Technologie biometryczne korzystaja ze specyficznych cech charakterystycznych, uywanych do rozpoznawania elementów wskazujacych na specyficzne zachowanie kierowców. Te szczególne parametry sa dobierane odpowiednio do potrzeb z uwagi na łatwosc ich pomiaru, własciwosci, mierzalnosc, moliwosc akceptacji, uniwersalnosc, unikalnosc, koszt pomiaru, rozmiar bazy danych, jak również inne czynniki towarzyszace. Zastosowaniu do systemów sztucznej inteligencji poszukiwane sa elementy adekwatne do założonych zadan. W tym kontekscie przedstawiono model biometryczny, który zaimplementowano w projekcie ITS. Opracowane rozwiazania technologiczne pozwalaja zwiekszyc bezpieczenstwo systemów transportowych i niezawodnosc systemów wspomaganych inteligentnymi narzedziami ITS.
Biometric technologies rely on specific biometric characteristics that are used for recognition. The particular characteristic for a given situation can be described through a serious of descriptive parameters including ease of collecting, permanence, measurably, acceptability, deceptiveness, universality, uniqueness, sample cost, system cost, database size, as well as environmental factors. By using our ontology-based framework for adequacy of biometric systems, we introduce a model for using biometric technologies in ITS. Such technologies increase security, safety and protection of ITS.

Artykuł powstał na podstawie analiz prowadzonych w latach 2011-2013 przez działającą przy Instytucie Transportu Samochodowego Polską Platformę Inteligentnych Systemów Transportowych (PPT ITS). Przedstawiono w nim, czym są Inteligentne Systemy Transportowe. Omówiono ich znaczenie w kształtowaniu koncepcji zrównoważonego transportu w Europie. Opisano główne obszary problemowe związane z wdrażaniem ITS w Polsce oraz postulaty zmian w tym zakresie. Przedstawiono przykłady dobrych praktyk oraz wskazano głównych graczy rynku ITS w Polsce.
The article was written on the basis of the analyses conducted in 2011-2013 by the Polish Technology Platform for Intelligent Transport Systems (PPT ITS) operating within the framework of the Motor Transport Institute. The article outlines Intelligent Transport Systems and discusses their significance for the development of the concept of sustainable transportation in Europe. It also describes major problem areas related to the implementation of ITS in Poland and postulates changes in that respect. It presents examples of good practices and lists major players on the ITS market in Poland.

Pochodzenie autorów determinuje także potrzebę poruszenia w referacie kwestii implementacji ITS w regionie łódzkim. Celem opracowania jest przede wszystkim zwrócenie uwagi na rzeczywistą funkcjonalność ITS oraz naturalną potrzebę ich implementacji w miejscach, w których występuje ruch pojazdów transportu drogowego.
In this paper, the authors present the Intelligent Transport Systems as an innovative solution very often facilitates and enhances quality of life of the average person. The origin of the authors determines also need to be addressed in the paper issue of the implementation of ITS in the Lodz region. The aim of the study is primarily to draw attention to the actual functionality of ITS and the natural need for their implementa tion in places where there is movement of road transport vehicles.

Omawiane są zagadnienia architektury systemów ITS (inteligentne systemy transportowe), w szczególności pod kątem wymagań stawianych przez nią systemom teleinformatycznym. Przedstawiono metodykę projektowania systemów ITS zwaną KAREN/FRAME i zastosowano ją podczas projektowania systemu zarządzania ruchem drogowym w Warszawskim Węźle Dróg Krajowych. Jako przykłady stosowania systemów informatycznych w ITS przedstawiono systemy zarządzania ruchem na drogach i w ruchu miejskim oraz środki telematyki stosowane w „inteligentnym” pojeździe.
The architecture of ITS systems (intelligent transport systems) is discussed, especially the requirements posed by it onto communication and information systems. An ITS system design methodology, called KAREN/FRAME, is presented and applied for the design of a road traffic management system in the Warsaw node of national roads. Examples of information systems required in ITS are given: road and urban traffic management systems and tools of telematics implemented in a “smart” vehicle.

Opis:
This paper gives an overview on some ethical aspects of ITS development and applications. The technical evolution of ITSs is a basis for development of various ITS technologies, systems, applications, and services. The future ITSs will become more and more intelligent and autonomous in their behavior. The new kind of advanced ITSs will emerge in the future, e.g. ITS with artificial moral agent. There will be a need for creating a new kind of "machine" ethics, called ITS ethics, for ITS professionals, namely ITS designers, manufacturers and users. ITS ethics addresses a number of moral issues which arise if researchers are able to build up intelligent systems with intellectual capacities that behave analogically to human beings. The most important problem will be: who or what is morally responsible for malfunctions of ITSs? The malfunctions of ITS usually cause some unnecessary suffering to people, and it is immoral.

W ostatnich kilku latach powstało w Polsce kilka systemów ITS. Wiele kolejnych jest na etapie przygotowania, projektowania czy też budowy. Mają one wpisywać się w ogólnoświatowy trend dążenia do zrównoważonego rozwoju. Dlatego właśnie jednym z głównych celów, jakie się przed nimi stawia, jest wspieranie przemieszczeń z wykorzystaniem komunikacji zbiorowej. Można przy tym posługiwać się wieloma kryteriami. Jak więc dobrać te optymalne? W artykule nie ma jednoznacznej odpowiedzi - są za to zamieszczone uwarunkowania, jakimi warto się kierować. Pada również odpowiedź na pytanie, jakie mogą być konsekwencje tych wyborów.
There were created a few ITS in Poland in last years. Many more are at the stage of preparation, design or construction. They fit in with the worldwide trend of the pursuit of sustainable development. Obviously one of the main goals which puts before them is to support public transport. They allows to use multiple criteria. What is the way to select the optimal ones? The article does not give a clear answer, but includes conditions which are worth to be taken into account and consequences of those choices.

Opis:
Effective operation of transport depends on the correct costs fixing. The external cost - externality- is the cost or its part that disinterest its author but interests the other people who are not participating in it or who are its victims. Some externalities cannot be expressed in numbers, like the death, human suffering and damage of environment. Externalities interfere with effective division of resources within sectors. According to the study of EU, the road transport, with its 92%, is the biggest contributor to externalities.

The automatic license plate recognition systems (ALPR) are increasing use in the intelligent transport systems (ITS). Identification of the vehicles and data collection and analyzing allows to create sophisticated solutions for ITS. The article presents the main applications of the ALPR systems.

Opis:
Video systems are used in Intelligent Transportation Systems for vehicles’ tracking. Cameras typically used in these systems are characterized by relatively low dynamic range which is only a fragment of the dynamic range of the human eye. In order to adapt to the lighting conditions the cameras feature dynamic changes of the gain and exposure. For vehicles there is a very wide range of the observed brightness of details because of the variety of vehicles’ colors and the presence of elements reflecting light in different ways, as well as changing lighting conditions. This means that even if the camera is able to capture the relevant dynamic range, there is a restriction of the distinguishability of details, which is essential in the process of detecting the location of vehicles. The use of HDR imaging techniques based on various exposures helps to increase the dynamic range and improves the accuracy of vehicles’ positions estimation.

Opis:
Transport telematics (ITS - Inteligent Transport Systems) deals with application of information and communication technologies with the aim of enhancing traffic performance, economies, efficiency, safety, ecology and comfort of transport. ITS basic functions applicable to all modes of transport include a.o. traffic control and management, intelligent vehicles, electronic fee collection, management of rescue systems, management of public mass transportation, route planning, provisioning of traffic information, fleet management and logistics of freight transport. Developing the tradition of science, research and the existing industrial basis, the Czech transport telematics sector is one of those most advanced in Europe. Nevertheless, the present scope of ITS implementation in the Czech Republic is relatively low, and the social climate and regulatory environment related to ITS aren´t at a sufficient high level either. Therefore, the Association for Transport Telematics (SDT, ITS&S) is coming up with an initiative called ITS 2020 Vision, trying to formulate crucial directions of development and implementation of transport telematics in the Czech Republic until 2020, identify the main obstacles to the development and propose the methods of how to remove them.

Opis:
Transport safety can be defined in a number of ways, including the official World Health Organisation (WHO) safety definition ‘freedom from unacceptable risk of harm’. Road safety is, however, usually defined in a negative way. Safe road traffic is characterised by the absence of crashes, injuries and fatalities. Crashes are used here instead of accidents because the word accident leads thoughts in the direction of an event that is hard to do something about ľ “it happened by accident”. For society and for the individual, the loss of health is the most serious effect of crashes. It leads both to serious personal suffering and to huge societal losses in monetary terms. Therefore, it is essential to state at this early stage that loss of health is the main road safety criterion. Convalescence and health restoration have economic consequences as have vehicle damage and loss of vehicles and goods.
