The technological, economic and political advances of the 20th and 21st centuries have established new conditions for the development of civilization. The world economy has simultaneously expanded (the number of states/organization participating in world trade or the volume of heterogeneous transactions) and shrunk (close interrelations between transactions, no matter their geographic origins). Economic policy has gained an indispensable role in the creation of order in international relations and foreign policy. The tendency to prioritize foreign policy aims towards economic policy aims has resulted in ‘reverse flow’, i.e. foreign policy has become a central part of national economic policy. The engagement of external action services and public budget in economic promotion and investments triggers (inter alia) the ethics dilemma. The mentioned ethical aspect is often omitted when discussing ‘the economic foreign policy’. For instance, the ethics dilemma can appear when development and humanitarian aid are taken into account or when it comes to assessing the results (and membership) of economic missions. In this context, the author analyses the Polish foreign policy example and attempts to answer two questions. First, are the economic activities performed by external action services effective? Second, are the mentioned activities in accordance with the social ethical code of conduct? The author focuses on three elements – development and humanitarian aid, the participation of Polish diplomats in economic promotion, and economic missions.

This paper discusses the issue of Poland’s future economic performance in the case of either adopting the euro or remaining outside the eurozone. The author claims that irrevocable fixing of the exchange rate deeply affects the economy. On the one hand, it allows for the microeconomic gains that, if fully exploited, may lead to faster growth and modernization. One the other hand, it brings about multiple risks, including challenges related to the adjustment to external shocks in the absence of monetary policy tools, as well as a risk of “the Southern eurozone countries’ trap”, namely excessive debt caused by easy access to inexpensive capital. Nevertheless, the key factor determining final outcome is the efficiency of functioning of the Polish economy, its economic policy, and institutions.

The paper focuses on the issues regarding the development and accumulation of human capital in Poland in 1998-2012, which have been analysed in respect of the formation of social capital resources. The project aims to verify a hypothesis assuming that Poland is characterized by an insufficient synergy in the development of these two types of capital. It has been presumed that this inconsistency reduces the benefits flowing from human capital accumulation processes and may create a significant barrier to achieving a higher level of development. These speculations have been presented in a broader view on the factors which „mobilize” the human capital to function – from the perspective of the components comprising the intellectual capital. In order to illustrate the position of Poland and the challenges facing the country, the analysis has been formed in an international context. The comparative analyses also use the data provided by various social surveys, such as e.g. the European Social Value, the World Values Survey, the Social Diagnosis, the World Economic Forum’s reports, the results of the research by C. Yeh-Yun Lin and L. Edvinsson (conducted among the group of 40 countries in 1995-2008) as well as the author’s own research work.The confrontation of the paths of the development of human capital and social capital in Poland in 1998-2012 reveals a positive upward trend for these two types of capital. Such harmony towards the development may largely be attributed to the positive influence of human capital on social capital. Low social capital resources make it difficult for such a relationship to occur the other way round. However, this could hardly be called the integration of development processes, since the fundamental problem concerns the differential development dynamics of these two types of capital (higher for human capital, lower for social capital), as well as extremely low social capital resources in Poland at the beginning of the transformation. This indicates that differences in human and social capital may continue to increase in the future. The insufficient integration of the development of human and social capital seems as a severe limitation of the innovativeness and the effective use of human capital in action.

The article is a kind of a unique experiment, which aims to report a debate with the managerial staff of the younger generation, to designate the current condition of Polish economy and its further perspectives. The convention of this article is based on the demonstration of opinion and reflections of managerial studies Executive Master of Business Administration students, expressed in the form of essays in the field of modern macroeconomic problems. The whole text is structured around some key questions, perceived by quoted authors as the main stimulants and destimulants of economic growth in Poland. There are as follows: investments reduction, labour market’ deficits, Polish Stock Exchange problems, debt, threats of global crisis, progressive inclusiveness of economic growth.

The aim of the study is to identify the macroeconomic implications of privatization in Poland and Russia. The author argues that institutional differences between the two coun-tries led to different consequences of privatization. In Poland, this process allowed the development of entrepreneurship and a significant decoupling of the economy from politi¬cal decisions. In contrast, the transformation in Russia has strengthened the role of the oli-garchs, which in turn led to the strengthening of the relationship between the economy and politics. Long-term consequences of this process are: the monopolization of the Russian economy, dependence on the mining sector and a low potential for innovation.

The article compares the characteristics of state and market-driven coordination. It derives from them the need to return to capitalism. The author describes the role of the state in the process of market liberalization of the centrally planned economy, the dilemmas of state modernization, the problems emerging from the overstressed dynamics of the transition to the market. Against this background, the main features of Polish transformation have been described and the mistakes made have been identified. The author also answers the question of whether the choice of an alternative model of capitalism was possible than that proposed by the Washington consensus. The author postulates the use of the conclusions of the critical analysis of the Polish way of transformation in the new wave of reform of the economy and the functioning of the public sector in Poland.
W artykule porównano cechy koordynacji kierowanej przez państwo i rynkowej. Wywodzi się z nich konieczność powrotu do kapitalizmu. Autor opisuje rolę państwa w procesie urynkowienia nieprywatnej gospodarki centralnie planowanej, dylematy modernizacji państwa, problemy wyłaniające się ze zbyt forsownej dynamiki przejścia do rynku. Na tym tle wskazuje na główne cechy polskiej transformacji oraz popełnione błędy. Podjął również próbę odpowiedzi na pytanie czy możliwy był wybór alternatywnego wzorca kapitalizmu niż postulowany przez konsensus waszyngtoński. Autor postuluje wykorzystanie wniosków płynących z krytycznej analizy polskiej drogi transformacji w nowej fali reformowania gospodarki i funkcjonowania sektora publicznego w Polsce.

The paper presents the process of changes in income inequality in Poland in 1990–2014. The author believes that counteracting increasing inequality should be based on social policies focused on those forms of inequality that lead to adoption of passive measures. The paper also identifies instruments which are effective in reducing social inequality as well as improving life quality in all spheres of human existence.
W artykule zaprezentowano proces zmian nierówności dochodowych w Polsce w latach 1990–2014. Dla przezwyciężania procesu narastania nierówności dochodowych wskazano na potrzebę koncentracji polityki społecznej na ograniczaniu nierówności powodujących dostosowania pasywne. W artykule wskazano również na narzędzia przydatne w przezwyciężaniu nierówności społecznych sprzyjające równocześnie podnoszeniu jakości życia we wszystkich sferach bytu ludzkiego.

The work contains discussions and simulation analyses of the expectation formation processes, taking account of the data revisions. In particular, it contains results of simulations examining statistical properties of the rationality tests and extrapolation processes, with particular focus on their behaviour in the case of short samples and data with measurement errors. The conclusions indicate that the rationality test based on the optimal regression and the proposed adaptive and accelerating tests are the most efficient and flexible. The tests showcasing best properties have been applied to a new set of macroeconomic forecasts for Poland. The results show that there are no grounds for rejecting the hypothesis on the rationality of forecasts derived from the National Bank of Poland (NBP) and the Organisation for Economic Cooperation and Development; however, this property was rejected for the European Commission. What is more, the comparative analysis indicates that only the national institution (NBP) may potentially aim the final readings of the macroeconomic data as the forecasting target. Finally, it transpires that the extrapolative models, albeit simple and intuitively interpreted, generally fail to correctly explain the forecast formation processes regarding the Polish economy

Analizując bariery, czyli prze-szkody (trudności) realizacji w praktyce koncepcji zrównoważonego rozwoju oraz mając na uwa-dze znaczenie czynnika czasu i ciągłości procesów gospodarowania (w ujęciu gospodarki jako systemu i jej elementów), w pierwszej kolejności omawia się bariery wywołane błędami popełnio-nymi w prorynkowej transformacji gospodarki polskiej, a następnie bariery wynikające z istnieją-cych, w warunkach współczesnej gospodarki rynkowej, uwarunkowań procesów gospodarowania.
The content of the study includes identification, characterization and sources of barriers to implementation the sustainable development concept in Poland. Analysing barriers, that is obsta-cles (difficulties) to implementation of the concept of sustainable development and taking into account the importance of the time factor and the continuity of economic processes (in terms of the economy as a system and its components), in the first instance, the barriers caused by errors of the market-oriented transformation in Poland are discussed, followed by barriers resulting from the existing, conditioned by market economy, determinants of economic processes.

This paper explores an aggregated production function, built on the distribution of production capacity with a limited age. Technologies are determined at the time of capacity creation. With increasing age, production capacity is decreasing, keeping the number of workplaces. The lowest labour input and the coefficient of capital intensity are reduced due to scientific and technological progress. The parameters of this production function were identified by parallel calculations according to the data of the Polish economy 1970-2017. The economic interpretation of the obtained results is given.

Most of the publications concerning Polish political and economical transitions emphasize its assumptions and course of events. This article aims at revealing the premises of the success of Polish transition. The method of research applied in this text is the analysis of wide range of documentation concerning conceptions of Polish economists before year of 1990, Solidarity Movement Archives, Archives of Polish People’s Republic. This analysis led the authors to conclusions that there were many reasons for quick start and success of first stage of the Polish transition. These main factors are: qualifications of Polish economists and their invaluable contacts with western colleagues, the Balcerowicz Plan and the way it was put into practice, the help of international institutions as IMF and WB and the great social support for that painful economical changes.

This study concerns the impact of foreign shocks on the Polish economy. We consider output shocks from China, the euro area, and the United States. We estimate structural vector autoregressive (SVAR) models with the level of foreign economic activity as an endogenous variable and foreign output shock as an exogenous variable. We identify foreign output shocks outside the model. Our results indicate that a euro-area output shock has the strongest effect on the Polish economy. Meanwhile, the spillover effects from China are similar for Poland and the euro area.
W artykule zanalizowano wpływ szoków zagranicznych na polską gospodarkę – szoków popytowych pochodzących z Chin, strefy euro i Stanów Zjednoczonych. Estymowano strukturalny model wektorowej autoregresji (SVAR) z miarą aktywności gospodarczej za granicą jako zmienną endogeniczną i zagranicznym szokiem popytowym jako zmienną egzogeniczną. Szoki zagraniczne identyfikowane są na zewnątrz modelu. Otrzymane wyniki wskazują, że szok popytowy ze strefy euro najsilniej oddziałuje na polską gospodarkę. Natomiast szok popytowy z Chin podobnie oddziałuje na gospodarkę polską i gospodarkę strefy euro.
