We analyze the correlation between the European integration and incorporating Germany into the process of European cooperation. We point out that the European integration after WWII was determined by the creation of the European Coal and Steel Community in the year 1951. This Community made it possible to control the steel industry of the Member States (among them Germany) within the framework of the common market. It was aimed at stable and harmonized development, as well as at preventing an uncontrolled growth of military-industrial complex, increasing the production for the army and decreasing the probability of the outbreak of the next war. Then - after the deepening of cooperation (taking her new areas) – the European Communities (EC) were created. They are still institutional foundations of the EU. One of the main reasons of the EC creation was the willingness to ensure lasting peace in Europe and to create „security community” through a.o. incorporation of Germany into the group of cooperating states. In this paper, we analyze the security system components created (e.g.) by the EC/EU, as well as the origin and changes of their characteristics. We compare the process of German unification (and more general: of defining the German unity, and broader: unity of the German speaking territory) after WWI and WWII. The analysis of similarities and differences leads us to the present stage of the European integration, when the unification of two German states was accomplished for the price of German acceptance of deepening of the integration and the creation of the European monetary union. We analyze various consequences of unification of Germany and the creation of the euro zone. In our opinion, they go far beyond the economic or political ones, and are connected with the EU Eastern enlargement.

In the face of changes taking place in the global order and challenges in the immediate vicinity of the European Union, the member states are forced to redefine their own security priorities. The directions of the desired changes in the EU Common Security and Defense Policy have been the subject of numerous discussions and analyses. One of the key countries that have a significant impact on the architecture of European security is Germany. That is why the main goal of the article is to answer the question about the role and importance of Germany in shaping the European Union’s security policy. The main conclusion resulting from the conducted analysis is the following: in the field of security policy, Germany’s attitude is characterized by high ambivalence between the implementation of foreign policy goals by means of the so-called soft instruments and the necessity and inevitability of increasing its own military involvement. The resolution of this dilemma is fundamental to the future architecture of the Common Security and Defense Policy.

The Union for the Mediterranean, established in 2008 by France, was intended to strengthen French influence in the region. After Germany intervened, this exclusively French project was expanded to encompass the entire European Union, which provided financial support from the European Neighbourhood Policy. The immense political, economic and social problems facing the south of the Mediterranean prevented the Union for the Mediterranean from operating efficiently there. Under the circumstances of the crisis in the euro zone, and after the Arab revolutions, France and Germany intend to continue to support the democratisation process in the region and they have come up with numerous initiatives, especially in the field of energy, cross-cultural dialogue and educational projects. They also support measures to combat terrorism and curb illegal immigration into the European Union.

This paper is an attempt to analyse European leadership and the role played by a reunited Germany in the European Union. The author proposes five fundamental theses: 1) the reunification of Germany ruined the balance of power in Europe; 2) the Eastern enlargement of NATO and the EU has moved the zone of political and military influence of the USA to the line of the Bug river; 3) the Germans have confirmed their position as a European power; 4) the foreign policy of Angela Merkel is a continuation of Gerhard Schroder’s policy, meaning a transfer of the focus from European policy to prioritising German national interests; 5) the German issue has remained open.

In the article below the authors analyse the political, social and legal revaluations of human rights relating to non-heteronormative men in Germany, from the rise of the German Empire (Zweites Reich) till contemporary times. What is important is not only a change in the mentality of the German society throughout the last hundred years, but also the fact that the legal system of the Federal Republic of Germany (Deutsche Bundesrepublik, BRD) was using a provision that had been created during the Nazi dictatorship and applied it to its own citizens. The authors of this article demonstrate that the social changes in the BRD in the second half of the 20th century were much faster than the amendment of the legal system; what is more, the BRD has not faced its Nazi past, failing to atone to homosexual men who had been persecuted on the basis of a Nazi legal provision, inherited and applied by a democratic state.

The article compares migration and asylum policies of Poland and Germany with particular attention paid to the events of 2015. Although matters of migration policy do not cause disagreements in bilateral relations, the issue of refugees is potentially controversial. It is not, however, purely a matter of bilateral relations between Poland and Germany, but also those with European Union itself, whose responses to the crisis have been delayed and not very effective. The humanitarian crisis has now become a structural crisis and the solutions proposed by the Commission do not promise to be successful. Moreover, the agreement with Turkey so far has fallen short of expectations.

Author presents main innovation indicators in selected agglomerations and regions in Poland and Germany. These figures describe gap between regions and the state of knowledge- based economy. At present, less than 2% of Europe's wealth (GDP) is devoted to research, which compares poorly with 2.5% in the USA and more than 3% in Japan. Our goal is to approach 3% of GDP for research. This is an important part of the so-called "Lisbon strategy", which consists of a Partnership between the European Union and Member States to transform Europe in a vibrant knowledge economy, in order to boost economic growth, create more and better jobs and ensure lasting prosperity in Europe.
W artykule przedstawiono główne wskaźniki innowacyjności dla wybranych aglomeracji i regionów Polski i Niemiec. Tabele i rysunki ukazują istniejącą lukę między badanymi regionami oraz stan tzw. ekonomii opartej na wiedzy (GOW). Obecnie w Europie na badania przeznacza się mniej niż 2% PKB. Prezentuje się to bardzo skromnie w porównaniu z kwotami, które przeznacza się w USA (2,5%) i w Japonii (3%). Naszym celem jest zbliżenie się do poziomu 3%. Jest to ważna część tzw. Strategii lizbońskiej, która zakłada partnerstwo między Unią Europejską i krajami członkowskimi, mające doprowadzić do szybkiego rozwoju GOW w celu połączenia ekonomicznego wzrostu, tworzenia większej liczby lepszych miejsc pracy oraz podtrzymania dobrobytu w Europie.

The article analyzes the European Union’s policy towards refugees and asylum seekers, focusing primarily on 2014–2016. The author shows that a key role in the crisis related to refugees played by Germany, accepting on its territory without any preconditions thousands of people. In connection with the difficulties that have occurred for this reason, Germany tried to impose mandatory allocation of refugees on the individual Member States of the European Union, which has triggered an internal crisis in the organization. Only through cooperation with Turkey refugee crisis it was brought under control, but the European Union needs a strong policy in this regard, because the old solutions existing solutions do not appear.
Artykuł analizuje politykę Unii Europejskiej wobec uchodźców i azylantów, koncentrując się przede wszystkim na latach 2014–2016. Autor pokazuje, że kluczową rolę w kryzysie związanym z uchodźcami odegrali Niemcy, przyjmując na swoje terytorium bez żadnych warunków wstępnych tysiące ludzi. W związku z trudnościami, które wystąpiły z tego powodu, Niemcy próbowały narzucić przymusowy podział uchodźców na poszczególne państwa Unii Europejskiej, co wywołało wewnętrzny kryzys w tej organizacji. Dopiero dzięki współpracy z Turcją kryzys uchodźczy udało się opanować, ale Unia Europejska potrzebuje zdecydowanej polityki w tym zakresie, bo dotychczasowe rozwiązania nie zdają egzaminu.

The topic of the paper concerns partnerships of local communities of Poland and Germany in terms of the EU referring to specific examples. Briefly, a number of determinants that contributes to the intensification of bilateral cooperation has been identified. Moreover, the role of local partnerships in the EU terms was explained. Research questions that have been posed are: firstly, how the concept of the local community should be understood taking into consideration the context of relations between Poland and Germany and their EU membership? Secondly, what are the levels of international cooperation of the local partners? Thirdly, what are the key determinants affecting the intensifi cation of cooperation between Polish and German communities at the local level? In order to answer these questions case studies of selected partnerships concluded by the Polish and German local communities were provided.

It is not surprising that subsidiarity is very often discussed with autonomy and federation (equally multidimensional concepts, similarly discussed in science). It is clearly evident taking into account, for example, results of analysis of the key words (tags) in scientific publications. The European Union has significantly contributed in popularizing of the concept so it is no surprise that strongly linked with EU's problems has become a central point of the discussion of its organizational structure and internal relationships between forming elements. It is difficult to imagine analysis of the conditions for implementing of subsidiarity in Germany without prior presentation of the state political system's solutions. Studying the structure and functioning of public administration enables to identify the place and role of the local government, to measure degree of independence of the local authority as a central point of discussion in relation to the subsidiarity.

This paper addresses the application of the LEADER (2007–2013) programme in the rural areas of Eastern Germany. Adopting a monograph approach and structuralist methods of sociology, it analyses the forms of participation of the local stakeholders and the operation of the action system that supports the collective approach towards local development. The analysis examines the hypothesis that the learning of the LEADER approach, based on endogenous development practices and principles of local governance, is related to effects of geographical context formed by spatial configuration, the structure of the local economy, and the heritage of the past.

In the author’s view, the judgment of the FCC concerning activities of the European Central Bank regarding the primacy of EU law over national law is of significance, due into the authority of the German constitutional court. However, it does not translate directly to foreign conditions. The view expressed in the judgment is that the ultra vires doctrine forms limits to the principle of primacy of European Union law over member state law. As a result, the principle of primacy may only be binding within the scope of the European Union law. Moreover, criteria of assessment of EU’s legislative activity and ECJ’s jurisprudence are drafted from the perspective of the ultra vires doctrine.

According to the author, the FCC judgment should not have direct financial and economic effects either in the euro area or for Poland. The execution of the FCC judgment is conditional and will depend on institutional arrangements. However, even if the Bundesbank complies with the judgment, the effects will probably be significantly limited or even eliminated as part of the Eurosystem’s activities.
