    Importance of extension ervices in the realization of agricultural and environmental undertakings in Podkarpacie region is assessed. Results obtained from the study indicate that farmers in Podkarpacie are actively searching funds for and participating in agricultural and environmental programmes. Agricultural and environment advisors play important role in that process, mainly by organizing training workshops, as well as by preparing respective applications and agricultural and environmental plans.

    In the process of shaping the Common Agricultural Policy, there continues to dominate the search for legitimizing support, in particular for direct payments, as well as the need to achieve a political compromise regarding sensitive regional issues of agriculture and rural areas. This situation does not serve to improve the quality and transparency of law, understood in particular as preventing excessive occurrence of legislative changes and undue fragmentation of the rules. Also, as a result of the recent reform, it has been decided not to make any radical solution toward simplifying the most important instrument of direct payments. The indicated by the European Commission simplification elements introduced in the CAP after 2013, in comparison to the new complex solutions, are of a symbolic nature. The introduction of the multi-component system of direct subsidies, including payments for greening, will result in a significant increase in the cost of administrative services for the mechanism. Therefore, the demand to simplify the Common Agricultural Policy is still valid and urgent as the previous efforts aimed at its realization have proved to be counterproductive.

    Opis:
    The next EU financial perspective 2014–2020 will bring many changes in designing and implementing of EU aid in the area of the Common Agricultural Policy, especially in the rural development policy. These changes bind proposed mechanisms of the Common Agricultural Policy with the Europe 2020 Strategy. This strategy envisages greater integration of the objectives of the Common Agricultural Policy with the objectives of other EU policies (regional policy, social policy, cohesion policy, fisheries policy). Author of this article is not fully convinced of the effectiveness of these changes. This view results from decreasing aid measures for each of these policies. Moreover, the European Commission has been granted powers to determine the distribution of this aid measures without clear criteria. Execution of the Programme of Rural Development Area may be jeopardized because of the expected shift of some funds from the European Agricultural Fund for Rural Development to financing direct payments. For the full realization of the objectives of rural development policy, it is necessary to clearly specify the size of the funds allocated to rural areas in aid programs financed by other funds of the Common Strategic Framework.

    The article presents the basic legal mechanisms shaping modern agriculture through the Rural Development Programme 2014−2020. It discusses the main problems of juridical character, which could be an obstacle in the use of financial resources by farmers. It also underlines the importance of the existing support mechanisms due to the size of allocated grants for Poland. At the same time it draws attention to the possible CAP reform after 2020 and the resulting possible restrictions in financing the Community policy in agriculture.

    Wartykule przedstawiono analizę przestrzenną oraz ocenę poziomu pozyskiwania środków finansowychWspólnej Polityki Rolnej, przeznaczonych na zalesienia gruntów prywatnych w Polsce. Uwzględniono działania „Zalesianie gruntów rolnych” realizowane w ramach Planu Rozwoju Obszarów Wiejskich w latach 2004–2006 i „Zalesianie gruntów rolnych oraz zalesianie gruntów innych niż rolne” w ramach Programu Rozwoju Obszarów Wiejskich na lata 2007–2013. Analizę przeprowadzono w ujęciu województw, wykorzystując dane z okresu 2004–2011.
    This article presents a spatial analysis and assessment of the level of absorption of Common Agricultural Policyfunds earmarked for the afforestation of private land in Poland. The measures studied included “Afforestation of agricultural land” implemented under the Rural Development Plan in the years 2004–2006 as well as “Afforestation of agricultural land and afforestation of land other than agricultural” under the Rural Development Programme in the years 2007–2013. The analysis was carried out by voivodeship using data for the period 2004–2011.

    The new financial perspective covering the period 2014-2020 has brought many changes. The main priority of the new rural development policy is to improve the competitiveness of farms, having regard to environmental objectives. Rural Development Programme for years 2014-2020 will encourage further restructuring and modernization of farms and development of agri-food processing as well as strengthening their competitiveness in EU and global food market. Development of farms will also be supported by seven sub-measures of current Rural Development Programme. The most important needs of rural areas have been established using the popular SWOT analysis. Implementation of these needs is to induce specific criteria for the access to the various forms of financial assistance as provided for in the Program. Author of this article takes the view that they have been aptly chosen and should result in effective implementation of the objectives of the current Rural Development Programme.

    The article presents the assumptions of the Common Agricultural Policy with particular emphasis on environmental issues, as well as the shape of the European Model of Agriculture and the history and legal basis of the agri-environmental program in the European Union. The agri-environmental program is a mandatory instrument included in strategic programs supporting the development of agriculture in all European Union Member States, but farmers’ participation in the implementation of individual packages of this instrument is voluntary. Its evolution is observes in individual budget perspectives of the Common Agricultural Policy; in Poland, it takes on new names and modifies support variants (agri-environmental program, agri-environment-climate measure, agri-environment-climate interventions).

    The article offers a territorial analysis of funds acquired by Polish agricultural holdings in the years 2004-2006 via direct payments and through participation in measures of the Rural Development Programme and the Sectoral Operational Programme ‘Restructuring and Modernisation of the Food Sector and Rural Development’. The analysis was based on the data on subsidies obtained in individual spatial units (voivodeship, poviat) as expressed by two indices: PLN per farm and PLN per hectare of agricultural land. It was found that owing to the structure of payments with a predominance of area payments, those areas were preferred that had a favourable farm-size structure and a high, historically developed level of farming. Such an allocation of the EU subsidies had contributed very little to the levelling out of structural differences in Polish farming.

    Reinforcing innovation and competitiveness of the EU economy, including agribusiness, closer relations between science and business, and sustainable economic growth are key objectives set by the European Commission. In the process of building an innovative and competitive economy based on an intelligent use of natural resources, entrepreneurs need to benefit from cooperation with science and research institutions, both public and private. The primary purpose of documents prepared by the European Commission, including the Multiannual Financial Framework (MFF) for 2021-2027, COM(2018)435 and COM(2018)436, defining rules for the implementation of Horizon Europe – the 9th Framework Programme for Research and Innovation for 2021–2027 and of the Common Agricultural Policy (CAP), is to fully synchronize implementation plans aimed at the development of Member States. The article presents key operational objectives and suggestions of use of financial resources for the purpose of programme implementation.     Wzmocnienie innowacyjności i konkurencyjności gospodarki Unii Europejskiej, w tym zwłaszcza działalności przedsiębiorstw w obszarze agrobiznesu, a także zbliżenie nauki i biznesu oraz zrównoważony wzrost gospodarczy są celami, których realizacja jest traktowana priorytetowo przez Komisję Europejską. W procesie budowy gospodarki innowacyjnej, konkurencyjnej i mądrze korzystającej z zasobów naturalnych, przedsiębiorcy powinni korzystać z pomocy nauki i współpracujących ze sobą instytucji publicznych i prywatnych. Podstawowym celem przygotowanych przez Komisję Europejską dokumentów: w tym wieloletnich ram finansowych (MFF – WRF) na lata 2021–2027, COM(2018)435 i COM(2018)436 określających zasady implementacji IX programu ramowego UE ds. badań naukowych i innowacji na lata 2021–2027 pn. „Horyzont Europa” oraz założeń wspólnej polityki rolnej (WPR) jest uzyskanie pełnej synchronizacji realizacji planów rozwoju krajów Wspólnoty. W artykule omówiono najważniejsze cele operacyjne i propozycje środków finansowych na ich realizację.     Artykuł dotyczy teoretycznych aspektów zrównoważonego rozwoju rolnictwa (pojęcie, cele) oraz przedstawia wyniki badań zmian przestrzennych, jakie nastąpiły w latach 2004–2010 w wyniku wpływu instrumentów WPR na zrównoważony rozwój rolnictwa w Polsce. Instrumentami finansowymi wspierającymi zrównoważony rozwój rolnictwa są pakietyprogramu rolnośrodowiskowego: „Rolnictwo zrównoważone”, „Rolnictwo ekologiczne”, „Ekstensywne trwałe użytki zielone”, „Ochrona gleb i wód” oraz działanie „Wsparcie działalności rolniczej na obszarach o niekorzystnych warunkach gospodarowania” realizowane w ramach PROW 2004–2006 i PROW 2007–2013.
    The article addresses theoretical aspects of sustainable agriculture (the concept, goals) and presents spatial changes that occurred between 2004 and 2010 under the influence of CAP measures carried out in Poland. The financial instruments supporting the sustainable development of agriculture include packages of the EU agri-environmental programme: “Sustainable farming”, “Organic farming”, “Extensive permanent grasslands” and “Protection of soil and water”, as well as the measure “Support for agricultural activityin less-favoured areas” implemented under RDP 2004–2006 and RDP 2007–2013.

    Opis:
    The study analyses changes taking place in the rural population’s economic activity during the functioning of Poland within the EU structures. The subject of research work was the processes of transformation in employment and unemployment of the total rural population and by: associations with farms, sectors, type of employment. Analysis has been based on general statistical data, results of the IAFE-NRI field studies and the literature. Due to a need to reduce the number of the employed in the agricultural sector from the perspective of reducing economic distance between the countryside and cities, as well as between Polish and EU agriculture, much room in the paper has been dedicated to the diversification of the rural population’s professional activity. The CAP in creating jobs in rural areas and in deagrarianising employment. It has been demonstrated that during the analysed period a relatively constant level of the rural population’ professional activity was accompanied by the increased employment level and decreased unemployment level. This process was going hand in hand with the diversification of employment. Consequently, employment in agriculture was less than 10% of the total population employed and 22% of the rural population. The creation of jobs is not a treaty objective of the CAP, it is activities in this regard which constituted an integral part of the rural development programmes financed under the CAP. From analysing of the ways and effects of their impact it results that those initiatives contributed to the growth of non-agricultural employment.
    Opracowanie zawiera analizę zmian zachodzących w aktywności ekonomicznej mieszkańców wsi w okresie funkcjonowania Polski w strukturach Unii Europejskiej (UE). W odniesieniu do sytuacji na rynku pracy przedmiot dociekań stanowiły procesy przeobrażeń w zatrudnieniu i bezrobociu ogółu ludności wiejskiej oraz według: związku z gospodarstwem rolnym, sektorów (rolnictwo – działy nierolnicze) charakteru zatrudnienia (najemnie – na własny rachunek). Tendencje w aktywności ekonomicznej mieszkańców polskiej wsi zostały skonfrontowane ze zmianami zachodzącymi w tej płaszczyźnie wśród ludności miejskiej oraz w innych krajach UE. Podstawę analizy stanowiły dane statystyki powszechnej (GUS i Eurostat) i wyniki badań terenowych IERiGŻ-PIB oraz literatura przedmiotu. Ze względu na konieczność spadku liczby pracujących w sektorze rolniczym z perspektywy zmniejszania dystansu ekonomicznego między wsią i miastem oraz polskim i unijnym rolnictwem, w pracy dużo miejsca poświęcono problematyce dywersyfikacji aktywności zawodowej ludności rolniczej. Podjęto również próbę określenie roli Wspólnej Polityki Rolnej (WPR) w kreowaniu miejsc pracy na obszarach wiejskich i dezagraryzacji zatrudnienia. Wykazano, że w okresie objętym analizą względnie stałemu poziomowi aktywności zawodowej ludności wiejskiej towarzyszył wzrost zatrudnienia i spadek bezrobocia. Z tym procesem szła w parze dywersyfikacja zatrudnienia. W konsekwencji zatrudnienie w rolnictwie miało niespełna 10% ogółu pracujących w polskiej gospodarce i 22% mieszkańców wsi. Pozostali pracowali głównie w usługach w miastach. Kreowanie miejsc pracy nie jest traktatowym celem WPR, to działania w tym zakresie stanowiły integralną część programów na rzecz rozwoju obszarów wiejskich finansowanych w ramach WPR.     Artykuł omawia etapy projektowania i wdrażania funduszy europejskich na przykładzie Programu Rozwoju Obszarów Wiejskich na lata 2014–2020. Przedstawia odpowiedzialne za programowanie środków na rozwój obszarów wiejskich organy i instytucje po stronie Unii Europejskiej, jak i państwa członkowskiego. Wskazuje na najważniejsze wydarzenia i dokumenty niezbędne do uruchomienia pomocy finansowej ze środków Europejskiego Funduszu Rolnego na rzecz Rozwoju Obszarów Wiejskich. Koncentruje się na programowaniu pomocy z EFRROW w postaci PROW, który w Polsce realizowany jest jako jednolity program, wraz z przedstawieniem alokacji środków oraz jej zmian pomiędzy wstępnym a finalnym projektem programu. Analiza wdrażania PROW 2014–2020 uzupełniona jest o obszar zarządzania, w którym podział kompetencji pomiędzy instytucjami i organami państwa jest zróżnicowany. Artykuł wskazuje również na problemy i zaniedbania we wdrażaniu wybranych działań PROW, którego całkowity budżet w perspektywie finansowej 2014–2020w Polsce wynosi 13,5mld PLN.
    The paper presents the implementation phases of EU funds illustrated by the example of Rural Development Programme for 2014–2020. The author emphasizes the role of authorities and institutions, both the European Union and member states which are responsible for programming EU funds for rural development. The paper indicates the most relevant events and documents necessary to organize financial support from the European Agricultural Fund for Rural Development in Poland. Furthermore, it focuses on the programming of EAFRD assistance in the form of the RDP, which is implemented in Poland in the form of a single programme, together with the presentation of the allocation of funds and their changes between the initial and the final programme. The analysis of the implementation of the RDP 2014–2020 is complemented by a management area in which the division of competencies between institutions is diversified. The article also highlights problems and negligence in the implementation of selected RDP actions, whose total budget in the financial perspective of 2014–2020 in Poland is 13.5 billion zlotys.
