Opis:
Najbardziej rozpowszechnionymi w literaturze popularnej i naukowej nazwami odnoszącymi się do wschodniej części Europy są wyrażenia Europa Środkowa lub Środkowo-wschodnia. Geograficzne uzasadnienie ma natomiast utrwalone w literaturze i świadomości społecznej rozróżnienie między Wschodem a Zachodem Europy. Jest ono także zgodne z realiami geopolitycznymi. W artykule przedstawione są przyczyny i konsekwencje upowszechnienia określeń sugerujących istnienie w naszej części Europy istnienie jednostki regionalnej odrębnej od Europy Wschodniej i Europy Zachodniej, wskazując na konieczność ich wyeliminowania z dyskursu naukowego. Jest to konieczne w celu zwiększenia precyzji języka geografii i geopolityki. Bez tego nie jest możliwe prawidłowego odzwierciedlanie rzeczywistości geograficznej przez te dyscypliny, co z kolei rzutuje na ich przydatność w kształtowaniu stosunków międzynarodowych.
The primary tool utilized to shape and influence both social consciousness and international relations are geographical names used in textbooks and in the public debate. Their usefulness depends, among others, on how they are correct and precise. Contemporary geography does not seem to serve well international relations. This is because numerous geographical names are ambiguous and not precise. The most common names nowadays concerning the eastern part of Europe, both in scientific discourse and in colloquial language, are the expressions of Central Europe and East-Central Europe. Although they find justification neither in geographical reality nor in geopolitical conditions, they have dominated not only the media and popular publications, but also scientific literature. If the disciplines of geography and geopolitics are to be useful in foreign policy and international relations, they must reflect, with maximum precision, the geographic reality. Therefore it is necessary to restore the old distinction between East and West in the scientific discourse, which reflects best the geographical reality and geopolitical conditions of Europe.

Cel artykułu stanowi przedstawienie historii Europy Środkowej/ Środkowo-Wschodniej z perspektywy historii wyobrażonej. Przedmiotem rozważań jest zakorzeniony w dyskursie publicznym, obejmującym różne teksty kultury, sposób mówienia i opowiadania o pewnym fenomenie, jakim była/ jest Europa Środkowa/ Środkowo-Wschodnia. Jako kategorie organizujące narrację przywołane zostały trzy pojęcia: geografii, historii i tożsamości. To one, zdaniem autora, składają się na swoistą triadę organizującą nasz sposób myślenia o Europie Środkowej/ Środkowo-Wschodniej.
The article presents the history of Central/ Central-Eastern Europe from the perspective of imagined history. The subject of reflections is a specific phenomenon – deeply rooted in public discourse encompassing various cultural texts, ways of speaking and telling about it – in the form of Central/ Central-Eastern Europe. As categories organising the narration, three concepts are brought up: geography history, and identity. These, according to the author, make up the specific triad that coordinates our way of thinking about Central/ Central-Eastern Europe.

The text analyses selected, recently published, Polish reportage-travelogue prose on travels to Russia and Germany. It identifies their constitutive features, among others: the interpretive character of the message, narration the present from the perspective of the past, actualisation and redefinition of image stereotypes of the Russian and German. It poses a thesis that the therapeutic and compensating quality of these works locates them within enunciations operating post-dependence discourse.

Wielokulturowe tereny i zabytki mogą łączyć, ale i dzielić oraz wywoływać konflikty. Takie nowo-stare widzenie przeszłości i zabytków było dość często spotykane w Europie Środkowej i Wschodniej po 1989 roku. Przeciwną postawą jest praca przy ich ochronie i konserwacji, co może być największym elementem łączącym różne społeczności, budować mosty i tworzyć nowe więzi. Dzisiaj nie tylko zabytki łączą, ale praca i wspólne działania na rzecz ich zachowania i konserwacji, co jest zupełnym przeciwieństwem postkolonialnego widzenia świata. W pracy omówiono wielokulturowość zabytków, zwracając uwagę namobilność artystów, mobilność dzieł sztuki i mobilność granic. Przeanalizowano też problem własności dziedzictwa jedno, dwu i wielokulturowego.
Multicultural places and monuments can unite or divide and bring about conflict. Such new-old perception of the past and the monuments is frequent in Central and Eastern Europe after 1989. In contrast, work on the protection and preservation can be an idea that unites different communities, creates bridges and new bonds. At present, it is not only the monuments which unite but the work to maintain and preserve them which constitutes a common goal. This tendency is contrary to the postcolonial perception of the world. The work describes the multiculturality of monuments paying attention to the mobility of artists, works of arts and borders. Also, an analysis of the issue of uni-, bi- and multicultural heritage ownership is offered.

The paper deals with two issues. One is the content of the concept of ‘social exclusion', including the components of the concept, the most important measures of the European Union to combat social exclusion as a social phenomenon, certain conclusions in the professional literature as to the relation between social exclusion and crime, as well as the significance of this concept and its relevant research in the development of criminorogical thinking. The second topic of the paper is the relation between social exclusion and crime in the former socialist countries, particularly in the countries that joined the European Union on 1 May 2004. The author evaluates the significance of 'social exclusion’ as a concept and of the related research for the development of criminology thinking, concluding that there are three prevailing criminology perspectives: a. the social perspective, b. the individual perspective and c. the situational perspective. In his attempt to answer the question of whether the former socialist countries of Central and Eastern Europe were inclusive or exclusive societies, the author finds that the features of exclusive and inclusive societies coexist in the societies of late modernity, including the countries of the CEE region. However, of importance here are the proportions and the main tendencies. In this respect, the paper can be read to say that the features of an exclusive society are present in the countries of the region to an extent giving rise to serious concern. In addition, the fear is that certain global and regional processes and challenges will further strengthen these qualities. At the global level, the neo-liberal economic policy and the presence of interntional terrorism together with the responses to be given can have particurarly adverse effects on the character of the society. At the European Union level, the great challenge is to reduce the economic and social differences between the member states. If the EU does not succeed in meeting this objective fairly soon, it risks having a new periphery of the East and Central European States. Therefore, criminology must give priority attention in this social-cultural situation to social justice and to the investigation of phenomena such as social exclusion hindering its prevalence.

The article is an interpretation of the aquatic rhetoric in the works of a Ukrainian writer, Yurii Andrukhovych. The first part of the article is an analysis of the discursive project of European unification, a real integration between theWest and Central Europe, especially Ukraine. The rhetorical figures of that unification in the author’s texts are the rivers, the Danube in the first place. The second part of the article is a critical discussion of the obstacles that, in the perspective of the author, stand on the way to the unification in question: the condition of contemporary Ukraine and theWest’s attitude to the “worse” part of the continent.

The project "CERGOP-2, a multipurpose and interdisciplinary sensor array for environmental research in Central Europe" was approved by EC within the 5th Framework Program and started ApriI 1st, 2003. It was officially terminated October 31, 2006 (amendment 3 and 4) and financially closed end of 2007. The results of 17 work packages were published in the Reports of Geodesy, Warsaw University of Technology, Poland comprising altogether more than 3600 pages. On behalf of 14 contractors I give a summary of the current results which concern, for the area of investigation (15 % of Europe), a high quality GPS network operational for the next decade, velocity field and strain maps for geodynamical investigations and hazard mitigation, data for climate research and weather forecast, data for real time navigation and a seamless data bank for scientific and public access. The results are based on partly continuous GPS measurements at up to 80 permanent stations carried out during the last 14 years. In addition, I try to give a future perspective for the investigations to be done during the next decades which aim at the understanding of the internal forces being the reason for plate kinematics which formed the present shape of the earth surface during the last billion of years. Hopefully next generations will be able to forecast sudden changes of the earth surface including the necessary energy transfer leading to earth quakes and to give valuable support for risk management and mitigation procedures.

Celem artykułu jest prezentacja wydanej w 2018 r. oryginalnej płyty CD pt. Mickiewicz – Stasiuk – Haydamaky. Zaprezentowano również wybrane wcześniejsze projekty współpracy muzyków polskich i ukraińskich, w tym te, w których udział wzięły zespoły Haydamaky i VOO VOO. Do nagrania płyty Mickiewicz – Stasiuk – Haydamaky zaproszony został znany polski pisarz Andrzej Stasiuk. Projekt słowno-muzyczny, zestawiony z tułaczym losem samego Adama Mickiewicza, dobrze wpisał się w poetykę reportaży Stasiuka. Ich autor podróżuje bowiem po przestrzeni duchowej, do której – jak sam twierdzi – wkracza z Gorlic przez bramę na wschód. Przewodnikiem Stasiuka po tej imaginacyjnej krainie staje się tym razem muzyka. Razem jest to dziesięć wykonywanych dwujęzycznie utworów Mickiewicza i ponad czterdzieści pięć minut wciągającej muzyki. Pozwala to zlikwidować podział między dzisiejszymi politycznymi granicami i przywrócić w wyobraźni dawną przestrzeń Europy Środkowej z jej otwartością na Wschód.
The paper aims at presenting an original album titled Mickiewicz – Stasiuk – Haydamaky, released in 2018. It also presents selected previous joint projects of Polish and Ukrainian musicians, including those featuring the Haydamaky and VOO VOO bands. Andrzej Stasiuk, a recognized Polish writer was invited to co-create the album. This verbal-musical project which refers to the wandering life of Adam Mickiewicz matched well the poetry of Stasiuk’s reportages. Stasiuk travels not through the material but rather the spiritual space and – as he himself declares – enters it from Gorlice, through a gate to the East. This time, Stasiuk’s guide through this imaginary land is music. It is a collection of ten poetry works of Mickiewicz, performed in two languages and over 45 minutes of engaging music. It cancels the division established by today’s political borders and restores the historical space of Central Europe with its openness to the East in our imagination.

Since the fall of communism, the big cities of Central Europe have been included in the international metropolitan network, and their economic performance has improved significantly. Based on that, it can be asserted that the whole region is undergoing a process of metropolisation, which may be manifested by a focus of development in the limited areas of metropolises. Therefore this paper aims to present the results of a closer examination of this process in Central Europe. It is based on a comparative analysis of the metropolises in relation to their countries in terms of economic performance. A taxonomic approach based on Hellwig’s development pattern is adopted. The available Eurostat data (NUTS 3 level) on a range of socio‑economic characteristics is used. The study results show that the economic performance of Central European metropolises is relatively closer to Western Europe’s cities than the countries’ non‑metropolitan parts. Highlighting development issues in Central Europe from the spatial‑metropolitan point of view is the paper’s added value.
Od upadku komunizmu, duże miasta Europy Środkowej stały się częścią światowej sieci metropolii, a ich rola gospodarcza znacznie wzrosła. Może to oznaczać, że region ten doświadcza procesu metropolizacji polegającego na skupianiu aktywności na ograniczonych obszarach dużych miast i ich bliskiego otoczenia. Z tego względu celem artykułu jest zbadanie procesu metropolizacji w EŚW. Badanie to jest oparte na analizie porównawczej metropolii i obszarów niemetropolitalnych pod względem poziomu rozwoju gospodarczego. W badaniu wykorzystano taksonomiczną miarę rozwoju Hellwiga. Użyto w nim danych Eurostatu (na poziomie NUTS 3) w zakresie szeregu wskaźników społeczno-ekonomicznych. Wyniki wskazują, że metropolie z regionu są bliższe pod względem gospodarczym metropoliom Europy Zachodniej, niż obszary niemetropolitalne z regionu w stosunku do ich zachodnich odpowiedników. Wartością dodaną artykułu jest spojrzenie na kwestię rozwoju regionu Europy Środkowej przez pryzmat przestrzenny i metropolitalny.

W artykule omówiono książkę Grzegorza Janusza Ochrona praw mniejszości narodowych w Europie, autora wielu prac dotyczących mniejszości narodowych i uznanego eksperta w dziedzinie dotyczącego ich prawodawstwa. Autor recenzji zauważa, że pozycja ta stanowi obszerne studium funkcjonowania europejskiego systemu ochrony wszelkiego rodzaju mniejszości narodowych1. Podnosi także, iż w publikacji wnikliwej analizie zostały poddane m.in. fundamenty prawne określonych systemów, mechanizmy kontroli przestrzegania zobowiązań, a także poszczególne umowy bilateralne dotyczące tej dziedziny ustawodawstwa. Podkreśla, że studium ma układ problemowy, z uwzględnieniem następstwa chronologicznego pojawiania się poszczególnych aktów prawnych, i składa się z siedmiu rozdziałów oraz że opatrzone jest wykazem tabel, map i zdjęć oraz indeksem osobowym. Następnie omawia szczegółowo wspomniane części książki.
The article discusses the book by Grzegorz Janusz Protection of the Rights of National Minorities in Europe, the author of many works on national minorities and a recognized expert in the field of their legislation. It notes that this book is a comprehensive study of the functioning of the European system of protection for all kinds of national minorities1. He also claims that the publication thoroughly analyzed, inter alia, the legal foundations of certain systems, mechanisms for controlling compliance with obligations, as well as individual bilateral agreements relating to this area of legislation. He emphasizes that the study has a problem-oriented structure, taking into account the chronological sequence of the appearance of individual legal acts, and consists of seven chapters, and that it is provided with a list of tables, maps and photos as well as a personal index. Then he goes over these parts of the book in detail.

Opis:
Donald Trump is probably the most controversial American president after the end of the Cold War. Until now, any journalist attempt for analysis of his foreign policy falls in the immediate trap of ideological and emotional bias. The aim of this paper is to avoid (as much as it is possible) this trap and to focus on the nature and essence of Trump’s administration foreign policy towards the countries of Central and Eastern Europe. The paper conducts qualitative and comparative analysis of the Barack Obama and Donald Trump administrations towards the region in pursuit of the elements of change and continuity between the two administrations. Based on the research findings the author argues that during the Trump administration the region plays more important role in the American Foreign Policy.
Donald Trump to zapewne najbardziej kontrowersyjny prezydent Stanów Zjednoczonych od końca zimnej wojny. Do tej pory wszelkie próby publicystycznej analizy jego polityki zagranicznej wpadają w pułapkę ideologicznego i emocjonalnego subiektywizmu. Celem artykułu jest uniknięcie (na tyle, na ile jest to możliwe) tej pułapki i skoncentrowanie się na istocie polityki zagranicznej Trumpa wobec państw Europy Środkowo-Wschodniej. Artykuł oparty jest na jakościowej i porównawczej analizie polityki administracji Baracka Obamy i Donalda Trumpa wobec tego regionu w poszukiwaniu elementów zmiany i kontynuacji między tymi dwoma administracjami. W oparciu o wyniki badań autor dochodzi do wniosku, że za czasów administracji Trumpa region odgrywa ważniejszą rolę w amerykańskiej polityce zagranicznej.

Autor przedstawia recenzję pracy zbiorowej Obsession, Perversion, Rebellion. Twisted Dreams of Central European Animation pod redakcją Olgi Bobrowskiej i Michała Bobrowskiego (2016). Ta angielskojęzyczna publikacja gromadzi – jak zauważa Pitrus – teksty o ambicjach naukowych, choć czasem są one bliższe nieco „unaukowionej” krytyce niż „twardej” nauce. Tematyka została zawężona do animowanego kina Europy Środkowej, ale dodatkowo uzupełniono ją o wątki włoskie. Jak przekonują redaktorzy tomu, animowane kino Italii (zwłaszcza północnych Włoch) pozostaje w bliskiej relacji z realizacjami z krajów Grupy Wyszehradzkiej. Tu natomiast uprzywilejowaną pozycję zajmują Polska i Czechy, bowiem to właśnie w tych dwóch krajach animacja autorska ma, lub przynajmniej miała, się najlepiej. Część pierwsza antologii dotyczy kontekstów kina animowanego, natomiast w części drugiej zaprezentowano cztery case studies. W opinii recenzenta książka ta, ze względu na język publikacji, może być na świecie doskonałą wizytówką kina animowanego z tej części Europy.
The author presents a review of the collective work Obsession, Perversion, Rebellion: Twisted Dreams of Central European Animation edited by Olga Bobrowska and Michał Bobrowski (2016). This English-language publication consists of - as Pitrus notes - texts with academic ambitions, which in fact are sometimes closer to a critique with elements of popular science, rather than hard science. The subject was narrowed down to the animated cinema of Central Europe but additionally supplemented with Italian themes. As illustrated by the editors of the volume, animated cinema of Italy (especially northern Italy) remains in a close relation with the productions of the countries of the Visegrad Group. Here, however, Poland and the Czech Republic have a privileged position, because it is in these two countries that original, independent animation fares, or at least fared, the best. The first part of the anthology deals with the contexts of animated cinema, while the second part presents four case studies. In the reviewer’s opinion, this book, due to the language of publication, can be the perfect showcase of animated cinema in this part of Europe.

Artykuł dotyczy zjawiska gościnności rozpatrywanego w perspektywie historycznej. Rozważania pokazują, że tradycja gościnności w Europie Środkowej jest głęboko historycznie zakorzeniona i mocno związana z rozmaitymi procesami społeczno-politycznymi i gospodarczymi, które zachodziły w różnych epokach.
This article examines the phenomenon of hospitality from a historical perspective. The author’s aim is to show that the tradition of hospitality in the Central European region has deep historical roots, and that it is also strongly linked to various socio-political and economic processes that took place in different historical epochs.
