The end of the Second World War resulted in the need to make arrangements concerning the future of Germany. The victorious states were to accomplish this. The decisions of the big four powers were made arbitrarily, and German representatives were not allowed to discuss the future of their country. Many important decisions were made between 1945 and 1947, but it was also a period of growing conflict within the anti-Nazi coalition. 1947 saw the real end of their cooperation, and the German issue became a bargaining chip in the Cold War. The representatives from Poland, which suffered great losses during the war, did not want to assume the role of just an observer, but wanted to actively participate in shaping the future of Europe. This happened on numerous layers, the most vital being the activities of Polish diplomatic posts, official appearances of Polish diplomacy on the international scene and bilateral cooperation with other countries which, like Poland, were interested in solving the German issue.

The paper concerns the application of public diplomacy measures to preserve border security of Australia, which nowadays is the key interest of this state. First, the meaning of public diplomacy in Australia is analysed, and next, the notion of border security of Australia - in a broader context of its national, homeland and internal security - is elaborated upon. The main argument is that in the case of Australia public diplomacy is inseparably linked with its security and it is used as one of the means of preserving Australia's territorial integrity. Border security is therefore an essential national interest of the state and public diplomacy would be applied as a tool to ensure it. The key research questions posed in this article concern the nature of public diplomacy and border security of Australia, the relationship between the two notions in the case of Australia, and the ways in which public diplomacy can be used to pursue border security goals. The analysed period covers the years 2006-2015. First, in 2006 and 2007 there emerged a public debate on the further directions of Australian overseas activities, provoked by the 2006 Australian Senate inquiry on the nature and ways of conducting Australia's public diplomacy. Second, in 2013-2015 border security and migration policy became hot topics for Australian politicians due to the rapidly increasing number of unauthorised arrivals on boats as well as institutional changes in the service responsible for border security. Between 2006 and 2015 Australian federal authorities adopted the most crucial documents both on public diplomacy and national security (which is linked with border security issues), and during this period Australia carried out the "Stopping the Boats(short original abstract)

Excerpt from the diplomatic correspondence of the Polish mission in Madrid is one of more than a dozen of this type of manuscripts preserved at the Central Archives of Historical Records in Warsaw. There are two main reasons why this record was selected to the publication. Firstly, it contains a summary of diplomatic correspondence with Spain, the most distant country with that Poland resumed diplomatic relations in the years 1791-1794 and the country extremely exotic to Poles of that time. Secondly, the original reports did not survive. The excerpt was drawn up in the office of the Lithuanian Deputy Chancellor Joachim Chreptowicz, Minister of Foreign Affairs at the Council of Inspection (government). It contains extracts of correspondence from the initial, the most interesting period of the activity of the Polish embassy in Madrid, when Poland led an independent foreign policy and mattered in the diplomatic game as an independent player. Excerpt is divided into two parts. The first one includes correspondence of the envoy Tadeusz Morski, and the second one contains correspondence of his successor, chargé d’affaires, Kajetan Zbyszewski. Extracts from the correspondence of Tadeusz Morski cover period from April 11th, 1791 to September 22nd, 1791, shortly before Morski’s departure from Madrid. Zbyszewski’s correspondence comes from the period from 26th September 1791 to 6th August 1792. Most drafts of reports by Zbyszewski, that are summarized in the published excerpts, are located at the Ossoliński National Institute in Wrocław, among the records of the Polish embassy in Madrid (Mss. 487 and 923).
