The author points out that, in the light of the information contained in the report, negative developments include the fact that a relatively large number of infringement proceedings are initiated and pending against Poland and that Poland has recently lost a relatively large number of cases in the Court of Justice. On the other hand positive aspects include a significant reduction in the number of proceedings for failure to implement directives in a timely manner and the fact that in the reporting period no judgment was issued against Poland for failure to implement the judgment of the Court of Justice.

The opinion analyses the European Commission’s report on the situation regarding the respect for the principle of the rule of law by the EU Member States, with a special focus on Poland. The Commission formulated therein critical remarks concerning the solutions related to the Polish system of justice. Reservations are raised, inter alia, as to the lack of independence of the Disciplinary Chamber of the Supreme Court, which makes decisions in cases directly affecting judges and their judicial functions, and as to the issue of the independence and legitimacy of the Constitutional Tribunal. The European Commission also has reservations about the widespread use of fast-track legislative procedures in Poland. However, it praised Polish anti-corruption measures and legislative work aimed at implementing the Audiovisual Media Services Directive.

Social Europe, understood as a desirable political project, has been reflected in contemporary Polish political thought, especially after 2004. This paper explores the accounts of political thought of three political parties: the Democratic Left Alliance (SLD), the Polish People’s Party (PSL), and the Self-Defence of the Republic of Poland (Samoobrona RP). Their political thoughts shared emphasis on the social aspects of EU integration. According to the assumptions propagated by these parties, a social Europe would be built by incorporating the welfarestate principles to the European level, becoming a response to the multifaceted and excessive globalisation process, and offering resistance to the neoliberal agenda. All the political parties discussed here focused on the social nature of a unified Europe, and on promoting the values of solidarity, equality, freedom, justice and democracy.

The article refers to Polish membership in the European Union and the liberal perspective of its analysis. The paper discusses the shortages of the liberal approach. The article accepts the liberal thesis regarding the opportunities that the accession to the EU opens up for Polish development. It notes the significance of the European mechanisms of regional cooperation. Nevertheless, the paper emphasises that the liberal perspective ignores the inequalities of power in the European Union and misses some serious tendencies, both at the level of the community and in the domestic politics, that impede the state’s development. Thus, the article refers to the limited competitiveness of the Polish economy and the state’s difficulties with the identification of its interests in the dynamic and variable international environment. It warns against the marginalization of Poland as “semi-peripheral” member of the European Union. The main conclusion of the paper is that the case of Polish membership in the EU is too complicated to close it in the liberal frameworks. The liberal perspective needs a realist correction. It is extremely important in the context of the challenges that Poland faces together with the crisis of the European integration.

In order to better understand the Poland-EU conflict over the rule of law I interviewed selected Polish Members of European Parliament [MEPs] on EU integration in the peak of the controversy in 2018. Drawing from discourse analysis and “practice turn” in European studies I studied the MEPs narratives. They appeared to be deeply rooted in two discourses: neofunctionalism and intergovernmentalism, both considered as dominant narratives in the EU studies. As right-wing MEPs were convinced the EU was politically biased, protecting sovereignty played a crucial role in their narratives regarding the rule of law conflict. The European People’s Party [EPP] and Socialists and Democrats [S&D] MEPs emphasized the need to abide by EU rules, but their attitude towards imposing sanctions against Poland was mixed. In the rule of law conflict they didn’t firmly stand by its side as a polity protecting its laws. The notion of sovereignty showed cleavages in their narratives, usually full of belief in the supranational community of values.

International economic integration, or globalisation, has a long history, dating from the Medieval period; the establishment and later extension of the European Union is part of this process. It is argued that EU membership has brought undoubted advantages, such as support for agriculture and for regions of high unemployment, and the removal of tariffs against Polish goods, but the huge changes experienced by Poland date from the introduction of the market economy in 1989, not from EU membership. The market economy is synonymous with globalisation, which is so powerful that countries are forced to adapt to it, and make changes within this framework. There have been changes since 2004, the most important of which is mass emigration to the UK, Ireland, Germany and Spain, but it is thought that this movement is only short-term, since most Poles intend to return to Poland, having accumulated capital. It is too soon to be able to establish the full impact of EU membership. It seems that a much longer period must be allowed to elapse before it is possible to assess the value of EU membership to Poland. But in any case, it is clear that Poland has become part of the globalisation and economic integration process – something that will be emphasised owing to membership of the EU.

At the time of sound fi lm (to the outbreak of the 2nd World War), Polish historical themes appeared in several German, French, Austrian and American feature films. Especially Germans involved in filmmaking were interested in the issues of Polish history, particularly at the time of the Third Reich, when the cinema was controlled by the government. Temporary thaw in Polish-German relations brought some film productions favourable to the Poles and their fight for freedom. Engineered by the authorities, some were even a co-production as a result of negotiations, as e.g. August der Starke (1936). The analysis of historical Polish themes in the American and European cinema shows close relation between cinema and national literary and artistic tradition of the time. It was a general rule that subsequent transformations of popular themes were appearing, along with changing means of expression and technical capabilities. In that tradition Polish themes were rare and not many of them could be found in plots of contemporary historical films. Apart from that, “common historical memorials” turned the attention of fi lmmakers to Polish themes, i.e. moments when Polish history crossed with their own historical events. In other cases it could have been some direct incentives from the part of the totalitarian authorities willing to show good relations with Poland or, for instance, to justify the occupation of its territory. In that “nationalized” cinema, which needed legitimisation of its propaganda, a strategy of “factual camoufl age” appeared – borrowing of historical props (e.g. the crown of Charles the Great), hiring consultants, etc.

Purpose – The aim of the paper is to identify the directions and instruments of state aid (with the exception of agriculture and the transport sector) used in Poland and to identify their specificities in relation to other countries of the European Union. Research method – The achievement of the above purpose required the use of research methods such as the analysis of legal acts, the collection and analysis of secondary data and the processing of the collected factual material using descriptive statistical methods. The data source was The State Aid Scoreboard, together with a variety of reports from the Office for Competition and Consumer Protection. Results – In 2017, the amount of state aid in Poland was twice as high as the average indicator in the European Union (1.51% and 0.76% respectively). Regional development (27.3%) was the main beneficiary of its allocation, while environmental protection was 55.4% in the EU. A specific feature of state aid in Poland is its sustainability, which does not exist to a similar extent in other Member States. Originality /value – According to the author's knowledge, this is one of the unique research papers devoted to the problem of state aid, especially in the context of the indication of the specific characteristics of state aid in Poland against the background of the countries of the European Union.

The level of knowledge and attitude to European bison from a local perspective a preliminary study in north-eastern Poland. Among main reasons of lower acceptance of European bison (Bison bonasus) by local communities is the fear of the extent of the possible damage. The fear may be related to myths about the ecology of European bison. The aim of this study was to analyse the level of knowledge of local communities regarding the European bison, and its relation with the level of acceptance for the species. The survey was conducted in the area with already existing population of European bison (Bielsk Forest District), and the area where its reintroduction just have started (Augustów Forest District). The study was based on questionnaires fi lled out personally by workshop participants. The questionnaires contained a test on the level of knowledge on the European bison, the attitude towards this species, and basic information about the respondent. We found that the attitude to European bison was not driven by the level of knowledge. Respondents from Bielsk Forest District presented signifi cantly lower level of acceptance than respondents from Augustów Forest District. The study confi rms, that the level of acceptance towards protected species that may cause human-wildlife confl icts is related to the management methods in the area.

In the article the author tries to represent in a synthetic way both continuity and changes in he ways of perceiving Africa in Poland within a long period of time- since Middle Ages till now. It is pointed out that the Polish images of Africa have always belon-ged to European views on that continent. The author doesn't agree with the common opinion that there was something specific and different in the way Africa was perceived in Poland due to the fact that Poland never took part in the slave - trade and colonization and at the end of the 18th century lost its national independence itself. Particular Polish history was sometimes believed to find expres-sion in better understanding of African problems. However, every-thing that has been written on Africa by Polish authors proves that our attitudes to and stereotypes of Africa were included in the all-European pattern, although some of our outstanding countrymen (Beniowski, Conrad, Malinowski) contributed to those attitudes to some extent.

The interdisciplinary report is an effect of the work of a team of experts appointed by Division I for Humanities and Social Sciences, Polish Academy of Sciences (PAN). The team consisted of representatives of academic committees of the division. Its task was to formulate answers to 20 questions most frequently asked in public discourse regarding costs and benefits of the European integration, relations between Poland and the EU authorities, threats to the integration, the future of the EU and the place of Poland in the Community. The authors express concern about the potential results of the negative attitude of the current Polish government towards the actions of the institutions of the EU, the growing criticism towards the European integration and the threat of marginalisation of Poland within the EU or even the possibility of Poland’s leaving the EU (Polexit). They also indicate the possible economic, political and civilizational outcomes of the actions of the Polish authorities which weaken Poland’s ties to the EU. The report urges the academic community to increase their research activity and involvement in the public debate regarding these vital issues.
