Opis:: Franciszek Charwat (1881–1941) worked in the years 1918–1939 in the diplomatic service of Poland. He was the Chief Inspector of police in Lviv till 1918 and worked with the secret services of the Austro-Hungarian Empire. The archival holdings of the Austrian State Archives in Vienna contains many records evidencing Charwat’s active participation in the activities of imperial-royal counter-intelligence authorities. The positive opinions of his superiors and praise of the Supreme Commander of the Austro-Hungarian Empire Archduke Frederick’s confirmed his successes. But the attempt to grant him the title of police adviser, that was supported by superior military authorities, the Ministry of Foreign Affairs and General Military Government in Lublin, encountered resistance from the side of reluctant Polish political circles in Galicia.

Opis:: W trakcie kwerendy w 2021 r. w Archiwum Państwowym w Wiedniu autor przeprowadził rejestrację poloników w Archiwum Wojny (Kriegsarchiv), w zespole Naczelnej Komendy Armii (Armeeoberkommando – AOK), w podzespole Oddział Kwatermistrzowski (Quartiermeisterabteilung – Qu.Abt.). W przebadanych 10 kartonach (nr 2537–2546), zawierających dokumenty z 1918 r., zarejestrowano liczne polonika. Materiały dotyczą spraw wojskowości i państwowości polskiej oraz c. i k. administracji wojskowej na ziemiach polskich – okupacji w Królestwie Polskim i w Galicji. W dokumentach pojawiają się nazwiska znanych osobistości, jak minister spraw zagranicznych Austro-Węgier Stephan Burián, gen. Jan Dowbor-Muśnicki, minister Agenor Gołuchowski, dyrektor Banku Handlowego w Warszawie Stanisław Karłowski, delegat Rady Regencyjnej Jerzy Tarnowski, minister spraw wewnętrznych Jan Stecki, premier Jan Steczkowski, komisarz rządu polskiego Juliusz Zdanowski.
During queries conducted in 2021 in the State Archive in Vienna, the author has registered the Polonica in the War Archives (Kriegsarchiv), in the fond of Army High Command (Armeeoberkommando – AOK), in sub-collection Corps of Quartermasters (Quartiermeisterabteilung – Qu.Abt.). Ten boxes were searched (No. 2537–2546), containing documents dated 1918; numerous polonica were found. Recorded materials pertain to the matters of Polish military and statehood, k.u.k military administration in Polish territories – occupation of the Kingdom of Poland and Galicia. Documents contain the names of distinguished persons, such as Minister of Foreign Affairs of the Austro-Hungary Stephan Burián, General Jan Dowbor-Muśnicki, Minister Agenor Gołuchowski, Director of Bank Handlowy in Warsaw Stanisław Karłowski, delegate of Regency Council Jerzy Tarnowski, Minister of Interior Jan Stecki, Prime Minister Jan Steczkowski, Commissioner of the Government of Poland Juliusz Zdanowski.

Opis:: The development of the Polish statehood during the years of World War I was given particular importance in connection with the 100th anniversary of regaining independence by Poland in November 1918. Query that was conducted in the holdings of the Archives of War in Vienna in 2015., fond Quartiermeisterabteilung of Armeeoberkommando, led to the registration of interesting records from the period of JulyAugust 1917. Boxes no. 2464 and 2465 contain records relating to the organisation of the Polish government, the resignation of the Provisional Council of State and the establishment of the Temporary Committee of the Provisional Council of State as well as to the transfer authority over education and the judiciary to the Polish administration.

Opis:: After the Act of 5th November 1916, the fi rst attempt at building the Polish state before the end of World War I and decisions of the peace congress was creation of the Provisional Council of State. However, what led to creation of this institution? A query conducted in Austrian State Archive in Vienna has led to discovery of new materials, documenting the position of Austrian authorities with respect to these issues, and certain controversies in relation with the German ally. Before the fi nal version of the decree on establishment of Provisional Council of State, announced on 6th December 1916, there was a number of preparatory stages, namely a decree by the Governor of Warsaw gen. Hans Beseler of 12th December 1916 on establishment of Council of State and Sejm in the Kingdom of Poland, Austro-Hungarian draft decree on the Council of State in the Kingdom of Poland, adopted in Lublin on 23rd November after deliberations chaired by Governor General Karl Kuk, and fi nally, joint Austro-Hungaro-German decree on establishment of the Provisional Council of State, approved by both governors on 26th November 1916 in Warsaw.
Po wydaniu aktu 5 listopada 1916 r. pierwszą próbą budowy państwa polskiego przed zakończeniem I wojny światowej i przed decyzjami kongresu pokojowego było powołanie Tymczasowej Rady Stanu. Jak jednak doszło do utworzenia tej instytucji? Kwerenda przeprowadzona w Austriackim Archiwum Państwowym w Wiedniu ujawniła nowe materiały dokumentujące stosunek władz austriackich do omawianej problematyki i kontrowersje zachodzące z niemieckim sojusznikiem. Do przyjęcia ostatecznej wersji rozporządzenia o powołaniu Rady Stanu z 6 XII 1916 r. prowadziły kolejne etapy przygotowań w postaci rozporządzenia gubernatora warszawskiego gen. Hansa Beselera z 12 XI 1916 r. o utworzeniu Rady Stanu i Sejmu w Królestwie Polskim, austro-węgierskiego projektu rozporządzenia o Radzie Stanu w Królestwie Polskim przyjętego w Lublinie 23 listopada po obradach pod przewodnictwem gubernatora generalnego Karla Kuka, i wreszcie wspólnego austro-węgiersko–niemieckiego rozporządzenia o powołaniu Tymczasowej Rady Stanu, zaaprobowanego przez obu gubernatorów 26 listopada 1916 r. w Warszawie.
