    The aim of the article is to present the efforts of the Federal Republic of Germany toward NATO’s enlargement in the 1990s. The collapse of the Soviet Union and the political changes in Central-Eastern Europe triggered a necessity to establish an effective framework for multilateral cooperation among the NATO member states and the former members of Warsaw Pact as well as the old Soviet republics. The Federal Republic of Germany along the United States became the driving forces of these efforts to support the NATO’s initiatives such as the North Atlantic Cooperation Council (NACC), the Partnership for Peace (PfP), and the Euro-Atlantic Partnership Council (EAPC). These efforts brought to the first historical NATO enlargements in 1997 and 2004.

    In the paper the author raises the issue of challenges resulting from euro zone crisis for shaping new role and partnership of Germany and Poland in the EU. The paper consists of three parts, in which one by one the following problems has been presented: Germany’s role in the stabilization of the euro zone (1); implications of the crisis for Poland seeking new role within the EU (2); and challenges for developing of a permanent Polish-German partnership in the EU (3). The principal thesis of the article is as follows: during 2010-2013 Germany, due to its significant economic and financial potential as well as successively implemented domestic reforms, assumed the key role in actions aimed at stabilizing the euro zone. Because of questionable effectiveness of former German strategy for saving the euro area its gradual modification towards substitution of cuts and sanctions policy with activities for economic growth and reduction of unemployment in the EU cannot be excluded. The progressing euro zone crisis with accompanying divisions within the EU led to Poland seeking to enter the first integration circle by development of Polish-German partnership among other things. The successive accomplishment of the above-mentioned goal is a giant challenge for Poland, demanding on its part to unambiguously determine of its interests and aims within activities for accession to the euro area. It also entails providing the public opinion with deepened and thorough analysis of real benefits and threats resulting from Poland’s accession to the euro zone.

    The topic of the paper concerns partnerships of local communities of Poland and Germany in terms of the EU referring to specific examples. Briefly, a number of determinants that contributes to the intensification of bilateral cooperation has been identified. Moreover, the role of local partnerships in the EU terms was explained. Research questions that have been posed are: firstly, how the concept of the local community should be understood taking into consideration the context of relations between Poland and Germany and their EU membership? Secondly, what are the levels of international cooperation of the local partners? Thirdly, what are the key determinants affecting the intensifi cation of cooperation between Polish and German communities at the local level? In order to answer these questions case studies of selected partnerships concluded by the Polish and German local communities were provided.

    The paper looks at the questions related to project bonds as an alternative source of financing investments. In the first section the project finance in public‑private partnership is presented, with special attention given to its legal basis and financial arrangements. Next, the authors discuss the EU’s approach to project bonds which was adopted in various documents. They also give some examples of the projects which were implemented in EU member states under this formula. In the last section challenges and opportunities related to implementation of project bonds in the Polish capital market are covered.

    The aim of this paper is to discuss blended projects, i.e. project which combine public‑private partnership with EU funds. The author addresses the main challenges and gives some recommendations for the next EU financial perspective. The first section provides an overview of financial instruments suitable for blended projects. The second section of the article covers various types of such projects. Next, the author discusses projects which were completed in Poland between 2007 and 2013. Special attention is given to the Polish and European Union regulations designed to support the development of blended project model. The final section assesses barriers for the development of blended projects and highlights their importance in the context of 2014–2020 financial perspective.

    The author presents public‑private partnership as a formula for financing infrastructure investment needs of the Polish local and regional authorities, as well as availability of financing for such projects. The first section of the paper briefly examines rationale for the use of public‑private partnership, including budgetary reasons and value‑for‑money concept.     The main aim of the article is to analyze the dominant trends and determinants of migration processes from Eastern Partnership countries (EaP) to the European Union (EU) and Poland in the context of the state and EU migration policy. One of the important determinants is growing political and economic competition between the EU and Russia as main destinations for migrants from EaP countries. The article focuses on the key rules and instruments implemented within EU migration policy and its role in management of the human flows from the EaP countries as well as Poland’s position as a destination country for EaP citizens. The main hypotheses elaborated in the article are as follows: 1) migrants from EaP countries become (except the EU mobility) the most important source of desirable foreign workers, especially in Poland and CEE countries; 2) migration policy is an integral part of foreign policy and neighbourhood policy of the EU which is determined by the competition with Russia for political and economic influence in the region; 3) the last developments within Poland’s migration policy indicate the activities to attract migrants from EaP countries (Ukraine and Belarus in particular) to arrive and work in Poland.

    The foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and one of the dimensions of contemporary international relations. This paper presents the re sults of the investigations concerning foreign activity of Polish regions and cities with China. Studies have shown, that China is the most frequently chosen direction of activity of Polish local governments among all non-European countries.

    Celem niniejszej publikacji jest zdefiniowanie relacji polsko-amerykańskich na podstawie koncepcji partnerstwa strategicznego oraz ogólne określenie poziomu konceptualizacji relacji polsko-amerykańskich. Główną metodą zastosowaną w artykule jest analiza zawartości oraz ramowania (framing analysis). Analizą zawartości objęto programy polskich partii politycznych oraz exposé premierów i ministrów spraw zagranicznych w odniesieniu do relacji polsko-amerykańskich. Analiza programów ma ukazać stopień konceptualizacji kwestii relacji polsko-amerykańskich na poziomie partii politycznych. Programy stanowią emanację ideowego i programowego profilu partii.     The purpose of this publication is to define Polish-American relations based on the concept of strategic partnership and to generally define the level of Polish-American relations conceptualization. The main method used in this article is content and framing analysis. The content analysis covered the programs of Polish political parties and the exposé of prime ministers and foreign ministers in relation to Polish-American relations. The analysis of the programs is to show the level of conceptualization of Polish- American relations at the political party level. The programs are an emanation of the ideological and programmatic profile of the party. Research article.

    The article looks at public‑private partnership as an instruments of financing research, development and innovation projects (R&D&I) in Poland. The author introduces the case of the National Centre for Research and Development (NCRD), a governmental executive agency set up to fund applied research. The paper begins with presenting the rationale for changes in the structure of R&D&I funding by increasing the private expenditures, as it can result in a more innovative economy. Next, the author presents the tasks, range and results of NCRD activities, which focus on strengthening of cooperation between science and business, as well as increasing the business investment in R&D&I projects. The author also covers new pilot undertakings based on public‑private partnership created by NCRD, venture capital funds and seed fund investors.

    This article looks at the origins, legal basis, volume and various form of public‑private partnership in Europe and worldwide. In the first section, the author discusses the case of Poland against the foreign public‑private markets. Next, some good practice examples are presented, particularly concerning issues which are identified as challenging for the development of public‑private partnership in Poland. The next section shows various institutional and legal solutions, as well as regulatory activities and intervention oriented toward transparency and efficiency of the public‑private partnership projects.     The aim of this article is to introduce non‑budgetary methods of financing public investments. The author bases her insights on professional experience from Poznań City Hall. In the first section the alternative forms of funding and implementation for public services are discussed. Next, the author presents the approach which was adopted by the city of Poznań regarding public‑private partnership projects. The examples of municipal investments implemented in Poznań within the public‑private partnership formula, such as Thermal Recycling Facility for Municipal Waste are given. The author also discusses legal basis, financial schemes and identifies challenges to such investments.
