While entering the transformation period, Poland started changes in economics, which was run by the state and was characterized by the lack of market equilibrium and low degree of satisfying the nation’s needs. The change of the state’s role in the economic system became the major challenge for Poland, which started transformations of the system in 1989. The ending of this major phase of transformation can be gauged not only by the degree of state’s withdrawal from the role of the owner and a manager, and replacing this role by a stable set of systemic rules, but also by introducing new market organizing institutions and the degree of financial independence of economic entities from the domination of politics.

The paper presents main directions of family policy in Poland. The author distinguishes and analyses three main periods: the transformation period (1989–1997), the transition period (1997–2005), and the mature period (2005–2015). The paper identifies and discusses three most durable characteristics of the Polish model of family policy, i.e. the lack of coherence and institutional integrity, pro-natalism, and familialism. In general, differences between main political actors in the area of family policy have not been significant. However, the tensions between pro-market and culturally conservative ideas have influenced the policies to the largest extent.

The article presents the level and spatial structure of the absorption of EU funds within Cohesion Policy and Common Agricultural Policy during the 2007–2013 EU financial framework in Poland. The data analysed include all of the payments from European programmes, divided into two groups: the support dedicated for the development of agriculture and rural areas, and the cohesion policy. It has been demonstrated that the level and structure of delivery of these funds is spatially diversified. The index of the absorption of EU funds per capita is negatively correlated with the level of socio-economic development, which results from the allocation of payments dedicated for development of agriculture and rural areas. The distribution of cohesion funds is not correlated with the level of socio-economic development in poviats.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

Polityka stabilizacji makroekonomicznej jest realizowana z różnym natężeniem w każdym systemie gospodarczym. Działania stabilizacyjne były i są również prowadzone w gospodarce polskiej i niemieckiej, a w warunkach współczesnych występuje stopniowy wzrost stopnia ich zbieżności. Celem pracy jest porównanie celów, stosowanych narzędzi pieniężnych i fiskalnych oraz powstałych efektów stabilizacyjnych w gospodarce polskiej i niemieckiej. Opracowanie składa się z trzech części. W pierwszej z nich jest zawarta analiza porównawcza polityki stabilizacji w każdym z badanych krajów. W części drugiej zostaną omówione najważniejsze instytucjonalne czynniki, wynikające z transformacji w Polsce oraz ze zjednoczenia gospodarki zachodnioi wschodnioniemieckiej. W ostatniej części zostaną przedstawione realne i nominalne efekty, ukazujące stopień realizacji celów stabilizacyjnych w obu krajach.
The policy of macroeconomic stabilization plays a significant role in each economic system. Such activities have also been conducted in the Polish and German economies and in the contemporary conditions they are gradually becoming more and more convergent. The aim of this article is to compare the objectives, instruments and effects of macroeconomic stabilization policies in the Polish economy where transformation occurred and in the German economy in the period of reunification. The article consists of three parts. The first one contains a the aims, instruments applied and the mechanism of their operation in each of the analyzed countries. The second part discusses internal and external factors influencing the effects of stabilization measures implemented in Poland and in Germany. It concerns political-institutional factors determining the functioning of those economies and conditions resulting from transformation and reunification. The last part presents the most important real and nominal effects (dynamics of economic growth, situation on the labour market, inflation) which show to what extent the stabilization aims were achieved in both countries.

This article analyses Polish migration and asylum policies and how they conform to EU legislation. Firstly, it focuses on the most important stages of developing these policies in the EU and their legal and institutional implementation in Poland. Secondly, it discusses the current trends of economic migration to Poland, the challenges of migrant integration, and the attitudes of Polish citizens to migrant workers. Finally, it shows how Polish asylum and visa policies, and ways of combatting illegal immigration are in line with EU requirements. The article also shows that in recent years economic migration has been recognised as positively influencing economic growth and innovation, especially when migration of highly qualified workers is regulated. One of the most important challenges for the future is the development of appropriate integration strategies for migrants coming to Poland.

Polish-Russian relations are an extremely dynamic and changeable phenomenon, especially after Poland’s accession to NATO. Despite the fact that the Russian Federation was established only in 1991, the relations discussed in this article have also been influenced by the relations between Poland and the Soviet Union, whose successor was Russia. The aim of this study is to analyse changes in the Polish-Russian relations after 2010. Not only does the paper present the causes of conflicts that have influenced mutual relations, but it also indicates areas that need changing and that may contribute to the warming of relations between Warsaw and Moscow. The method of comparative analysis was applied in the study. The conducted analysis allows stating a significant impact of the Smolensk disaster on the Polish-Russian relations.

Adopted in April 2016 and then amended in July 2016, the Family 500+ programme is the controversial programme of Polish government, which actually supports all families with children by direct cash payments of PLN 500 without any income threshold. This article aims to evaluate the effectiveness of Family 500+ programme in accordance with its three declared goals, mainly to increase the fertility rates, to reduce poverty among families with children and to invest in families in general. The main research question is the following: does the Family 500+ programme reach its goals and at what costs? The hypothesis of the paper is built upon controversy regarding this programme, mainly a number of negative effects that might be caused by this initiative (e.g. a decrease in women’s professional activity) and its non-justification (unfair distribution of resources and political motives). The research method of this paper consists of desk review of relevant data from the Central Statistical Office (GUS) and Eurostat, as well as a range of elaborations conducted by independent researchers.This paper consists of three parts. The first one is devoted to an international perspective, where there is presented an overview of family and child benefits expenditures among European countries and their impact on fertility rates. The second part presents a full range of Polish family and child benefits and the place of the Family 500+ programme within this system. The third section evaluates the implementation of direct goals of the programme, as well as its “side effects”. The conclusive part provides a summary, as well as further ideas regarding the programme improvement. The conclusions are still unclear. The first section proved that high child benefits do not guarantee high fertility rates and vice versa. The second part undermined credibility of the Family 500+ programme as a system of appropriate benefits with income threshold had already presented before. The third section contains a few conclusions: the first one is that there is no reason to argue that the Family 500+ programme increased Polish fertility rates; secondly, in addition to improving the economic situation of the poorest families with children, the lack of income threshold in the programme means unnecessary expenditures on families with good economic conditions; thirdly, an engagement of Polish women in labour market decreased since the implementation of the Family 500+ programme, which has negative effects on Polish economy.

This article is an attempt to demonstrate that the media policy of the PiS government after 2015 has had a systemic quality. It is aimed at altering the principles of how the media in Poland is organised and how it is functioning, which will facilitate the media’s instrumental exploitation in the government’s information policy. These findings emerge from a structured comparison based on the management theory of a classifier of goals with the concepts of public interest as a guideline of media policy as accepted in various forms of democracy and the corresponding media doctrines.

The aim of this article is to reflect on the implementation modalities of educational policy promoting multilingualism in Poland, a country where linguistic and cultural variety remains relatively low. The article begins with a definition of the concept of “language policy”. Subsequently, the European Union’s directives promoting the policy of multilingualism in the educational context are presented. In this part, the focus is on the following aspects: modern foreign languages, regional and minority languages, certification of language skills and teaching of a curriculum subject integrated into foreign language instruction. The last part of the article concentrates on the implementation of the said directives in Poland. In the research, the author relies on statistical data from various sources to demonstrate that - even if Poland is considered a country where linguistic and cultural variety remains low - foreign (in a broad sense of the term), regional and minority languages are regaining their rightful place in the functioning of the state, including in the Polish education system.

The aim of the article is to synthetically present Poland’s stance towards the challenges regarding the EU’s climate and energy policy in the second decade of the 21st century. In the first part of the article the conditions, main goals and directions of Poland’s energy policy as well as climate protection policy have been discussed. The prognoses of energy and fuel demands concerning the year 2030 have been presented as well. In the second part of the article difficulties and restrictions concerning the necessity of Poland’s adaptation to the EU’s energy and climate package demands has been presented that is restriction in greenhouse gases emissions and in development of renewable energy sources in final energy consumption. The current energy and climate package exerts influence on trends in development of energy sector and puts Poland to the test of technical and socio-economic type. In the third part of the article basic elements of Poland’s stance towards European energy and climate policy involving suggestions of transition to a low emission economy (raising the goal of the EU’s greenhouse gases reduction through 2050 to 20%), increase in share of the renewable energy sources in total EU’s energy consumption going beyond established 20% to 2020 as well as reform concerning European system of emissions trade EU–ETS. Proposals and actions that Poland had yet undertaken within the EU were also discussed in the paper. Controversies as to implementation of the energy and climate package, which indirectly influence Poland’s image as a state blocking activities for climate protection, are not insignificant for the current Poland’s stand on the EU’s energy and climate policy in the medium to long term. The paper ends with conclusions together with recommendations. Undoubtedly, the biggest challenge for Poland is still an integrated approach to energy and environmental protection policies manifesting in transition to a low emission economy parallel to improving energy supply security. For working out Polish negotiating position at the EU’s level that could enhance our role, it is essential to prepare energy strategy in medium and long term that would show both the potential of reduction in greenhouse gases emission, increase in renewable energy sources share and constraint which Poland will have to face.

The article introduces the theoretical approach to analysing return migration policy and discusses the main dilemmas of the state related to political reaction to returns of its nationals. The concept of reactive and active policy is presented, the first aiming at minimising the negative effects of returns, while the second focused on stimulating the return processes. The main drivers and determinants of the return policy effectiveness as well as the types, scope and scale of state activities addressed to returnees are also discussed in the article. The practice of state policy implementation is illustrated with the example of the particular case of Poland as a country which faced mass emigration after accession to the European Union and return migration in the recent years. The review of conceptual documents, the rationale for the state policy and the variety of activities implemented by the Polish government and other institutions are presented.

The resumption of Polish-Israeli diplomatic relations have begun the process of rebuilding broken relationships and building new areas in political and economic co- operation. One of the most important and specific areas of elationships are cultural rela-tions between the countries, which allows direct contact between the society of those two nations. In the history of Polish-Jewish relations this area is one of the most important because without grassroots initiatives and an open mind atmosphere, the official agreements, which are both necessary and beneficial, remain insufficient. This article presents the activities of the cultural relations after 1990. The author discusses the complexity of the actions, which on one hand take into consideration the history, and on the other hand, not overestimating its significance in current relationships, they concentrate on cultural, educational and scientific cooperation which support the openness for a new dialog. In spite numerous difficulties and burdens which are current in the Polish-Jewish relations the states and the societies of both countries have taken great strides to improve the relationship.

The global financial crisis has unveiled weaknesses of Poland’s economic and social policy at the turn of the first decade of XXI century. They have occurred in the fields of public finance, pension system and family policy. The continuation of the policy pursued so far could be very dangerous to Poland because of the policy anti-development nature and its acting to the detriment of political system foundation.

The aim of the paper is to present issues related to the approach to the integration of immigrants in Poland in the last three decades. The article is seeking an answer to the question of how the approach to immigrant integration has evolved? Does the evolving approach reflect the rising tide of change taking place in Europe? First, the article discusses the issues of migration to Poland. It is essential to consider cultural conditions related to the national identity and migration history of a given country in an attempt to explain the evolution of the integration policy. The subsequent parts analyze the Polish integration policy until 2015 and the integration policy after 2015. The results of the research show that in Poland, the approach to the integration of immigrants has evolved in a short time: from the “strategy of abandonment” to “integration” understood as a two-way process of adaptation to the concept of assimilation.
