This paper seeks answers to the following two research questions: whether it is possible to have democracy without people (here as an example of democracy at the supranational level in the EU), and what are the sources of such a democracy, if the source is not a nation, and the area is not a state? This paper provides a new approach to the theory of democracy and postulates to integrate a new type of democracy and traditional concept of democracy. The main theoretical paradigm on which the theory was based is supranationalism with elements of the theory of democracy and Multi-level Governance (MLG). Supranational democracy in the European Union is located on a supranational level of MLG, which means that it is not assigned to the state and – importantly – in practice demonstrates that it does not have to have a national character. The text presents a preliminary attempt at a theoretical analysis related to supranational democracy in the EU. In practice, the author goes towards identifying the constituent components of the concept of “supranational democracy” and the sources of this phenomenon in the European Union.

This article investigates the challenges of the liberal democracy in the new international context, provoked by the emergence of the new great powers (Russia and China), and especially the establishment of the BRICS grouping in the world political scene. Namely, this article ‘clashes’ the both paradigms of BRICS and the EU, in order to conclude their performances in relation to the values of liberal democracy. In that context, especially is stressed the liberal axiological set of the EU, as a postmodern entity, with typical soft power in the international relations. The EU soft power stems from its axiological set, which predominantly is composed by the values of liberal democracy. The new international context is characterised by the establishment of liberal and illiberal actors. The IR theorists treated the USA and the EU as main represents of the liberal democracy, whilst Russia and China, as illiberal democracies, or simply, autocracies. This article concludes the forthcoming challenges of the liberal democracy in the new international context, as well as the place, role and the international political capacity of the EU, in relation to its mission for safeguarding and advancement of the liberal democratic values.

Human rights are one of the main European policy horizons, and also the basic pillar of the social and moral order in contemporary world. This does not change the fact that specific and complex narrative of human rights provokes important controversies, as well as open criticism. In the present article we indicate the main thrust of these doubts and objections. Three distinguished fi gures of this criticism we describe as cultural, epistemological and political. Each of them has its numerous representatives, but we introduce only few of them. They are Charles Taylor, Richard Rorty and Pierre Manent. What strikes us in this debate is the fact that it focuses most of the major dilemmas associated with the European integration project. The disagreements about human rights refl ects indeed the debate over the future shape of Europe.

In the invitation to the 'Europe-Poland-Dialogue' conference the organisers ask: Are we witnessing the end of a certain development stage and opening of the way to subsequent stages of dialogue advancement, its functioning and development in social realities? In this paper, the attempt to answer this question entails a description of three problems addressed by the sections below. The first section presents the differences between social and civic dialogue against the background of discussions taking place in the European Union and in Poland. The second section focuses on the evaluation of the condition of Polish civic dialogue past 1989. The third section considers social dialogue in Poland from the comparative perspective of political participation and political culture indicators of the Democracy Index. The paper ends with final remarks.

The Social Credit System (SCS, 社会信用体系, shèhuì xìnyòng tĭxì), is an extremely interesting, ultimately nationwide pilot project, consisting of establishing the system of social rating, which, based on data collected over decades and stored both analog and with the use of state-of-the-art technologies will create profiles of citizens and businesses in the People’s Republic of China. The system focuses on four main spheres – national enterprises and economy, society, the judiciary, and public administration. It is in them that a higher level of social trust and security will be ensured, law regulations better observed, corruption eliminated, and proper transparency guaranteed. In analyzing the issue of the Western world’s attitude to the mechanism of digital surveillance and control of business and social activity in China, I should seek answers to the following questions, intriguing from the cognitive and practical perspective: Which of the above interpretations seems to be closer to the truth?; can the SCS have, at least partially, a universal character in the European Union, especially in the societies with a different system of values and the countries with a different political system than the one of the PRC?

In 2015, the United Nations (UN) decided on 17 sustainable development goals. Goal 16 focused on peace, justice and strong institutions and on the importance of democracy for global sustainable development. This study explores the status of democracy in Europe and highlights tendencies of authoritarianism in some post-communist states. This happens in a global context of resurgence of autocratization. Although the European Union (EU) continues to be a solid liberal democratic order, challenges in post-communist Europe exist, especially in Hungary as a new authoritarian state within the EU.

Contrary to expectations, the changes initiated by the ‘25 January Revolution’ have not strengthened democratic principles in Egypt. Therefore, the European Union and its member states have sought to support the stability of this state, promote democratic values and human rights. The purpose of this study is to analyse EU activities aimed at fostering the democratisation process in Egypt, as well as to assess these activities so far and identify the reasons for their ineffectiveness.

Debates and controversies about the democratic legitimacy of the EU have of course accompanied the Union from the very beginning. The “democratic paradox” of the EU exists because while committing itself to promote and scrutinize democracy in its member states, in candidate states, and in third states with whom it enters into contact, it does not display equivalent democratic features in its own functioning. Some commentators tried to define the problem out of existence; by pointing out that the EU is not a state-like polity, they argued that state-specific criteria of legitimacy, such as representative, participatory or deliberative democracy, do not apply. They postulated outcome-based or, at best, public reasons based, conceptions of legitimacy as applicable to the EU, and concluded that it satisfies those standards. But this argument is based on a non sequitur: from the statement that the EU is not a state (not even a quasi-federation or federation in statu nascendi) it does not follow that it should not be judged by the standards of democratic legitimacy. The EU is a complex, untidy polity which amalgamates inter-governmental and supranational elements in its constitution, and therefore this article postulates a bifurcated approach to democratic legitimacy. In so far as the EU contains inter-governmental elements, indirect legitimacy is all that is required, i.e., democratic legitimacy of governments representing their respective states in the Council. The second face of the EU – its supranational character – calls for democratic legitimation of its institutions, in particular, in accordance with the promise contained in Art. 10 TEU, proclaiming representative democracy in the institutional setup of the EU. This requires changes to the electoral system of the EP in order to provide incentives for a more trans-European electoral process; strengthening of the supervisory role of the EP over the Commission; the strengthening of the role of the EP with regard to legislation, and endowing it with the competence of legislative initiative. Overall, the idea is for the institutional setup to resemble a canonical model of separation of powers and inter-institutional accountability, with the EP in a dominant position. Additionally, the first gesture towards direct democracy in the EU, the European Citizens’ Initiative, should be strengthened, both by upgrading the status of successful initiatives and by lowering thresholds and administrative requirements.

Individuals in “freer” media environments are assumed to have better choices among media and are thus able to make better and more effi cient use of media. Using the European Parliamentary Elections of 2009 as a highly visible political event, we fi nd that, as expected, individuals use media to satisfy informational needs about the elections in highly “free” media environments (Hallin & Mancini, 2004). In addition, we fi nd strong prima facie evidence that in “less free” media environments — distinguished by the strong alignment of parties, social and political cleavages, and media outlets — individuals also respond with higher information-seeking media behavior. For comparative media studies, by linking specifi c media environments to specifi c individual-level media behaviors, where media is used tells us more about how media is used.

The main issue of this article is the radical political thought and the security of contemporary European democracies. In this article, this problem is analyzed on the example of programs of nationalist parties and other organizations, e.g. National Democratic Party of Germany, National Revival of Poland, Golden Dawn from Greece, New Force from Italy, British National Party, Right Sector and Svoboda from Ukraine and others. Radical nationalist parties undermine of the principles of modern democracies. They attempt to change the international order and change the borders of countries in Europe that exist since the end of World War II. According to the author, only the reduction of defects of democracy and the development of knowledge about democracy, the development of civil society, the elimination of material disparities between social groups and the development of the middle class in Europe, can be an effective remedy for political radicalism.
Głównym zagadnieniem artykułu jest radykalna myśl polityczna, analizowana w kontekście bezpieczeństwa współczesnych demokracji europejskich. W artykule problem ten jest analizowany na przykładzie programów partii i innych organizacji, które uzasadniają swoją myśl polityczną nacjonalizmem, np. Narodowodemokratyczna Partia Niemiec, Narodowe Odrodzenie Polski, Złoty Świt z Grecji, Nowa Siła z Włoch, Brytyjska Partia Narodowa, Prawy Sektor i Swoboda z Ukrainy oraz innych. Radykalne partie nacjonalistyczne podważają zasady współczesnych demokracji. Dążą do zmiany ładu międzynarodowego i granic państw w Europie, które istnieją od końca II wojny światowej. Zdaniem autora, jedynym skutecznym lekarstwem na radykalizm polityczny jest rozwój wiedzy o demokracji, rozwój społeczeństwa obywatelskiego, eliminowanie materialnych różnic między grupami społecznymi i rozwój klasy średniej w Europie.

The European Union is founded on a set of common principles of democracy, the rule of law, and fundamental rights, as enshrined in Article 2 of the Treaty on the European Union. Whereas future Member States are vetted for their compliance with these values before they accede to the Union, no similar method exists to supervise respect of these foundational principles after accession. This gap needs to be filled, since history proved that EU Member State governments’ adherence to foundational EU values cannot be taken for granted. Against this background this article assesses the need and possibilities for the establishment of an EU Scoreboard on EU values; viable strategies and procedures to regularly monitor all Member States’ compliance with the rule of law on an equal and objective basis; and the nature of effective and dissuasive sanction mechanisms foreseen for rule of law violators.

On the basis of the Treaty of Nice, the European Union institutions have obtained a crucial right to inspection rule of law in its Member States, encompassing the areas of law being within their exclusive competence. The main aim of the study is to analyze the legitimacy of this extensive intrusion European Union in particular from the point of view of the objectives of this organization. The author indicates that the area in which the European Union has a real interest are the elections to the national authorities that participate in the European Union legislative procedure. Election of this authorities in undemocratic procedure weakens – already undermined – legitimacy of the European Union. The author postulates thereby limiting the scope of this control.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.

The aim of the article is to research an influence decrease of economic growth to democracy index in the European Union. The author applies the Economist Intelligence Unit methodology which examines the Democracy Index from 2006 to 2017. It is based on five categories: electoral process and pluralism; civil liberties; government functioning; political participation; and political culture. Based on the results of a number of indicators, each country is then itself classified as one of four types of regime: full democracy; flawed democracy; hybrid regime; and authoritarian regime. In the article, the author tries to identify the EU countries’ strengths and weaknesses which determinate the EU’s economic growth. In conclusion, it was shown the most characteristic and the most important properties of democratic values.
Celem artykułu jest zbadanie wpływu kryzysu gospodarczego na poziom w państwach Unii Europejskiej. Autor wykorzystał metodologię Economist Intelligence Unit, która analizuje indeks demokracji w latach 2006-2017. Opiera się na pięciu kategoriach: proces wyborczy i pluralizm; swobody obywatelskie; funkcjonowanie rządu; udział polityczny; i kultura polityczna. Opierając się na wynikach szeregu wskaźników każde państwo zostało sklasyfikowane jako jeden z czterech rodzajów reżimu: pełna demokracja; wadliwa demokracja; system hybrydowy; i reżim autorytarny. W artykule autorka stara się zidentyfikować mocne i słabe strony państw UE, wskazując na wpływ wartości demokratycznych na ich rozwój gospodarczy. Ponadto w pracy określono najbardziej charakterystyczne i najistotniejsze cechy wartości demokratycznych.

Frente a los regímenes autoritarios de Cuba y Venezuela, la Unión Europea (UE) ha dado respuestas distintas: diálogo político y cooperación en el primer caso, sanciones selectivas y ruptura diplomática en el segundo. El artículo indaga a qué se deben estas diferencias, a pesar de servir al mismo objetivo: promover la democracia y los derechos humanos. Una posible explicación serían las transiciones inversas: Cuba ha iniciado un proceso de apertura que la UE incentiva, mientras que Venezuela ha transitado del populismo a un autoritarismo que Bruselas castiga. Otra razón serían las diferencias entre un Estado protector en Cuba y fragilidad estatal en Venezuela.
The European Union (EU) has responded differently to the authoritarian regimes in Cuba and Venezuela - political dialogue and cooperation in the first case, selective sanctions and diplomatic break in the second. The article explores the reasons behind these different policies that contrast with the same goal - the promotion of democracy and human rights. One possible explanation are reverse transitions - Cuba started an opening process that the EU supports, whereas Venezuela initiated a path from populism to authoritarianism, sanctioned by Brussels. An additional reason could be the difference between a protective state in Cuba and state fragility in Venezuela.
