewnętrznego i wewnętrznego, które miały miejsce od maja 2020 r. kiedy obowiązuje aktualna strategia. Odnieść to można choćby do trwającej wojny na Ukrainie, akcesji Szwecji i Finlandii do NATO, trwającej pandemii CoViD-19, opuszczenia struktur Unii Europejskiej przez Wielką Brytanię, wzmocnienie roli ChRL w świecie, izolacji międzynarodowej i handlowej Federacji Rosyjskiej, depopulacji naszego kraju, występującej wysokiej inflacji, zagrożeń ekologicznych i technicznych. Nowa strategia musi mocniej akcentować bezpieczeństwo militarne, infrastrukturę krytyczną oraz zaplecze obronne (przemysł, rezerwy, wyszkolone kadry, struktury organizacyjne, system kierowania, obronę cywilną) oraz współpracę polityczną w ramach NATO i UE.

Aim/purpose – The aim of the paper is to present smart growth, which is one of the pillars of the Europe 2020 strategy, as a challenge for Poland. Design/methodology/approach – The paper includes a critical analysis of the literature, analysis of domestic and EU documents, and Eurostat statistical data. Comparative analyses in time and space were conducted using basic statistical methods (descriptive characteristics of distributions, measures of dynamics). Findings – The analysis carried out in the paper showed that Poland’s position against the EU-28 countries in terms of smart growth is relatively good. It is mainly noticeable in the implementation of education-related targets, whereas Poland’s situation in the R&D area is much poorer. Research implications/limitations – The main implications include the fact that the identified degree of Poland’s implementation of the elements of smart growth, may be a basis for drawing up necessary actions to be taken in the analysed areas. Originality/value/contribution – The paper evaluates the implementation of the smart growth targets included in the Europe 2020 strategy in Poland against the EU-28 countries and shows the status and perspectives of the implementation of smart growth in Poland in the light of domestic documents.

The objective of the study is to verify the way and the scope of the impact of resources and competences on the process of entrepreneurial internationalisation. In this paper we have presented a broad review of the literature, which shows that resources and competencies are two fundamental aspects that play vital roles in the internationalisation of firms. The novelty of this article lies in selecting Poland as a post-emerging economy, and such countries as being late comers to international business are still not well explored in the literature. The article uses own primary data based on a survey questionnaire. We used a quantitative approach. We applied simple and multiple logistic regression to verify the impact of resources and competences and their individual components on the creation of an international strategy in the firm. We have proved that resources and competences have a significant impact on the creation of an international strategy in internationalised firms from Poland. The results for specific individual resources and competences are no longer so clear-cut.

This article addresses the issue of academic entrepreneurship, broadly understood as: (1) the process of establishing companies, (2) university entrepreneurship, (3) development of educational programs and entrepreneurial attitudes among students and academics, (4) creating institutions and programs that support setting up of companies, (5) intellectual property management and (6) entrepreneurial university management (Banerski et al., 2009). The goal is to examine the presence of academic entrepreneurship in the development strategies of eighteen Polish public universities. This study uses the content analysis method and is a part of strategic research. To answer the research question, the universities’ development strategies were analysed and in particular mission statements, strategic and operational goals, activities/tasks. Based on the research, it can be concluded that university authorities do not perceive academic entrepreneurship as a goal of the utmost importance and only to a small extent see the need to develop this concept by taking it into account in development strategies.

Tematyka bezpieczeństwa energetycznego z roku na rok nabiera na znaczeniu. Debaty polityczne przenoszą się np. z organizacji rządowych na organizacje pozarządowe, na społeczeństwo, na podmioty inwestujące w sektor energetyczny oraz naukowców pracujących na uczelniach lub w innych ośrodkach badawczych. Powyższe grupy korzystają ze środków przekazu, tj. telewizji, radia, prasy (prasa codzienna, a czasami też periodyki naukowe), internetu (strony internetowe, portale społecznościowe, fora dyskusyjne), książek, w tym publikacji naukowych. Dostępność różnych kanałów informacji daje potencjalnemu odbiorcy możliwość konfrontacji otrzymywanych treści. Musi on rzetelnie analizować, oceniać i dokonywać selekcji informacji, którymi jest „bombardowany” z każdej strony. Z uwagi na ten fakt niniejsza publikacja ma na celu wskazanie roli mediów w kreowaniu strategii bezpieczeństwa energetycznego Polski. Analiza przykładowych źródeł przekazu ma pozwolić na ocenę ich wiarygodności oraz atrakcyjności. Rozdział pierwszy ma charakter definicyjny i omawia rolę mediów tradycyjnych oraz interaktywnych. Rozdział drugi i trzeci mają charakter praktyczny ukazujący sposoby przekazywania informacji na temat bezpieczeństwa energetycznego przez poszczególne media w Polsce. Całości publikacji zakończona jest wnioskami końcowymi, stanowiącym podsumowanie analizowanych treści.
The topic of energy security is getting more important from year to year. Political debates are moving, for example, from governmental organizations to non-governmental organizations, to the public, to investors in the energy sector, and to academic researchers or other research centres. The above groups use media such as television, radio, newspapers (daily newspapers and sometimes scientific journals), the Internet (websites, social networks, discussion forums), books including scientific publications. The availability of different channels of information gives potential viewers the opportunity to confront the content they receive. The recipient must honestly analyze, evaluate and select information that is „bombed” on each side. Due to this fact, this publication aims to indicate the role of the media in the creation of Poland’s energy security strategy. An analysis of examples of sources of information is to be made to assess their credibility and attractiveness. Chapter One is a definition and discusses the role of traditional and interactive media. The second and third chapters are practical in showing the ways of transmitting information on energy security by particular media in Poland. The entirety of the publication is concluded with a summary of the analyzed contents.

Analysis of stakeholders’ implementation of the National Strategy for sustainable utilisation and conservation of animal genetic resources in Poland. The study, based on the customised questionnaire, was aimed at evaluating the contribution of relevant stakeholder groups in the implementation of Strategic Priorities and specific tasks identified in the Action Plan to the National Strategy. The analysis shows that breeders associations and other organizations entrusted with herd book keeping, as well as agricultural universities, are significantly contributing to the implementation of the National Strategy. In addition, significant involvement in implementation was reported by regional authorities (Marshal’s Offices in voivodships) and extension services. Public administration and governmental agencies proved to be heavily engaged in implementation and enforcement of specific areas of the Action Plan.
Analiza wdrażania Krajowej Strategii zrównoważonego użytkowania i ochrony zasobów genetycznych zwierząt w Polsce.Badania, oparte na ankietach przygotowanych indywidualnie dla wybranych grup organizacji miały za zadanie ocenić, w jakim zakresie te grupy przyczyniają się do realizacji Strategicznych Priorytetów i specyficznych zadań, przyjętych w Planie Działań do Krajowej Strategii. Analiza wykazała, że związki hodowców i inne organizacje, którym powierzono prowadzenie ksiąg hodowlanych, jak też uczelnie rolnicze mają znaczący wkład we wdrażaniu Krajowej strategii. Ponadto duże zaangażowanie wykazały wojewódzkie Urzędy Marszałkowskie jak i służby doradztwa rolniczego. Administracja publiczna i agencje rządowe były zaangażowane w wysokim stopniu we wdrażanie i nadzorowanie działań, w zakresie swoich kompetencji.

Istnieje wiele dylematów związanych z kreowaniem bezpieczeństwa energetycznego Polski. Ciągle toczy się dyskusja między rządem a ekspertami, którzy wskazują na trudności i problemy sektora energetycznego. W Polsce brakuje ciągłości strategii i szybkiego reagowania na trendy panujące na rynkach międzynarodowych. Całość artykułu została podzielona na trzy części. Część pierwsza omawia kluczowe decyzje rządu zawarte w strategii bezpieczeństwa energetycznego Polski w latach 2015–2020. Część druga opisuje inwestycje energetyczne w Polsce w latach 2010–2015, a trzecia ukazuje dylematy bezpieczeństwa energetycznego Polski. Artykuł wskazuje, że podejmowane decyzji to proces złożony, a realizacja działań w sektorze energii nie może być rozpatrywana wyłącznie w perspektywie krótkookresowej.
There are many dilemmas related to creating Poland’s energy security. There is still a discussion between the government and experts who point out the diffi culties and problems of the energy sector. In Poland, there is a lack of strategy continuity and rapid response to trends prevailing on international markets. The whole article has been divided into three parts, introduction and ending. Chapter one Strategy for Poland’s energy security in 2015–2020 – key government decisions. The second chapter describes energy investments in Poland in 2010–2015. Chapter three shows the dilemmas of Poland’s energy security. The article also presents the impact of EU relations on state environments. It indicates that the decisions taken are a complex process and the implementation of actions in the energy sector cannot be considered solely in the short term.
