Opis:
10 years after the biggest enlargement of the European Union, the community is not free from problems. The decline in the share of industry in GDP of the Union and the plans to stop this decrease by the newly created reindustrialization policy belong to the most serious ones. Another important problem is the declining competitiveness of the European economy and insufficient technical and scientific progress. Also fiscal issues adversely affect the functioning of the EU economy and, in particular, the individual Member States.

The article takes a critical look at the system for monitoring and evaluating the European Union’s cohesion policy in Poland from 2007 to 2013. This system is a key component of structural policy. It is largely based on a set of monitoring indicators whose target values are determined on an ex ante basis at the programming stage. The achievement of these values largely determines the results of evaluation of the effectiveness of programs carried out, according to the European Commission. The analysis is primarily based on an overview of conclusions included in studies of Poland’s cohesion policy monitoring and evaluation system, and on studies of the future reform of the European cohesion policy. Another source of information used in the analysis are experiences gathered by the author during a number of evaluation studies in which he has taken part. According to Rokicki, the results of the analysis show that the monitoring and evaluation system is inefficient and does not measure up to expectations. Mistakes made at the stage of developing the system may adversely affect the effectiveness of structural policies. But this problem seems to apply not only to Poland, but all EU member countries, Rokicki says. The author does not limit himself to criticizing the existing monitoring and evaluation system, but proposes specific changes as the cohesion policy is expected to undergo reform.

This article tackles the issue of territorial cohesion, which is an integral part of the European Union cohesion policy. The analysis refers to the method of abstracting the territorial cohesion policy set from the other policies, economic cohesion policy and social policy, showing the course of its evolution and sanctioning in the European Union normative sphere. The analysis concerns both internal and external (global) situation of the Union which affects the dynamics of the development of territorial cohesion and policies related to it. Finally, the article presents concrete examples of programs which reflect the main goals and objectives of territorial cohesion policy, their creation and place in the Union lawmaking.
Niniejszy artykuł podejmuje kwestię spójności terytorialnej Unii Europejskiej, będącej integralną częścią jej polityki spójności. Analizy dotyczą sposobu wyodrębnienia polityki spójności terytorialnej na tle innych polityk - polityki spójności gospodarczej oraz społecznej - jej ewolucji oraz usankcjonowania w unijnej przestrzeni normatywnej. Rozważania obejmują tak sytuację wewnętrzną Unii jak i zewnętrzną – globalną, wpływającą na dynamikę rozwoju spójności terytorialnej oraz polityk z nią związanych. Artykuł zawiera także wiele egzemplifikacji - zaprezentowane zostały konkretne przykłady programów odzwierciedlających główne cele i założenia polityki spójności terytorialnej Unii Europejskiej, ich powstanie oraz umiejscowienie w prawodawstwie unijnym.

Artykuł analizuje statystyczne zależności między wielkością napływu środków z Unii Europejskiej do Polski a procesami wzrostu gospodarczego jednostek terytorialnych (województw, NUTS3 oraz powiatów). Analiza korelacji wskazuje, że jednostki słabiej rozwinięte, które otrzymały relatywnie więcej środków UE w przeliczeniu na mieszkańca, rozwijały się wolniej niż wyżej rozwinięte, co powoduje, że korelacje te są ujemne (w skali województw) lub też bliskie zeru (dla NUTS3 i powiatów). Taki obraz sugeruje, że jak dotychczas wykorzystanie środków UE prowadzi do silniejszego efektu popytowego niż podażowego. Należy postulować, by w kolejnym okresie programowania (2014–2020) środki UE w większym stopniu przyczyniały się do stymulowania rozwoju kraju i jego regionów niż – jak to było dotychczas – do poprawy warunków życia.
The paper analyzes statistical relationships between the inflow of EU financial resources to Polish territorial units (voivodeships, NUTS3 and poviats) and the pace of their economic growth. Correlation analysis reveals that the less developed units which enjoyed relatively more massive inflows per capita grew more slowly than the better developed ones – the correlation coefficients are negative (for the voivodeships) or close to zero (for NUTS3 and poviats). This suggests that until now, the EU funds have led to a stronger demand effect than the supply effect in the Polish economy. It may therefore be claimed that in the next programming period 2014–2020, more funds received from the EU should be devoted to the support of economic development than to the improvement of living conditions.

The progressive process of European integration has shaped and developed the policy of the European Community. The structural policy meant the Community intervention in the economic structures of the Member States. This policy, however, did not include the Community interventions in a social structure. The concept of the regional policy appeared in the 30's of the twentieth century and it was used only at the state level. The cohesion policy for 2007–2013 has aimed at the increase of economic growth and employment in all regions and cities of the European Union. It has been implemented mainly by two structural funds, namely: the European Regional Development Fund (ERDF), European Social Fund (ESF) and the Cohesion Fund (CF). In the perspective of 2007–2013 the differences between the legal bases for the operations of the European Regional Development Fund and the European Regional Development Fund and the Cohesion Fund have been blurred. In November 2013, the European Parliament adopted a budget for 2014– –2020. For the first time the multiannual financial framework for the EU will actually lower than the previous ones.

Nowa strategia Unii ma sprzyjać skuteczniejszemu konkurowaniu z nowymi silnymi graczami wyłaniającymi się na światowym rynku, a także szybszemu niwelowaniu różnic w rozwoju ekonomicznym i społecznym poszczególnych członków UE. Kluczowym narzędziem realizacji tej strategii jest polityka spójności, która po 2013 r. została przekształcona w główną strategię inwestycyjną Unii. Celem artykułu jest analiza zmian w podejściu do polityki spójności UE i próba odpowiedzi na pytania: czy polityka ta może zwiększyć konkurencyjność UE w gospodarce światowej, czy powiązanie strategii Europa 2020 z polityką spójności sprawi, że UE wreszcie zbuduje innowacyjną gospodarkę zdolną konkurować na arenie międzynarodowej.
The new strategy is to encourage the European Union to compete more effectively with the new strong players emerging in the global market, as well as faster narrowing of differences in economic and social development of individual members of the EU. A key tool for the implementation of this strategy is the cohesion policy, which after 2013 was transformed into a major investment strategy of the Union. The aim of this article is to show the changes in the approach to EU cohesion policy and attempt to answer the questions: whether this policy could increase the EU's competitiveness in the global economy, whether linking the Europe 2020 strategy and cohesion policy will make the EU finally build an innovative economy able to compete in the international arena and how they should be decomposed accents between coherence and competitiveness in the EU.

In the article an appraisal of the efficiency of the instruments of the European Cohesion Policy is presented that is effected in the regional dimension in the Lublin Province. The appraisal was based on the studies of 443 entrepreneurs’ opinions. The appraisal of the efficiency of the cohesion policy effected on the regional level concerns four areas: supporting the cooperation between companies and institutions belonging to the environment of business; supporting local and regional partnerships in order to work out and implement the strategies of predicting and managing economic change; supporting the work of companies by specialist consultancy; and facilitating access to external financing sources for companies. In the conclusion recommendations are contained for institutions managing (mediating) European Union’s funds in the above mentioned areas in the Lublin Province.

Cohesion policy is one of the most important policy areas of the European Union in the current programming period. Its main objective is to reduce regional disparities throughout the Union. Since its inception, it has evolved as a result of successive enlargements, changes in the economic and political situation in Europe and political preferences. These changes are visible in the current programming period and are also inevitable in the next phase. The aim of the article is to present the changes that will take place in the European Union Cohesion policy in the future programming period and to identify the most important challenges that this policy will have to face. The article presents a brief description of the current programming period, as well as the countries that are payers and net beneficiaries of this policy. The next part presents proposals for the new policy - the most important objectives, principles, as well as the amount of funds for individual Member States. The third part includes the identification of the most important future challenges for the cohesion policy: the exit of Great Britain from the European Union, climate change, security and migration issues, as well as potential enlargement of the Community to the Western Balkans countries.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

"Artykuł ten jest omówieniem najważniejszych treści trzeciego raportu o spójności ekonomicznej i społecznej. Autor dołożył starań, by wyraźnie rozdzielić przedstawienie zawartości raportu od własnych uwag i komentarzy, które zamieszczono w ostatniej części opracowania. Trzeci raport o spójności ukazał się w szczególnym momencie: w toku ostrej debaty nad przyszłością polityki spójności Unii oraz tuż przed poszerzeniem o 10 nowych państw członkowskich. Raport składa się z czterech głównych części: Część pierwsza (spójność, konkurencyjność, zatrudnienie i wzrost sytuacja i trendy) omawia osiągnięty w Unii poziom spójności społecznej, ekonomicznej i terytorialnej oraz czynniki wzrostu. Część drugą poświęcono analizie wpływu, jaką na spójność Unii mają polityki wewnętrzne państw członkowskich. Część trzecia koncentruje się z kolei na omówieniu wpływu polityk Wspólnoty na konkurencyjność, zatrudnienie i spójność. Czwarta część zajmuje się ogólnym wpływem polityki spójności na Unię, podejmuje też sprawę skutków poszerzenia. Propozycja Komisji Europejskiej w sprawie polityki spójności na następny okres planistyczny została przedstawiona w streszczeniu dokumentu. Raport jest poprzedzony streszczeniem i opatrzony aneksami statystycznymi. Większości analiz dokonano na podstawie danych z lat 90., aczkolwiek zwłaszcza w analizach jakościowych pojawiają się liczne odwołania do obecnego okresu planistycznego."

This article will be presented the European Union’s approach to the outermost regions. The basis to considerations of evolution of this policy is taking the definition and the short characteristic of this regions (location, population, level of economic development). Then discuss the basics Treaty, the objectives and the amount of funds allocated for their implementation. Historically, will be presented change of approach in the implementation of regional policy and cohesion in these regions through the analysis of acts of the institutions of the Union.

An attempt was also made to indicate the significance of tourism in the section of the national economy of Poland and in the European Union, concentrating on its interdisciplinary character. Characteristics of cohesion policy, its goals and principles of functioning were made. The article is of a review nature, which means that the authors’ own materials and empirical material from the literature of the subject were used. The figures were obtained from reports published by the Chancellery of the Prime Minister of the Council of Ministers. It was found out that the amount of allocated funds for cohesion policy among all European Union countries in 2014-2020 is the highest for Poland and amounts to EUR 72.9 billion. There is an increase in the amount of funds allocated from the European Union to Poland, compared to the amount of allocated funds in the 2007-2013 perspective. It was also pointed out that the cohesion policy instruments mentioned above only indirectly contribute to the development of tourism, as the financing for 2014-2020 lacks programs and activities entirely dedicated to tourism.
Celem artykułu jest omówienie zagadnień dotyczących rozwoju turystyki w kontekście możliwości wsparcia finansowego dostępnego ze środków polityki spójności w aktualnej perspektywie finansowej na lata 2014-2020. Szczególną uwagę zwrócono na wieloaspektowość współczesnej turystyki oraz na kierunki zmian wykorzystania funduszy unijnych, odnosząc się do zakończonego okresu programowania 2007-2013. Podjęto także próbę wskazania znaczenia turystyki w dziale gospodarki narodowej Polski oraz w Unii Europejskiej, zwracając szczególną uwagę na jej interdyscyplinarny charakter. Dokonano charakterystyki polityki spójności, jej celów i zasad funkcjonowania. Artykuł ma charakter przeglądowy, wykorzystano opracowania własne i materiał empiryczny z literatury przedmiotu. Dane liczbowe zostały pozyskane z raportów publikowanych przez Kancelarię Premiera Rady Ministrów. Stwierdzono, że wielkość przydzielonych funduszy na rzecz polityki spójności wśród wszystkich krajów Unii Europejskiej w latach 2014-2020 jest najwyższa dla Polski i wynosi 72,9 mld euro. Widoczny jest wzrost wielkości przydzielanych środków z Unii Europejskiej dla Polski, w porównaniu do wielkości kwot przydzielonych funduszy w perspektywie 2007-2013. Zwrócono także uwagę, że wymienione instrumenty polityki spójności jedynie pośrednio przyczyniają się do rozwoju turystyki, gdyż w finansowaniu na lata 2014-2020 brakuje programów i działań w całości dedykowanych turystyce.
