The article analyses the importance of the existence and functioning of European Union (EU) citizenship institutions for materialization of federal concepts of European integration. In the first place, the evolution of this institution and legal foundations of its functioning have been analysed. The second part of the article is aimed at answering the question to what extent EU citizenship may be regarded as a federal institution. Then the issue of the importance of this institution for building political identity of Europeans should be considered.

The aim of education in the uniting Europe is to teach people of different cultures, religions and nationalities how to live together in peace. In the political aspect, it means bringing about rapprochement between nations. In Polish circumstances, Europeanism in the school context means carrying out activities aimed at making pupils realize the existence of the European Union, as well as its objectives and guiding rules. European education assumes that the European Community should be perceived not only in the institutional, economic or political perspective, but mainly in the human one, as related to ever tightening bonds within the frameworks of the OId Continent that build an integrated community. However, the consciousness of the on-going changes can hardly be acknowledged as prevailing and well founded, since the probing research reveals that the knowledge of European problems among present and future Polish teachers from the Upper Silesian region is only fragmentary. Such a state of affairs should be a subject of retlection, especially in view of PoIand's imminent accession to the European Union.

The motivation for the analysis is the European Year of Skills 2023 announced by the European Commission. The mian purpose of the article is to show the problems of the contemporary functioning of European science cooperation policy. Knowledge in a broad sense, including scientific and expert knowledge, is increasingly important in the process of political decision-making. The article presents the evolution of the approach and spread of the European Uniosą activity in the internal and external dimensions of its science policy. The authors analyzed the operational tools of European Union’s (EU) scientific cooperation, which include the European Universities Initiative, Erasmus+ and Horizon Europe programs. The following research methods were used to achieve this goal: case studies, statistical analysis and analysis of sources such as policy documents, normative acts, university rankings, available scientific literature and Internet sources. The subjects of the study are "European universities" – members of alliances: Transform4Europe and The 4 EU+ Alliance, subjected to qualitative and quantitative analysis.

This article shows Serbia’s road to the European Union, mainly Serbian’s problems. First problem was a cooperation with International Criminal Tribunal for the former Yugoslavia with was solved in 2011 and Serbia meantime could ratify the Stabilisation and Association Agreement and put forward an official proposal of membership in the European Union. Second and the biggest problem is now relations with Kosovo. In 2011 mostly under European Union’s infl uence Serbia had started negotiations with Kosovo but meantime did not agree with its indpendence. However the progress in cooperation with Kosovo made possible to start negotiations with the European Union and ratification of Agreement and now open two negotiation’s chapters. Currently government with a strong Serbian society support wants cooperate with the European Union because in this they see correct way of Serbia’s transformation. Serbian prime minister Aleksandar Vučić is planning to fi nish all negotiations by end of 2018 and become a member in 2020.

The subject of this paper is nationalism as a direction of political thinking, where the idea of the nation is the dominant principle. The main Polish nationalist political parties of the recent 25 years include: National Revival of Poland, Polish National Community and National Party „Szczerbiec”. The main German nationalist political parties include: National Democratic Party of Germany, The Republicans, The Right, Pro NRW (North Rhine-Westphalia). Far-right parties in Poland and in Germany are against the European Union and the process of European integration. The nationalist parties in Europe fear economic and cultural globalisation, multicultural- ism, immigrants, Islam, materialism and consumerism that – in their opinion – threaten their respective nations.

The ongoing EU–Turkey accession negotiations are probably the most complex talks related to the enlargement process in the EU’s history. Although they were initiated in 2005, so far both sides have managed to provisionally close only one out of 35 negotiation chapters. What’s more, the bilateral relations between the EU and Turkey are growing more and more tense. The most recent developments only prove that the talks may grind to a halt. It seems that both sides are tired of the endless negotiations and unexpected events, like the 2016 coup d’état in Turkey. The main aim of this article is to analyse the current political developments related to EU–Turkey negotiations in detail and find answers to two research questions. Will Turkey and the European Union face a diplomatic failure? What are the potential short-term scenarios?

This article is devoted to the position of the European Union authorities and its main bodies on the reforms necessary for the Union to become a driving force in the further process of European integration. Its aim is to analyze the current EU condition and outline the prospects for its development. The main bodies of the Union, inter alia The Commission and the European Parliament and the European Council have in recent years reported a wide range of EU ‘recovery’ strategies and proposals but few have been implemented. The European Union is still drifting and losing its authority on the international scene, and European integration is in decline. In this study, I put a few theses, hypotheses and research questions to which I am trying to give comprehensive answers. One of these also concerns the great enlargement of the EU in 2004, and the other one introducing the single currency – the euro.
Niniejszy artykuł poświęcony jest stanowisku władz Unii Europejskiej i jej głównych organów w sprawie koniecznych dla Unii reform, które są niezbędne, aby stała się ona siłą motoryczną w dalszym procesie integracji Europy. Jego celem jest analiza obecnej kondycji UE i zarysowanie perspektyw jej rozwoju. Główne organy Unii, m.in. Komisja i Parlament Europejski oraz Rada Europejska w ostatnich latach zgłosiły wiele różnych strategii i propozycji „naprawy” UE, ale niewiele z nich zostało wprowadzonych w życie. Unia Europejska wciąż dryfuje i traci swój autorytet na arenie międzynarodowej, a integracja Europy przeżywa regres. W opracowaniu tym stawiam kilka tez, hipotez i pytań badawczych, na które próbuję udzielić w miarę wyczerpujących odpowiedzi. Jedna z tych tez dotyczy wielkiego rozszerzenia UE w 2004 roku, a druga wprowadzenia wspólnej waluty – euro.

Differentiated integration is often considered ‘integration gone wrong’ and not a normal and permanent feature of the ever larger and more heterogeneous European Union. With the growing impact of the widening, deepening and politicization dynamics, the Union has been conceptualized as a ‘system of differentiated integration’. At the same time, concerns over ‘disintegration’ are mounting. In this light it seems crucial to refl ect on the relationship between differentiation and disintegration: does the former lead to the latter? Should we prevent further differentiation, or promote it as means of making the EU more successful? On one hand, European integration theories provide few adequate answers on the mechanisms and conditions for disintegration. On the other hand, analysis of other regional organizations puts the European dilemma into perspective, and it seems that the existence of various forms of differentiation does not prevent successful cooperation.

Social Europe, understood as a desirable political project, has been reflected in contemporary Polish political thought, especially after 2004. This paper explores the accounts of political thought of three political parties: the Democratic Left Alliance (SLD), the Polish People’s Party (PSL), and the Self-Defence of the Republic of Poland (Samoobrona RP). Their political thoughts shared emphasis on the social aspects of EU integration. According to the assumptions propagated by these parties, a social Europe would be built by incorporating the welfarestate principles to the European level, becoming a response to the multifaceted and excessive globalisation process, and offering resistance to the neoliberal agenda. All the political parties discussed here focused on the social nature of a unified Europe, and on promoting the values of solidarity, equality, freedom, justice and democracy.

The European Union enlargement process
Opis:
On balance the performance of the first Polish EU Council Presidency in the matter of the enlargement process of the European Union seems to be positive. The Polish Presidency effectively implemented the five main functions of a Presidency: the agenda-setting, brokerage, management, coordination and internal representation in the contacts with the governments of member states and the institutions of the European Union. The most important aspect was that it managed to implement almost all the operational objectives typically required for the enlargement process. Despite the objections and doubts expressed by the governments of many member states, conditioned mainly by the debt crisis of the Eurozone and the need for internal and external consolidation of the European Union, the Polish Presidency managed to maintain the concept of enlargement as an important element on the EU’s agenda. On 5 December 2011, on the initiative of the Polish Presidency, the General Affairs Council agreed a new approach to the accession negotiations involving the earliest possible opening of the most contentious negotiation chapters, including fundamental rights and policies pertaining to the area of freedom, security and justice. Employing the agenda-setting function, the Polish Presidency was the co-author of the Group Presidency programme and the author of the country’s Presidency programme and both documents provided the foundation for Poland’s activity in the process of enlargement of the European Union. The most important achievements of the Polish Presidency resulting from the implementation of the brokerage, coordination and management functions concerned Croatia, Iceland, Serbia and Montenegro. The Polish government finalised the work on the text of the accession treaty with Croatia and brought about the signing of the treaty on 9 December 2011. It also accepted the agreements referring to the status of Croatia in the transition period; that is, until the treaty becomes fully effective. The Polish Presidency also gave a significant impetus to the accession negotiations with Iceland, by opening seven negotiation chapters and concluding six. The achievement of the Polish Presidency towards the endeavours of the countries of the Western Balkans to gain accession to the European Union was the opening of procedures leading to Serbia being granted candidate country status, although the formal decision was taken on 28 February 2012 by the General Affairs Council under the chairmanship of the Danish Presidency. In addition, the politically crucial enlargement conclusions of the General Affairs Council for Montenegro, on the basis of which the European Council announced that a decision would be taken on the commencement of accession negotiations in June 2012, were achieved during the Polish Presidency. Taking into account that some member states were critical of the steps taken to normalise relationships between Serbia and Kosovo, the balanced conclusions of the Council, in the part referring to Serbia, should also be taken as a success for the Polish Presidency. Although the Polish Presidency suffered a few failures it is worth emphasising that they resulted mainly from the attitude of other member states such as Greece or the negligence of the third party countries in the enlargement process – in the cases of Turkey, Albania, Bosnia and Herzegovina, and Kosovo. The Polish government, like the others since 2009, failed to overcome the opposition of Greece to the commencement of accession negotiations with Macedonia, although other member states fully supported the concept. The Polish Presidency, like the Belgian and Hungarian Presidencies, was unable to open any new chapter in the accession negotiations with Turkey. However, the reasons were the lack of progress in the implementation of the process of reforms by the Turkish government, the still unsolved controversial issues with Cyprus, the growing assertiveness of Turkey in the foreign policy arena and the unfavourable attitude towards the accession of Turkey to the Union by some member states. Nonetheless, the Polish Presidency achieved an agreement with other member states for a positive agenda in the relations between the Union and Turkey, which led to a relatively balanced text relating to Turkey in the conclusions of the General Affairs Council on 5 December 2011. The reason for the lack of achievement in the enlargement process with Albania, Bosnia and Herzegovina, and Kosovo was the limited progress in fulfilling the Copenhagen criteria made by these countries. Therefore, these countries still remain only as states which aspire to be members of the European Union. Balancing all the stated successes and failures it should be emphasised that the Polish Presidency gave new impetus to the enlargement process of the European Union. This was visible in the proposal by the Polish government and its acceptance by the General Affairs Council of a new methodology for conducting future accession negotiations, the significant advancement of the accession negotiations with Iceland, the opening of the procedure for granting candidate country status to Serbia and establishing the political requirements for the commencement of accession negotiations with Montenegro. In addition, the Polish government signed the accession treaty with Croatia and accepted the agreements regarding the country’s status in its relationships with the European Union in the transition period until the accession treaty is fully implemented.

The main role in European integration process was played by prominent European politicians called „Fathers of Europe” or „Builders of European Unity”. The federalists predominated among them. They dreamed of common and strong European state similar to the United States. The prime minister of Great Britain – Winston Churchill in his reference to mutual tradition of European nations – inspired the possibility of creating the United Europe in Zurich on 19-th Sept. 1946. This project was supported by Robert Schuman, Konrad Adenauer, Paul Henri Spaak, Altiero Spinelli, and Alicide De Gasperi. Jean Monnet proposed a sector method when perceiving ineffectiveness of the original project. For this reason he suggested the concept of small steps in constructing European structure oriented toward tightening interstate links. This way, the first stage of this concept was implemented through linking French and German sectors of coal and steel. This proposal was supported by French Minister of Foreign Affairs – R. Schuman on 9 May 1951 and named by his surname. The creation of federal structure of Europe was the ambition of „Fathers of Europe”. However, strong reluctance of some states and politicians caused integration mainly in the area of economy. The dynamic political and economic integration occurred after appointing European Union in 1992 based upon federalism. At present the European Union is neither federation nor confederation, because each state possesses its own sovereignty and freedom in the sphere of international relations. In essence, the European Union has an institutionalized form of cooperation between states. Consequently, the European Union can be understood both as international organization and a specific union of states. The success of „Fathers of Europe” is the United Europe, which engulfs the majority of European states and tends to further enlargement. However, the progress in integration of European Union is significant, the process of limiting the role of national states in favor of European Commonwealth is yet a distant project.

When studying the phenomenon of political leadership in the European Union, one must take into account both the treaty solutions and political praxis. The subsequent analysis may lead to some interesting conclusions. One such conclusion illuminates the fact that the category of political leadership in the EU differs from the understanding of this phenomenon at the state level. In the EU, there are several operators exercising political leadership. Both at the intergovernmental level and the supranational cooperative level. The EU is an example of an organization that employs a distributed model of political leadership as a result of treaty solutions which in turn confirms the praxis.

In order to better understand the Poland-EU conflict over the rule of law I interviewed selected Polish Members of European Parliament [MEPs] on EU integration in the peak of the controversy in 2018. Drawing from discourse analysis and “practice turn” in European studies I studied the MEPs narratives. They appeared to be deeply rooted in two discourses: neofunctionalism and intergovernmentalism, both considered as dominant narratives in the EU studies. As right-wing MEPs were convinced the EU was politically biased, protecting sovereignty played a crucial role in their narratives regarding the rule of law conflict. The European People’s Party [EPP] and Socialists and Democrats [S&D] MEPs emphasized the need to abide by EU rules, but their attitude towards imposing sanctions against Poland was mixed. In the rule of law conflict they didn’t firmly stand by its side as a polity protecting its laws. The notion of sovereignty showed cleavages in their narratives, usually full of belief in the supranational community of values.
