    Opis:
    The EU is promoting cultural relations with Asian countries. While building interpersonal and institutional connections, the EU pays special attention to Japan. The image of the EU and its mutual relations with Japan are generally recognised as predominantly good and trustworthy. This paper will examine the process of building creative/progressive cultural relations between the EU and Japan based on two hypotheses; first: despite the fact that the EU tried to develop cultural relations within Japan, the embassies of the EU Member States are far more active in cultural programs than the EU Delegation; and secondly: the reception of the EU as a historic and cultural project is rather fragmented (as opposed to being holistic) in Japan. The aim of this research is to analyse, compare, and evaluate both the effort and achievements made by the EU and Japan in the process of building creative cultural relations. The research will demonstrate an analytical approach in the political sciences discipline.

    The article looks at the 30-year experience of the European Capital of Culture (ECC) project. The first section briefly examines the origins and legal basis for the ECC. Next, the authors present the experience of the selected ECC host cities including Wrocław, which is the 2016 European Capital of Culture. The article concludes with pros and cons of the ECC initiative.

    The intention of the author of this paper is to present a scientific analysis of the influence of culture and the cultural diplomacy of the European Union on the animation and stimulation of Europe’s integration process, which is in a constant state of perturbation and lack of stability. It examines the problem-related approach to the European Union’s change and development strategy, including the „Europe 2020” strategy for smart, sustainable and inclusive growth, which envisages the implementation of many new communal initiatives and practical solutions introduced by the European Union, including ones that concern both the cultural sector and the creative and audiovisual sector. The European Union, from 2020 onwards, intends to be ready to reach a high level of employment and efficiency, and a higher level of social integration. To enable this, the European Union must ensure attractive framework conditions for innovation and creativity. In that respect, the cultural sector and the creative and audiovisual sector are the source of groundbreaking ideas which may develop into products and services that could contribute to economic growth and job creation, thereby fighting the crisis and social problems. The economic and social crisis in Europe has also been influencing the world of culture. A series of problematic issues associated with the fragmentation of culture and its inventions are identified, including globalisation and digitalisation, underinvestment, inadequate protection of intellectual property and copyright, and insufficient international cultural cooperation.

    This article attempts to explain the understanding of culture which form the basis of the EU’s cultural policy as well as to present changes in that regard occurring along with the development of this policy. The research material consisted of common positions of the EU member states adopted during meetings of the Council of the European Union. The research was done using qualitative content anal sis. The most general conclusion from the research is that the basis of the EU’s cultural policy since the beginning of the researched period have consisted of two different approaches to culture in the EU: cultural unity and cultural diversity. Moreover, the creators of the EU’s cultural policy understood the role of culture in the integration process in four ways: as a non-instrumental value, a sociocreative factor, an economic factor as well as a factor enhancing the external relations of the EU. During the researched period we observed certain changes regarding the approach towards culture. They involved either changes within the already existing ideas or creating new concepts concerning the cultural sphere.

    Celem artykułu jest ukazanie szerokiego spektrum działań w obszarze kultury w ramach polityki kulturalnej Unii Europejskiej, które mają wpływ na zapewnienie bezpieczeństwa kulturowego w regionie. Priorytetem było przeanalizowanie realizowanej przez Unię Europejską polityki kulturalnej i wykazanie jej wpływu na bezpieczeństwo kulturowe. Postawiono i udowodniono tezę, iż działania w zakresie polityki kulturalnej w UE oraz realizowane w obrębie tej polityki różnorodne inicjatywy uzupełniają krajowe działania dotyczące kultury i mają wpływ na bezpieczeństwo kulturowe. Dokonano w ramach przyjętej metody przeglądu najnowszych źródeł informacji odnoszących się do polityki kulturalnej UE. Skorzystano z opublikowanych, naukowych monografii tematycznych, ale przede wszystkim dokonano analizy najnowszych dokumentów, planów działań, programów, strategii i inicjatyw przygotowanych przez UE.
    The aim of the article is to show a wide spectrum of activities in the field of culture that take place as part of the cultural policy of the European Union, which have an impact on ensuring cultural security in the region. The priority was to analyze the European Union's cultural policy and its current activities in this field, and demonstrate its impact on cultural security. The thesis has been put forward and proven that activities under the cultural policy in the EU and various initiatives implemented under this policy complement national activities in the field of culture and have an impact on cultural security. The latest sources of information on EU cultural policy have been reviewed as a method. Published, scientific thematic monographs were used, but most of all, the latest documents, action plans, programmes, strategies and initiatives prepared by the EU were analyzed.

    Common Agricultural Policy of the European Union, on the eve of the new financial framework 2014-2020, is significantly focusing on qualitative factors related to: the quality of life in rural areas, the quality of the natural environment, animal welfare, food safety and the preservation of cultural habits. In other words, agriculture has to provide benefits (specific public goods and externalities) to all members of society for which the government or other political institutions will pay. The objective of this article is to review the literature on the theory of externalities, with particular emphasis on the criticism of the current shape and applicability of the theory. It seems that the theory of externalities will play a main role in the development of recommendations for EU agricultural policy instruments, which take into account the importance of externalities provided by agriculture. Yet, there is no consensus on the applicability of this theory in practice, especially in its current form.
    Wspólna polityka rolna Unii Europejskiej kładzie szczególny nacisk na czynniki jakościowe, takie jak: jakość życia na terenach wiejskich, środowisko naturalne, dobrostan zwierząt, bezpieczeństwo żywności oraz tradycja kulturowa. Innymi słowy, rolnictwo ma spełniać nową funkcję, ma dostarczać społeczeństwu świadczenia (dobra publiczne i specyficzne efekty zewnętrzne), za które zapłaci rząd lub inne instytucje publiczne. Celem pracy był przegląd literatury w zakresie teorii efektów zewnętrznych, ze szczególnym uwzględnieniem krytyki obecnego jej kształtu oraz możliwości zastosowania. Wydaje się, że teoria efektów zewnętrznych będzie odgrywać główną rolę w tworzeniu instrumentów polityki rolnej Unii Europejskiej, których zadaniem będzie wsparcie dla efektów zewnętrznych świadczonych przez rolnictwo. Jednak nie ma konsensusu, co do możliwości zastosowania tej teorii w praktyce, szczególnie w dzisiejszej formie.
