    Artykuł charakteryzuje stosunki australijsko-indonezyjskie w szerszym kontekście zmieniającego się układu sił w regionie Azji i Pacyfiku, a w szczególności wobec rywalizacji między Stanami Zjednoczonymi a Chinami. Oficjalnie Australię i Indonezję łączy partnerstwo strategiczne i współpraca w kluczowych obszarach, takich jak bezpieczeństwo, gospodarka czy kwestie militarne. Ponadto państwa te zbliżają do siebie podobne oczekiwania wobec pożądanego regionalnego układu sił, odnoszące się m.in. do roli Stanów Zjednoczonych i Chin, a także centralnej pozycji ASEAN we wszystkich instytucjach regionalnych. Mimo to rozwój współpracy jest ograniczony przez liczne wyzwania, wśród których najpoważniejszym jest problem błędnej percepcji potencjału i znaczenia państwa-partnera. Prowadzi to nie tylko do szeregu napięć i kryzysów dyplomatycznych między Australią i Indonezją, lecz również do długofalowego ograniczenia współpracy. Jako alternatywę dla tej sytuacji zaproponowano scenariusz rozwoju przedstawiony przez Roda Lyona, obejmujący nawiązanie pełniejszej współpracy australijsko-indonezyjskiej i uformowanie istotnego ośrodka wpływu ("centrum potęgi") w regionie Azji i Pacyfiku.(abstrakt oryginalny)
    The article outlines the Australia-Indonesia relations in the context of the changing regional order in Asia-Pacific and specifically of th e rivalry between China and the United States. According to official documents, Australia and Indonesia are strategic partners enjoying good cooperation in all key areas and share a similar vision of the desired regional order (regarding, e.g., the role of the US and China in Asia-Pacific as well as the pivotal role of ASEAN in regional institutions). However, their cooperation is hindered by a number of issues, the most important one of which is the misperception of the potential and significance of their respective partners. Not only does this frequently strain the diplomatic relations between Australia and Indonesia but also weakens the foundations for long-term partnership. The article suggest an alternative approach to Australia-Indonesia relations as described by Rod Lyon - namely the transformation of their bilateral cooperation from a 'strategic partnership' existing on paper only to an actual multi-faceted partnership leading to the creation of a third 'power centre' in Asia-Pacific (the others being China and the US).(original abstract)

    Opis:
    This paper is a report in brief of the project that “Henri Coanda” Air Force Academy, in collaboration with partners from Poland and Bulgaria, carried out under the aegis of the Erasmus + program of the European Union by the end of 2018. The project was called Systems for Aerial Surveillance and Security (SASS). The project proposed the initiation of a process of uniformisation of competences necessary for the people involved in the field of aviation, namely obtaining a joint study plan for pilots, air traffic controllers, and air surveillance officers [3]. It opened the way for cooperation between the Air Force Academies that began a joint semester of study. Achieving the objectives of the project meant introducing an online teaching/learning system based on an e-learning platform. The e-learning features have been fully utilised through the introduction of a videoconference system that allows teaching/learning activities for professors/students at a distance. The completion of the project was carried out by evaluating the results obtained at different stages. The analysis was based on the feedback from the main target groups - students, teachers and beneficiaries of the graduates. Two periods of teacher and student mobility were required for evaluation and analysis. The students’ and teachers' opinions on the implementation of the curriculum by means of the e-learning platform were analysed in detail.

    Opis:
    The rejuvenation of China's relations with Central and Eastern European countries, including Poland, receives more attention than ever. While China tends to take optimist views about Chinese-Polish relations, Poland remains prudent over wishful anticipation. The extent to which China and Poland have consensus on understanding and developing their relations requires further investigation. From the perspective of a strategic narrative, this article examines whether Warsaw accepts Beijing's narratives of Chinese-Polish relations as a strategic partnership. The main hypothesis is that differences between Beijing and Warsaw in understanding the Chinese-Polish relations can neither be easily overcome nor ignored. The findings indicate that Poland partially welcomes China's suggestions by limiting its understanding and support towards Chinese-Polish strategic partnership merely to diplomatic and economic aspects.(original abstract)

    The paper presents the problem of relational risk, confirmed by a significant failure rate of strategic cooperation, and the concept of relational risk management. The main objective of this paper is to present the elements of the risk management system including the main internal determinants of response to risk and control options including formal mechanism represented by the governance structure and the formal contract and relational mechanisms including aspects of social norms and trust in interorganizational ties. These mechanisms represent two distinct theoretical perspectives of research, whose mutual interdependence requires further study.
