Rapid development of the global dimension of globalization and information technology has determined the phenomenon when not only countries, but also cities began to compete with one another. For this reason, the city is facing the problem of attractiveness for investment, business and living. It is the identification and development of city attractiveness factors, their incorporation in the city’s strategic development level and their publicity that is focused on the desire to attract new investors, create favorable conditions for entrepreneurs to develop business in the city, maintain or recover/attract young and highly qualified specialists to the city and thus create as a higher quality of life and economic welfare. This article analyzes the main factors of city attractiveness which were identified by businessmen and young people from Lithuania-Poland cross-border cities Alytus and Ełk.

The article concerns the issue of cross-border cooperation between Poland and Germany in the fi eld of internal security, so at the local level, since the signing of the Treaty between the Polish Republic and the Federal Republic of Germany on good neighbourliness and friendly cooperation of 17/06/1991 signed in Bonn. Furthermore, the challenges for the cross-border cooperation between two states were elaborated. It was assumed that the main challenges in the fi eld of cross-border cooperation between Poland and Germany are related to providing internal security at the local community level.

Celem opracowania była identyfikacja prawidłowości w odniesieniu do organizacji realizujących projekty współpracy transgranicznej i ich zmian w czasie. Badaniem objęto łącznie ponad 2,4 tys. organizacji realizujących około 1,5 tys. projektów współpracy. W analizie wykorzystano metody opisu zbiorowości statystycznej. Artykuł stanowi jedną z pierwszych analiz porównawczych dotyczących projektów współpracy transgranicznej realizowanych na wszystkich granicach Polski w dwóch kolejnych okresach programowania UE: 2007-2013 oraz 2014-2020. Badanie pokazało bardzo dużą zmienność organizacji zaangażowanych we współpracę w czasie, czemu towarzyszyły jednakże względna stabilność struktur rodzajowych tych organizacji oraz stabilność struktur przestrzennych. Ta ostatnia była warunkowana czynnikiem odległości od granicy państwowej oraz istnieniem dużych ośrodków miejskich. Uzyskane wyniki stanowią istotny wkład w lepsze zrozumienie wyzwań związanych z realizacją polityki współpracy UE.
The aim of the study was to identify regularities in relation to organizations implementing cross-border cooperation projects and their changes over time. The analysis covered a total of more than 2.4 thousand organizations implementing about 1.5 thousand cooperation projects. In the analysis statistical description methods were used. The article is one of the first comparative analyses of cross-border cooperation projects implemented on all Polish borders in two consecutive EU programming periods: 2007-2013 and 2014-2020. The study showed a very high variability of organizations involved in cooperation over time, which, however, was accompanied by relative stability of the generic structures of these organizations and stability of spatial structures. The latter was conditioned by the factor of distance from the state border and the existence of large urban centres. The results obtained are an important contribution to a better understanding of the challenges of implementing EU cooperation policy.

W artykule przedstawiono wyniki szczegółowej analizy i oceny transgranicznej współpracy regionów przygranicznych Polski i Ukrainy, w którą zaangażowane są euroregiony. Analiza obejmuje zarówno aspekty teoretyczne, kwestie finansowe współpracy transgranicznej, jak i aspekty społeczno-ekonomiczne rozwoju badanego terytorium. Celem autorów jest porównywanie zasad i tendencji rozwoju terytoriów w polsko-ukraińskich regionach transgranicznych w celu zapewnienia całościowej wizji współpracy transgranicznej między Ukrainą i Polską w ramach Euroregionu Karpackiego i Euroregionu Bug.

This opinion deals with a government bill on the funding of the cross‑border healthcare which implements the Directive 2011/24/EU of the European Parliament and of the Council. Both the content of the directive and the bill are presented in the opinion. The author points out a number of defects of the bill, including the inconsistent application of the exemptions provided for in the directive, unjustified differentiation of patient’s right to reimburse costs of healthcare depending on whether the it is carried out by healthcare providers established on the territory of the Republic of Poland or elsewhere, and imprecisely defined mechanism for determining the amount of the reimbursement, as well as application of many vague phrases and, above all, the introduction of the rigid instrument of the so‑called “suspension” of the patient’s right to reimbursement in the event of excess of the statutory limit of spending in a given year.

Over the past twenty years, retail trade in the border zone areas in Poland has been characterized by a great dynamics of change, mainly due to unregistered cross-border trade. The present article investigates the process in the light of theoretical approaches to the problem. The existing models, however, are applied to economic conditions in which the range of activity of the commercial enterprise depends mainly on its entrepreneurship, innovation and investment opportunities. The conditions of conducting commercial activity in the border regions of Poland during the period under investigation were fairly unstable and made the entrepreneurs respond rapidly to the changes underway. This is the reason why the concept of self-organization has been used to fully demonstrate the specifi city of the development of cross-border trade and its complex, multi-faceted and multi-stage character.
Handel detaliczny w obszarach przygranicznych Polski w okresie ostatnich 20 lat charakteryzował się dużą dynamiką zmian, głównie za sprawą transgranicznej nierejestrowanej wymiany handlowej. W niniejszym artykule proces ten przedstawiono w świetle teoretycznych ujęć problemu. Jednakże istniejące modele odnoszą się do warunków gospodarczych, w których zakres działalności podmiotu handlowego zależy głównie od jego przedsiębiorczości, innowacji i możliwości inwestycyjnych. Warunki prowadzenia działalności handlowej w obszarach przygranicznych Polski w analizowanym okresie były mało stabilne, wymagające szybkiego dostosowania się przedsiębiorców do zachodzących zmian. Dlatego dla pełnego ukazania specyfi ki rozwoju handlu przygranicznego, jego złożoności, wieloaspektowości i wieloetapowości zastosowano koncepcję samoorganizacji, którą szeroko stosuje się do analizy zjawisk i procesów społeczno-gospodarczych w okresie transformacji.

W artykule dokonano analizy właściwości ukraińsko-polskiej współpracy transgranicznej, która jest realizowana w ramach współpracy między regionami przygranicznymi sąsiadujących ze sobą państw i przejawia się w różnych formach. Przeanalizowano wpływ współpracy transgranicznej na funkcjonowanie ukraińsko-polskiej granicy państwowej, w szczególności wzmacnianie jej funkcji kontaktowej i międzynarodowej. Zbadano determinanty funkcjonowania euroregionów, obejmujących tereny przygraniczne Polski i Ukrainy. Jako jedno z istotnych wyzwań w tym zakresie na współczesnym etapie należy rozpatrywać konieczność doskonalenia infrastruktury transportowej, modernizacja której będzie sprzyjała poprawie funkcjonowania ważnych międzynarodowych korytarzy tranzytowych i zwiększy ogólną przepuszczalność granicy ukraińsko-polskiej.
The features of Ukrainian-Polish cross-border cooperation realized within the framework of collaboration between the border regions of the neighbouring countries, displayed in different forms, have been considered in the article. The influence of transborder cooperation on functioning of the Ukrainian-Polish state border – in particular, strengthening of its contact function – has been analysed. The components of the Euroregions operation that include border territories of Poland and Ukraine have been investigated. As one of substantial challenges at the present stage the necessity of transport infrastructure improvement should be examined. Its modernisation will facilitate the improvement of the important international transit corridors functioning and increase the general Ukrainian-Polish border permeability.

Subject and purpose of work: The purpose of the study is to analyse the structure and the relation of the Polish-Belarusian cross-border cooperation network, to identify the key nodes in the network, to analyse the dynamics of connections between the actors, and to identify the most important changes in the structure of the network. Materials and methods: The article quotes the results of analyses of cross-border projects from 2004-2017. The analysis includes projects completed, applicants, and partners of projects. The network analysis was carried out using Ucinet and NetDraw software. Results: The structure of the Polish-Belarusian cooperation is dominated by several large nodes, on the other hand there are many micronetworks – of three or four nodes, which are connected with each other. Conclusions: The Polish-Belarusian cooperation is of great importance for the international relations of the Polish state. Projects carried out by entities located at the border strengthen the cooperation, bringing a number of measurable benefits (hard and soft), depending on nature of the projects, as well as frequency and scale of the undertaken activities.
Przedmiot i cele pracy: Celem opracowania jest analiza struktury oraz relacji polsko-białoruskiej sieci współpracy transgranicznej, określenie kluczowych węzłów w sieci, analiza dynamiki powiązań pomiędzy aktorami ora identyfikacja najważniejszych zmian w strukturze sieci. Materiały i metody: W artykule wykorzystano wyniki analiz projektów transgranicznych z lat 2004-2017. W analizie uwzględniono realizowane projekty oraz wnioskodawców i partnerów w projektach. Analizę sieci przeprowadzono za pomocą programu Ucinet i NetDraw. Wyniki: Struktura polsko-białoruskiej współpracy zdominowana jest przez kilka dużych węzłów, z drugiej strony występuje wiele mikrosieci – trzech lub czterech węzłów, połączonych między sobą. Wnioski: Polsko-białoruska współpraca ma istotne znaczenie dla relacji międzynarodowych państwa polskiego. Projekty realizowane przez podmioty zlokalizowane przy granicy wzmacniają współpracę, przynosząc szereg wymiernych korzyści (twardych i miękkich), w zależności od charakteru projektów, jak również częstotliwości i skali podejmowanych działań.

Artykuł ukazuje współpracę transgraniczną między Polską i Ukrainą z perspektywy mikrospołecznej, podkreślającej wymiar tożsamościowy kontaktów społecznych i ich konsekwencje. W przeprowadzonych w grudniu 2019 r. badaniach wśród mieszkańców obszarów przygranicznych Polski i Ukrainy zwrócono uwagę na to, czy współpraca ta stała się wśród mieszkańców terenów przygranicznych ważną perspektywą postrzegania sąsiedzkich relacji, jak mocno wyrażana jest potrzeba jej rozwoju oraz jak postrzegane są jej efekty. W świadomości badanych dominuje perspektywa postrzegania transgranicznych relacji polsko-ukraińskich jako opartych na kontaktach ekonomicznych. Zakorzeniona jest też świadomość asymetrii regionalnych, co wpływa na różnice w postrzeganiu współpracy transgranicznej między mieszkańcami terenów przygranicznych. Mimo różnic badani zwracali uwagę na elementy kulturowe łączące oba narody oraz walory ułatwiające komunikację.
The article shows cross-border cooperation between Poland and Ukraine from a micro-social perspective. It emphasizes the identity dimension of social contacts and their consequences. The research from December 2019 among the inhabitants of the border areas of Poland and Ukraine was concerned with whether this cooperation has become an important perspective for the perception of neighborly relations among the inhabitants of border areas, how strongly the need for its development is expressed and how its effects are perceived. The respondents perceive cross-border Polish-Ukrainian relations through the prism of economic contacts. The consciousness of regional asymmetries influences the differences in the perception of cross-border cooperation between the inhabitants of border areas. Despite this, the respondents paid attention to the cultural elements linking both nations and the values facilitating communication.

The aim of this paper was to analyse the role of borders and types of borderlands in cross-border cooperation. Almost 600 projects from seven Interreg IIIA Programmes, in which Polish border regions participated in the years 2004–2006, were examined. The authors paid special attention to the question whether the structure of co-operation fields is uniform or diversified along all borders. Although many similarities did exist, there were also important differences. It turned out that the common legal framework of Interreg Programmes did not guarantee exactly the same realisation of trans-border cooperation. The so called ‘integrating factor’ also played an important role. The type of border and neighbouring country, as well as different local conditions also had an impact on the programmes’ implementation. Therefore, the effectiveness of trans-border programmes depends on their adjustment to specific regional conditions.
Celem pracy była analiza znaczenia granic i typów pograniczy dla kształtowania współpracy przygranicznej. Uwzględniono prawie 600 projektów z siedmiu programów współpracy realizowanych w ramach Interreg III A w Polsce w latach 2004–2006. Autorzy starali się odpowiedzieć na pytania, czym różni się współpraca w przypadku poszczególnych granic i z czego wynikają dostrzeżone odmienności. Jakkolwiek z formalnego punktu widzenia programy Interreg III A realizowano w całym kraju w niemal taki sam sposób, to badanie wykazało zróżnicowanie rzeczywistego wymiaru współpracy. Na efektywność realizowanych przedsięwzięć wpływały przede wszystkim rodzaj granicy, kraj, z którym podejmowano współdziałanie, a także uwarunkowania lokalne tworzące tzw. czynnik integrujący.

The Schengen area tends to be commonly misconstrued in the public perception as being ‘border-free’, defined by the unrestrained mobility of people, goods and capital. In reality the so-called ‘internal borders’ are still marked by a fervour of activities, conducted by the various national state agencies created for the purpose of territorial protection. Identity and migration checks – which often strikingly resemble preSchengen border checks – special crime-prevention tasks and transnational operations of police-type forces, detention and the unrelenting transfers of asylum-seekers and forced returns of illegalised migrants (also of EU nationals) are only a few among the many responsibilities of the various border-guard formations. This paper, based on data from fieldwork with the street-level Polish Border Guards working in the Intra-Schengen border region on the Polish–German border, analyses the impact of different levels of institutional discretion: official, local and individual, with a particular focus on the officers’ behaviour and decision-making and on the role of discretion within the policy implementation of a specific procedure. Analysing the phenomenon of the forced returns (deportations) of EU nationals within the Schengen area, this paper exposes the nature of the little-known practice of cross-border transfers. It focuses on the phenomenon of a forced return of Polish citizens from Germany, specifically on the micro-level moment of transfer of custody between the German Federal Police (Bundespolizei) into the hands of the Polish Border Guards (Straż Graniczna) on the Polish–German border, looking at the procedural variations and the decision-making of the officers, especially in the context of its street-level echelon and its practical contribution to the concept of deportability

This paper presents cooperation across boundaries as co-operative measures, being goal-oriented to the economic, social, scientific, technical, environmental, cultural, and other relations, initiating and deepening among territorial communities, local authorities both in Ukraine and in Poland. The methodological basis of the study consists of the following approaches to the study of Euroregions: geographical, political, administrative, functional. Definitions of the Euroregion as the main form of cross-border cooperation have been determined, and institutions promoting cross-border cooperation between Ukraine and Poland have been studied. The institutional support for cross-border cooperation within the framework of the “Carpathian” and “Bug” Euroregions has been examined. Features of the Ukrainian-Polish Euroregions – “Carpathian” and “Bug” have been characterized. Problematic issues concerning the Euroregion cross-border cooperation support have been identified. Moreover, recommendations on improving the institutional component of the Ukrainian-Polish CBC within the “Carpathian” and the “Bug” Euroregions are given herein.
Artykuł przedstawia współpracę ponadgraniczną jako działania kooperatywne, ukierunkowane na cele gospodarcze, społeczne, naukowe, techniczne, środowiskowe, kulturowe i inne, inicjujące i pogłębiające się między społecznościami terytorialnymi, władzami lokalnymi zarówno na Ukrainie, jak i w Polsce. Podstawę metodyczną opracowania stanowią następujące podejścia do badania euroregionów: geograficzne, polityczne, administracyjne, funkcjonalne. Określono definicję euroregionu jako głównej formy współpracy transgranicznej oraz zbadano instytucje promujące taką współpracę między Ukrainą a Polską. Zbadano instytucjonalne wsparcie współpracy transgranicznej w ramach euroregionów „Karpacki” i „Bug.” Scharakteryzowano cechy ukraińsko-polskich euroregionów – „Karpacki” i „Bug.” Zidentyfikowano problematyczne kwestie dotyczące wsparcia współpracy transgranicznej w euroregionie. Ponadto podano zalecenia dotyczące usprawnienia komponentu instytucjonalnego ukraińsko-polskiej współpracy transgranicznej w ramach euroregionów „Karpacki” i „Bug.”

Opis:
The publication presents the point of view on economic relations with one Russian region bordering Poland–Kaliningrad Oblast. This is the point of view of the author, who has been dealing with the practical coordination of the co-operation for many years, and who has been currently dealing with this part of the international relations from the scientific. The difficult situation in the Polish-Russian border regions is described by the presented data related to trade in the recent years. Other aspects of cross-border cooperation which affect the economic development of border regions are also presented. From the point of view of border regions, the current situation is not favourable. For many years there have been attempts to create conditions for the economically weaker border regions, being also the peripheries of the Eastern border of the European Union, to develop better. This aim was to be achieved by, among others, local border traffic, as well as the Interreg programs: Poland–Lithuania– Russia and the currently developed Poland–Russia. In the present political situation, the voice of the regions bordering with the Russian federation is not particularly taken into consideration. But, in the long term, considering the socioeconomic development of border regions and common problems resulting from them being neighbours across the border, it should be noticed.
Данная статья предоставляет взгляд на специфику экономических связей с единственным российским регионом имеющим границу с Польской Республикой–Калининградской Областью Российской Федерации. Это точка зрения автора, который много лет способствовал практиче- ской реализации сотрудничества, а в нынешнее время продолжает изучать эту проблематику. О непростых условиях экономического сотрудничества на польско-российском пограничье свидетельствуют представлены автором показатели по торговле за последние годы. В статье показаны также и другие аспекты трансграничного сотрудничества, которых влияния на экономическое развитие приграничных районов нельзя игнорировать. С точки зрения приграничных регионов это ситуация не самая благополучная. Многие годы по обеим сторонам границы вырабатывались действия, благодаря которым менее развитые приграничные районы могли бы поднимать уровень развития так общественногo, как и экономическогo. Это цель должна была реализоваться тоже в рамках действия малого приграничного передвижения. Этой цели способствовали принципы программы Интеррег Польша–Литва–Россия или ожидаемой ныне программы Польша–Россия. В нынешних политических обстоятельствах нацеленные на экономическое развитие аргументы приграничных регионов отказываются как не самые убедительные. Однако в долгосрочной перспективе, учитывая общественную и экономическую обстановку – общие проблемы возникающие в приграничном регионе должны учитываться.

The development of cross-border cooperation in the European Union requires the refinement of organisational and legal instruments which support the cooperation of the local and regional authorities in neighbouring border regions. One such instrument may be the Cross-Border Functional Area (CFA). The authors of the article were in charge of the implementation of a pioneering project commissioned by Directorate-General for Regional and Urban Policy (European Commission) to establish the first CFA in Europe in the Polish-Lithuanian border region. It was formed by nine cities and communes (Pol. gmina) from Sejny and Suwałki counties and three Lithuanian local authorities: Lazdijai, Vilkaviškis and Kalvarija. The main objective of the article is to identify the qualities of a CFA as an organisational and legal instrument supporting the development of cross-border cooperation. An additional objective is to identify the key organisational and legal determinants of the development of the CFA in the Polish-Lithuanian border region. The article has a scientific and research character. It characterises CFAs in relation to other forms of institutional cross-border cooperation, discusses the legal basis for the establishment of a CFA, presents the organisational structure and identifies the key stakeholders. The lack of a legal definition of a CFA makes its use difficult, but not impossible. The importance of functional connections in cross-border cooperation in the EU is sufficiently significant to warrant further research on the institutionalisation of cooperation within cross-border functional areas.
Rozwój współpracy transgranicznej w Unii Europejskiej wymaga doskonalenia instrumentów organizacyjno-prawnych wspierających współpracę władz lokalnych i regionalnych sąsiadujących obszarów przygranicznych. Jednym z takich instrumentów może być Transgraniczny Obszar Funkcjonalny (TOF). Autorzy artykułu byli realizatorami pionierskiego projektu zleconego przez Komisję Europejską, którego celem było powołanie na pograniczu polsko-litewskim pierwszego w Europie TOF. Obszar ten obejmował dziewięć miast i gmin z powiatów sejneńskiego i suwalskiego w Polsce oraz trzy samorządy litewskie: Łoździeje (lit. Lazdijai), Wyłkowyszki (lit. Vilkaviškis) i Kalwarię (lit. Kalvarija). Celem głównym artykułu jest identyfikacja atrybutów TOF jako instrumentu organizacyjno-prawnego wspierającego rozwój współpracy transgranicznej. Celem dodatkowym jest wskazanie i omówienie kluczowych determinant organizacyjno-prawnych rozwoju TOF na pograniczu polsko-litewskim. Artykuł ma charakter naukowo-badawczy. Scharakteryzowano w nim TOF na tle innych instytucjonalnych form współpracy transgranicznej, omówiono podstawy prawne utworzenia TOF, przedstawiono strukturę organizacyjną i zidentyfikowano kluczowych interesariuszy. Brak definicji prawnej TOF utrudnia, ale nie uniemożliwia stosowania tego instrumentu we współpracy transgranicznej. Znaczenie powiązań funkcjonalnych w relacjach transgranicznych w Unii jest na tyle istotne, że wskazana jest realizacja dalszych badań dotyczących instytucjonalizacji współpracy w ramach transgranicznych obszarów funkcjonalnych.
