    The purpose of this paper is to analyze the impact of the European Union’s multiannual financial framework 2021–2027 on regional governance in Poland. The article is based on results of the research in the area of multilevel governance of the EU in the context of regional development. In particular, it aims to explore the influence of strategic and financial arrangements which might determine the processes of regional govern-ance in Poland. The paper shows the key proposals elaborated by the European Commission and their potential consequences for the Polish regions. The final section of the paper describes how a new mechanism in the area of the rule of law as part of the conditionality rule can limit the access to the European Structural and Investment Funds for Polish regions. The paper has been elaborated using the following two methods: 1) institutional analysis of the key EU law regulations in the area of multiannual financial framework and regional policy; 2) case study. The article also implements up-to-date scholarly findings included in available scientific literature. The added value of the article is that the subject in question is yet to be discussed extensively by researchers.

    Opis:
    RESEARCH OBJECTIVE: The aim of this article is to explain why the European Union perceives globalisation as the challenge for its regional development and how this assumption influences on regional development management. THE RESEARCH PROBLEM AND METHODS: The research problem concerns the issue of globalisation as the process which is estimated by the EU as the opportunity and challenge for its regional development at the same time. As a result the EU develops multi-level political system in which, along sovereign states, there are transnational and subnational political actors which have been engaged in regional development management. The research methods used in the study consist of an institutional and legal analysis of the major policy documents, actors and regional development management instruments that they use. THE PROCESS OF ARGUMENTATION: The introduction presents the principal methodological assumptions concerning the analysed research area, the applied conceptual approach and the research methods. The main body of the article discusses why the European Union perceives globalisation as the challenge and opportunity for regions’ competitiveness. RESEARCH RESULTS: The analysis shows that the scope of competences of the EU with regard to regional development management was laid out in the Treaty on the Functioning of the European Union; however, the globalisation affects the formulation of strategic directions of EU actions in this area and implementation of relevant interventions of the European Regional Development Fund and European Social Fund. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: In accordance to the European Commission globalisation creates conditions and challenges in the scope of regions’ economic development. In order to prepare the regions for global competitiveness in the EU, authority is spread among different decision making and implementing levels which have the sources and knowledge required in the process of increasing regions’ competitiveness.

    The aim of this paper is to seek a theoretical framework for explaining the sources of legitimacy of EU political power. The research problem concerns the establishing of the sources of legitimacy of the EU political system, depending on the implemented theories of European integration. The research process uses selected theories of European integration: intergovernmental theory, neo-functionalism and constructivism, which point to diverse sources of legitimacy of supranational political power. These include: the will and interests of sovereign states, the high efficiency and effectiveness of supranational political power in achieving the goals of various interest groups, and social norms and values. The analysis carried out enabled a positive verification of the research hypothesis on the diverse origins of the legitimacy of EU supranational power, justified within the framework of selected theories of European integration.
    Celem artykułu jest poszukiwanie teoretycznych ram wyjaśnienia źródeł legitymizacji władzy politycznej UE. Problem badawczy dotyczy ustalenia źródeł legitymizacji unijnego systemu politycznego w zależności od implementowanych teorii integracji europejskiej. W procesie badawczym wykorzystane zostały wybrane teorie integracji europejskiej: teoria międzyrządowa, neofunkcjonalizm oraz konstruktywizm, które wskazują na zróżnicowane źródła legitymizacji ponadnarodowej władzy politycznej. Wśród nich należy wymienić: wolę i interesy suwerennych państw, wysoką efektywność i skuteczność działań ponadnarodowej władzy politycznej w osiąganiu celów różnych grup interesu oraz normy i wartości społeczne. Przeprowadzona analiza umożliwiła pozytywną weryfikację hipotezy badawczej o zróżnicowanym pochodzeniu legitymizacji władzy ponadnarodowej UE, uzasadnianym w ramach wybranych teorii integracji europejskiej.

    The paper presents the research results of the Innovative Social Investment Strenghtening Communities in Europe (InnoSI) project. The main objective of the paper is to analyse the social investment approach implemented in the practice of social policy in Poland. The social investment instruments established in other selected European countries are also included in this article. After introducing the theoretical and conceptual background of social investment, the following models of social policy in Europe are described: Anglo-Saxon, Continental, Mediterranean and Nordic. The typology proposed by G. Esping-Andersen is used to present the approaches to social investment in four European countries represent four models: the Great Britain, Germany, Greece and Finland. Then the Polish social policy case study is analysed. The results of scientific literature review and policy analysis show that Poland represents another type of social policy model, named as paternalistic-market hybrid, inspired by different European solutions. In this model the social investment instruments like for instance parental leaves, vocational trainings, and social activation of elderly people go together with traditional social compensation and benefits.
