This article aims to present the impact of air pollution on the quality of life of EU residents. With the aid of institutional-legal and statistical analysis an attempt has been undertaken to answer the following research questions: 1) negative concentrations whose pollution exceeds norms set out at EU levels, 2) causes of above-norm pollution concentrations and 3) impact of pollution on the health of Europeans. During the conducted research it was demonstrated that the quality of life of Europeans is being lowered by a continuing above-norm concentration of air pollution whose exposure is related to people feeling worse, numerous diseases related to the breathing system, circulation, nervous and even reproductive system as well as increased death rate and shortening of life expectancy. The estimated number of premature deaths in 2014 resulting from exposure to fine dust, ozone and carbon dioxide in the EU amounted to 487,600. As the investigation shows, the best quality of life, taking into consideration air quality, is afforded by Finland, Ireland and Sweden.

This paper aims to assess the impact of Chinese investments between 2011 and 2017 on the level of economic and political security of EU member countries. The size, structure and geographical concentration of the investments were subjected to an examination. In order to explain its underlying motivations and objectives, the author investigates the Chinese government’s strategies, links between the private sector and authorities as well as selected transactions. The results of the study indicate that Chinese investments, despite possible short-term benefits, in the long-term perspective lead to the weakening of the EU’s economic power and pose a challenge to political security. Technology transfer and the lack of reciprocity in the treatment of investors undermine the competitiveness of European economies and limit their development opportunities. Investments give Chinese companies access to strategic infrastructure and technologies that can be used by authorities to pursue their agenda. The expanding economic influences can also serve as an instrument of pressure on individual states to shape decision-making processes within the EU.

In this paper, the authors attempt to prove that the Polish position on developing the EU’s Common Security and Defense Policy (CSDP) was skeptical, despite entries in political and strategic documents which emphasized its great significance for Polish security policy. It is evidenced by Poland’s low level of involvement in EU missions and operations and other undertakings in the CSDP area. The central hypothesis adopted at the beginning of the research is that Poland has always treated security and defense within the European Union as a kind of complement to the potential and capabilities developed within the framework of the North Atlantic Alliance, and the Polish involvement in CSDP has never been adequate to the provisions contained in political and strategic documents. Poland’s stance resulted, on the one hand, from the weakness of the CSDP’s political framework, which was shaped by numerous compromises among its member states, and on the other hand, from the political elite’s conviction that only NATO’s, and de facto the United States’, security guarantees are credible. In this paper, the authors analyze Poland’s previous experience resulting from polish participation in the policy in question and the evolution of Poland’s position toward its development in the context of the Republic of Poland’s security interests formulated in political and strategic documents.

On 24 February 2022, war returned to the European continent. However, the Russian aggression did has not only affected Ukraine and its people, its negative consequences are being felt by the whole world, including the European Union, its Memeber States and their citizens. Under the influence of the ongoing conflict, the continental security environment and the security situation in the immediate vicinity of the borders of the European Union continue to deteriorate and interstate tensions between states are further deteriorating. At the same time, there is a threat to European values, democracy, freedom, security and prosperity. The aim of the authors' article is to point out the impact of the Russia-Ukraine war on the current Common Foreign and Security Policy (CFSP) of the European Union (EU). The article uses the scientific method of critical analysis of the CFSP of the EU and its basic strategic documents in the context of its application in the member countries. The results of the analyses are synthesized in the form of recommendations, mainly concering the timely response of the EU institution to the needs presented by individual member countries in the area of security and defence; investments spent on defence; compatibility of military means and systems; greater cohesion in the field of research and development of the EU member countries. In the conclusion, the author presents the opinion that the shock of the Russian invasion of Ukraine has certainly brought several significant changes, but only a broader transformation of the EU's foreign and security policy can support truly positive developments in this area. Therefore, the question remains unanswered whether the conflict in Ukraine will prove to be a turning point or whether it will remain only an impetus for the accelerating programmes and the developing new formats and initiatives without creating any breakthrough plan for deeper European security and defence integration.

The war in Ukraine made European societies wonder how ready they were for it, and exposed new dangers that European leaders had believed gone. First and foremost, once again, a vision of territorial aggression has returned to the list of threats to European security. Does the EU have adequate security strategies to guideline its response to such dangers? Do the strategies structure the development of instruments so that its institutions and Member States can successfully deal with the threat that the war in Ukraine poses to EU societies? The EU has two security strategies, from 2003 and 2016, and it stands to reason to verify their adequateness vis-á-vis the war in Ukraine. This article studies the provisions of these strategies, presents the progress of the war in Ukraine, and verifies the reactions of EU institutions and Member States in face of these events. While it reflects on the provisions of the security strategies in light of the ways the EU and its Member States have reacted to war, it concludes with a proposal of elements that need adjusting within the EU catalogue of possibilities.

The European Union, a unique entity on the global scene, is at a crossroads. The original blueprint to create a supranational entity is broken, under the pressure of the constitutional crisis (2005) and later the economic and financial one (the spectre of Grexit). The process sped up in 2014, when external security appeared on the agenda, followed by an unprecedented migrant wave coming to the EU in 2015. As a result, former Euroenthusiasm has been replaced by Euroskeptic forces, mostly of populist or nationalist nature, which was strongly confi rmed by the British Brexit vote in June 2016. Those accumulated crises brought about many new division lines within the EU, well defined in this study – of political, economic, social, and even religious or cultural nature. The liberal mainstream, which has been dominant until recently, is retreating, while ‘illiberal democracy’, however it is understood, or even authoritarian solutions, are starting to flourish. This is an extraordinary era when the entire project of European integration is at stake. Time to react and sacrifice a lot to save it, if we do not want to retreat under the new challenges surrounding us. According to the author, the EU can be saved, even if it will be different than before.

The North Atlantic Alliance must absolutely fulfill its role in ensuring energy security, because it has an enormous strategic potential the ability to protect the infrastructure and the transit area in cooperation with partners in the event of a crisis situation. For this reason, the Alliance should fulfill their mission primarily with military means. Recent events show that in the European Union, the US and other countries have a great turn in the development of energy connections with Russia and a deep one Atlantic towards use new types of energy resources. NATO member states have all the possibilities to successively control this process, strengthening transatlantic bond despite the belligerent attitude of Russia. The results of this will contribute to promote an open and transparent global management and trade system energy.

This article analyses the position of the European Parliament on the priorities for the development of the EU Common Security and Defence Policy. The issues covered by this policy after the entry into force of the Lisbon Treaty remained the domain of intergovernmental cooperation mechanisms. Despite the changes made to the Lisbon Treaty to unify the Union’s external relations by removing its pillars and expanding CSDP tasks, the role of the EP in its creation has not increased in line with its expectations. In accordance with the provisions of the TEU, decisions on the operation of the CSDP shall be adopted by the Council, acting unanimously on a proposal from the High Representative of the Union for Foreign Affairs and Security Policy or from a Member State. As a result of such Treaty arrangements, the EP is unable to play such a role in the area of CSDP that would correspond to the importance of this body in the EU’s institutional system. Therefore, the main instrument for the implementation of the EP policy in the area of CSDP remain resolutions in which this body calls for the inclusion of transnational cooperation mechanisms in it. By expressing its position in resolutions, the EP advocates for the development of a strong, unified CSDP based on defined European security interests, as well as the development of a pan-European approach to the issues covered by this policy.

Ensuring the energy security is currently one of the EU’s top priorities. The EU energy policy, after the entry into force of the Treaty of Lisbon, is regulated by Article 194 TFEU, which guarantees a solid legal basis for European Union actions in this area on the basis of the Community method. The European Parliament, within the scope of its Community competences, as a participant in the decision-making process, contributes to shaping the face of the EU energy policy. Furthermore, by adopting nonlegislative resolutions, the EP expresses its position on the most crucial issues included in this policy and has an indirect influence on its shape. The aim of this article is the analysis of the content of these resolutions and presentation of the EP’s opinion on the challenges facing the EU in the field of energy. It should be highlighted that the European Parliament is the EU body with a strong emphasis on a supranational approach to energy security. The European Parliament prefers the view that all Member States, in a spirit of solidarity, must take actions to guarantee the EU’s common energy security. In favour of a common, integrated European energy market, the EP puts great emphasis on the necessity to implement ambitious climate policy objectives within its framework, the key element of which is the reduction of greenhouse gas emissions.

This article aimes to shed light on the rich, but rather enigmatic relationship between Finland and the Mediterranean world. These interactions have been approached since Antiquity, but this paper's focus has been on 19th and 20th centuries and especially on the last three decades. About thirty years ago, when Finland was preparing itself to join the European Union, it also had to build up a real Mediterranean policy of its own. It was in the Corfu European Council in June 1994 when the then-president realised that the country needed such a policy. Thus, in 1995, when Finland joined the EU, it also participated in the Barcelona Euro-Mediterranean Conference and signed the Barcelona Declaration that established the Barcelona Process forming the structures for European Union cooperation with the southern and eastern Mediterranean countries. The participation into this structural process was felt important for Finland mainly for two reasons. Firstly, the country wanted to be a full and active member of the EU and thus contribute to every field of activity that are important for the union. Secondly, we Finns realised that if we wanted the southern European countries to understand and to cooperate with our own ambitions in the northern part of Europe, we needed to show solidarity towards the aims and needs of our southern partners in the Mediterranean. All this resulted in Finland being surprisingly active in all Euro-Mediterranean cooperation environments. This concerned not only official state activities, but also other public sectors as well as civil society actors and NGOs. These EuroMediterranean activities became so many and so multiform that we can deal only with a few of them here as examples.

The aim of the presented paper is to depict the approach of the European Union and its member states towards security in the countries belonging to the Visegrad Group. For V4 countries it is vital to implement such a policy that would make Western Europe aware of the threat and exert political pressure on the countries of the so-called old Union (in particular on France and Germany) to assume a greater responsibility for security and peace in the world as an international organisation and support all actions designed to establish real and effective common defence policy of the EU. Indeed, state security is presently ensured not only by the armed forces of a given country but also through the assurance of obtaining effective assistance (of different kind) from other states and international organisations guaranteed by international agreements.
