Opis:
Purpose: Linear ordering is an important issue for evaluating multi-attribute objects. The issue of assessing cities in the context of their rating in the light of the smart city concept is a linear programming issue. The primary purpose of the article is to report the results of linear ordering obtained based on different methods and to present comparative analyses. Design/methodology/approach: The data presented in the article are based on EUROSTAT. It refers to indicators characterising selected European capitals. Findings: Based on the indicators selected from the database, the ranking of cities is determined based on the presented methods. The results obtained were used for benchmarking. Originality/value: The most significant value of the work is the benchmarking that was carried out. The analysis proved that the TOPSIS method showed that the result obtained was similar to that obtained by SCI.

Purpose: The primary purpose of the presented work is to show the impact of the residents’ opinion on the formation of the city's position in the SCR ranking. Another objective was to draw attention to the problem of data shortages in publicly available databases. Design/methodology/approach: The primary database of European countries is the Eurostat database. The research area covered cities with a population of between 200,000 and 800,000, which were not national capitals. Only one city from each country was selected. The proposed SCR covers six areas related to Smart City concept. Two types of meters for each of them are proposed – the first based on objective measures, the second on subjective measures, i.e. the opinions of residents. Each factor was standardised and transformed. The higher the value of the factor, the greater the positive effect on the index. Findings: Cities from the database were identified. General ranking and rankings for both objective and subjective meters were created. The relationship between rankings was investigated, and the impact of subjective variables was shown to be significant. Originality/value: The original method for determining the Smart City index was proposed. It is shown that subjective measures should be included in the rankings. The opinion of the residents should be taken into account when building a ranking regarding Smart City concept.

Purpose: The main purpose of the work is to present the impact of standardisation methods on the ranking results. The second purpose of the article was to present Warsaw’s position in comparison with the capitals of countries from the Eurozone. Design/methodology/approach: Major European cities were assessed using Eurostat data. The proprietary Smart City Index (SCI) indicator is proposed for the study, referring to six areas of Smart City assessment. Two measures are indicated in each of them. The first is an objective measure, while the second is a subjective measure, based on the opinion of the city’s residents about the situation in the city, or their own situation. Building rankings of the cities, following normalisation methods were used and compared: unitisation, unitisation with zero minimum, normalisation in range [-1, 1], classical standardisation, Weber standardisation and two quotient methods. Findings: The best results were obtained for the classical standardisation. For this method we obtained the smallest number of consistent positions in rankings and the minimal maximum of distance between the positions in rankings. The position of Warsaw as a city in 16th position (20 of all) was confirmed regardless of the standardization method used. Originality/value: There is proposed an original method to assess cities based on Eurostat data. This method allows construction of Smart City ranking. The main value of the work is that the classical standardisation is recommended to transform the original values of individual indicators.
