    The article presents the assumptions and partial results of the research undertaken within the project “German minority in Poland in the face of transition and political transformation after 1989”, carried out by a research team from the Institute of Political Science and Administration (University of Opole) and commissioned by the German Minority Research Center. The project is an attempt of adopting a new perspective on the processes related to the political transformation which Poland underwent 30 years ago, with an aim of investigating the role that the German minority played in this transition. Authors of the paper focused on discussing the current state of research and outlining the sociopolitical context of the emergence of the German minority movement, the reactions of the sociopolitical actors on these processes, as well as their influence on the civil society formation, mainly in the Opole voivodeship (province).

    In the interwar period of the 20th century, 30% of the total population of Poland was comprised of national minorities. Among them, the German minority of 740 thousand people played a very prominent role. The Germans lived mainly in the western parts of Poland: Pomeranian, Poznań and Silesian voivodeships, as well as in the district of Lodz. The German community was wealthy and influential thanks to the economic traditions and support provided by the German state. In order to stop the process of polonization, the Germans established and developed numerous forms of economic, cultural and social activity. They were very active in the area of physical culture. Their activities included taking great care of the development of physical education and sport in German schools at both primary and secondary education level. Physical education classes were taught and school sports competitions were organized. Physical education was one of the most popular school subjects and was intended to preserve the “German spirit” among pupils. The majority of German schools had a curriculum in place that included two hours of physical education per week and some of them even four hours of PE classes per week. The best teaching staff and sports facilities were to be found in private schools, especially secondary schools, where physical education and school sports enjoyed a very prominent status.

    The presented paper is an analysis of the German minority participation in the Polish local government elections. The electoral results have been compiled and discussed together with the activity of the German associations at the local governmental level. The German minority is concentrated in the area of the Opole Silesia and is an important political factor in this region. The Germans regularly gain many seats in the commune, city and county councils, mostly in rural areas in the Western part of the Opole Voievodeship. They are also important faction in the Opole Regional Assembly. Despite the initial controversies and tensions they proved to be a solid host and an open partner for all political forces on the local political scenes. In broader perspective the participation of the German minority in the Polish local government structures is a natural process of the democratic development which is realized in Poland.

    Teaching German as a language of national minority started in Poland in the early 1990s. Over the last twenty years, an increasing number of schools have introduced German as a subject in their curriculum. Here are bilingual classes too, but German is not used as an instructive language on a large scale. He main aim of the article is to analyse the policy of the Polish authorities towards German minority and the situation of German as a language of national minority in the system of education in Poland.

    W artykule autor przedstawia wkład współczesnej mniejszości niemieckiej w pielęgnowanie i rozwój górnośląskiego dziedzictwa kulturowego na wybranych przykładach. Wpierw przedstawia on czytelnikowi specyfikę Górnego Śląska oraz ich rodzimych mieszkańców, a następnie wyjaśnia, w jaki sposób mniejszość niemiecka przyczynia się do pielęgnowania i rozwoju górnośląskiego dziedzictwa kulturowego. Autor skupia się przede wszystkim na kwestiach niematerialnego dziedzictwa kulturowego mniejszości niemieckiej z Górnego Śląska. Szczególnie na kwestiach szeroko pojętej działalności (społeczno‑kulturalnej i politycznej), tożsamości czy języka (komunikacja interpersonalna, edukacja). Wymienione zagadnienia należą do jednych z najważniejszych elementów omawianego dziedzictwa kulturowego.
    In the article, the author presents contribution of the German minority in care and development of the Upper Silesian cultural heritage on the selected examples. First he shows reader the specific of Upper Silesia and its indigenous peoples, and then he explains, how the German minority contributes to care and development of the Upper Silesian cultural heritage. First of all the author concentrates on the intangible cultural heritage issues of the German minority from Upper Silesia. Particularly on the issues in the broadly understood activity (social, cultural and political), identity or language (verbal communication, education). These issues are one of the most important elements of this Upper Silesia cultural heritage.

    Opis:
    One of the biggest imponderables in the process of Polish-German rapprochement at the turn of the 1980s and 1990s was the reaction of the Federation of Expellees (BdV) and its partner organizations. Despite the attempts undertaken by BdV to contest the final recognition of the Oder-Neisse border by the German state, the organization failed to gain allies. It had to accept the political reality and the decisions of the state, and find new areas of activity for itself, for which the Polish–German Treaty of Good Neighbourship and Friendly Cooperation laid solid foundations.

    In November 1947, after returning to communist Poland, 2nd Lt. Zbigniew Braun, a soldier of the Home Army, a Warsaw insurgent and a prisoner of German stalags, was summoned to the District Reinforcement Command of the “People’s” Polish Army in Biała Podlaska, where he submitted his own biography covering the years of World War II. The article is a detailed, critical analysis of this document.

    Artykuł jest próbą ogólnego (politologicznego) spojrzenia na zagadnienie zróżnicowania narodowościowo-kulturowego Śląska Opolskiego, będącego częścią historycznego obszaru Górnego Śląska, wyrosłego na gruncie kultur polskiej, niemieckiej, czeskiej i austriackiej. W omawianym przypadku obszar Śląska Opolskiego pokrywa się granicami administracyjnymi województwa opolskiego. Tekst skupia się na czterech zasadniczych elementach, wychodząc od obecnego kształtu etniczno-narodowościowego regionalnej społeczności, prezentuje regionalny wymiar realizacji polskiego prawa na rzecz mniejszości narodowych i etnicznych, przedstawia w zarysie problematykę aktywności politycznej organizacji mniejszości niemieckiej oraz rywalizacji tych organizacji z Ruchem Autonomii Śląska, w szczególności w wyborach samorządowych oraz cele działalności organizacji, promujących ideę etnicznej lub narodowościowej odrębności Ślązaków, bazując na tekście uzasadnienia obywatelskiego projektu nowelizacji ustawy z 6 stycznia 2005 r. o mniejszościach narodowych i etnicznych i o języku regionalnych z 2014 r. Przedstawione w artykule zagadnienia mogą stanowić przyczynek do kontynuowania i poszerzenia badań, w szczególności w obszarze rywalizacji politycznej ugrupowań mniejszości niemieckiej z organizacjami politycznymi społeczności większościowej i grupami deklarującymi tożsamościową odrębność społeczności Ślązaków, opartej na gruncie etnicznym lub narodowościowym.
    The article covers national and cultural heterogeneity of the Opole Silesia, which is a historical part of Upper Silesia, caused by amalgamation of the Polish, German, Czech and Habsburg cultures. In the article the territory of Opole Silesia corresponds with an administrative boundaries of Opole Voivodeship. There are four fundamental elements to be described: ethno-national structure of the Opole region’s population (1), enforcement of rights of the ethnic and national minorities in Opole Voivodeship (2), political organisation and activity of German minority, and their competition with the Silesian Autonomy Movement (Ruch Autonomii Śląska) in local elections (3) and activity of organizations promoting the idea of ethnic or national distinctiveness of Silesians (4). Presented analysis could be a contribution to continuation and enlargement of studies about political competiton of German minority organisations’ with both the political organizations of Polish majority and the groups declaring distinctive, ethnically or nationally based, Silesian identity.
