Jakość systemu zarządzania obok podstaw teoretycznych, strategii rozwoju i ogólnego systemu instytucjonalnego kraju ma decydujący wpływ na wyniki europejskiej polityki regionalnej w Polsce. Z analizy systemu zarządzania ZPORR wynika, że słabe punkty mocno przeważają nad silnymi. Główne negatywne cechy to: silne scentralizowanie i biurokratyzacja (dalece wykraczająca poza reguły Unii), wybór projektów w trybie z reguły nieprzejrzystym i wrażliwym na układy polityczne, czasochłonność decyzyjna, rozmywanie odpowiedzialności, wysokie koszty przerzucone na beneficjentów, niska zdolność do zachowań menedżerskich, a wreszcie niespójność z ustawami kompetencyjnymi. Efekty lat 2004-2005 dowodzą, że system zarządzania nie spełnia oczekiwań .
The quality of the delivery system along with theoretical underpinnings, development strategy and country's institutional system has decisive influence on EU regional policy implementation. Analysis of the management system of the Integrated Regional Development Programme shows that there is more weak than strong points. Main weaknesses can be described as: not transparent, politically sensitive project selection and time consuming procedures, unclear allocation of responsibility, high costs imposed on beneficiaries, low managerial skills, and, finally, conflicting solutions with existing legal distribution of powers between regional government and regional representative of the central government. Implementation effects of 2004-2005 confirm that delivery mechanism fails to meet expectations.

The article outlines certain issues regarding land management within protected wildlife areas, such as national parks, nature reserves, landscape protection areas, NATURA 2000 areas, documentation sites, ecological areas, natural and scenic complexes. It discusses the regulations governing the establishment and management of such areas, the restrictions on land use, the principles of their economic use, as well as nature protection aims within the studies of spatial development, at the local and regional level. Ecologically protected areas in Poland represent a significant natural potential with a rich variety of nature forms and compose the structures of the ECONET network or the World Network of Biosphere Reserves. These areas frequently neighbour or surround each other. Sometimes, they are exposed to adverse influences from outside (the industry, the cities, transport), excessive tourism, or fire hazard. The existing restrictions and regulations regarding nature resources management, incorporated into conservation plans drawn up for national and landscape parks, nature reserves, or for other protected areas, become integral elements of local spatial development plans. The owner of a property situated in a transition (buffer) zone or in an protected area can demand this property to be repurchased or exchanged if there exist significant restrictions or difficulties concerning its use. Distinctive management principles are established then for protected areas and objects which safeguards them against misuse.

Poland’s reaction to the proclamation in 1999 by the European Union – the European Security and Defence Policy (ESDP), was restrained, and even critical. However, after the accession to the community, the authorities of Poland have started engaging in shaping and carrying out this policy. Poland is participating in building assets and capabilities of ESDP: in the process of European rapid reaction forces generation, in creation of “battle groups”, in work of the European Defence Agency, and in building of ESDP civilian capabilities. It is engaging in the EU crisis management operations,military and civilian missions. During last years Poland is showing high activity in favour to strengthening the Common Security and Defence Policy (new name of ESDP after Lisbon Treaty); it gave the evidence of that at the time of the Presidency of the EU Council in the second half of 2011. In matters of strengthening the CSDP Poland cooperates closely with Germany and France within the framework of the Weimar Triangle.

The National Policy on Forests and the National Programme for the Augmentation of Forest Cover indicate regional needs, possibilities, legal and financial principles of afforestations as the most important elements of the improvement and maintenance of a good state of the country's environment. The documents put emphasis on the need for the establishment and restoration of afforestations between fields, however, neither the guidelines for their legal and administrative status nor sources of financing have been indicated. In many regions of the country, the large−scale afforestation are almost impossible, because high−quality soils are under agricultural production and the local communities lack the alternative means of living. Thus, the mid−field afforestations of a linear or small−surface type could be the only elements differentiating the landscape structure and acting as biogeochemical barriers. Their network perform the same complementary protective functions as forests or other semi−natural ecosystems. With a view to economising expenditures and intensifying effects aiming at the environment protection it is necessary to closely integrate the countryside environmental programmes including the establishment of biogeochemical barriers and afforestations. The principles of such integration and co−ordination of pro−ecological programmes of the landscape structure management should be laid down under a separate research project.

This paper has two objectives – the first one is to present the current state and prospects of Poland’s commitment in NATO-led crisis management operations. The second aim is to give recommendations for policy makers (what is the author’s assumption) for this area. The author is trying to give answers to some research questions like: What is NATO’s role in Poland’s Security Policy? What is the role of crisis management operations in NATO’s strategy from Lisbon. How was Poland participating in NATO’s missions in last few years? And what are their consequences? The answers to these questions will help to make a number of general and specific conclusions. They also allow enunciating many recommendations which were placed in the final section of the text. The author encourages, among others, equal treatment of collective defense and crisis management operations. And the commitment in the above, which allows Poland’s real potential. The author also makes the thesis, telling us about the need for a civil capacity to assist countries in the process of transformation. All of the recommendations are properly backed up and create a field for a content-related discussion on the following subject.

Dynamics of changes in the Polish agriculture was undoubtedly affected the most by Poland's accession to the European Union. During the first years of the membership the EU agricultural policy based mainly on supporting economic development of agricultural farms in the new member states. After the introduction of Rural Development Policy (RDP) for the years 2007-2013, greater emphasis was put on the natural environment protection, rural development but also on the measures for farm support. The amount of money allocated to this objective in-creased but simultaneously the regulations concerning the requirements a farmer must fulfil to get the payment were tightened.Yearly changeability of cropping structure and acreage causes numerous troubles for farmers who apply for direct payments but also to farms implementing modernization projects because they have to makes yearly reporting concerning cropping structure for ARMA. At present, in order to obtain regional, national or EU subventions agricultural holding should submit annual reports of its agricultural activity. The paper suggests the use of GIS techniques to conduct spatial registration of agricultural parcels included in the crop rotation of the farm production. The created database will facilitate an analysis of agricultural farm production providing the information necessary for reporting required for direct payments. The farm where the investigations were conducted is situated in the Łódzkie voivodeship. Apart from agrifood industry, agriculture is the main specialization of this region.

An overview of municipal solid waste management (MSWM) in Poland has been presented. The processes of waste generation and composition have been described and a comprehensive review of MSWM in Poland has been provided, covering some of the important aspects of waste management, such as the current status of waste collection, transport and disposal in Poland. An additional aim of the present work was to identify the potential barriers and the factors affecting waste management as well as provide recommendations for system improvement in Poland and other similar developing countries. An analysis shows that the state of municipal solid waste (MSW) management in Poland is not yet as developed as in many other EU countries. Landfilling is still the predominant method used for the disposal of MSW. Composting and incineration are also used but refer only to a small percentage of the total. According to the latest data (31st December 2014), around 84% of MSW was collected and transported and that ca. 53% was disposed of in landfill, ca. 7% was incinerated at waste-to-energy plants, ca. 11% was treated at organic waste recovery plants and 23% was delivered to sorting. The average generation rate of MSW was 293 kg/capita/year. Generally, recycling in Poland is on the increase, especially concerning easily collectable and recyclable materials such as paper, plastics, glass and metals. Around 37% of MSW collected selectively is recycled.

The paper compares direct economic and financial instruments used for promoting the multifunctional forest management in the Czech Republic (CR) and in Poland. In both countries subsidies are the most significant instruments of support. They come from the state budgets, the EU resources, as well as from public ecological funds. The other common instruments used are: compensations (CR), tax concessions, soft loans and ecological payments. In the CR, unlike in Poland, most of the instruments focus on supporting multifunctional forest management in private and communal forests.

The objective of this paper is to analyse the ways in which one of the European Union’s Cohesion Policy instrument, i.e. the Integrated Territorial Investment (the ITI), can be used, with specific reference to the example of the Kraków Functional Urban Area (the KFUA). ITI is an instrument of EU policy and was introduced during the 2014–2020 program period. It was designed to promote the development of functional areas, especially on a metropolitan scale, and to strengthen the co-operation ability of local entities. Research design: The reasoning utilised in this article uses participant observation as the primary research method. The complimentary analytical methods are desk research of documents, written questionnaires and individual direct interviews. It is important to underline the direct involvement of the author in the preparation of the ITI Strategy for the KFUA, participative workshops concerning the introduction of ITIs, and expert reports commissioned by the Kraków Metropolis Association (the KMA). The findings enable one to clarify mechanisms disclosed in the national scale with specific features also present in the KFUA. The first part of this paper includes a brief review of the literature concerning the nature of the metropolitan scale, management of the development of functional urban areas, and deliberation procedures. In the second part, the author presents the results of his qualitative research revealing the way an instrument of ITI is implemented by the KMA. Tools used by the KMA, taking into consideration juridical and cultural conditioning, demonstrate how the ITI instrument can become, beyond financial support for communities, a real creator of a co-operative ecosystem of entities. The added value is to show that the ITI instrument, despite some bureaucratic sluggishness, can be, thanks to understanding the essence of “metropolitan governance”, an approach which builds real territorial co-operation.

Hydrogen can be used in several ways, including as a raw material, fuel or as an energy carrier. Therefore, hydrogen becomes an object of interest not only to companies, but also to individual governments. The European Union (EU) promotes low-emission solutions, which entails giving up fossil fuels and adapting the energy mix to renewable energy. In addition, the war in Ukraine is reshaping relations on the energy market in Europe and beyond. The well-known concept of diversification takes on a new meaning, it is combined with efficiency and competitiveness in the event of a change in the directions and sources of energy. It should be emphasized that no CO2 emissions are generated when using hydrogen. This fact becomes a passport to the implementation of the EU’s low-emission goals by 2050. Poland is not energy self-sufficient, additionally it still bases its energy mix on fossil fuels, which consequently raises concerns about meeting the EU guidelines. Therefore, the aim of the study is, inter alia, showing the prospects for the implementation of the so-called hydrogen valleys and sustainable smart cities, as alternatives to, for example, EU guidelines, dependence of supplies on the Russian monopoly, inefficiency and inactivity of the energy sector in the long term. For the purposes of this analysis, a hypothesis has been formulated, which assumes that the use of hydrogen in the economy will significantly improve Poland’s energy security in the long term. The following research question was asked: Will Poland use hydrogen as a solution to meet the EU requirements for a zero-emission economy?
