    Przeznaczeniem funduszy pochodzących ze środków Unii Europejskiej jest zmniejszenie różnic w rozwoju krajów i regionów w celu zwiększenia konkurencyjności całej Wspólnoty. Jednym z instrumentów wspomagających ten cel są pożyczki udzielane w ramach regionalnych programów operacyjnych. Dzięki zwiększeniu konkurencyjności gospodarczej możliwy jest także wzrost zatrudnia w przedsiębiorstwach korzystających z tego rodzaju wsparcia. Zbadania zależności między zmiennymi dokonano z wykorzystaniem metod statystycznych: histogramów, regresji logarytmicznej oraz gaussowskiego modelu mieszanego (GMM). Zauważono, że pod względem tworzenia miejsc pracy korzystniejsze jest udzielanie pożyczek większej liczbie przedsiębiorstw w mniejszych kwotach.
    Funds from the European Union are aimed at reducing differences in the development of countries and regions in order to increase the competitiveness of the entire community. One of the instruments supporting this goal are loans granted under regional operational programs. By increasing economic competitiveness, it is also possible to increase employment in enterprises that benefit from this type of support. The relationships between the studied variables were made with the use of statistical methods: histograms, log regression and Gaussian mixed model (GMM). It was noted that due to the creation of a job, it is more advantageous to lend to a larger number of enterprises in smaller amounts.

    W opracowaniu zwrócono uwagę na to, że sytuacja związana z COVID-19 dotknęła także beneficjentów funduszy europejskich. W perspektywie finansowej UE 2014–2020 w Polsce funkcjonują liczne krajowe programy operacyjne, w tym. m.in. 16 regionalnych programów operacyjnych realizowanych na poziomie województw (RPO). Celem opracowania jest próba ustalenia dopuszczalnego zakresu funkcjonowania organów administracji publicznej prowadzących w czasie COVID-19 tzw. postępowania zwrotowe wobec beneficjentów środków unijnych, w szczególności w zakresie możliwości ich zawieszania lub wydłużania przewidzianych przepisami prawa terminów na dokonanie określonych czynności. Zwrócono uwagę na dynamizm prac ustawodawcy w tym zakresie, w szczególności analizując postanowienia COVID-19U (tekst jednolity: Dz. U. z 2020 r. poz. 1842) z postanowieniami tzw. specustawy funduszowej (Dz. U. z 2020 r. poz. 694), która miała zapewnić płynną realizację i rozliczanie projektów. Rozważania teoretycznoprawne oparto na doświadczeniu wynikającym ze współpracy z IZ RPO oraz z danymi pochodzącymi z 8 województw realizujących RPO.
    In the article, the author points out that the COVID-19 situation has affected the beneficiaries of European funds. In the EU financial perspective 2014-2020, there are numerous national operational programs in Poland, including e.g. 16 regional operational programs implemented at the voivodeship level (ROP). The aim of the study is an attempt to determine the permissible scope of the operating capacity of public administration bodies conducting the so-called COVID-19 return proceedings against beneficiaries of EU funds, in particular regards to the possibility of suspending or extending the time limits provided for by law for performing specific activities. The author pays attention to the dynamism of the legislator’s work in this regard, in particular by analysing the provisions of the COVID-19 Act (Journal of Laws of 2020, item 1842) with the provisions of the so-called special fund act (Journal of Laws 2020, item 694), which was meant to ensure smooth implementation and settlement of projects. The author of the theoretical and legal considerations based the results from the experiences while cooperating with the ROP managing authority and data from 8 voivodeships implementing ROPs.

Implikuje to obserwowany postęp w osiąganiu celów strategii Europa 2020.
    Nearly ten years of Polish membership in the EU have shown that EU funds are an important element in stimulating the development of our country in different dimensions. This article aims to assess the significance of selected Operational Programmes for the realization of the objectives of the Europe 2020 Strategy in Poland. The analysis of contracting and spending levels of funds for projects realized within selected Operational Programmes, indicates an advanced level of their implementation. This results in the observed progress in achieving the objectives of the Europe 2020 strategy

    Purpose: The aim of the article is to make a mid-term analysis of the progress of the implementation of EU projects in the area of research and innovative development of Silesian enterprises within the Regional Operational Programme of the Silesian Voivodeship (ROP SV) 2014-2020 and to identify factors affecting the fulfilment of the assumed objectives of the Programme. Design/methodology/approach: For the purpose of the research, an ex-post analysis as at the end of 2018, an ex-ante analysis was used as a simulation of the achievement of indicators in the period up to 2023 and a comparative analysis of output and financial indicators in 2018 and 2023 in relation to the planned execution framework. Findings: An evaluation of the implementation processes of Priority Axis I Innovative Economy under the ROP SV 2014-2020 was carried out. Priority Axis I (OP I) is designed to support research and development activities (R&D) of entities in the Silesian Voivodeship. Based on source materials, reports, observations and own experience, the causes and effects of the current state of achieved indicator levels were identified as well as in the final perspective of the Programme in 2023. The analysis and evaluation of countermeasures taken by the Managing Authorities/Intermediate Bodies [IZ/IP] is presented. Originality/value: As a result of the research, a list of recommendations was formulated in order to increase the absorption potential of the OP I and to increase the effectiveness of intervention in the area of R&D. The study conducted identified a low level of absorption capacity in the OP I, which applies to the current (2018) and projected (2023) situation. The degree of achievement of the target mid-term level of the financial indicator at the end of 2018 is 21.1%, and its forecast for the end of 2023 is 79.4%. Two key problems can be identified which affect the absorption potential of Priority Axis I. The first one concerns the low level of interest and application of beneficiaries in the area of R&D within the OP I. The basic reason for this is the limitation of the intervention to the area of regional smart specialisations [RIS] of the Silesian Voivodeship and a large amount of documentation necessary to prepare at the stage of signing the co-financing agreement and at the stage of accounting for projects. The second key problem involves the need to adjust the intervention logic, i.e. the level of allocation, and thus the target indicators, to the actual demand for support in the area of R&D activity under the CSF ROP 2014-2020.

    Opis:
    Osiedla mieszkaniowe budowane w latach 70. i 80. XX w., stanowiące ważny element struktury urbanistycznej polskich miast, podlegają procesowi starzenia. Dotyczy to zarówno zasobów mieszkaniowych, jak i otaczającej je przestrzeni, prowadząc do sytuacji kryzysowych. Idea rewitalizacji, zgodnie z definicją zawartą w dokumentach strategicznych Unii Europejskiej, oparta jest na procesie wielokierunkowych działań naprawczych i służyć ma poprawie złej sytuacji. Projekt Program rewitalizacji przestrzeni całości terenu SMB „Imielin” w Warszawie pozwolił na identyfikację zjawisk negatywnych, obejmujących sferę przestrzenno-funkcjonalną, przyrodniczą i społeczną. Niestety możliwości uzyskania środków na działania naprawcze z funduszy UE (zgodnie z zapisami w obowiązujących dokumentach strategicznych, w tym RPO WM) nie odpowiadają realnym potrzebom spółdzielni mieszkaniowych. Obszary wsparcia ograniczone są wyłącznie do renowacji części wspólnych wielorodzinnych budynków mieszkalnych. Problem mieszkalnictwa traktowany jest zatem marginalnie, mimo iż w założeniu rewitalizacja osiedli mieszkaniowych ma bezpośredni wpływ na poprawę życia mieszkańców miast.
    The housing estates built in the 1970's and 1980's, constituting important elements of the Polish cities' urban structure, are growing old. That process affects their substance and surrounding open spaces, leading to crisis situations. The idea of revitalization, according to the definition contained in the strategic documents of the European Union, is based on the process of conducting multidirectional renewal activities, serving the improvement of housing estates' condition. The project called Revitalization Programme of the SMB "Imielin" Housing Estate in Warsaw identified negative changes in spatial, functional, natural and social aspects. Unfortunately, the scale of EU funding (according to the specifications of the strategic documents, including the Regional Operating Programme of the Mazowieckie Region) do not match the current needs of housing cooperatives. Financial support is limited only to common areas of multi-family houses subjected to renovation. Therefore, the housing problems are rather marginal despite the fact that by assumption the revitalization of housing estates influences directly the improvement of the residents' living conditions.
