Rozwój odnawialnych źródeł energii, zwiększenie potencjału oszczędzania energii i dokończenie budowy rynku wewnętrznego energii, jak również rozbudowa połączeń transgranicznych są z perspektywy Niemiec priorytetowe dla zapewnienia bezpieczeństwa zaopatrzenia energetycznego w ramach tworzonej unii energetycznej. W artykule uwzględniona została geneza i filary unii energetycznej, jak również stanowisko Niemiec wobec tego projektu.
The article presents the problem of the German energy supply security in the process of the creation of the EU’s Energy Union. The development of renewable energy, increasing energy efficiency and the finishing of the creation of the internal energy market as well as the buildup of the transnational energy infrastructure are – from Germany’s point of view – the priorities of the energy supply security within the frameworks of the EU’s Energy Union. The article also describes also the origin and the pillars of the EU’s Energy Union as well as Germany’s position on the proposal of the Energy Union.

The question of the need for the installation of meters and heat cost allocators appeared in the course of Sejm work on the government bill concerning energy efficiency (Sejm Paper No. 426). Based on the EU legislation on energy efficiency, the author states that they require that in the buildings supplied with heating or cooling or hot water from external sources, Member States must ensure that a meter is installed (by 5 June 2014) at the heat exchanger or the point of delivery to the building. Member States are required to ensure that individual consumption meters are installed (by 31 December 2016) in multi-apartment and multi-function buildings supplied from a common source within such buildings and buildings supplied from a district heating/cooling network or a central source servicing multiple buildings, unless they consider it not to be technically feasible or costeffective. Otherwise individual heat cost allocators must be installed for each radiator. Member States may waive the requirement for their use, if they can demonstrate that to install them would not be cost-effective. Then, they should consider the use of alternative cost-effective ways to measure the consumption of heat energy.

The problems of the European Union's energy policy strategic vision of the community energy. The decisive factor is the reduction of the dependence of countries on supplies raw materials from Russia. Because allies' positions on Russia's policy are not consist, we often observe an annoying lack of solidarity on common issues energy security. As an important participant in the energy raw materials market Russia is contributing to the stability of Europe through the disruption of its community using conflicting interests. These goals are achieved by breaking legal systems and norms international, let alone the basic principles of coexistence.

The North Atlantic Alliance must absolutely fulfill its role in ensuring energy security, because it has an enormous strategic potential the ability to protect the infrastructure and the transit area in cooperation with partners in the event of a crisis situation. For this reason, the Alliance should fulfill their mission primarily with military means. Recent events show that in the European Union, the US and other countries have a great turn in the development of energy connections with Russia and a deep one Atlantic towards use new types of energy resources. NATO member states have all the possibilities to successively control this process, strengthening transatlantic bond despite the belligerent attitude of Russia. The results of this will contribute to promote an open and transparent global management and trade system energy.

Ensuring the energy security is currently one of the EU’s top priorities. The EU energy policy, after the entry into force of the Treaty of Lisbon, is regulated by Article 194 TFEU, which guarantees a solid legal basis for European Union actions in this area on the basis of the Community method. The European Parliament, within the scope of its Community competences, as a participant in the decision-making process, contributes to shaping the face of the EU energy policy. Furthermore, by adopting nonlegislative resolutions, the EP expresses its position on the most crucial issues included in this policy and has an indirect influence on its shape. The aim of this article is the analysis of the content of these resolutions and presentation of the EP’s opinion on the challenges facing the EU in the field of energy. It should be highlighted that the European Parliament is the EU body with a strong emphasis on a supranational approach to energy security. The European Parliament prefers the view that all Member States, in a spirit of solidarity, must take actions to guarantee the EU’s common energy security. In favour of a common, integrated European energy market, the EP puts great emphasis on the necessity to implement ambitious climate policy objectives within its framework, the key element of which is the reduction of greenhouse gas emissions.

Some provisions of the proposed bill are incompatible with European Union law. They violate the principle of proportionality. The proposed draft law can also affect effective implementation by Poland of its obligations resulting from Directive 2009/28/EC (15% share of energy from renewable sources in gross final energy consumption in Poland in 2020). The mechanism of re-applying for a decision authorizing the operation of the wind power plant can be regarded as a formality that discourages service providers from doing business. The charges provided for in the bill are in contradiction to this provision, because they are not reasonable and proportionate to the cost of the authorization procedures. The bill is subject to notification, the initiation of the notification procedure does not preclude the adoption of the proposed legislation. The consequence of failure to notification may be the finding by the courts of the ineffectiveness of the provisions of the bill, as well as the commencement of proceedings against Poland under Article 258 TFEU.

The author provides an analysis of the proposed amendment as to its consistency with Council Directive 2003/96/EC of 27 October 2003restructuring the Community framework for the taxation of energy products and electricity. He emphasizes consistency of the proposal with interpetative guidelines contained in the preamble to the Directive and with the provisions on due date of tax payment. He also proposes to extend the provisions concerning taxation of coal products (following the example of taxation of electricity) to include regulations about an entity representing the seller of coal products originating in another EU member state (this would – in conformity with the Directive – allow the the producer, trader, importer or fiscal representative to substitute the distributor for the fiscal obligations imposed upon it). The author emphasizes and accepts the inclusion in the proposed bill of the possibility to apply tax exemptions to coal products, as provided for in the Directive. He concludes that the proposed amendment is compatible with EU law.

The main objective of the text is to present an analysis that points to the existence of special “energy cultures” in the European Union. The comparative analysis encompassing the results of previous research into “energy cultures” employs statistical methods, i.e. a cluster analysis (Ward’s clustering method and k-means clustering method). The main sections of the text address: (1) the concept and examples of “energy cultures”, (2) a methodology of analysis, (3) aselection of indexes characterising “energy cultures”, (4) an attempt at grouping the European Union member states with the aid of clustering, (5) conclusions. With a view to making the research problem more specific, the present text features the following questions: (1) Is the claim that the European Union manifests special ‘energy cultures’ legitimate?, (2) Did the decade of 2001-2011 witness changes in the field of the European Union ‘energy cultures’, as earlier recognised by the literature?

The article is an analysis of energy policy in the context of the economic security of the European Union. One of the key challenges facing the EU is to ensure the economic security both of its members, as well as of the entire organization. The energy sector and energy policy are an integral part of the European Union’s development strategy. They may contribute to improved effectiveness of the integration process or to the failure of the European project. The aim of this article is to examine the challenges and problems that are associated with the formation of European energy policy. For the integration project to succeed, it is imperative for this policy to be properly planned and managed. Failing to implement appropriate mechanisms and actions to ensure energy security (taken at Community level), poses threats of strengthened national particularities in the EU, economic slowdown and, consequently, a slow erosion of the European political system.

Due to insufficient level of domestic natural gas production, the European Union countries are forced to import this key energy resource from the third countries. This involves political and economic as well as physical risks. In order to ensure energy security, it is necessary to mitigate the threats that in the case of natural gas supplies are primarily related to various types of dependencies. The dependency grows in the situation of low diversification of energy sources and resources suppliers. The aim of this paper is to analyze the impact of LNG imports on the European Union’s energy security, which would not be possible without showing the structure of the regionalnatural gas market. Implications of LNG trade will be shown in comparison with pipeline gas supplies, which are dominant on this market.

Caspian region contains some of the largest undeveloped oil and gas reserves in the world. The energy field is vital to economic development and to the future geopolitical order of the region. The rivalry between different pipeline options will probably determine not only the pattern of foreign policy orientationand cooperation in the region but also the influence and position of regional and external players. The exploitation of energy resources and the future routes of pipelines from the oil and gas fields in the Caspian basin will also determine the role of the Caspian region in the contemporary international relations. Newly independent states in Central Asia and the Caucasus hoped their oil and gas resources would help them secure economic growth and political independence. The most important element of the European energy strategy is the need of diversification of the energy sources. The growing energy needs have given the European Union a  strong interest in developing ties with energy-‑producing states in the Caspian region to build necessary pipeline infrastructure.

W niniejszym eseju autorka poddaje analizie badanie dotyczące wpływu efektywności niskoemisyjnej energii odnawialnej na stopniowe zmniejszanie zależności od dostaw energii, przeprowadzone przez Tureckich uczonych, F. Gökgöza i M.T. Güvercina, w 2018 roku. W celu uzyskania kompleksowej perspektywy analizowanego zagadnienia, autorka konfrontuje powyżej wskazaną publikację z innymi artykułami naukowymi z zakresu bezpieczeństwa energetycznego UE.
In the light of the deepening climate crisis and global challenges, the issue of energy security is discussed more broadly. The growing fears of the European Union characterised as a region that is highly dependent on energy import from non-EU countries, lead to the modernisation of the European energy sector. The EU is actively promoting the implementation of renewable energy and investments in a sustainable economy to ensure energy security. In this essay, the author analyses a research on the impact of renewable energy efficiency on the gradual reduction of dependence on energy supplies, that was carried out by Turkish scientists, F. Gökgöz and M.T. Güvercin, in 2018. In order to obtain a comprehensive perspective on this issue, the author confronts this publication with other scientific articles in the field of EU energy security.

Celem niniejszego artykułu jest przedstawienie drogi, jaką zmierza Unia Europejska dla osiągnięcia większego bezpieczeństwa energetycznego w ramach współpracy z wybranymi państwami. W artykule zaprezentowano wyniki analizy współpracy z największym dostawcą surowców energetycznych do Unii – Rosją, państwami tranzytowymi – Ukrainą, Białorusią i Turcją, a także współpracy Unii z państwami, które są największymi konsumentami surowców energetycznych – Chinami i Indiami.
The aim of this paper is to present the way in which the European Union intends to achieve greater energy security through a cooperation with selected countries. The article analyses the relations with the largest supplier of energy resources to the EU, i.e. Russia, and transit countries – Ukraine, Belarus and Turkey, as well as Union’s cooperation with the countries that are the biggest consumers of energy – China and India.

Opis:
The aim of the article is to present a practical and methodological approach to assessing the energy security of European countries, with particular focus on states with coal-dependent energy systems and on finding balance between ensuring energy security, diversification of energy resources and environmental protection. As energy security means technically reliable, stable, cost-effective and environmentally balanced supply of energy resources to satisfy the needs of the economy and the population, the author proposes an indicator that takes into consideration different components, and can be a helpful tool in designing energy policies. The article also discusses using the energy potential of closed coal mines.
