Public-Private Partnerships (PPP)
Regional transport - Opis:
- The primary factor in determining the effective use of public-private partnerships in economic practice is the regulatory system. The article discusses the key pieces of legislation defining the conditions for use of PPP and analyzed the specific problems of their interpretation and application by local governments. Despite these difficulties can be noticed the development of PPP in different areas of the economy, which was, so far the traditional sphere of public activity. Local authorities make the investment in collaboration with the private partner, but in the area of regional transport infrastructure there are only few investments. At the same time, with the current debt and load of the public sector, there is a strong need for financial support from the private investor. Therefore, even after several years of various forms of PPP, we should seek to develop appropriate and effective mechanisms for the preparation and implementation of PPP projects, which will be economically and financially viable.
