The aim of the current article is to examine the main peculiarities of public diplomacy of Poland in Eastern Partnership countries. The main fields of Polish public diplomacy realization in those countries, among which are the promotion of democracy values, informational propaganda, cultural and science diplomacy, sustention of Polish diaspora, will be analyzed. The article outlines the level of Poland’s promotion and branding activities in the framework of multilateral cooperation. The most important projects, initiatives and educational programs that represent Polish culture and traditions in Eastern Partnership countries will be examined. The research will show which of the Eastern Partnership countries are highly or less involved in the programs of Polish public diplomacy realization.

The article is devoted to the little known but interesting Polish diplomat Mikołaj Sękowski, the envoy to Naples and Madrid in the last quarter of the sixteenth century. The main purpose of the text is to complete Sękowski’s biography with new details, and to shed a different light on his activity, placing it within the context of the beginnings of public diplomacy. Through the analysis of documental and literary sources comprised principally between 1576 and 1588, the author argues that Mikołaj Sękowski had, for more than a decade, remained a stable and active source of information about Poland in Italy in Spain. Thus, he provided an additional and unusual element of ‘soft diplomacy’ to the Polish foreign service actions in Naples and Madrid, aimed principally at recovering the Neapolitan sums.

An unsuccessful military coup d’etat took place in Turkey in 2016. The government in Ankara recognized a representatives of Hizmet Movement guilty of carrying it out. In retaliation they has begun actions to bring them to the court and at the same time criminalize an activity of their organization in Turkey. Ankara government demanded also the limitation of the functioning Hizmet supporters abroad. On the other hand, the key is the fact, that all the activities of Hizmet Movements all around the world has been a part of Turkish public diplomacy. So the ban of an activities of the organization abroad would affect both the Hizmet Movement and Turkish state. The article contains an explanations of the origin of the Hizmet Movement and it forms of activities, especially in Poland. There are also pointed out the possible consequences that the government in Ankara may face in the field of public diplomacy underestimating the role of this non-governmental organization which also had shaped the image of Turkey.

This paper focuses on the cultural and political importance of papal nuncios’ final reports (relazioni finali) as one of the basic sources of knowledge about the PolishLithuanian Commonwealth in the Roman Curia. The final report was a document, in essence a summary, which a diplomat was required to complete at the end of his mission (or immediately after). During the creation of the office of permanent nuncio to the major European courts, the preparation and delivery of the final report often took place orally. Gradually, the relazione evolved into a written version. Throughout the sixteenth century, when knowledge about Poland-Lithuania in Rome was rather poor, the relazioni finali consisted of colourful descriptions of the geography, the history, and the social and political relations of the Polish-Lithuanian Commonwealth. During the seventeenth century, this document became more political in character. It related directly to the activities of the papal diplomats, rituals and ceremonials, and any particular problems regarding the missions, rather than extensive descriptions of relatively banal curiosities. Throughout the seventeenth century in particular, when a permanent papal diplomatic presence had just been established in Poland-Lithuania, the final reports were an important contribution to future missions. Newly-appointed nuncios therefore willingly used the extremely important information contained therein. The practice of writing relazioni finali made it easier for the Holy See to consolidate its diplomatic influence and presence in Central and Eastern Europe in the early modern period. It also fostered papal interest in the social and political features of the enormous ‘noble’ republic.

The article shows a new dimension of Polish relations with the Middle Eastern countries as well as new ways of providing a cultural diplomacy. Subsequent parts are: Middle East in Polish foreign policy, the concept of cultural diplomacy, cultural diplomacy in Polish foreign policy, Polish cultural diplomacy in the Middle East. Article shows the different activities of cultural diplomacy starting from its traditional tools to the latest ideas. It shows the change in the perception of cultural diplomacy, as well as their main actors and channels to reach the audience. In addition, underlined is a breakthrough in relations between the Poland and region of the Middle East – a change in the perception and the ability to build a strategy of a foreign policy based on the transferring the experience of system transformation. Thesis about new dimension of polish cultural diplomacy in the Middle East shows following results: now Poland has something to offer to the Middle East that is the experience in transformation of political system; also with the accession to the European Union, it’s structures, programs, politics Poland gained more channels to promote it’s culture; cultural diplomacy reaches more wide groups of society, more actors are taking part in cultural diplomacy which causes that not only governmental institutions are responsible for intercultural dialog.

This study presents various perspectives on cultural communication issues, in the context of globalization and political and economic transformation in Poland and Bulgaria since the democratic revolution of the 1989. Poland and Bulgaria have old historical and cultural relations, defined and developed institutionally in different spheres of social life at the be-ginning of the twentieth century. Cultural cooperation is a kind of catalyst for the country’s foreign policy: maintains the historical, ethnic, and regional cooperation, symbolizes the successes, compensates for the negative relations and is an indirect tool for deepening the breakthrough in bilateral relations. Nowadays, branding models are used to promote the image of countries as a tool of the public diplomacy. This article examines the dynamic role of the changes in the cross-cultural communication. The article draws on the most important cultural and scientific publications and literature to argue that building this cultural coopera-tion has its roots in the capability to mobilize and use culture as a resource for collaborative action between Poland and Bulgaria.

The Department of Political Affairs of the Provisional Council of State was established in January 1917 as the nucleus of the Ministry of Foreign Affairs of the Kingdom of Poland, organized depending on the Central Powers. In 1918 it was transformed into the State Department. It functioned under the auspices of the Regency Council appointed by the occupiers. The deteriorating military situation in Germany and Austria-Hungary led in October 1918 to the appointment of the Ministry of Foreign Affairs as part of the government of the Regency Council under the chairmanship of Józef Świerzyński.

The purpose of the publication is to present the fate of Polish miners in Estonia between 1937 and 1939. Until now, this topic has only been hinted at by some Polish historians while doing other research. This article is based on Polish and Estonian documents which are kept in the Central Archives of Modern Records in Warsaw and the National Archives of Estonia in Tallinn, respectively. This allowed the Polish and Estonian viewpoints on the subject to be compared. Taking into account the state of research on the discussed topic, the article presents such issues as the genesis, course and consequences of the emigration of Polish miners to Estonia. The analysis of Polish and Estonian documents indicates that the main reason for labour migration from Poland to Estonia was material deprivation, which went hand in hand with access to the foreign labour market. Lack of work opportunities and poverty in Poland forced miners to seek work abroad. At the same time, economic changes in Estonia during the interwar period led to the emergence of new industries in the country, the most important of which was the fuel industry. Estonia needed foreign miners to work in shale mines. Poland was the only country that supplied Estonia with miners, as the budding Estonian oil industry was unable to meet the demands for skilled professionals from Western Europe.

The article deals with the geocultural conditions of diplomatic relations between Poland and Israel, with particular emphasis on the events in recent years. The author points out that cultural and historical diplomacy is a fundamental vector of Polish-Israeli diplomatic activities which results from these special conditions. At the same time, this area of diplomacy is extremely unstable, susceptible to various fluctuations, depending on external events and circumstances.
Artykuł dotyczy geokulturowych uwarunkowań dyplomatycznych relacji polsko-izraelskich ze szczególnym uwzględnieniem dynamiki wydarzeń z ostatnich lat. Autor zwraca uwagę, że dyplomacja kulturalna i historyczna stanowi fundamentalny wektor polsko-izraelskich działań dyplomatycznych, co wynika z tych szczególnych uwarunkowań. Zarazem ten obszar dyplomacji jest niezwykle niestabilny, podatny na różne wahania, zależny od wydarzeń i okoliczności zewnętrznych.

Private correspondence of the Spanish diplomats of the 18th century gives a lot of interesting information that complements the contents of official reports. Count Pedro de Aranda was one of the outstanding Spanish politicians and reformers of the 18th century. In the years 1760-62 he stayed in Warsaw as Charles III's Ambassador Extraordinary to the Polish Republic and August III. At that time he carried on private correspondence with Ricardo Wall, the First Secretary of State responsible for Spain's foreign policy. In the Warsaw letters Aranda presents himself as a man of the Enlightenment, a politician concerned about his country, a diplomat watching with interest the changing arrangement of powers in Europe. He reveals his views that he would not be able to deliver in official letters. This especially regards his attitude towards the Church, the Inquisition and the trends in Spanish foreign policy. At the same time he may be seen as a private person with his advantages and disadvantages. Aranda likes social life and pomp. The kind of life he leads in Warsaw is to be a credit to himself and to the King of Spain. The present text is an attempt at outlining the problems contained in the Spanish diplomat's private correspondence.

With the end of the 20th century, there was a change in the nature and methods of using military force in international politics. It led to the need to develop new cooperation methods between states and reorient military diplomacy into defence diplomacy. In the new reality, the group of entities influencing diplomatic activities has been expanded to include non-governmental entities, including think tanks. It raised questions about the role of expert centres in activities for defence diplomacy under Polish conditions, including shaping the international situation and shaping the state's defence policy. The following considerations are an attempt to answer this question. The analysis was based on the data obtained from a survey and information from the websites of fifteen Polish centres of expertise operating in international relations, political science, and security and defence.

Na początku lat pięćdziesiątych Korea stała się kolejnym „gorącym punktem” zimnowojennej rywalizacji pomiędzy Stanami Zjednoczonymi a Związkiem Sowieckim, stawiając świat na krawędzi nowego międzynarodowego konfliktu zbrojnego. Wybuch wojny na Półwyspie Koreańskim (1950–1953) był kwestią czasu. Obydwaj przywódcy, stojący na czele komunistycznej Koreańskiej Republiki Ludowo-Demokratycznej (Korei Północnej) – Kim Il Sung oraz Rhee Syngman – prezydent demokratycznej Republiki Korei (Korei Południowej), dążyli do siłowego zjednoczenia kraju, niekiedy wbrew interesom swoich potężnych politycznych „opiekunów”. W wyniku trwającej ponad trzy lata wojny zginęło lub odniosło rany ponad 6 mln osób, z czego niemal 1 mln stanowili obywatele Korei Północnej, a obszar całego półwyspu został doszczętnie zrujnowany. Pierwszym polskim ambasadorem w Korei Północnej mianowano we wrześniu 1950 r. Juliusza Burgina, pełniącego równocześnie funkcję ambasadora w Chińskiej Republice Ludowej. W okresie sprawowania obowiązków Burgin odbył zaledwie dwie podróże służbowe do Korei Północnej, przebywając w tym czasie na stałe w Pekinie. Ich efektem są przesłane do polskiego Ministerstwa Spraw Zagranicznych w styczniu oraz maju 1951 r. dwa obszerne raporty, które zawierają liczne informacje dotyczące zarówno sytuacji wojennej na Półwyspie Koreańskim, kulis rozpoczęcia rozmów związanych z włączeniem się strony polskiej w międzynarodowy program pomocy Korei Północnej, jak i szczegółowy opis warunków pracy polskiej placówki dyplomatycznej.
In the early 1950s, Korea became another “hot spot” of the rivalry between the United States and the Soviet Union during the Cold War, while pushing the world to the verge of a new international military conflict. The outbreak of the war in the Korean Peninsula (1950–1953) was a matter of time. Both leaders of the communist Democratic People’s Republic of Korea (North Korea) – Kim Il Sung and Rhee Syngman – president of the democratic Republic of Korea (South Korea) endeavoured to unite the country by force, sometimes even against the interests of their powerful political “carers”. The war, which lasted over three years, killed or injured over 6 million people, of which citizens of North Korea accounted for 1 million, while the territory of the entire Peninsula fell into complete ruin. Juliusz Burgin, the former ambassador in the People’s Republic of China, was nominated as the first Polish ambassador in North Korea in September 1950. During his tenure, Burgin made only two business trips to North Korea, while residing permanently in Beijing. The business trips gave rise to two comprehensive reports to the Polish Ministry of Foreign Affairs of January and of May 1951, which contain a good deal of information on both the war situation on the Korean Peninsula, behind-the scenes of the talks on the inclusion of Poland in the international aid programme for North Korea and a detailed description of the working conditions of the Polish diplomatic mission.

The article describes the activities of German diplomacy in Spain in 1939–1943 aimed at eliminating Polish-Spanish diplomatic relations. The main purpose of the German diplomats was the liquidation of Polish diplomatic missions in Spain. The article shows the example of anti-Polish actions and the strength of German pressure on the Spanish government during World War II.
Artykuł opisuje działania dyplomacji niemieckiej na terenie Hiszpanii w latach 1939–1943, zmierzające do likwidacji polsko-hiszpańskich stosunków dyplomatycznych. Głównym celem tych niemieckich dyplomatów była likwidacja polskich placówek dyplomatycznych na terenie Hiszpanii. Artykuł ukazuje na przykładzie działań antypolskich siłę presji niemieckiej na hiszpańskie czynniki rządowe w latach II wojny światowej.

Polish representatives in Bucharest in the interwar period were – what is obvious – executors of the Polish government’s foreign policy, formulated by the successive Ministers of Foreign Affairs. They had to act within that framework. In exceptional circumstances were Linde and Koźmiński, who happened to act in conditions of nonexistence of a single center shaping Polish foreign policy and they often had to demonstrate creativity, without any directives coming from the top. To a certain extent in a similar situation was Raczyński, who also had to act independently, in a state of necessity – as he claimed – ignoring the supremacy of the Minister of Foreign Affairs interned in Romania. Effective professionals efficiently performing the tasks allocated to them were Wielowieyski, Szembek and Arciszewski. Jurjewicz was perceived as much less energetic. His relatively low activity on the position of the envoy, however, was largely derived from minister Seyda’s passive policy towards Romania. Undoubtedly, the most prominent Polish diplomat in Bucharest was Alexander Skrzyński. He not only performed his duties of the representative of the Republic of Poland with the invention but he also showed his own initiative, when Poland was in extremely difficult war situation in 1919–1920.

Opis:
Polish politicians had appreciated the importance of relations with Romania since the beginning of the independent Poland, indicating the need for close political and economic cooperation with that country which would serve to resist the Soviet expansion in Central and Eastern Europe. The establishment of official diplomatic relations between Poland and Romania proved to be a rather complex process. It was essentially affected by the lack of agreement between the two centers competing for leadership in Poland, that is the authorities in Warsaw and the Polish National Committee (KNP) in Paris. It was manifested by keeping in Bucharest their own representatives, more or less tolerated by the Romanian, the so-called Legation headed by Marian Linde and the delegate of KNP Stanisław Koźmiński. In the end, Alexander Skrzyński was appointed the envoy of the Republic of Poland and officially recognized by the Romanian authorities. The establishment of official diplomatic relations did not mean, however, immediate rapprochement between the two countries. It was a process lasting almost two years which, thanks to the merits of Alexander Skrzyński, was crowned by signing the Polish-Romanian alliance in March 1921. The next stage consisted of the efforts to strengthen and extend this alliance made by Skrzyński as Minister of Foreign Affairs and Paweł Jurjewicz – his successor to the position of chargé d’affaires, and then an envoy in Bucharest. The process was slowed down by the inept policy of Marian Seyda, the next foreign minister of Poland.
