Opis:: The article presents basic rules regarding to the evolution of legal mechanisms affecting the competitiveness of agriculture in Europe. Market mechanisms such as agricultural intervention, private storage subsidies or emergency aid measures have been analyzed. Author also pointed out the mechanisms whoch influence the profitability of agriculture, the level of unemployment, or the possibility of creating groups of agricultural producers. A possible framework was also defined for making analysis of the need to participate in the definition of European agricultural policy after 2020. It was pointed out that competitiveness and selection of legal mechanisms which can improve it, still would be one of the more important in this process.

Opis:: The new financial perspective covering the period 2014-2020 has brought many changes. The main priority of the new rural development policy is to improve the competitiveness of farms, having regard to environmental objectives. Rural Development Programme for years 2014-2020 will encourage further restructuring and modernization of farms and development of agri-food processing as well as strengthening their competitiveness in EU and global food market. Development of farms will also be supported by seven sub-measures of current Rural Development Programme. The most important needs of rural areas have been established using the popular SWOT analysis. Implementation of these needs is to induce specific criteria for the access to the various forms of financial assistance as provided for in the Program. Author of this article takes the view that they have been aptly chosen and should result in effective implementation of the objectives of the current Rural Development Programme.

Opis:: Problematyka artykułu obejmuje zagadnienia związane z wdrażaniem reformy Wspólnej Polityki Rolnej w kierunku wzmocnienia dochodowości i poprawy konkurencyjności rolnictwa. Jego celem jest ocena zaproponowanych na poziomie unijnym prawnych instrumentów w tym zakresie oraz udzielenie odpowiedzi na pytanie, czy przyjęte rozwiązania normatywne mogą służyć poprawie dochodowości rodzimych producentów rolnych. W konkluzji stwierdzono, że reforma przewiduje szereg instrumentów oddziałujących na rozwój konkurencyjności w rolnictwie, a tym samym poprawiających ich dochodowość. Ich implementacja wynika zarówno z wyznaczonych jej kierunków w teorii adekwatnych do potrzeb sektora, jak i ze zobowiązań międzynarodowych i przyjętej strategii Europejski Zielony Ład. Mimo że stanowią one zachętę dla producentów rolnych do modyfikacji stosowanych przez nich metod produkcji czy działań w obszarze okołorolniczym, to i tak od ich działań zależy wzmocnienie ich pozycji rynkowej.
La problematica discussa nell’articolo abbraccia questioni legate all’attuazione della riforma della politica agricola comune che va in una direzione di rafforzare la redditività e di migliorare la competitività dell’agricoltura. L’articolo si propone di valutare gli strumenti giuridici proposti a tal proposito a livello dell’UE, oltre che di rispondere alla domanda se le soluzioni normative adottate possano portare a migliorare la redditività dei produttori agricoli nazionali. Nella parte conclusiva è stato appurato che la riforma prevede una serie di strumenti che influiscano sullo sviluppo della competitività in agricoltura e quindi migliorino la sua redditività. La loro attuazione è dovuta sia alle implicazioni teoriche, adeguate alle esigenze del settore, sia agli obblighi internazionali e alla strategia di Green Deal europeo adottata. Sebbene, per i produttori agricoli, essi rappresentino un incentivo a modificare i metodi di produzione, o le attività connesse all’agricoltura, sono le attività da loro intraprese a rafforzare la loro posizione di mercato.
The article covers issues related to the implementation of the Common Agricultural Policy reform aimed at strengthening profitability and improving competitiveness of agriculture. Its aim is to assess the legal instruments proposed at the EU level in this respect and to determine whether the adopted normative solutions can serve to improve the profitability of domestic agricultural producers. In conclusion it is stated that the reform provides for a number of instruments that influence the development of competitiveness in agriculture and thereby improve the profitability of the agricultural business. Their implementation results both from the directions of the reform formulated with a view of meeting the needs of the sector, as well as from international obligations and the adopted European Green Deal Strategy. However, although the incentives created prompt the agricultural producers to modify their production methods and ways or activities undertaken in the fields related to agriculture, the strengthening of their market position depends on their operation.

Opis:: Developments in the global food economy and the increasing extent of globalization and trade liberalization pose new challenges for Polish agriculture. To meet these challenges it is essential for the agricultural and food industries to improve their competitiveness. This paper examines whether the funds allocated to Poland in the new budget perspective 2014-2020, and changes in the Common Agricultural Policy (CAP) as well as the increase in demand for food in developing countries will have a positive impact on the Polish agriculture and increase its competitiveness. The following issues will be examined: The financial framework of the EU budget, with particular emphasis on EU funds for agriculture and rural areas; The consequences of changes in the CAP; Analysis of the Rural Development Programme in Poland in the years 2014-2020; Analysis of the increase in demand for food in developing countries with large populations, The influence of transnational corporations on the control and formation of prices in the food sector.
Współczesne badania nad świadczeniami (usługami) ekosystemów (środowiska) potwierdzają rangę i znaczenie środowiska przyrodniczego i jego zasobów dla kształtowania dobrobytu człowieka. Szczególnie mocno akcentują ochronę żywych zasobów przyrody dla zachowania bioróżnorodności, która jest niezbędna dla utrzymania podstawowych procesów ekologicznych oraz zapewnienie trwałości użytkowania tychże zasobów. W efekcie ochrona bioróżnorodności to nie tylko problem przyrodniczy, ale również problem ekonomiczny i społeczny, dobrobytu i jakości życia. Zatem różnorodność biologiczna jest niezbędnym warunkiem zapewnienia bezpieczeństwa ekologicznego zachowania ciągłości procesów przyrodniczych, warunków i jakości życia oraz potencjału gospodarczego. Głównym celem artykułu jest wskazanie teoretycznych podstaw ochrony bioróżnorodności z perspektywy nauk przyrodniczych i ekonomicznych oraz identyfikacja zróżnicowań poziomu ochrony bioróżnorodności w krajach Unii Europejskiej. Celem szczegółowym jest wskazaniu form ochrony przyrody jako instrument ochrony bioróżnorodności oraz dokonanie przeglądu ustanawianych form ochrony przyrody w wybranych krajach UE. Dla realizacji tak założonego celu dokonano przeglądu literatury z zakresu nauk przyrodniczych, ekonomicznych i prawnych oraz aktualnych czasopism z zakresu naukprzyrodniczych prezentujących badania naukowe w obszarze bioróżnorodności. Analiza porównawcza została przygotowana w oparciu o dane statystyczne pochodzących z różnorodnych zasobów statystyki międzynarodowej (OECD, EUROSTAT, EEA).
