The article describes the problems of Polish military forces in the context of a relatively new type of threat, commonly described as “hybrid warfare”. The first step of the analysis is a description of such threat, based on data gathered by Polish and foreign analytical centers. The next step is a presentation of the current state of Polish military forces – in terms of doctrine, organization, training and materiel (e.g. equipment). This kind of data analysis offers relevant information about defense capabilities that the Polish Armed Forces have and those which they lack. These capabilities are then compared to the challenges posed by hybrid warfare, thus providing insights on potential new capabilities which should be acquired as well as those which are unnecessary in the context of hybrid war.

Opis:
The distribution, age and correlation of Pleistocene sediments (1.806–0.01 Ma) is presented for an about 1200 km long geologic cross-section that extends from the Baltic Sea to the Black Sea and crosses the eastern part of the Polish Vistula drainage basin, the Dniester and Upper Pripyat drainage basins of the Ukraine, and also parts of the Russian Kaliningrad District andMoldova. In the vicinity of Warsaw, the oldest Pleistocene deposits comprise preglacial fluvio-lacustrine sediments of the Otvockian (Eburonian) cooling and Celestynovian (Waalian) warming stages that equate in the south with the Berezan and Kryzhaniv horizons, composed of loessy clays, silts and red-brown palaeosol. Along the cross-section, deposits of 8 main glaciations correlate with a similar number of main loesses (Narevian–Ilyichivsk, Nidanian–Pryazovsk, Sanian 1–Sula, Sanian 2–Tiligul, Liviecian–Orel, Krznanian–Dnieper 1, Odranian–Dnieper 2–Tyasmyn, Vistulian–Valday) that are separated by 7 main intra-loess palaeosols that developed during the main interglacial periods (Augustovian–Shirokino, Małopolanian–Martonosha, Ferdynandovian–Lubny–Solotvin, Mazovian–Zavadivka–Sokal, Zbójnian–Potagaylivka, Lubavian–Lublinian–Kaydaky–Korshiv, Eemian–Pryluky–Horokhiv). The first three interglacials are megainterglacials, which possibly include cool intervals during which ice sheets did not advance beyond Scandinavia. All glaciations and loesses, as well as interglacials and palaeosols that are considered asmain climatostratigraphic units of the Pleistocene of Central Europe, are grouped into climatic cycles and megacycles that correlate with corresponding units of Western Europe.

We review the current environmental pollution by mercury in the soils of Poland and Lithuania and in the sediments of the Baltic Sea. Mercury is documented to have many negative impacts on the environment as a toxic trace element. In many different chemical forms, it is being released into the environment by both geogenic and anthropogenic activities, with most being released from anthropogenic sources. Methylmercury is considered one of the most toxic forms found in the environment. Mercury levels in sediment and various point sources increased after World War II in the Baltic Sea, which was used as a dumpsite. Previous studies show noticeable differences in total mercury in the Baltic Sea. In the Warta and Odra rivers in Poland, mercury levels are also higher than the background value, though recent findings suggest that river sediments are not the main source of mercury to marine sediments. Concentrations in soils in Poland and Lithuania were below the level of limit values (1 and 1.5 mg/kg-1 respectively), but Upper Silesia showed concentrations (up to 4.01 mg · kg-1) above the limit values. Furthermore, between 1992 and 2006, mercury levels in Wroc³aw dropped dramatically. The dominant trees in the area can affect mercury accumulation. No data were available for comparison with the soils in Estonia and Latvia.

This article explores shifts in participation by artisanal Polish fishermen in management of the Atlantic cod (Gadus morhua) fishery since accession to the European Union. The European Union works to promote the long-term presence and influence of artisanal fishermen throughout Europe, and entering into the European Union system included an enhanced focus on stakeholder participation in Polish fisheries. However, impacts of this on artisanal fishermen have not been clear. For this project, shifts in participation by Polish artisanal fishermen in existing stakeholder forums were explored. A list of stakeholder groups in the Polish fishery was formulated, and stakeholders from multiple groups were interviewed about the fisheries management process. Participation by artisanal fishermen over time was qualitatively analyzed using inductive content analysis. Interview responses did not suggest that artisanal fishermen have experienced a marked increase in participation in the EU CFP system since accession in 2004. Although an increased number of potential spaces for them to participate exist, project participants did not identify artisanal fishermen as consistently or effectively active within them. This research is timely and important, because it addresses potential impacts of EU accession on artisanal fishermen in Poland. At the same time, descriptions of participation outlined in this paper are preliminary, and are meant to guide further inquiry into stakeholder participation in Polish fisheries management.

The authors examine the threats from hazardous toxic materials from World War II wrecks sunk in the Baltic Sea and their cargo of chemical ammunition, indicate Poland’s reaction to this situation, and map out Polish obligations in this regard. This problem gives rise to multiple uncertainties about the exact nature of threats to environmental/ecological security, marine security, human security (including health security), economic security and food safety. The authors also elaborate on legal regulations relevant in this context. The research methods include formal-institutional analysis of relevant legal documents and discourse analysis. The main conclusions are: 1. toxic materials in the Baltic Sea threaten ecological, economic, human and security; 2. food safety in all Baltic states might be endangered; Poland should accede to the Nairobi Wreck Removal Convention; and Poland should cooperate regionally to resolve the problem of the Baltic chemical waste.

This article analyses the Polish maritime programme after the Second World War, as expressed in scholarship of two main Polish research institutions: the Baltic Institute and the Western Institute. Given the considerable border changes at the end of the war, which incorporated a long coastline and three major ports on the Baltic Sea (Danzig/Gdańsk, Stettin/Szczecin and Gdynia) into post-war Poland, the maritime programmes gained a new basis for operations in comparison to the interwar period, and thus had to be adapted accordingly. They contained both continuities and modifications: in ideological terms they were based on the prewar premises of Poland’s origins as a Baltic Sea country, and had a strong anti-German dimension. On the other hand, they were more pragmatic and concentrated on the organization of the maritime economy and education. Similarly as in the interwar period, they were also seen as a modernizing project: the maritime economy and education were supposed to connect the Polish nation with the whole world, and thus assure its equal status as part of the Western world.

The aim of the study was to analyse the balance of mercury (Hg), i.e. the content of this metal, its inflow and outflow, in the ecosystem of the Bay of Puck. Based on literature data and the results of the author’s own study, this analysis has shown that the main source of Hg pollution is the atmosphere. An estimated 1.1–3.8 kg of Hg enters annually from the atmosphere, whereas the mass of Hg carried there by river waters per annum is about 7 times lower (0.13–0.44 kg year−1). The 0.9 –2.7 kg year−1 of Hg released from Bay of Puck waters to the atmosphere is of the same order as the quantity deposited from the atmosphere. The total amount of Hg deposited in the upper (0–5 cm deep) layer of the sediments has been estimated at 240–320 kg, its rate of entry being c. 2.25–2.81 kg year−1. 0.25–1.25 kg year−1 of Hg are released from the bottom sediments to bulk water, while 0.61–0.97 kg remains confined in aquatic organisms, including 133 g in the phytobenthos, 2.6 g in the zooplankton, 420–781 g in the macrozoobenthos and 34 g in fish.

The main aim of the paper is to present general information about hydro-meteorological conditions in the catchment of the Łebsko Lake. In the first part of the article a short description of the most important hydrographic elements of the investigated area (the Łebsko Lake, the Łeba River and its tributaries) was provided. The climatic analysis of local conditions, besides the characteristics of the air temperature and precipitation, contains the distribution of other principal meteorological elements (pressure, wind, cloud cover or relative humidity). The paper is a part of broader studies aimed at finding the key factors determining seasonal and annual changes of water relations in the catchment of the Łebsko Lake.
Opracowanie stanowi część projektu, którego celem jest analiza zmian stosunków wodnych w zlewni jeziora Łebsko. W artykule przedstawiono ogólną charakterystykę warunków klimatycznych i hydrograficznych zlewni jeziora Łebsko. Charakterystyka hydrologiczna obejmuje opis najważniejszych elementów sieci wodnej analizowanego obszaru: jeziora Łebsko wraz z zasilającymi je ciekami oraz rzeki Łeby jako głównego źródła zasilania jeziora. Opis warunków klimatycznych oprócz podstawowych charakterystyk termicznych i opadowych zawiera również analizę rozkładu wielu innych elementów meteorologicznych: wiatru, ciśnienia, zachmurzenia oraz wilgotności względnej. Bardziej szczegółowych pomiarów wymaga natomiast analiza bezpośrednich i pośrednich skutków hydrologicznych w czasie gwałtownych zmian wybranych elementów meteorologicznych (np. spiętrzenia wody przy silnych wiatrach z jednego kierunku). Wnikliwej analizie poddane zostały warunki pogodowe sprzyjające występowaniu skrajnie niskich i wysokich stanów wody w obrębie zlewni jeziora Łebsko.

A total of 142 individuals of Gasterosteus aculeatus L. and 22 individuals of Pungitius pungitius (L.) from several areas of the coastal waters of the Gdańsk Bay both brackish- and freshwater were examined for parasites. The survey was carried out within 1988-1991. Six parasite species, namely: Gyrodactylus arcuatus, Apatemon gracilis, Sphaerostomum bramae, Phyllodistomum folium, Neoechinorhynchus rutili, and Argulus foliaceus were recovered from sticklebacks caught in freshwater habitats; while the other 4 parasites: Apatemon annuligerum, Bothriocephalus sp., Schistocephalus solidus, Proteocephalus percae occurred only in fish from brackish-water areas. Additional 5 parasites: Trichodina domerguei, Diplostomum pungitii, Diplostomum spathaceum, Rhaphidascaris acus, and Thersitina gasterostei were recorded in fishes from both habitats.

A newcomer to the Baltic Sea, the Chinese mitten crab is especially abundant in the Szczecin Lagoon (NW Poland), where it was first reported in 1927. Body weight, and carapace width and length, were studied in 647 individuals collected with fyke nets in the Szczecin Lagoon from 30 March – 18 April2001 and from 5–21 November 2001. 51.01% of the 543 autumn specimens were males, but only 30.97% of the 113 spring specimens were males. Body weight varied from 45.1 to 306.5 g, carapace length from 41.07 to 81.02 mm and carapace width from 46.68 to 88.85 mm. The autumn crabs were significantly heavier than the spring specimens.
