    The article is based on an analysis of the subject literature, the legal acts and information from the official web sites of European non-governmental organizations (NGO’s), the main purpose of which is to present the idea and the primary role of NGO’s, whose priority is to propagate and popularize consumer protection within the European Union. In addition, an analysis is conducted of the systematics of the Consumer non-governmental sector in the European Union. Also the relation between non-governmental organizations and the European Commission are discussed. The article includes a characterization of the specific role of the European Economic and Social Committee, which consists of representatives of the various economic and social components of organized civil society, such as consumers in the development of consumer protection in the European market. In the next section of the article the chosen European Union non-government organization and its role in consumer protection is analyzed. In particular the specific actions undertaken in this area by the European Community of Consumer Co-operatives (Euro Coop), the European Farmers Organization, the European Association for the co-ordination of Consumer Representation in Standardisation (ANEC) and the Bureau Européen des Unions de Consommateurs ( BEUC ) are analyzed. The final section of the article is the conclusion of the real role of consumer NGO’s both now and in the future in European Union policy. Those considerations are based on real European Union regulations such as Regulation (EU) No 254/2014 of the European Parliament and of the Council of 26th February 2014 on a multiannual consumer programme for the years 2014-2020.

    Artykuł ma na celu przedstawienie potrzeby zapewnienia bezpieczeństwa konsumentów w Unii Europejskiej po 2020 roku w kontekście realizowanej polityki konsumenckiej. Rozważania koncentrują się w szczególności na analizie Komunikatu Komisji do Parlamentu Europejskiego i Rady z dnia 13 listopada 2020 roku, stanowiącego unijny program na rzecz konsumentów. Bezpieczeństwo konsumentów związane jest z zagwarantowaniem im ochrony prawnej w zakresie czterech podstawowych płaszczyzn: zdrowotnej, ekonomicznej, informacyjno-edukacyjnej oraz dochodzenia roszczeń. w Unii Europejskiej.
    The article aims to present the need to ensure the safety of consumers in the European Union after 2020 in the context of the implemented consumer policy. The considerations focus in particular on the analysis of the Communication from the Commission to the European Parliament and the Council of 13 November 2020, which is the EU consumer program. The safety of consumers is related to guaranteeing them legal protection in the field of four basic levels: health, economic, information and education, and pursuing claims. The article indicate the impact of the pandemic of COVID-19 on the safety of consumers in the European Union.

    Common Agricultural Policy of the European Union, on the eve of the new financial framework 2014-2020, is significantly focusing on qualitative factors related to: the quality of life in rural areas, the quality of the natural environment, animal welfare, food safety and the preservation of cultural habits. In other words, agriculture has to provide benefits (specific public goods and externalities) to all members of society for which the government or other political institutions will pay. The objective of this article is to review the literature on the theory of externalities, with particular emphasis on the criticism of the current shape and applicability of the theory. It seems that the theory of externalities will play a main role in the development of recommendations for EU agricultural policy instruments, which take into account the importance of externalities provided by agriculture. Yet, there is no consensus on the applicability of this theory in practice, especially in its current form.
    Wspólna polityka rolna Unii Europejskiej kładzie szczególny nacisk na czynniki jakościowe, takie jak: jakość życia na terenach wiejskich, środowisko naturalne, dobrostan zwierząt, bezpieczeństwo żywności oraz tradycja kulturowa. Innymi słowy, rolnictwo ma spełniać nową funkcję, ma dostarczać społeczeństwu świadczenia (dobra publiczne i specyficzne efekty zewnętrzne), za które zapłaci rząd lub inne instytucje publiczne. Celem pracy był przegląd literatury w zakresie teorii efektów zewnętrznych, ze szczególnym uwzględnieniem krytyki obecnego jej kształtu oraz możliwości zastosowania. Wydaje się, że teoria efektów zewnętrznych będzie odgrywać główną rolę w tworzeniu instrumentów polityki rolnej Unii Europejskiej, których zadaniem będzie wsparcie dla efektów zewnętrznych świadczonych przez rolnictwo. Jednak nie ma konsensusu, co do możliwości zastosowania tej teorii w praktyce, szczególnie w dzisiejszej formie.

    Równość płci pozostaje głównym celem UE, która za priorytet uznaje równość w obszarze ekonomicznym, w obszarze przeciwdziałania przemocy ze względu na płeć oraz równego udziału kobiet i mężczyzn w życiu politycznym i strukturach decyzyjnych. Równość płci jest zasadą ściśle związaną z przestrzeganiem oraz poszanowaniem praw kobiet oraz istotnym elementem kształtującym bezpieczeństwo kobiet. W artykule przedstawiono kluczowe dokumenty dotyczące unijnej polityki równościowej i jej wpływ na bezpieczeństwo kobiet. Autorka artykułu jako metodę badawczą przyjęła analizę instytucjonalno-prawną, która została wykorzystana do analizy dokumentów dotyczących polityki równościowej Unii Europejskiej, odzwierciedlających założenia tejże polityki.  
    Gender equality remains a major goal of the EU, which prioritizes equality in the economic area, in the area of countering gender-based violence, and in the equal participation of women and men in political life and decision-making structures. Gender equality is a principle closely related to the observance and respect of women’s rights and an important element shaping women’s security. The article presents key documents on EU equality policy and its impact on women’s security. The author of the article adopted institutional-legal analysis as a research method, which was used to analyze the documents on the European Union equality policy, reflecting the assumptions of the policy.

    After joining the European Union Poland became the participant of integrated power politics. Its basic task is to provide cheap and environment-friendly energy to customers. Three main purposes of power politics are: assurance of power safety, assurance of competitiveness on the market of manufacturers and distributors of energy, taking into account all the priorities of environmental protection, especially counteracting changes of climat.The structure of internal power market is carried out by harmonisation of national power markets. European Unions priority is creating a common power market which will be effective, safe and competitive.At the UE level two rules are accepted. The rule of controlled access - etitled receivers of electric energy have an access to net on the basis of tariffs accepted by the supervisors; these tariffs use not individually negotiated and they have aplication to all of entitled groups of electric energy receivers. The rule of negotiating the access - every user of the net negotiate with net operator the individual conditions of the access to the net in the area of delivery tariffs.

    Artykuł ma na celu analizę polityki konsumenckiej w zakresie bezpieczeństwa produktów w Unii Europejskiej po 2002 roku. Rozważania koncentrują się w szczególności na działaniach prawodawczych oraz normalizacyjnych Unii na płaszczyźnie bezpieczeństwa produktów. W artykule dokonano syntezy wybranych aktów prawa pierwotnego i wtórnego Unii Europejskiej w zakresie bezpieczeństwa produktów. W szczególności przedstawiono podstawowe cele polityki konsumenckiej po 2002 roku w kontekście bezpieczeństwa produktów. Wskazano również na role procesu normalizacyjnego na standardy bezpieczeństwa o produktów w Unii Europejskiej. Wskazano na zasadność funkcjonowania systemów RAPEX (Rapid Exchange Information System for Non-food Consumer Products) i RASFF (Rapid Alert System for Food and Feed) przyczyniających się do bezpieczeństwa nabywców. Ostatnia część artykułu pełni rolę konkluzji, zawiera rozważania na temat zasadności oraz rzeczywistego wpływu normalizacji na ich bezpieczeństwo.
    The article aims to analyse consumer policy in the field of product safety in the European Union after 2002. In particular the considerations focus on the legislative and standardization activities of the Union in the area of product safety. The article synthesised selected acts of European Union law in the field of product safety. In particular, the basic objectives of consumer policy after 2002 were presented in the context of product safety. It also pointed to the essence of the standardization process of the product safety standards in the European Union. It was pointed out that the RAPEX and RASFF systems contribute to consumer safety. The final part of the article contains considerations on the legitimacy and real impact of the standardization process in the field of product safety.

    Wraz z wejściem w życie Traktatu z Maastricht powołano do życia II filar Unii Europejskiej - Wspólną Politykę Zagraniczną i Bezpieczeństwa. W 1999 roku wraz z implementacją Traktatu Amsterdamskiego, zaczęto wdrażać Europejską Politykę Bezpieczeństwa i Obrony, która została zredefiniowana w Traktacie Reformującym. Polska początkowa była sceptycznie nastawiona do owej polityki, uważając że gwarantem bezpieczeństwa w Europie jest NATO. Po pewnym czasie optyka postrzegania EPBiO uległa zmianie. Stosunek naszego kraju zmienił się do odniesieniu do polityki zagranicznej i bezpieczeństwa w momencie uzyskania członkostwa w Unii Europejskiej. Obecnie Polska angażuje się w misje cywilne i zarządzania kryzysowego prowadzone w ramach tej polityki przez Unię Europejską. Celem niniejszego artykułu jest zaprezentowanie istoty Wspólnej Europejskiej Polityki Zagranicznej i Obrony. W szczególności autor skupił się na prześledzeniu historii oraz zmiany stosunku Polski do tejże polityki, a także wykazaniu istotnych elementów pozytywnych jak i negatywnych aspektów Wspólnej Europejskiej Polityki Zagranicznej i Obrony.
    Together with the effect of the Treaty with Maastricht one called into being II the pillar of the European Union - the Common Foreign Policy and Safeties. In 1999 together with the implementation of the Amsterdam Treaty , one began to initiate European Security policy and Defenses which became define in the Treaty Reforming. Initial Poland was skeptically disposed to that policy, considering that a guarantor of the safety in Europe is NATO. Some time later the optics of the perception EPBiO underwent change. The relation of our country changed to the reference to the foreign policy and the safety into the moment of the obtainment of the membership into the European Union. At present Poland launches out into civil missions and the crisis management led (driven) within the framework of this policy by the European Union. An aim (target) of the present article is presenting of the creature of the Common European Foreign Policy and the Defense. Particularly the author assembled on tracing of history and the change of the relation of Poland to this policy and also to the proof of essential positive elements as and negative aspects of the Common European Foreign Policy and the Defense.

    The European Union has had a long tradition in developing a common European social policy from its beginning. A milestone to European social policy in the field of occupational safety and health was the Single European Act in 1986. With this Single European Act the improvement of the work environment became an explicit objective of the community. Since that starting point several legislative and nonlegislative actions have been taken to face the huge challenges of globalisation with a targeted social policy. The aim of this policy is to reconcile the interests of the employers in productive and competitive workplaces with the interests of the employees in healthy working conditions.

    Przedmiotem artykułu jest problematyka zagrożenia biologicznego w państwach członkowskich Unii Europejskiej, jakim jest wirus Afrykańskiego Pomoru Świń (ASF). Celem było określenie roli Europejskiego Urzędu ds. Bezpieczeństwa Żywności (EFSA) w procesie analizy ryzyk biologicznych oraz wskazanie funkcji, jakie pełni w systemie instytucjonalnym UE. Postawiono hipotezę badawczą: rekomendacje wydawane w opiniach naukowych publikowanych przez EFSA są podstawą decyzji wykonawczych Komisji Europejskiej. Korespondują z nią pytania badawcze: Jaka jest skala zagrożeń związanych z wirusem ASF? Jakie kompetencje ma EFSA w procesie analizy ryzyk biologicznych? Jak ewoluowało podejście EFSA, co do zalecanych narzędzi zarządzania ryzykiem związanym z wirusem ASF? Kiedy i w jakich przypadkach EFSA podejmuje badania naukowe dotyczące ASF? W opracowaniu wykorzystano metodę case study oraz posłużono się techniką desk research.
    The issue of this article is African swine fever (ASF) virus as a biological treats in the Member states of the European Union. The purpose is to defi ne the role of the European Food Safety Authority (EFSA) in the biological risk analysis process and to indicate the functions it performs. A research hypothesis was put forward: the recommendations indicated in scientifi c opinions published by EFSA are the basis for the European Commission implementing decisions. The research questions correspond with it are: What is the scale of the threats associated with the ASF virus? What competencies does EFSA have in the biological risk analysis process? How has the EFSA approach evolved regarding the risk management tools associated with ASF? When and in which cases does EFSA undertake ASF research? The case study method was used in the study and the desk research technique was applied.
