Opis:: Subject and purpose of work: The article presents an analysis of the use of municipal bonds in financing the development activities of local governments in Poland. Materials and methods: The study uses data from the Ministry of Finance, the European Central Bank, the Central Statistical Office and the CATALYST platform. Results: The results of the research show that the level of using bonds by local governments in Poland is lower than the EU average. Poland's accession to the EU and the inflow of structural funds significantly increased local governments’ interest in the implementation of bonds to fund investments, especially in 2008-2010. Conclusions: A significant part of funds from the issues of municipal bonds was allocated to regional development projects, mainly infrastructure. In 2008-2012 the value of newly issued municipal bonds increased, however, after that the number and value of new issues significantly decreased.

Opis:: The paper examines the impact of development of agricultural sector on performance of the cooperative banks in Poland in years 1997-2004. The levels of the agricultural development and the economic/financial situation of the banks were assessed by using country-level and regional-level aggregate indicators based on the factor analysis. The research results show that the type of region (i.e. voivodeship and macro-region) has a statistically significant impact both on the aggregate indicator of agricultural development and the aggregate indicator of banks’ performance. As for the relationship between the agricultural development level and the economic/financial situation of banks, statistically significant correlations were found only for four out of sixteen voivodeships.

Opis:: Purpose: The main purpose of the article is to identify the economic conditions for the development of smart cities in Poland and their changes over time. Design/methodology/approach: To achieve this goal, the first part of the article presents the distinguishing features of a smart city. Then, in national and international terms, the regions in which such units develop most dynamically and most often are indicated. In the second part of the article, the analysis of economic conditions is limited to Poland in the Voivodeship system. In the course of the study, budget data of Polish communes from 2003-2017 are used. The study covers the level of income per capita, as well as property and investment expenses, while looking for regularities and features that predispose a given region for creating smart cities. At the end, tips are formulated with the orientation both at supporting the idea of developing smart cities in Poland and preventing economic exclusion of those regions that are currently not actively participating in their creation. Findings: The incomes of communes in Poland in all researched Voivodeships in the years 2003-2017 systematically increased. The overall increase in the value of income per capita over the fifteen year research period ranged from 78% to almost 120%. However, the fastest income growth rate concerned Voivodeships with the largest number of smart cities (already existing and listed in international rankings and classifications) and the highest absolute income per capita. These were the Masovian and Pomeranian Voivodeships, which, in connection with the above, can be considered the most entitled to create smart cities in Poland. Originality/value: The research on financial aspects of smart cities development is rarely analyzed in literature and practice, therefore the results and conclusions fill the existing gap and contribute to municipal economics and management, especially in Poland.

The article Development of Economic Culture in terms of regional differentiation of rural areas relates to the issue of individualisation of development policies in the area of creating economic culture. Pointing to the nature and significance of economic culture as a factor of economic development, the author advocates a focus on some of the support instruments in order to influence its shape, taking into account Polish regional differences. The article uses the achievements of economic and sociological research based on the methodology of desk research and the use of its own research achievements.

Opis:: Purpose: The purpose of this article is to conduct an analysis of spatial differentiation of the EU fund absorption of the programming period of 2007-2013 as well as the period of 2014-2020 in its regional dimension, i.e. at the level of 380 districts in Poland. The article attempts to test a hypothesis according to which in Poland there exist significant spatial variations in using European funds. Design/methodology/approach: In order to specify the level of the socio-economic development of districts, the Hellwig method has been used, by means of which a synthetic measure of development has been construed. Moreover, the compilation has examined the correlation between the discrepancies between the socio-economic level in respective districts and the amount of the community funds used in specific regions. Findings: Based on the research conducted in this paper, one may conclude that the absorption of EU funds stemming from structural funds as well as the cohesion fund is highly spatially varied. In Poland, from the standpoint of districts, there are significant spatial discrepancies in the use of EU funds of the 2007-2013 as well as 2014-2020 financial perspective. Research limitations/implications: In the future, research can be extended to other countries. The research limitation may be, however, the availability of empirical data. Social implications: The results of the research may prove useful in the planning and redistribution of EU funds by central and local government in the new financial perspective 2021-2027 in Poland. Originality/value The article presents a new approach to research on the spatial differentiation of the absorption of EU funds using the Hellwig method and the relationship between the absorption of these funds and the change in the level of socio-economic development.

Opis:: Celem artykułu jest charakterystyka polskiego eksportu rolno-spożywczego do państw, które podpisały umowę o Regionalnym Kompleksowym Partnerstwie Gospodarczym (RCEP), oraz ocena możliwości rozwoju eksportu polskich producentów żywności na rynki tych państw. Badanie przeprowadzono m.in. z wykorzystaniem syntetycznego wskaźnika perspektywiczności na podstawie danych Głównego Urzędu Statystycznego (GUS) i bazy World Integrated Trade Solution (WI TS-Comtrade). Z przeprowadzonych badań wynika, że państwa RCEP mają relatywnie niewielkie znaczenie w polskim eksporcie rolno-spożywczym (2,7% w 2021 roku), a wymianę cechuje trwale ujemne saldo obrotów żywnością. W kontekście perspektyw wzrostu polskiego eksportu trudno mówić o tych samych grupach produktów na wszystkich rynkach. Wręcz przeciwnie, wybór danego rynku determinuje, jakie produkty w polskim eksporcie na ten rynek można uznać za perspektywiczne. Wśród tych produktów znalazły się nie tylko wyroby przetworzone, ale również artykuły rolne i produkty o niskim stopniu przetworzenia. Istnieje ryzyko, że obowiązujące od początku 2022 roku porozumienie przyczyni się do ujawnienia efektu przesunięcia, polegającego na zmniejszeniu handlu państw RCEP z państwami spoza ugrupowania. Może to spowodować konieczność dostosowania strategii handlowej realizowanej na rynku azjatyckim przez kraje UE, w tym Polskę, do nowych uwarunkowań.
The aim of the article is to describe Polish agri-food exports to countries that are members of the R egional Comprehensive Economic Partnership (RCEP) and to assess the possibilities of developing exports of P olish food producers to the markets of these countries. The study was conducted, among others, with the use of a synthetic perspective index based on the data from Statistics Poland and the WI TSComtrade database. The study shows that RCEP countries have a relatively low share in Polish agrifood exports (2.7% in 2021) and the trade is characterized by a permanently negative balance of food turnover. In the context of the growth prospects for Polish exports, it is difficult to speak of the same product groups in all markets. On the contrary, the choice of a given market determines which products can be regarded as prospective in Polish exports to this market. The products include not only processed, but also agricultural and low-processed ones. There is a risk that the agreement, which has been in force since the beginning of 2022, will cause the diversion effect, consisting in reducing the trade of RCEP countries with non-RCEP countries. This may make it necessary to adapt the trade strategy implemented on the A sian market by EU countries, including Poland, to the new conditions.

Opis:: Innowacyjna gospodarka i otoczenie biznesu stanowią ważne czynniki rozwoju społeczno-gospodarczego regionów. W niniejszym opracowaniu analiza zróżnicowania przestrzennego poziomu rozwoju społeczno-gospodarczego w Polsce w latach 2000–2010 w aspekcie innowacyjnej gospodarki i otoczenia biznesu przeprowadzona została na podstawie 13 cech odnoszących się do jednostek przestrzennych poziomu regionalnego (NUTS2) oraz 3 cech odnoszących się do poziomu lokalnego (NUTS4). Otrzymane rozkłady przestrzenne obszarów wzrostu i stagnacji gospodarczej dla 11 obserwacji w okresie 2000–2010 pozwoliły na wskazanie istotnych prawidłowości rozwoju tych obszarów i identyfikacji czynników wpływających na te rozkłady. Szczegółowe cele tej analizy są następujące: 1. Identyfikacja rozkładu przestrzennego poziomu rozwoju w aspekcie: innowacyjna gospodarka i otoczenie biznesu w Polsce, prowadząca do wyróżnienia obszarów wzrostu i obszarów stagnacji. 2. Analiza trajektorii rozwoju obszarów wzrostu i obszarów stagnacji w badanym aspekcie, w tym także próba odpowiedzi na wpływ kryzysu gospodarczego na tę sferę gospodarki. 3. Identyfikacja czynników wpływających na rozmieszczenie i zmienność obszarów wzrostu i obszarów stagnacji w aspekcie: innowacyjna gospodarka i otoczenie biznesu. Artykuł prezentuje wyniki projektu badawczego: „Rozwój społeczno-gospodarczy a kształtowanie się obszarów wzrostu i stagnacji gospodarczej”, finansowanego przez Narodowe Centrum Nauki (N N306 791940), realizowanego w Zakładzie Analizy Regionalnej Uniwersytetu im. A. Mickiewicza w Poznaniu.
The innovative economy and business environment are important factors in socio-economic development of regions. In this paper, the analysis of the spatial differentiation of the socio-economic development level in Poland in the years 2000-2010 in the aspect of the innovative economy and the business environment has been carried out based on 13 characteristics related to the spatial units at the regional level (NUTS 2) and 3 characteristics relating to the local level (NUTS4). The resulting spatial distributions of economic growth and stagnation areas for 11 observations in the period from the year 2000 to 2010 made it possible to identify the essential features of the development of these areas, and to identify factors influencing these distributions. The specific objectives of this analysis are as follows: 1. Identification of the spatial distribution of the development level in terms of: innovative economy and the business environment in Poland, leading to distinctions of the areas of growth and stagnation. 2. Analysis of the trajectory of the development of growth and stagnation areas in this aspect, including an attempt to answer to the degree to which the economic crisis has an impact on this part of economy. 3. Identification of factors affecting the distribution and variability of growth and stagnation areas in terms of: innovative economy and the business environment. This article presents the results of the research project “Socio-economic development and the development of the areas of growth and economic stagnation”, funded by the National Science Centre (N N306 791940), conducted at the Department of Regional Studies University.
