The European Union needs quick and effective support provided in the event of cross-border crises. Following a few dramatic crisis situations such as terrorist attacks, not long after the Member States had to face forest fires, floods or earthquakes. This is when the EU Member States saw the need for joint action in crisis situations. Crisis management ceased to be considered as competences of Member States. It was realized that a joint and coordinated response to crisis situations brings better effects than if a Member State was to tackle them itself.

The purpose of this text is to present the results of a research in which the author analysed succeeding crisis situations that could constitute the basis for some of the changes in the political system of the EC/EU and subsequently made an attempt to delineate a certain scheme behind such behaviours. It is justified to seek the answer to the following question: What is the underlying reason for introducing changes in such situations and is it possible to pinpoint certain shared elements in different cases?To achieve that goal the author takes a closer look on the “empty chair” crisis, Schengen Area crisis and the recent financial crisis in Europe. In order to confirm the actual value of the conducted research, the author will make an attempt to relate his observations to the current geopolitical situation in Eastern Europe with reference to the EU competences in the existing political system.

The article focuses on selected theoretical aspects of anti-crisis stabilization policy and policy exit strategies. The author looks at the approach to macroeconomic stabilization policy prior to the latest financial and economic crisis and discusses specific aspects of the anti-crisis policy. These include the problem of the liquidity trap in monetary policy, the effectiveness of discretionary fiscal packages, differences in the ways of maintaining international competitiveness by countries pursuing an independent monetary policy and those that are member states of the European monetary union. The author also takes a look at new European Commission initiatives for monitoring macroeconomic stability. He concludes that the latest global crisis has led to significant adjustments in methods for pursuing a stabilization policy, although the basic theoretical assumptions have remained unchanged.

Unia Europejska od kilku lat znajduje się w fazie dezintegracji. Pojawiały się opinie, że proces integracji w ramach UE zaczyna cofać się i doszło do znacznego jego regresu, a Unia może się załamać pod ciężarem kryzysów, z którymi się zmaga. Przyczyną tego stanu jest współwystępowanie (nakładanie się) wielu kryzysów i małe efekty podejmowanych działań zmierzających do ich rozwiązania. Mówiąc o kryzysach w UE, autor opracowania ma na względzie przede wszystkim kryzys strefy euro czy według innych kryzys w strefie euro; kryzys Wspólnej Polityki Zagranicznej i Bezpieczeństwa UE oraz Wspólnej Polityki Bezpieczeństwa i Obrony; kryzys uchodźczo- -migracyjny; kryzys związany ze wzrostem tendencji eurosceptycznych wśród społeczeństw państw członkowskich UE; kryzys związany z dążeniami znacznej części społeczeństwa Wielkiej Brytanii do wystąpienia z UE oraz kryzys powszechnie akceptowanego w UE przywództwa. Na te kryzysy w Unii nakładał się wzrost zagrożenia atakami terrorystycznymi wielu państw członkowskich UE ze strony dżihadystów. Trafna wydaje się diagnoza, że kryzys unijny jest wielopłaszczyznowy. Celem badawczym artykułu jest jedynie zarysowanie najważniejszych kwestii dotyczących głównych przyczyn i przejawów kryzysów występujących w UE w połowie drugiej dekady XXI wieku oraz wskazanie na najważniejsze, zdaniem autora, bezpośrednie ich implikacje dla dalszej realizacji europejskiego projektu integracyjnego. W wyniku kryzysów m.in. wzmocniona została tendencja do zróżnicowanego poziomu integracji, renacjonalizacji polityk państw członkowskich Unii, deficytu demokracji w UE, osłabienia instytucji unijnych i wzmocnienia rozwiązań międzyrządowych, wzrostu roli Niemiec, znacznego osłabienia WPZiB oraz poważnego zmniejszenia atrakcyjności europejskiego wzoru integracyjnego.
The main objective of the present article is to outline issues related to the main reasons and symptoms of the crises that have emerged in the European Union (EU) in the second half of the 21st century and to indicate their direct implications to the realization of integration project in Europe. The European Union is currently facing a number of crises: the eurozone crisis, the Common Foreign and Security Policy (CFSP) and Common Security and Defense Policy (CSDP) crises, the migration crisis, the crisis related to the Great Britain’s referendum on the EU membership and the crisis related to the leadership of the EU accepted by all the member states. The enumerated crises led to increased disintegration tendencies in the EU, which entail: tendencies to different levels of integration in the EU, “renationalization” of EU member states’ policies and decrease in attractive– ness of the European integration model.

The financial crisis started in 2008 and touched the whole world but some countries experienced its consequences more than others. The European Union and in particular eurozone, slid into a stage of economic recession. Five of 28 EU countries faced the edge of financial fall, named PIIGS-Portugal, Italy, Ireland, Greece and Spain. Multidimensionality of the global crisis have caused that international economic organizations faced a great challenge, For them it was a test of efficiency and effectiveness. The leading role in this period belonged to the International Monetary Fund (IMF), which is standing on the guard of the whole international currency system. The aim of the article is to draw and analyze the most important IMF activities towards PIIGS, especially what instruments were proposed as a help and what changes had to be made by receiving states in order to receive the financial support. The ten-year perspective taken in the article allows for the more comprehensive assessment of the issue.

The migrant crisis in Europe, which reached its zenith in 2015, made EU politicians realize the urgent need for a more effective migration policy that would rely more on supranational cooperation. Absence of this policy triggers migrant influx to Europe, in particular of unqualified labour force, and enhances illegal migration from which organized criminal groups profit enormously. Moreover, uncontrolled migration processes give rise to a number of social, economic, political and cultural problems all across the EU, and thus nurture the Eurosceptic mood. This leads to societal negation of the European integration project and provides fertile soil to the spread of radicalism and xenophobia. The aim of the study is to capture the position of European Parliament on recent migrant crisis. The Parliament, a democratically legitimate body, which claims the right to represent European societies, advocates adoption of systemic EU approach to migration which should be based on the respect of human rights and creation of legal migration pathways for refugees and workers needed by Europe. The solution of the present migrant crisis is sought by the EP in moving towards a common, comprehensive European immigration policy and enhanced solidarity of EU member states in response to increased influx of refugees from conflict zones.

This study focuses on analysis of the discourse of solidarity during the current migrant crisis, with special attention paid to the second half of 2015 and the first months of 2016. We start by looking for the sources of the concept of solidarity in the writings of the founding fathers of the European Union and in the existing EU treaties. We then try to decide to what extent the political narratives of the crisis are based on these sources and in what ways they deviate from them or use them in a superficial way. Finally, we verify our research assumptions and offer an overview of the academic debate on the subject.

Economic and fi nancial crisis made the European Union take countermeasures, devoted first of all to the euro area countries. However the problem has turned out to be more complex, since the Treaties on which the European Union is based, have not provided for provisions that would allow the Union to undertake common actions in a situation of deep crisis. Initially, the institution of international agreements was used, followed by common actions that are not limited to the euro area countries but remain open to countries from outside the euro area. Undertaken measures generate changes that have infl uence on both the institutional balance and the shaping of a new institutional architecture. New institutional solutions such as a banking union or a fi scal union, make up elements of the new economic governance in Europe. It must be said that many anti-crisis measures breach the hitherto logic of the European Union governance, since they allow for permeation of different instruments, forms and legal regimes. The European Union is becoming more and more heterogeneous and its diversifi cation, which denies the so far far-reaching unification,creates nonetheless better conditions for adaptation and contributes to greater effectiveness of measures taken especially in diffi cult situations, to which, no doubt, the recent fi nancial crisis belongs.

The paper concerns the value of solidarity in the structure of the European Union’s axionormative system in the context of the 2015 refugee crisis. For the needs of these considerations Florian Znaniecki’s concept of axionormative system was chosen. It has a form of three-level hierarchical structure, which consists of the institutional level, the awareness level and the implementation level. All as these levels were analysed in relation to the value of solidarity, in the context of the 2015 refugee crisis. The results of these considerations indicate that while the institutional and awareness levels of the European Union’s axionormative system are compatible with each other, there is a clear break between them and the level of implementation, in the context of the refugee crisis.

The accession of the group of eight post-communist Central and Eastern European mem- ber states who joined in 2004 marked a historic watershed in the development of the European Union. The subsequent enlargements in 2004 represented the biggest expansion of the EU’s membership base since the beginning of the institutionalised process of insti- tutional European integration after the end of WW2. Even more importantly however, it constituted the official end of more than four decades in which the European continent had been artificially divided into two ideological and military blocs by the Cold War. This article concentrates on the 2004 enlargement and analyses how the CEE-8 group has integrated into the EU’s institutional and policy acquis over the past decade. In this respect the impact of the global financial crisis of 2008–09 represents a major challenge for the countries of the region in their ongoing political, economic and social transforma- tion since the fall of communism. The paper examines to what extent the CEE countries have managed to tackle the multiple challenges of the post-communist transition and which factors have determined their status as predominantly passive policy-takers. Special emphasis is put on the impact of the 2008–09 global financial crisis, which poses the risk of backsliding the CEE’s domestic political and economic transition process and growing alienation from the increasingly complex new coordinative EU policy mechanisms. The article also considers the potential future role of the semi-institutionalised cooperation amongst the Visegrád 4 group (Czech Republic, Hungary, Poland and Slovakia) in effec- tively promoting the interests of the wider CEE region in the EU. The main challenge in this respect lies in the persistent diversity of national interests and varying levels of com- mitment towards transnational cooperation amongst the V4 and the wider CEE group. This especially applies to the regional leader Poland, which has been torn between the ambition to intensify regional cooperation and the desire to become a leading player in the EU alongside France and Germany.

Nowadays, migration of people on the territory of the European Union has become one of the factors determining Poland’s foreign policy and determining its bilateral relations due to the scale and dynamics of this phenomenon. Notwithstanding the fact that Poland, unlike other EU Member States directly bearing the costs of mass influx of migrants, is not a target country for migrants, the migration crisis associated with mass influx of people also indirectly affects the Polish reality. Emphasizing the implications of the migration crisis from the point of view of state security consistently strengthens critical opinions in Poland and at the same time determines the reluctance of the Polish society to accept immigrants (mainly from the Middle East and North Africa). The article focuses on the repercussions of the migration crisis from the perspective of Polish-German relations. The basis for this research area is, on the one hand, the role of Germany in the context of the migration crisis and, on the other, the presentation of different positions by Poland and Germany regarding the methods of stopping the inflow of migrants into the EU.

The article analyzes the course of the unprecedented economic crisis in the last century caused by the outbreak of the COVID-19 pandemic around the world. The COVID-19 pandemic affects all spheres of economic life, causing a huge collapse in international trade, a collapse in industrial production, and a reduction in the inflow of services and foreign investments. The aim of the article is to analyze the causes and the counteraction of the European Union's breakdown in international trade turnover in 2020. The analysis uses a qualitative and quantitative method consisting in a review of international trade figures, statistics from Eurostat, World Trade Organization, IMF, and World Bank. The analysis examines the depth of the collapse of international trade, the most important entities in trade, including the European Union. The results of the economic analysis allow understanding the activities of the European Union institutions in the field of counteracting the negative effects of the collapse of international trade in the world and in the European Union.

The intensive economic development within EU member countries leading to a significant environment pollution invoked in 70’s a strong need to introduce uniform legal regulations of a common pro-ecological policy, therefore, during the Conference in Paris in 1972, the European Commission was obliged to work out particular programs for the environment protection, realization of which was intended to be done in subsequent time intervals. Incorporation of the first two programs led to formulating principle rules of EU ecological policy that up till now are general determinant of environmental protection in Europe. As a result of the following two programs, a complex system of legal and financial protective instruments along with the system for environment screening was worked out. That time, also two important ecological rules were formulated: durability of natural capital, and ensuring the appropriate environment conditions for further generations, these rules are considered as a basis for sustainable development accepted as one of the main targets of EU ecological policy, the continuation of activities for sustainable development can be also found in subsequent programs (including the VI Program planned for realization by 2010) focused on the search for such legal and institutional solutions that would guarantee the equilibrium between the economic development of particular EU members and the improvement of environment status. Here performed analysis of programs for the environment protection allows for presenting not only the following stages of the ecological law formation in European Union but also underlining their role in shaping and realization of the sustainable development concept.
