Supporting entrepreneurs outside the country is one of the tasks of at least two ministries – the Ministry of Economy and the Ministry of Foreign Affairs. Some of the tasks are performed by various institutions, which in their properties are designed to promote Polish export. Proposed by them forms of cooperation with enterprises – from financial support through promotion, and ending with the conclusion of international agreements, are to create a range of tools which enable the Company to have a chance to gain new markets for its products, and thereby increase their income and influence positively on the wealth of the whole society. The article assesses the activities of two ministries – the Ministry of Economy and the Ministry of Foreign Affairs, their impact on facilitating the internationalization of enterprises. Standardized interviews were conducted. Callers were employees of selected companies of the dairy industry who are directly involved in exports in the company. The interview questionnaire was conducted with representatives of 15 companies from the tested industry. There was no direct effects of the impact on export results of conducting actions under Polish development assistance. The surveyed entrepreneurs have not met with any situation in which a partner from the target indicated in any way that he knows this business and it influenced his willingness to cooperate with the Polish company.
Wspieranie przedsiębiorców poza granicami kraju jest jednym z zadań przynajmniej dwóch ministerstw – Ministerstwa Gospodarki oraz Ministerstwa Spraw Zagranicznych. Część zadań wykonywanych jest także przez różnego rodzaju instytucje, które mają za zadanie wspierać polski eksport. Proponowane przez nie formy współpracy z przedsiębiorstwami – od wspomagania finansowego poprzez promocję, a kończąc na zawieraniu międzynarodowych umów, mają stworzyć wachlarz narzędzi, dzięki którym firmy będą miały szansę na zdobycie nowych rynków zbytu na swoje produkty, a tym samym zwiększą swoje dochody i wpłyną pozytywnie na zamożność całego społeczeństwa. Dokonano oceny działań Ministerstwa Gospodarki oraz Ministerstwa Spraw Zagranicznych dotyczącej ich wpływu na ułatwienie internacjonalizacji przedsiębiorstw. Przeprowadzono badania sondażowe – wywiad standaryzowany. Rozmówcami byli pracownicy wybranych przedsiębiorstw przemysłu mleczarskiego, którzy bezpośrednio zajmują się eksportem w firmie. Kwestionariusz wywiadu przeprowadzono z przedstawicielami 15 przedsiębiorstw z badanej branży.

Partnership and Cooperation Agreement is a document regulate the European Union external relations with third countries. Obligatory document between the European Union and Russia from 1999 (1997) expired in 2007 and haven’t been replaced by a new agreement up till now. Negotiate a new treaty which regulates the base relations should be in interest of both sides, according to a strategic partnership. Unfortunately, negotiations for a long time are in impasse. Both of subjects can’t reach a consensus as to scope and content of the document and on matters relating to energy dialogue, European security, policy towards the Commonwealth of Independent States (CIS ) and keep human rights. Conversation were breaking off very often because of the attitude and actions of Russia against individual EU Member States and countries of the (CIS). In the meantime, in the EU proposed to create together with the United States of America, Transatlantic Trade and Investment Partnership introducing free trade area through liberalization of both internal markets. This project obtained a big interest in the EU and then began negotiations which despite of many impediments will have a good prognosis for the future. To conclude, the article aims is to present scope of the new Partnership and Cooperation Agreement between the EU and Russia, indicate the causes and areas of negotiation impasse and to refer to the state of negotiations Transatlantic Trade and Investment Partnership.

This article critically analyses the reconfiguration of imaginaries of Europe’s borders, which is presupposed and practiced within the European Neighbourhood Policy (ENP) and Eastern Partnership (EaP). Referring to borders studies and constructivism in European studies, this article addresses to what degree the political imaginaries of ENP and EaP’s political practices are based on a specific concept of Europe and its boundaries, where Europe’s border is being constructed by reproducing the deeply-seated opposition between Europe vs. non-Europe and Europe vs. Eastern Europe. It argues that it blurs the clear-cut divisions of the inside-outside, where the former is designated as being part of Europe by geography or “friend of Europe”, but still in the process of becoming fully “European”. The article studies how the policy instruments and ENP and EaP’s concepts of “neighbourhood” and “partnership” reframe the understanding of Europe’s borders and identity. Autor bada w niniejszym artykule wyobrażenia granic Europy zawarte w praktykach Europejskiej Polityki Sąsiedztwa i Partnerstwa Wschodniego. W nawiązaniu do badań nad granicami oraz zastosowaniem konstruktywizmu w studiach europejskich, autor przekonuje, że owe wyobrażenia i praktyki ujawniają niejednoznaczne rozumienie wyobrażonej przestrzeni Europy i jej granicy między Europą a „nie-Europą” oraz Europą a Europą Wschodnią, bez określenia całkowitego wnętrza i zewnętrza. Nie-Europa oraz Europa Wschodnia są wyobrażane w praktykach i poszczególnych instrumentach polityki sąsiedztwa, jako geograficzna część kontynentu europejskiego lub jako „sąsiad Europy”, ale będącymi zarazem w procesie stawania się bardziej „europejskimi”. Artykuł pokazuje jak instrumenty polityki sąsiedztwa zmieniają rozumienie granic i tożsamości Europy.

The author of this paper analyzes the policy of strategic partnership between Germany and Russia, especially in the field of the economy, which originated after the reunification of Germany in 1990. He stresses that it was the government of Angela Merkel after 2005 that began to emphasize the authoritarian rule of President Vladimir Putin and human rights breaches in Russia. Nevertheless, economic cooperation continued under the pressure from business circles. The author’s main hypothesis is that it was only Russia’s aggression towards Ukraine that undermined German-Russian collaboration, which is no longer given priority. Germany is the foremost advocate of the EU’s maintaining its sanctions against Russia. Angela Merkel’s third and fourth governments have tried to ‘Europeanize’ Germany’s policy towards the Russian Federation to a greater extent. Both Germany and the EU need Russia as a strategic partner to resolve problems in the Middle East and combat international terrorism. Russia is also a significant supplier of strategic resources to Germany and the EU. This paper employs the descriptive research method, the method of source analysis and decision-making analysis.

The topic of the paper concerns partnerships of local communities of Poland and Germany in terms of the EU referring to specific examples. Briefly, a number of determinants that contributes to the intensification of bilateral cooperation has been identified. Moreover, the role of local partnerships in the EU terms was explained. Research questions that have been posed are: firstly, how the concept of the local community should be understood taking into consideration the context of relations between Poland and Germany and their EU membership? Secondly, what are the levels of international cooperation of the local partners? Thirdly, what are the key determinants affecting the intensifi cation of cooperation between Polish and German communities at the local level? In order to answer these questions case studies of selected partnerships concluded by the Polish and German local communities were provided.

The modification process of the European Union’s institutional order appears to be permanent. One of the elements of this tendency is the position of the European Council, which is especially interesting in the field of stimulating external EU activities. The aim of this analysis is to explore the EC’s engagement in initiating foreign relations, taking the eastern neighborhood as an example. The paper reviews the European Council’s meetings in the period of 2008–2016, concluding that the EC actively responded to external challenges and created a political impetus for the actions of other institutions. The internal debate initiated by the member states from Central and Eastern Europe resulted in the formulation of the Eastern Partnership initiative that the European Council approved and adopted, giving it a political impetus within the European Union. This caused a specific reaction in the neighborhood. The process of association of some eastern partners was accompanied by the need to deal with the challenging response from Russia, which resorted, among other things, to military measures. The European Council’s involvement in external actions in the East became a self-deepening process with a changing profile and priorities.

The foreign policy choices of Armenia, Georgia and Moldova have been largely shaped by the power balance between the European Union and Russia. The EU’s normativity in regional integration was opposed by Russia’s hard power approach. Although the potential benefits of the integration drove Armenia, Georgia and Moldova to sign a framework agreement with the EU, the latter’s inability to pro-vide security guarantees has reduced the EU’s attractiveness leaving the future of the Eastern Partnership uncertain.

Contestation remains a significant factor in the EU neighbourhood. The aim of this article is to elaborate on the role of external actors - namely the European Union and the Russian Federation - in managing local and regional contestation. The latter is defined as incompatibilities between two or more competing views about how political, economic, social, and territorial order should be established and/or sustained. Competing interests between the EU and Russia concern many issues; the model of political system in the neighbourhood (democracy vs. authoritarianism), the model and direction of the economic integration of these countries (European or Eurasia integration), and the infrastructure and availability of gas and oil (energy disputes). The common neighbourhood, which concerns EU Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine), has become an area of rivalry rather than cooperation between the EU and Russia. The first seeks to stabilise the post-Soviet area, while Russia exploits local destabilisations and conflicts to maintain its influence there.

This article presents the common foreign policy in the context of the European Union's Eastern policy. By 2014, the EU will celebrate the 10th anniversary of the biggest ever expansion of its borders. In 2004, among its members appointed countries of the region, which since the end of World War II have been isolated politically, economically and mentally from benefits of the "Western" integration. The upcoming anniversary is a good time for a broader rethink how Poland uses the existing opportunities that obtained with the accession to the EU. The thesis of the author is the conviction that without the accession to the EU, Poland would not have obtained the current relative stability in the political, economic and social. However, at the same time, author believes the EU would fail without Polish current role in international relations. By analyzing the above issues, author tries to answer the question of whether currently existing opportunity to strengthen the position of the Polish EU, specifically in the first circle of integration by strengthening cooperation with Germany? In addition, the article is subjected to criticism, opinions about the marginal role of Polish in the European structures. Author in the following dissertation is based on extensive literature Polish and foreign, as well as his own thoughts and previous work published in national journals.

Polish accession to NATO (12 March 1999) and the European Union (1 May 2004) meant that the authorities in Warsaw have become part of international policy, the two structures of Western Europe and the United States. Belarus and began to approach closer to Russia, which cooled relations with Warsaw. In 2008, Sweden and Poland began to lay the foundations of the EU’s eastern pol-icy, hereinafter referred to as the Eastern Partnership. However, the violent actions of the regime of Alexander Lukashenko after the undemocratic presi-dential elections on 19 December 2010, resulted in further isolation of the Bela-rusian authorities. Violation of human rights is one of the main obstacles in the way of Belarus to establishing good relations with the European Union. Polish Politics and the European Union towards Belarus can be described as „democ-ratic crusade” of Western civilization.

After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

The expiry of the Cotonou Agreement encourages European states to change their approach towards African countries. Efforts undertaken by the European Union may end the relationship based on dependency and may open access to a more equal partnership with common interest at the centre. The consequences of the ongoing negotiations between the EU and Africa constitute important determinants for shaping economic, political and social relations in the coming years, and therefore deserve special attention. The results of this discussion will be also crucial to women’s status and gender concepts. Accordingly, the main aim of this article is to evaluate gender initiatives undertaken between the EU and Africa in selected aspects of their cooperation, with particular emphasis on the ongoing negotiations. The article has been elaborated on the basis of gender-sensitive analysis, that is also called a gender-lens perspective. Firstly, this article presents an overview of the evolution of gender agenda in institutional and legal framework of cooperation between Europe and Africa. Secondly, this text refers to the agreements and disagreements over gender agenda during the ongoing negotiations. And the last part of the article are conclusions. The research is based on the following methods and tools: critical analysis of existing sources (desk research); content analysis of subject literature, press releases and the information published by the European Union and African Union; as well as the field research and interviews that the author has conducted with representatives of the non-governmental organisations in Tanzania. Since the early 1990s, the European Union has been supporting socio-economic transformations in the former Soviet Union states, including the Russian Federation. Initially, this assistance was provided in the framework of the TACIS Programme, offering long-term, non-repayable aid. In 1991–2006 Russia received EUR 2.7bn for the restructuring of the state enterprise sector, establishment of private companies, state administration reform, telecommunications, nuclear safety and security and environmental protection. Despite severe criticism directed at the implemented programme, emphasising its unclear objectives, lack of awareness of the conditions in which the projects were executed, prolonged completion periods for some projects and lack of evaluation, the European Union continued its financial assistance to Russia since 2007 as part of the European Neighbourhood and Partnership Instrument. The funds available for the programme were earmarked to support political, economic and social reforms, and regional and local development through programmes implemented in two time perspectives: 2007–2013 and 2014–2020. Evaluation of the programmes implemented in 2007–2013 revealed numerous shortcomings in project execution. For example, projects implemented as part of the Arctic Circle-Russia Programme were criticised for weak objectives and only partial completion of some undertakings. Another programme – Karelia–Russia failed to create a joint vision of the region and develop joint investment plans.  The issues indicated as barriers to cooperation between the Russian Federation and Finland included: complicated administrative procedures in Russia and poor command of the English language on the Russian side. No evaluation report was prepared on completion of the South-East Finland–Russia Programme and Lithuania–Poland–Russia Programme. Furthermore, the objectives of the Estonia–Latvia–Russia Programme were not accomplished.  Nevertheless, the European Union decided to continue the assistance to the Russian Federation in 2014–2020 as part of the following programmes: Arctic Circle–Russia, Karelia–Russia and South-East Finland–Russia and to launch four new programmes: Estonia–Russia, Latvia–Russia, Poland–Russia and Lithuania–Russia.
