The paper examines the issue of relevancy of social pacts in the shape that has developed in the Western Europe to a specific environment of Central and Eastern Europe. Firstly, experiences of western European countries with social pacting are summarised ('the western recipe'), with a particular emphasis put on significant similarities observable between the western European countries that managed to sign social pacts. Secondly, attempts undertaken in Central and Eastern Europe in tripartite negotiations aiming at concluding social pacts are reviewed. Finally, an arguably main difference between old and new member states in the context of social dialogue is discussed, that is multiemployer collective bargaining, which while retaining relatively strong position in the west, plays marginal role in the east.

The essay above is a part of the book The Enlightenment between East and West. The Case of Poland, which is an attempt to show Polish Enlightenment in European context. It is based on a hypothesis that Enlightenment, which was deeply conscious of its European roots and character and treated Europism as a very important value, has had a decisive influence on the European model of modern culture and civilization. Enlightenment, however, in very different ways and degree formed national cultures in Europe, especially in Central-Europe. In the book special attention is paid to the analysis of Central-European Enlightenment which has always been almost entirely omitted in syntheses of European Enlightenment Culture. The author attempts to appraise the mechanisms of the development and functioning of the Enlightenment and also the achievements in the field of literature. Polish Enlightenment is the focus of the book, as the most characteristic and the richest and the most fully developed one in Central-Europe. Two other Central-European variants: the Hungarian and South-Slavonic form proper perspective for comparison. They are confronted not only with the Central-European model, but also with Western-European Enlightenment presented in the book through the prism of two models: the English and French model and also the German variant. Eastern-European Enlightenment – primarily Russian Enlightenment – also forms an important point of reference. Many pages of the book have been devoted to the analysis of the different national ways to Enlightenment, exposing the coherence between their structures and the specific character of European development, the paths of which forked in the beginning of modern history, at the end of the XV century.

The article discusses the historical mutability and political connotations of the geographical signifiers Eastern and Central Europe, and the chronotope Post-Soviet / Post-Communist Europe. It considers the tensions present in these denominations, arguing for the need to defamiliarize and re-define them. Three major sections survey the circumstances that shaped the referential and connotative values of the terms from the Enlightenment to the era of European integration. The article notes commonalities in the defining experiences of the countries in the east of Europe: their emergence from the ruins of former empires (Habsburg, Russian, Ottoman) and of the Soviet bloc. It considers whether the spatial terms have been developed from within or imposed from the outside, and discusses how they have perpetuated stereotypes of the region under consideration and its people(s) and generated enduring cultural myths. It concludes by proposing terms that recoup the cultural significance of the region—East-Central Europe, its close correlative East-Centre Europe, the neologism Europeast—and by alerting scholars working on transnational Shakespeare adaptations to the importance of recontextualizing research in individual national traditions as part of a larger investigation of the mutual translatability of shared experiences.

Opis:
Functions of political borders as a spatial barriers have been analysed in the paper. A direct and an indirect (through the border region) impact of the borders has been distinguished. It was found that intra-EU borders and one between Belarus and Russia play the least direct role as a spatial barrier. By contrast, the worst situation is on the borders of Ukraine with Transnistria, occupied Crimea and the so-called Donetsk People’s Republic and the Luhansk People’s Republic. When it comes to the borderland areas, the worst situation is in the border regions of Ukraine with Russia.

The aim of the article is to review the situation in terms of changes in the population of large cities in Central and East-Central Europe. Cities with a population above 300,000 inhabitants in 2004 were considered as large. The time frame of the analysis covers the period between 2004 and 2014. In total, the study involved 59 cities, of which in 31 an increase in the official number of inhabitants was recorded, and in 29 a decrease. It was found that the largest increase occurred mainly in the capital cities and in cities attractive to tourists, while the biggest decrease in post-industrial cities. At the regional level, the highest percentage of large cities with a decrease in the official population was recorded in the Baltic States, Poland and Ukraine

The post-1989 transition from a centrally planned economy to a free-market economy generated new investment opportunities in Poland, heavily impacted by computerization. The article analyses the genesis, course and effects of implementation of computerization in a cartographic publishing house which spent several decades operating on a typical Central and Eastern European market. It also highlights the multi-dimensional nature of this process, presenting it in the context of political and socio-economic changes. The author indicates that the factors hindering efficient implementation of computerization were the very qualities which in the past determined the enterprise’s market potential: a great reserve of source and technical materials for publishing maps, efficient technological facilities, experienced employees and the management who sought modernization, but underestimated the potential of computerization and had to deal with its own psychological barriers related to the issue.

In Central and Eastern Europe populist regimes are attracting attention as are sult of the traumatic legacy of communism, the subsequent overburdening reforms and exhausting systemic transformation, resurgence of ever-lurking nationalism, regional conservatism, parochialism and cultural chauvinism, and/or as an example of the structural shortcomings of young democracies at the borders of civilization. The subject literature also indicates numerous and universal elements of populist governments, present as well in this part of Europe. Without prejudging the aptness and strength of these various concepts and arguments, this article is an attempt to include in these wideranging themes a particular issue that absorbs conservative populists, namely “childhood” and “children”. While the problem of children in politics has already received numerous interpretations, the importance of childhood in the right-wing populist discourse and politics has so far remained an issue discussed only occasionally. We put forward the thesis that children play an important and specific role in the right-wing populist superstructure - they constitute an illusory picture of the nation, an allegory of its renewal, as well as a convenient, though inconsistently used, instrument for achieving political, ideological and propaganda goals. Attitudes towards children can be an important characteristic of populism as such, and should be taken into account in research on the subject. We will illustrate these problems using the example of Poland and the populist Law and Justice (PiS) Party that is in power there now.

The text is a commentary on the book Modalności modernizmu (“Modalities of Modernism”) by Włodzimierz Bolecki which is regarded here as a pioneer synthesis. The authors bring attention to Bolecki’s model of thinking about Central and Eastern European modernism and ponder about the new perspectives that this model opens up. Special emphasis is put on the questions of methodology and training of a new generation of interpreters who should be equipped with the competences essential for conducting this type of research. Also, the attention is brought to cognitive benefits resulting from the perspective combining the description of the typical features of not only Polish modernism but also the Modernisms of the countries of Central and Eastern Europe, and especially, which is ever more evident in this context, not self-evident, unique character of Polish literature of the 19th and 20th centuries and the Polish turn towards modern culture in the studies of the recent decades. A broader presentation of a regional perspective which is suggested in the book by Bolecki, could help to explain the empty space on the map of parallel transformations in close, and yet individually different countries of the region, forcing us to revise our previous ways of thinking about literature and culture of modernism, as well as the languages of its description.

Poland and Hungary have been widely recognised as countries affected by illiberalism. This has undoubtedly created a challenging environment for interest groups; groups which are a touchstone for the quality of democratic processes. In this article, we aim to understand how preconditions for interest representation have changed due to illiberal drift through the eyes of interest groups operating in these two selected post-communist countries. In order to examine their perception of opportunity structures, interaction infrastructure as well as the level of political coordination under the new circumstances, we rely on quantitative research in the form of a survey carried out among interest group representatives. Our results indicate that the political systems of Poland and Hungary are still a mix of pluralist and corporatist features, however, the Polish political opportunity structures are still more open to input from civic society and interest groups have stronger positions compared to the situation in Hungary.

Najbardziej rozpowszechnionymi w literaturze popularnej i naukowej nazwami odnoszącymi się do wschodniej części Europy są wyrażenia Europa Środkowa lub Środkowo-wschodnia. Geograficzne uzasadnienie ma natomiast utrwalone w literaturze i świadomości społecznej rozróżnienie między Wschodem a Zachodem Europy. Jest ono także zgodne z realiami geopolitycznymi. W artykule przedstawione są przyczyny i konsekwencje upowszechnienia określeń sugerujących istnienie w naszej części Europy istnienie jednostki regionalnej odrębnej od Europy Wschodniej i Europy Zachodniej, wskazując na konieczność ich wyeliminowania z dyskursu naukowego. Jest to konieczne w celu zwiększenia precyzji języka geografii i geopolityki. Bez tego nie jest możliwe prawidłowego odzwierciedlanie rzeczywistości geograficznej przez te dyscypliny, co z kolei rzutuje na ich przydatność w kształtowaniu stosunków międzynarodowych.
The primary tool utilized to shape and influence both social consciousness and international relations are geographical names used in textbooks and in the public debate. Their usefulness depends, among others, on how they are correct and precise. Contemporary geography does not seem to serve well international relations. This is because numerous geographical names are ambiguous and not precise. The most common names nowadays concerning the eastern part of Europe, both in scientific discourse and in colloquial language, are the expressions of Central Europe and East-Central Europe. Although they find justification neither in geographical reality nor in geopolitical conditions, they have dominated not only the media and popular publications, but also scientific literature. If the disciplines of geography and geopolitics are to be useful in foreign policy and international relations, they must reflect, with maximum precision, the geographic reality. Therefore it is necessary to restore the old distinction between East and West in the scientific discourse, which reflects best the geographical reality and geopolitical conditions of Europe.

The review article deals with participation of independent media in the debate on the notion of Central-Eastern Europe in Czechoslovakia and Poland. Participants of this debate (Polish, Czech and Slovak writers, intellectuals and journalists) symbolically neutralized the cold-war division of the world (iron curtain) and liquidated barriers between socialist countries being the parts of the Soviet empire.
