This thesis is a critical analysis of the constitutional and legal order of the Republic of North Macedonia, following the chronological process dating from the gaining of the county's independence, through the armed conflict in 2001 that brought constitutional changes, to today. The first decade after the breakup of Yugoslavia was crucial for the North Macedonian state and its citizens. The writing/creation of the constitution of the new, independent state was not an easy process and it did not pass peacefully nor did it pass without any problems. The complex social process and relations have initiated the need for amendments to the Constitution, which, since its adoption in 1991 until today, has been changed 32 times in order to adapt to new, emerging situations and to give constitutional and legal responses to the inherent challenges. Of course, proper changes also occurred in the political system itself as a result of numerous factors, which have more or less influenced its character and shape.

This study adopts the concept of reinventing democracy to refocus attention on the theoretical framework of postcoloniality (in the humanities and social sciences). The study further highlights the eminent position of e-democracy in the current formations for moving contemporary society forward. In examining these issues, a case-study of the National Assembly in Nigeria has been made. We found that in this country, there seems to exist a sacrosanct brand of legislative institutionalism, which contradicts the current global revolution in information and communications technology (ICT). In the process, some level of immobility is introduced to critically desired service delivery in the country and attempts are made by the people’s representatives (of all people) to turn the nation into a colony of mere patriotic listeners. The study concludes that the postcolony must not convert to such a society of the underclass. A complementary concept of e-democracy is e-government. Further embedded in e-government are the dual components of e-readiness and e-participation. We found that this nation’s National Assembly appears to be deficient in e-readiness. The legislative body seems distrusful of e-participation. The study finally recommends that the rights of the citizens under e-democracy must be safeguarded by the central lawmakers, as it would guarantee the crucially expected reinvention of democracy, in such democracy-needy nation-states.

The modern social doctrine of the Catholic Church supports all of the abovementionedviews with the exception that it treats some of its elements as theso-called “signs of the times” in which the creators of these views lived andwrote. "erefore, we cannot say that they became somehow time-barred. "eyhave entered the tradition of the social doctrine of the Church. Similarly, onecannot reasonably claim that the basic theses of the socio-political theoriesof Saint Augustine or Saint "omas Aquinas are obsolete in philosophical terms.At the most, one can disagree with them or try to correct them. Nevertheless, itseems that there are no better analyses of the nature of authority and its originfrom God. Considering these issues from the perspective of historical applicationsof the theories, especially the one coined by St. "omas, it is impossible notto notice the significant analogies of the reflections of Doctor Angelicus and theidea of a “nobles’ democracy” implemented in the First Polish Republic threehundred years later. It is also difficult to believe that a$er the creation of thescientific community of the Jagiellonian University in the fi$eenth century, theydid not affect the minds of Polish politicians at a time when the foundationsof this democracy were formed. Moreover, it seems that these considerationswere widely applied in the centuries-old process of crystallizing other modernand contemporary democratic system.

The Western world is experiencing the "death of God" and is living in a self-proclaimed "postmodern era”, which boasts of "liberating" the human being, thanks to the cult of reason and the rejection of religious dogmas. In the twentieth century, in Latin America; in the heart of Colombia, Nicolás Gómez Dávila lived and thought. The thinker emphasizes the limitations of human reason, in opposition to the modern cult of reason, freedom and the aspiration to build an earthly paradise. The objective of this article is to present this "illustrious unknown", considered by many researchers as one of the most original thinkers of the twentieth century, who played the role of philosopher-writer in the modern world in a unique style; and his critical view of democracy.

L’objet de ce texte est d’apporter quelques éléments de réponse aux questions suivantes. Comment, organisés de manière diffuse en réseaux et sous-réseaux, les internautes se constituent-ils en groupes d’influence et font-ils fléchir les choix électoraux d’électeurs „ordinaires” exposés à l’influence des médiats et des propagandes électorales? S’agit- il d’un progrès démocratique qui transforme les formes de gouvernance en élargissant sa base ou, au contraire, fondée sur la fracture numérique, cette expression se traduit-elle par l’appropriation de jeux politiques par des groupes de „minorités actives”? À partir d’exemples de mobilisation de ces groupes lors de récentes campagnes présidentielles aux USA, nous tenterons d’analyser leur impact sur le devenir des démocraties occidentales.

It is very unusual what happened in Botswana after the colonialism period. On a contrary to other African countries they managed to change the poverty into development and wealth. What's more important Botswana avoided wars, humanitarian catastrophes and internal conflicts. The country introduced democracy in 1966 and stayed democratic and multi-party till today. One may say: they discovered diamonds and that's the whole story. Not exactly, because that was not the only factor. Apart from this diamonds or gold were discovered in many African countries and they failed to move forward, get wealthier and more developed. So why did Botswana succeed? How they did it? What were the factors that affected such transformation? The article answers these questions and also describes the process of political and economical changes. It also introduces into country's party system and tries to forecast what will become in the future Botswana.

In the mainstream of contemporary discussion about relation between democracy and philosophy binds the principle, that the duty of proof of own position concerns only the philosophers (that the democrats have some privilege in this field). I think, that the principle hasn't got strong rational ground. Its importance stems rather from strength of the anti-philosophical, democratic Zeitgeist. Ideological diversity is in a democracy less spontaneous and thereby more frail, than in the other systems of government. A democracy has a considerable inclination to discrimination different - than democratic - ideas, opinions and experiences. Hence it needs a philosophy as an antidote for this inclination. The position, that philosophical reason in essentially inadequate to politics, often ignores vital difference between classical and rationalistic theory of knowledge. Besides the position disregards the fact, that the nominalist conversion in the intellectual tradition of West seems not final sentence of history.

Introductorily, it should be observed that the discussed problem’s significance is increasingly pressing as our interest drifts towards societies dominated by great, universalizing religions Islam being only one of them. From the above, a question arises of whether the notions of religion and democracy, as mentioned in the title, are reconcilable within a single order in the first place. In his deliberations, Bohdan Chwedeńczyk inclines to the view that three types of relations may be distinguished in this respect: religion favours democracy; is indifferent to democracy; or is harmful to democracy. The discussion of the above opinion has, respectively, developed threefold. In one point of view, religion is by nature contradictory to the democratic order, it is in a sense its direct opposite. In other words, we face a choice of opting either for religion or democracy. Supporters of an alternative viewpoint claim that in the long run, a democratic system is not viable without the basis of notions such as religion, and therefore religion does play a vital part in the social order. It serves members of the public by satisfying those of their needs that do not belong to the scope of duties performed by the state and its institutions. Finally, the third approach basically acknowledges the fact that no definitive claims can be made as to the possibility of agreement between religion and democracy. I must admit that the latter is closest to my personal stance in this respect. Naturally, through careful selection of examples, arguments to support the first or the second of the mentioned opinions can be easily produced. There have been numerous examples of academic and journalistic articles advocating one of the clear-cut standpoints, which seem not to leave much room for discussion. However, the issue becomes far more multifarious when taking into account the complexity of religious and political issues analysed in both theoretical and practical perspective.

Tribalism and democracy could not exclude each other. Democracy in pure sense means power of nation. In the case of African states, including Congo-Brazzaville, the term „nation" should be properly defined and nation should get consciousness itself. In Congo-Brazzaville the nation consists of 76 tribes, including Pigmy. To stabilise the state and to create truly countrywide character of the nation every tribe should be appreciated and taken into consideration. It means that, in political system should function authority/body which represents all tribes what means whole nation. There- fore the mechanism of corule of all tribes in Congo-Brazzaville is needed as well as other mechanisms of co-rule in the state. „The synarchy" that is co-rule of the tribes should be established. And it is not important if it will be named synergic democracy or multi-ethnic democracy.

Migration in relation to democracy and sovereignty is considered one of the great challenges of this century. At the local, national, and global levels, migration is causing tensions in the development of democracy and security, which often calls the sovereignty of a given state into question (International IDEA, 2017). The challenges about migration in relation to democracy and sovereignty will increase even further since, according to relevant data, it has been warned that the next exodus is likely to occur as a result of climate change. In accordance with the assertion of the UN Climate Panel, it is said that this coming exodus will occur in the distant future as it is calculated that somewhere around the year 2100 there will be a climate-related warming of the planet of 2 to 3 degrees. The emergence of violent conflicts, climate change, persecution based on ethnic and religious affiliations, and various forms of violence are also en-dangering state sovereignty. These reasons why migrants leave their own countries, along with migrant perspectives, are topics that need to be addressed. It is important to examine migration as the main topic, especially migration in relation to democracy and state sovereignty. Seen in its totality, migration is taking on global dimensions and will be the hottest point of political topics with regard to finding the formula for its management in accordance with democratic values and their compatibility with state borders. Therefore, a debate should be subject to the following questions: how are we to preserve democratic values and the stability of sovereignty, and, should sovereignty be democratised?

Liberal capitalist democracy is a universal socio-political project of our age. But this project is in crisis and in decline. The current crisis of democracy caused by the Darwinist spirit of the late capitalist order only proves that democracy is an instrument for strengthening the dominant positions of the ruling liberal elites. In other words, democracy, in particular liberal democracy as a hegemonic form of the contemporary global democratic project, functions as a formal ideological-instrumental framework for the reproduction of the dominant position of a ruling class serving the interests of the few, not the many. In this way, anti-democratic sentiments among the masses are fuelled almost everywhere in both Western and non-Western cultures where political elites have assumed a formal democratic mask. Furthermore, the existing crisis of the Western liberal democratic project has given crucial benefits for the revival of anti-elitist populism in the contemporary world. The goal of this paper is to critically examine the fate of democracy in modern times as well as to shed light once again on the crisis of the liberal conception of democracy, including its concomitant pathologies, resistances, and political and social consequences.

The phenomenon of ethnic and religious inequality has continued to be experienced in most societies of the world. In Nigeria, the problem seemed to have increased over the past years, thereby creating a complex matrix that produced negative effects. This has brought a lot of untold hardships and other social consequences upon the state. The present conflicts and violence that have destroyed a lot of lives and property in Nigeria is a product of social inequality. This has retarded growth and development of the state. To understand and provide possible solutions to this phenomenon, theoretical and empirical approaches were used to gather data needed for this work. Findings of the study revealed that groups are more loyal and sympathetic to their identity and interest rather than any state goal. This may be as a result of government and groups not playing their roles well. They sometimes use machinery of state to enhance themselves and their group interests. The paper concludes that politicians favor some ethnic and religious groups in their policy decisions, power sharing, distribution of resources and equity. This has brought inequality and dissatisfaction among groups and citizens. These and other external forces bring inequality which often results in crisis. Part of the solution is to evolve consensus building mechanism that will put in place a state ideology. There should be a framework upon which group interests and actions will be harmonized to meet collective good.

The text is an attempt to present the democratization’s process of the Republic of Turkey. The Republic was proclaimed in 1923. In the introduction the authors recalled an earlier period, namely the second half of XIXth century, when in the Ottoman Empire had occured the ideas of constitutional order (1876). The Empire had been looking for ways and means to join the modern world following earlier examples of European monarchies.The next period- the fi rst half of XXth century – was marked by the Republic of Turkey.There are striking similarities between emerging the Republic of Turkey and the Second Polish Republic. The emergences not only took place at the same time but also had been driven by similar factors and processes. In the both cases countries were led by great personalities, who had not belonged to the core nations, which they headed to democracy. The both leaders had to face powers willing to destroy young democracies and unfriendly attitudes of the Western powers.They both also „miraculously” saved their countries when enemies’ troops were close to the capitals. After the World War II our ways to democracy were different. Today, however, we can see that the ways led in the same direction and theywere infl uenced by similar circumstances. Perhaps these circumstances have caused that the political developments in both countries are almost identical. 1. The both above mentioned leaders at the beginning of the last century made coup d’etat by military force. 2. In Poland, after WWII politicians had been under the supervision of „brotherly neighbor”. In Turkey the supervision was performed by the military. Perhaps it created longing for a new leader. 3. In both countries the roles of religion and its institutions were marginalized. Perhaps this stimulated desire for a chief motivated by the faith. Perhaps it is not a coincidence that both Poland and Turkey are looked upon by the West as countries leading in democratic transformations in their respective regions, which for obscure reasons have started to move towards an authoritarian rule. In both cases foreign observers talk about the lack of understanding of the essence of democracy, which is a consensus by the societies as well as by the ruling elites. In each state power is exercised by a single party of chieftain character and the permanent expansion of power at the expence of democratic institutions has been justified as the will of nation as a whole.
