The aim of the article is to assess the possible effects of joining the eurozone by Poland for its financial market. Special attention is paid to banking and capital markets. Draft Regulation of the Council of Ministers establishes the principles of the application by Poland of the possibility of rescheduling payment of the levies provided for in Regulation No 595/2004. In accordance with § 4 of the draft regulation of the Council of Ministers aid provided for therein has the character of de minimis aid, and should be provided in accordance with the provisions of Regulation 1408/2013. This draft regulation does not go beyond the legal framework determined by Regulation 595/2004 in relation to the preamble to the Regulation 2015/517. Consequently, it must be considered not to be inconsistent with Commission Regulation (EC) No 595/2004

The Author claims that the state monopoly in the field of some sorts of gambling as well as obligation to organize certain sorts of gambling only in casinos are restrictions on the freedoms of the internal market (freedom of establishment and freedom to provide services). Referring to the applicable case-law of the Court of Justice, the Author underlines that such solution is justified by an over-riding reason relating to the public interest. Moreover the relevant provisions of law are appropriate and proportionate to the intended object. They are not applied in a discriminatory manner. Due to that, the bill is compliant with the European Union law.

The European single market was launched on 1st January 1993. Presumably, it is at that time that three fundamental barriers (physical control at the border, various technical requirements, and differing systems of indirect taxation) were formally removed to ensure four treaty-based freedoms: free movement of goods, freedom to provide services, free movement of people and free movement of capital. The EU single market is characteristic in nature due to the scope of legislation governing businesses and consumers, which is largely subject not to unification, rather only harmonisation. Regrettably, this has resulted in EU legislation being (deliberately at times) not always correctly implemented into the national legal system. This leads to market fragmentation and creates barriers, rather than eliminating them. This study aims to identify the relationship between full and correct implementation of EU legislation into the Member States’ legal systems versus progress in European single market integration. Therefore, the evolution of indicators defining how much EU single market legislation in the Member States has been implemented was examined. At the same time, changes in transposition deficit (from 1997 to 2021) and conformity deficit (from 2004 to 2021) for particular Member States were critically analysed. Further, it was analysed how much the single market was integrated from the perspective of goods being the main components of the single European market. To this end, intra-EU trade was analysed as broken down into exports and imports of goods, versus the global trade of individual Member States (including trade with non-EU partners). The outcome of the study shows that both transposition and conformity deficit levels are quite high. In turn, intra-EU trade in goods does not largely correspond to the extent of implementation of EU legislation, which may be caused by growing interest in non-EU partners without compromising EU presence.

This paper is compiled with the objective of critically analysing whether the European Union can be classified as an integrated economy, focusing on the level of economic convergence. Against this backdrop, the current level of economic integration is assessed taking into account empirical research performed by other scholars and economic indicators shown by member states over the years 2004-2014. Results indicate that the European Union is a heterogeneous block of economic clusters with varying degrees of economic health, trends and capabilities. The heterogeneities hinder implementation of policy, which in turn prevents further integration. A “three-fold” solution for achieving a higher level of economic integration is discussed, which incorporates (i) differential treatment of member states depending on prevailing economic conditions, (ii) the establishment of a European Economic Government, and (iii) the introduction of parallel currency regimes in Eurozone countries with ailing economic health.

This paper attempts to describe the high importance of the agricultural sector and export potential of agricultural products for Georgian economy, while presenting historical evidence and overview of recent trends. Georgian agriculture is primarily in very bad situation with small market surpluses and low productivity. According to World Bank surveys, approximately 83% of Georgia’s rural population is entirely dependent upon their farms for subsistence and they consume approximately 73% of what they produce and remaining products which are supposed for export, are facing lots of difficulties for gaining appropriate success and outcomes. For reaching alternative markets of the United States or the European Union countries, will be needed structural reforms for strengthening Georgia’s sustaining growth, attracting investment and improving overall productivity for further export diversification and sector development. Using statistical data it becomes more obvious who are the main export partners, which market segments and destinations are better for rising overall export potential and how export of Georgian agriculture products is changing over years – decline of agriculture’s contribution to overall trade from 28% in 2000 to 18% in 2012 leaves a clear perspective for further development, improvement and better contribution to country’s economy.
Niniejszy artykuł jest próbą wskazania znaczenia sektora rolnego i potencjału eksportowego produktów rolnych dla gospodarki gruzińskiej poprzez zaprezentowanie wyników historycznych oraz przegląd obecnych trendów. Rolnictwo gruzińskie jest w bardzo złej sytuacji, wykazuje małe nadwyżki oraz niski poziom produktywności. Jak wynika z badań Banku Światowego, około 83% populacji na obszarach wiejskich Gruzji jest zależne od gospodarstw socjalnych i konsumuje około 73% produkcji, a pozostałe produkty, które mogłyby stać się przedmiotem eksportu, napotykają liczne utrudnienia uniemożliwiające im sukces i przychody. Dla pozyskania nowych rynków alternatywnych, takich jak Stany Zjednoczone czy kraje Unii Europejskiej, niezbędne będą reformy strukturalne zapewniające wzmocnienie w Gruzji zrównoważonego wzrostu, zainteresowania inwestorów zagranicznych oraz poprawy ogólnej produktywności w sektorze, zmierzającej do dywersyfikacji eksportu oraz rozwoju sektora. Przy wykorzystaniu danych statystycznych możliwe jest zidentyfikowanie głównych partnerów eksportowych Gruzji, znaczenie poszczególnych sektorów i krajów docelowych z punktu widzenia całkowitego potencjału eksportowego oraz zmiany eksportu gruzińskich produktów rolnych na przestrzeni lat. Spadek udziału handlu rolnego w handlu ogółem z poziomu 28% w 2000 roku do 18% w 2012 roku pozostawia jasną perspektywę dalszego rozwoju, poprawy i większego wkładu do gospodarki krajowej.

Eastern European immigrants coming to the UK since 2004 (in 2/3 from Poland) by their amount of work have concurred to serious growth of the GDP. But simultaneously they have been burden for British welfare system (among others by taking benefits for family members living outside the UK) and taking job even for minimum salary what have caused growth of native British unemployment. In this situation Conservative-Liberal Government leading by David Cameron have decided to limit an access to the UK labour market by language knowledge tests and tightening social benefits policy to job seekers. With informal support of main opposition parties (i.e. the Labour Party and the UKIP) D. Cameron have taken risky game showing he has been able to fight for his nation’s interests even in spite of huge protests of Polish and other Eastern European countries politicians and against the European Parliament resolution of 16 January 2014. But when turning out into a defender of Britons’ rights he also has showed that there have been deep divisions between “old” and “new” Europe still after 10 years of the EU’s biggest enlargement in 2004.

Sustainable growth and responsibility for the economy and the environment are postulates rarely associated with the term “financial market”. Financial markets are identified with the ruthless maximisation of profit at acceptable risk, rather than with socially responsible conduct. However, in the global economy businesses modify their priorities and become aware of not just the need to grow in financial terms but also to improve their quality performance. International financial markets have become part of this trend and are increasingly often adopting environmentally friendly attitudes and embracing the challenges posed by the concept of sustainable growth. Ideas such as CSR – Corporate Social Responsibility – and SRI – Socially Responsible Investment are gaining in importance. While sustainable growth of the economy as perceived from the point of view of the manufacturing or service sectors is widely discussed, the sustainable growth of financial markets is a relatively new concept and the available literature on “green” financial markets is quite scarce. This paper is intended to fill in this gap and examine the changes that have taken place on financial markets in the context of the idea of sustainable growth, with particular attention paid to the European Union markets.

Now, unemployment among young generation of the Europeans is one of the most crucial problems in the policy of European Union and of the Member States. The economic crisis caused social exclusion of the significant part of the youth who after graduation augments number of the unemployed. Young generation shows less interest in running own business. Fear of bankruptcy forcibly decreases economic activity. European Union for few years has been undertaking measures aiming at coordination of the systems combating unemployment in the Member States. In the same time, it has been developing programs supporting actions undertaken in various states in the field of creating jobs, vocational trainings and probations addressed to the youth. Lowering unemployment rate among the youth is one of the priorities of the strategy Europe 2020. European politicians think that unemployment may be decreased based on the active “knowledge triangles” in which education of various levels, employers and business institutions participate and act together. Economic analysts however underline that unemployment among the youth may be decreased only when global economic growth occurs.

Opis:
Promoting fruit and vegetable consumption is one of the main objectives of food and nutrition policy interventions worldwide. Public institutions, non-governmental organizations, research and health agencies together with market stakeholders undertake integrated initiatives to inform consumers about the health benefits of everyday fruit and vegetable intake. In the European Union several campaigns aimed at increasing produce demand have been launched in the nineties to improve the dietary patterns of the general population or specific consumer groups, such as children. However statistics show that fruit and vegetable intake in most EU states including new members is much below the recommended level. School-aged children, women and employees are currently the main target groups of “5 a day’ information and promotion activities aimed at increasing f&v consumption. In order to secure long-term effectiveness of such programs the main determinants of consumer choice in the food market should be monitored. Broad public-private partnerships, including producers and distributors seem to be the key to strengthening the efforts at “pushing’ market demand. Some of the campaigns developed and implemented in the European Union countries can be described as “5 a day’ best practices. The involvement of fruit and vegetable chain participants, cooperation and evaluation of undertaken interventions are further needed in order for the programs to become more efficient and widespread.
