    The paper analyzes the changing public-private dynamics in higher education in Poland in 1990-2016 and beyond, focusing on the processes of internal and external de-privatization of the system. De-privatization of higher education – viewed also as its republicization – is caused by declining demographics and may lead to the demise of the largely demand-absorbing private higher education. Poland is shown as moving against the two powerful global trends related to privatization: private sector growth and increasing reliance on cost-sharing. Data related to funding and provision in 1990-2005 (expansion) and 2006 and beyond (contraction) are analyzed in detail, and policy implications of ongoing and expected changes are discussed.

    Artykuł zawiera omówienie oraz analizę stanu zaawansowania procesu przekształceń własnościowych w Polsce w ujęciu regionalnym wg stanu na koniec 2004 roku, ze szczególnym uwzględnieniem przebiegu procesu prywatyzacji. Badania dowiodły, iż zarówno w ujęciu ogólnopolskim, jak również w układzie województw, nie występuje zdecydowana dominacja żadnej ze stosowanych metod prywatyzacji, aczkolwiek w poszczególnych województwach daje się zauważyć pewne różnice co do częstotliwości ich stosowania, uwarunkowane w dużej mierze liczbą przedsiębiorstw państwowych funkcjonujących na terenie danego województwa oraz ich specyfiką. Analiza przebiegu procesu prywatyzacji w ujęciu regionalnym wskazuje również na występowanie przestrzennego zróżnicowania stanu zaawansowania tego procesu.
    The article gives the description and analysis of regional ownership changes in Poland at the end of 2004 with close attention to the privatization process. The research proves that in both dimensions - the whole-Poland and regional there have not been noticed any dominant privatization methods, though in particular voivodships there are some differences concerning their usage frequency mostly determined by the number and profile of state enterprises from particular voivodships. The privatization analysis in a regional aspect reveals an area differentiation of the process advancement.

    Following Chilean experiences as well as the World Bank suggestions post‑communist Poland and post-collectivist Israel—underwent deep reforms which led to the privatization of old age security. The aim of the article is to compare the Polish and Israeli paths of pension privatization in the last thirty years. The main conclusions are: (1) the economic, demographic and political environments at the moment of the design and implementation of the pension reform were quite similar in both countries; however (2) the scope and scale of the privatization was different: in Poland there was only partial shift towards private pension system while in Israel full privatization of the system was implemented; (3) the decisive factors were: the inertia of the already existing pension systems and the power of foreign influencers; (4) the retreat from privatization in Poland and the increase in Israel took place due to the different mix of disadvantages of the new pension arrangements, short-term political aims and international pressure.

    The article is devoted to the evolution of ownership policy of the Polish state in the course of the post-communist transition. The author argues that this policy is characterized by growing fiscalization i.e., treating public property mainly from a short-term fiscal perspective: as a source of finance for the current government’s policies. It manifests itself in resignation from privatization as a strategic tool of economic transition and from state owner’s policy as a tool for overcoming imperfections of market mechanisms. The observed trends pose serious threat both at macro and micro levels, e.g. to the coherence and efficacy of the economic policy of the state and to competitiveness and development prospects of the state-controlled companies. This policy evolution has a long-term character and is to a large extent independent from official rhetoric of subsequent governments and ruling coalitions.
    Artykuł jest poświęcony ewolucji polityki własnościowej państwa polskiego w toku transformacji postkomunistycznej. Autor stara się udowodnić tezę, że charakteryzuje się ona rosnącą fiskalizacją, czyli traktowaniem własności państwowej, głównie z krótkookresowej perspektywy fiskalnej, jako źródła finansowania bieżącej polityki państwa. Przejawia się to w rezygnacji z prywatyzacji jako strategicznego narzędzia transformacji gospodarczej i z polityki właścicielskiej jako narzędzia do przezwyciężenia niedoskonałości mechanizmów rynkowych. Zaobserwowane trendy stwarzają poważne zagrożenia na szczeblu tak mikro, jak i makro, m.in. dla spójności i skuteczności polityki gospodarczej oraz konkurencyjności i perspektyw rozwojowych spółek kontrolowanych przez Skarb Państwa. Zaobserwowana ewolucja polityki własnościowej ma długoterminowy charakter i tylko w niewielkim stopniu zależy od oficjalnej retoryki kolejnych rządów i koalicji rządzących.

    Shipyards plants were a significant element of Polish government marine policies between 2005 and 2008. The decision made by the Council of Ministers, aimed at taking countermeasures against the credit balance of the following companies of the ship building sector: Stocznia Gdynia S.A., Stocznia Szczecińska Nowa Sp. z o.o. (SSN) and Stocznia Gdańsk Grupa Stoczni Gdynia S.A. (Stocznia Gdańsk GSG S.A.). The only way to achieve economic stability was first through a complete overhaul of their functioning and then through a privatization process. After Poland joined the EU on 1st May, 2004, the process of restructuring these companies was being conducted using public financial aid, to which the European Commission had to give its permission. While becoming the EU member state, Poland was obliged to inform the European Commission of its intention to financially help the shipyards. The Commission‘s decision in this matter depended on how it assessed the plan of restructuring these companies.

    The studies of fallow lands were undertaken on the Przemyśl hills in the area of Cisowa locality which, till very recently, have been owned by a State Farm (PGR). The objective was to gain insight into the composition and diversification of plant communities on meadows, pastures and fields laid fallow, in context of habitat conditions prevailing after the use had ceased. The study utilised an old cadastral map showing the type of communities by category of use: meadows, pasture, and cultivated fields. The study material consisted of 180 relevés, obtained in the period 1998-2000 using the Braun-Blanquet method. By employing numerical classification, eight plant communities were distinguished, including only two of the association rank: Epilobio-Juncetum effusi, Arrhenatheretum elatioris. The analysis of Ellenberg’s habitat indices proved that all the communities belonged to the half-light vegetation group, occurring mostly on fresh soils, under intermediate moisture-content conditions, more rarely on moist soils which do not dry out. The soil reaction was most often neutral or slightly acidic, and in most of the soils the nitrogen content was in the intermediate range. The two principal trends in the succession of communities in the area, after its farming management has ceased, are: marked increase in species richness resulting from the expansion of species, and the process of overgrowing by woody vegetation.

    Przedstawiono ceny ziemi rolniczej w okresie prywatyzacji państwowego sektora rolnego w Polsce i Wielkopolsce (lata 1999-2008). W analizowanym okresie ceny ziemi wzrastały, najsilniej od 2002 roku, to jest przed akcesją do UE. Wzrost był silniejszy w Wielkopolsce niż średnio w Polsce i dotyczył bardziej gruntów dobrych i średnich, niż słabych. Dynamika zmian cen wykazała silną korelację z wskaźnikiem dochodu rolniczego. Poprawy struktury agrarnej należy upatrywać bardziej przez dzierżawy niż sprzedaż gruntu.
    In this publication changes in the agricultural land prices in a period of privatization of the state-owned agricultural sector are presented for Poland (in the years 1997 - 2008) and for Wielkopolska (in the years 1999 - 2008), after the new administrative division. For that period, the price of agricultural land in Wielkopolska has increased much more rapidly (by 240%) than in the whole country (by 151%). A much stronger increase in land price has occurred since the year 2002, just before the Poland accession to the EU. Over the whole analyzed period, prices of the agricultural land from the resources of State Treasury were lower than prices of the land traded between farmers. The land price was affected most by a soil quality. The respective prices paid for good quality arable land were higher by 117% and for land of average quality were higher by 60% compared to the weak soils. It was identified the significant correlation between the changes in agricultural land prices and the index of agricultural income. Increasing prices of agricultural land and a present fall in macroeconomic indexes indicate to the slowing down changes in the agrarian structure in the nearest future. Taking into account the changes both in the land and rental prices it is justified to expect a wider popularization of the land lease. This should be included into a framework of the state agricultural policy.
