Celem artykułu jest ocena działalności liceów wrocławskich na potrzeby procesu optymalizacji alokacji zasobów i polepszenia jakości kształcenia. Obie zasady skuteczności (effectiveness) kształcenia i efektywności (effeciency) decydują o sprawności działalności instytucji [por. Lubińska (red.), 2009]. Ocena powinna mieć wpływ na odkrywanie poziomu jakości kształcenia, rozumianego zarówno jako proces nauczania, jak i uczenia się, a szczególnie na zwiększenie wydajności i skuteczności działań instytucji, rozumianych jako poprawa potencjału wiedzy i umiejętności uczniów, a w wymiarze globalnym poprawa dobrobytu społecznego.
The aim of this article is to assess the activities of secondary schools Wroclaw for the purposes of optimizing the allocation of resources and improve the quality of education. Both the principle of effectiveness (effectiveness) and efficiency of education (effeciency) decide about the efficiency of the institution [see: Lubińska T. (ed.), 2009]. The assessment should have an impact on discovering the quality of education, understood both as a process of teaching and learning, and especially to increase the efficiency and effectiveness of institutions, understood as strengthening the potential of knowledge and skills of the students and the global improvement of social welfare.

W artykule przedstawiono badania efektywności technicznej banków spółdzielczych z wykorzystaniem metody Data Envelopment Analysis (DEA). Przeprowadzono je w latach 2005-2011, we wszystkich bankach spółdzielczych prowadzących nieprzerwanie działalność w tym okresie. Do oceny zmian produktywności w czasie posłużono się indeksem Malmquista. Analizę przeprowadzono opierając się na modelach: BCC oraz CCR ukierunkowane na nakłady oraz ukierunkowane na efekty.
The article was examined the technical efficiency of cooperative banks using the method of Data Envelopment Analysis (DEA). The period of the study were admitted to the years 2005 - 2011, and the attempt were all cooperative banks conducting uninterrupted activities during this period. To assess the efficiency changes over time was used Malmquist index. The analysis was based on models: BCC and CCR focused on input and output.

Opis:
Increased spending on healthcare systems in many countries tends to attract attention to their efficiency. The aim of this paper is to evaluate the efficiency of healthcare systems in the OECD countries and indicate causes of inefficiency by applying Data Envelopment Analysis (DEA) and using additive and super-efficiency models. The homogeneity of the sample is assessed and outliers are excluded. A ranking is established on the basis of efficiency scores. By means of DEA, fully efficient units are identified, forming a reference set (of best practice) for inefficient countries to follow.

In this paper a network DEA approach to deal with efficiency assessment will be presented and applied to the assessment of performance of members of an academic faculty of Wroclaw University of Science and Technology. The purpose of this study is to propose a solution to the problem of multicriteria assessment of faculty members at universities, discussing at the same time its advantages and disadvantages in the context of the higher educational system in Poland.

Data Envelopment Analysis (DEA) is a relatively new method, a nonparametric technique used nowadays to evaluate the efficiency of the Decision-Making Units. Using this method, the Decision-Making Units can be compared between each other and the most effective ones can be found. Using the DEA method, the performance of a logistic company with twelve warehouses as DMUs is evaluated in this paper. "DEA Excel Solver" user program was used to solve the problem.

Objective: This article innovates when we incorporate the statistical analysis to the method of Double-Perspective Data Envelopment Analysis (DP-DEA), with the objective of obtaining an estimate of greater accuracy and reliability according to the assumptions of the Best Unbiased Estimator (BUE).   Design / Research Method: Double Perspective Data Envelopment Analysis (DP-DEA) is an extension to Classical Data Envelopment Analysis (DEA) for estimating efficiency, asset values, indicators, and other attributes from two perspectives, achieving a common result is the main objective. This article innovates in DEA methodology, in two aspects: 1. To demonstrate the ability of the DP-DEA to perform at intervals the estimation of values from a random sample; 2. Through the statistical analysis, making estimates of central tendency according to the assumptions of the Best Unbiased Estimator (BUE – Best Unbiased Estimator).   Conclusions / findings: The practical procedures performed step by step through DP-DEA according to the assumptions of the BUE, presented in its main findings and conclusions are: 1. Incorporation of statistical analysis to the DP-DEA method, which assumes assumptions of properties of the Best Estimator Non-biased; 2. Within the scope of the DEA, it presents an innovative capacity to make estimates from random samples, and; 3. At the end of the article, by simulation, able to validate modeling through the variation of property characteristics, demonstrating that the estimation of the corresponding values is consistent according to the market’s expectations.   Originality / value of the method: This article opens new avenues to be explored by the DEA community. Firstly, as a tool for valuing assets, according to the Comparative Market Data Method. In Brazil, DP-DEA has been approved by the Brazilian Association of Technical Standards for this purpose. Another innovation is to evaluate performance which results from common gain according to two perspectives, which interact in the process or procedure under analysis.

Aim:  The purpose of this paper is to examine the productivity of 12 container ports located in East and Southern African developing nations for the period of 2014-2016. Furthermore, to investigate the sources of productivity change over the time period. Design / Research methods: This research collects data on the 12 container ports. The productivity of these ports is analyzed using the Data Envelopment Analysis based Malmquist productivity index.  This is decomposed into technological changes and technical efficiency. The sources of productivity change are identified. Conclusions /findings: The major finding of this study is the trend in the port efficiency level over the three year period of analysis. Therefore assisting maritime policymakers and port authorities on what aspect of the port production need enhancement. Originality/value of the article: Evaluation of ports in developing nations in Africa is not common. Also, the year under examination is less than five years. Therefore the result is relevant to port authorities as well as to the African nations. Implications of the research: 90% of import and exports into developing African nations are done by sea. The implication of this is that an efficient or inefficient port will have a multiplier effect on the nation’s economy. Great improvement in port productivity will enhance economic growth and development. Limitations of the research: Port efficiency should be evaluated on a yearly basis to serve as a major determinant of port productivity. However, this evaluation is based on availability of data.

The study investigates the differences in technical, pure technical, and scale efficiencies of domestic and foreign banks in Algeria over the period of 2000–2012. The study uses annual data of 10 foreign banks and 05 domestic banks operated in Algeria. The input-oriented Data Envelopment Analysis model is used to measure the banks’ efficiency score. In addition, a set of parametric and non-parametric tests are used for investigating the differences in efficiency between foreign and domestic banks. The findings reveal that the banks in Algeria could improve their technical efficiency by 23%. In addition, it seems that banks in Algeria suffer from the scale inefficiency. On the other hand, the foreign banks are more technically efficient than domestic banks. The superiority of foreign banks in technical efficiency is due to their superiority in the scale efficiency.

Research background: The insurance market is an important part of the financial system. The international concept of insurance operations brings certainty and helps to balance the economic results. Purpose of the article: The aim of the paper is to compare  the efficiency of life insurance of commercial insurance companies in the Czech Republic and Poland using the Data Envelopment Analysis model (DEA). Methods: The methods used in the paper are descriptive statistics, DEA model and Tobit regression model. DEA models are nonparametric quantitative models for efficiency assessment. They use linear programming to transform multiple inputs into multiple outputs. The efficiency of the subjects analyzed is assessed based on the efficiency scores.  Findings & Value added: The subject of our analysis was 17 commercial insurance companies in the Czech Republic and 26 commercial insurance companies in Poland. Ten insurance companies were efficient on the common Czech-Polish insurance market. The share of efficient insurance companies was approximately equal. The arithmetic mean of the efficiency scores was higher in Poland than in the Czech Republic. The variability of the efficiency scores of Czech insurance companies was greater than the variability of the efficiency scores of Polish insurance companies. The  correlations with efficiency score as the dependent variable and with market share as the independent variable of Tobit regression were very low.

The output of a generator in power plant is the electricity, and it consists of two parts, active and reactive power. These quantities are expressed as complex numbers in which the real part is the active power and the imaginary part is the reactive power. Reactive power plays an important role in an electricity network. Ignoring it will exclude a lot of information. With regard to the importance of the generators in power plants, surely, calculating the efficiency of these units is of great importance. Data Envelopment Analysis (DEA) is a nonparametric approach to measure the relative efficiency of Decision-Making Units (DMUs). Since the generators data are complex numbers, thus, if we the use classical DEA models in order to measure the efficiency of the generators in power plants, the reactive power cannot be considered, and the measurement is limited to the real number of electric power. In this paper, a new DEA model with complex numbers is developed in order to assess the performance of the power plant generators.

Out-of-pocket expenditures are a significant barrier in accessing health services. This paper aims to analyse the structure of financing system in the context of the performance indicators of healthcare systems. The study was conducted for the 28 countries of the former Eastern bloc in the years 2000 and 2013, based on data from the World Health Organization. In the DEA-CCR input-oriented model, inputs are the percentage share of private spending in the total expenditure on healthcare and the percentage share of out-of-pocket patient spending in total private spending. The outputs are life expectancy and mortality rate. A ranking of the countries was created and the differences between the two study periods, as well the desired directions of changes in the financing structure were pointed out.

The article aims to compare the performance of Poland’s agriculture sector in individual provinces before the country’s entry to the European Union in 2004 and five years after accession. The authors attempt to determine the effectiveness of changes in the agriculture sector in the analyzed period as a result of an inflow of funds from the European Union, which was a major factor influencing the sector. In the initial stage of the analysis, the authors determined the inflow of EU funds to Poland’s agricultural sector in each province from 2004 to 2008 depending on farmland area, the number of people living in the countryside, the number of those working in agriculture, and changes in the value of gross domestic product. Further analysis was conducted using object ranking methods. Three ranking methods were used with different composite performance indicators: a method based on value added produced in agriculture per employee; the Data Envelopment Analysis (DEA) method; and a method comparing the ranks of individual provinces for each diagnostic variable characterizing outputs and inputs in the agriculture sector. Individual provinces are compared in terms of how their position changed as well as in terms of the similarity of performance ratings compiled with different methods and according to the inflow of funds from the European Union budget. The authors also examined changes in the position of individual provinces in relation to those at the top of each ranking list. The analysis shows that the distribution of EU funds for the agriculture sector by province is uneven. The inequality of distribution varies, depending on the adopted measure. Despite the uneven distribution of EU funds for the agriculture sector, the ranks of the provinces according to each of the three performance measures are stable. The results obtained by the authors reveal no discernible positive effect of the regionally differentiated inflow of EU funds in the 2004-2008 period on changes in the position of the provinces in terms of various performance indicators.
Celem artykułu jest porównanie efektywności sektora rolniczego w województwach przed wstąpieniem do Unii Europejskiej i w pięć lat po akcesji, a tym samym próba określenia zmian efektywności sektora rolniczego, które dokonały się w badanym okresie, kiedy dopływ środków finansowych z Unii Europejskiej był jednym z głównych czynników oddziałujących na ten sektor. W początkowym etapie analizy określono wielkość dopływu środków unijnych w latach 2004-2008 do sektora rolnego w poszczególnych województwach w przeliczeniu na powierzchnię użytków rolnych, liczbę ludności wiejskiej, liczbę pracujących w rolnictwie oraz zmianę wartości produktu krajowego brutto. Dalszą analizę przeprowadzono przy wykorzystaniu metod rangowania obiektów. Wykorzystano trzy metody rangowania według różnych syntetycznych wskaźników efektywności: wartości produkcji dodanej w rolnictwie w przeliczeniu na 1 pracującego, miar wyznaczonych za pomocą metody Data Envelopment Analysis (DEA) oraz miary będącej sumą porównań pozycji województw dla każdej ze wszystkich zmiennych diagnostycznych charakteryzujących efekty i nakłady w sektorze rolnym. Porównania ocen poszczególnych województw odbywają się pod kątem badania zmian uporządkowania, podobieństwa rankingów efektywności wykonanych różnymi metodami i rankingów obrazujących dopływ środków finansowych z budżetu Unii Europejskiej oraz badania zmian oceny relatywnej poszczególnych województw w stosunku do liderów odpowiednich rankingów. Z analizy wynika, że podział środków unijnych dla sektora rolnego nie jest równomierny w poszczególnych województwach. Stopień nierównomierności podziału jest różny, w zależności od przyjętej miary. Mimo nierównomiernego podziału środków unijnych dla sektora rolnego uporządkowanie województw według każdej z trzech miar efektywności jest stabilne. Uzyskane wyniki nie wskazują więc na zauważalny pozytywny efekt zróżnicowanego regionalnie dopływu środków z Unii Europejskiej w latach 2004-2008 na zmianę uszeregowania województw ze względu na wartości różnych wskaźników efektywności

Opis:
Artykuł przybliża problematykę efektywności wydatków jednostek samorządu terytorialnego. Jego głównym celem jest porównanie wyników – uzyskanych dzięki zastosowaniu nieparametrycznej metody Data Envelopment Analysis (DEA) – w ocenie efektywności wydatków publicznych. Autorzy dokonali przeglądu dotychczasowych badań na przykładzie ośmiu europejskich państw. Stosownie do przyjętego celu pracy w pierwszej kolejności scharakteryzowano kategorię wydatków jako finalnego efektu obranej przez jednostkę samorządu terytorialnego polityki fiskalnej. W dalszej części omówiono założenia metody DEA oraz możliwości wykorzystania jej do pomiaru efektywności. Zgodnie z twierdzeniem, że kierunki wydatkowania środków publicznych na realizację zadań określane powinny być w sposób planowy i celowy, a struktura ich rozdysponowania obrazuje preferencje władz co do stopnia realizacji zadań publicznych i społecznych, interpretacją objęto analizę zmiennych wyjściowych oraz sformułowano uogólnione wnioski z badań.
