    The article analyses key cybersecurity trends against the background of the COVID-19 pandemic, trends that could lead to an increase in cyber threats. It also looks at cyber threats related to remote work in this period. Foreign experience in counteracting the spread of disinformation online, about COVID-19, has been studied. A global trend for strengthening law enforcement control over cyberspace content, network traffic, and digital devices of users has been identified. It has been established that some states are finding it difficult to counteract the spread of coronavirus-related threats and are sometimes resorting to violating the traditional balance of rights and freedoms of citizens in cyberspace, in fact, legalising cyber-surveillance of citizens. The paper investigates the limits of state intervention in the lives of citizens in the face of a real threat to national security. In matters of cybersecurity in the medical sphere, a shift of emphasis from the problem of protection of personal data of patients to the protection of key functions of the medical sphere is revealed. Mechanisms for implementing cybersecurity to counter the spread of fake news (misinformation) on the internet, about COVID-19, are substantiated. Practical tools and cybersecurity measures used during the COVID-19 pandemic are recommended for Ukrainian authorities. The importance of creating appropriate conditions for ensuring the balance between the implementation of restrictive policies in the field of cybersecurity and ensuring freedom of speech and openness of the internet is proven.

    The purpose of the article is to discuss a new category of threat to the economic security of the state, which is the phenomenon of creation and dissemination of fake news. The analysis was conducted during a difficult period of coronavirus spread. This timing is particularly important as most countries around the world are experiencing negative economic impacts from the emergence of COVID-19. Economic systems, including Poland’s, are exposed to unprecedented challenges. This particular time may favor many state-level stakeholders or multinational corporations to weaken the Polish state. In the article the author analyzed fake news that appeared in the public space after 13 March 2020. Additionally, as a case study, he presented mechanisms developed in one of the institutions of the financial safety net in Poland.

    Opis:
    Pandemia COVID-19 i towarzysząca jej infodemia zmieniły sposób pracy dziennikarzy, także w zakresie weryfikowania informacji. Celem niniejszego tekstu jest ukazanie zmian, jakie zaszły w tym obszarze, czemu służy analiza wyników przeprowadzonego badania sondażowego. Metody badań: badanie zrealizowano techniką CAWI wśród dziennikarzy znajdujących się w bazach Polskiej Agencji Prasowej, w maju 2020 roku. Otrzymano 316 wypełnionych kwestionariuszy. Sprawdzono, czy dziennikarze deklarowali weryfikowanie uzyskiwanych informacji (w tym informacji przekazywanych im bezpośrednio przez firmy) oraz czy korzystali z serwisów fact-checkingowych. Wyniki i wnioski: dokładniejsza weryfikacja informacji pochodzących z różnych źródeł rzeczywiście miała miejsce, jednak stosunek dziennikarzy do fact-checkingu nie zmienił się. Oryginalność/wartość poznawcza: wartość poznawcza pracy wynika przede wszystkim z oryginalnych badań, które zostały w niej zaprezentowane.
    The COVID-19 pandemic and the accompanying infodemic have changed the way journalists work, also in terms of verifying information. The objective of this work is to present the changes that resulted from the survey. The research was carried out among journalists. Research methods: The research was carried out in May 2020 using the CAWI technique among Polish journalists located in the databases of the Polish Press Agency. Three hundred and sixteen questionnaire replies were received. It was checked whether journalists declared having verified the information received (including information provided directly to them by companies) and whether they used fact-checking services. Results and conclusions: A more thorough verification of information from various sources has indeed taken place, the attitude of journalists towards fact-checking has not changed. Originality and cognitive value: The cognitive value of the work lies primarily in the original research presented in it.

    The purpose of the analysis described in the text was to identify the characteristic features of the infodemic as a phenomenon on the example of the infodemic accompanying the COVID-19 epidemic in 2020. The author began with the definition developed by the World Health Organization in 2018, and traced the earliest scientific studies describing the phenomenon. Then, based on results of the examination of the studies and experts’ comments relating to the COVID-19 infodemic, the author described the main features of infodemic and their indicators. As a result of the investigation, the author decided to add four additional features to the initial infodemic characteristics. This is a new approach to the topic: the scientific literature on the does not contain such detailed characteristics of infodemic and focuses rather on selected phenomena associated with it.

    Wybuch pandemii w pierwszych miesiącach 2020 roku znacząco wpłynął na życie społeczne, polityczne i gospodarcze Polaków. W dużym stopniu zmienił też same media i pracę dziennikarzy, którzy po początkowym chaosie związanym z nadmiarem informacji, „infodemią”, z czasem skupili się głównie na przekazywaniu doniesień o statystykach zachorowań, sytuacji w szpitalach, ograniczeniach nałożonych przez rząd czy odmrażaniu kolejnych dziedzin gospodarki. Celem artykułu jest pokazanie, jak zmiany związane z pandemią i wynikające z nich istotne ograniczenia w komunikowaniu wpłynęły na treść programów informacyjnych oraz funkcjonowanie samych mediów i środowiska dziennikarskiego w Olsztynie. Analizie poddano regionalną telewizję publiczną – TVP3 Olsztyn. Przedstawiono wybrane wyniki badań własnych, jak też publikowanych.
    The outbreak of the pandemic in the first months of 2020 significantly affected the social, political and economic life of Poles. It also substantially impacted the media and journalists themselves who, following the “infodemy” – the initial confusion caused by the excess of information – gradually shifted their focus towards informing about the statistics of illnesses, the situation in hospitals, the restrictions imposed by the government or on the unfreezing of subsequent segments of the economy. The purpose of this article is to show how the changes related to the pandemic and the resulting significant restrictions in communication have affected the content of news programs, the functioning of the media and the journalistic environment in Olsztyn. The analysis covered activities of the regional public television, TVP3 Olsztyn. Selected results of own and published research were presented.

Systemy gospodarcze, w tym Polski, muszą się mierzyć z niespotykanymi wyzwaniami. Ten szczególny czas może sprzyjać wielu podmiotom na poziomie państw lub międzynarodowych korporacji, które chciałyby osłabić państwo polskie. W artykule autor przeanalizował fake newsy, które pojawiły się w przestrzeni publicznej po 13 marca 2020 r. Dodatkowo – jako case study – zaprezentował mechanizmy wypracowane w jednej z instytucji sieci bezpieczeństwa finansowego w Polsce.

    The Paper explores the problem of fake news and disinformation campaigns in the turmoil era of the COVID-19 coronavirus pandemic. The Author addresses the problem from the perspective of Crime Science, identifying the actual and potential impact of fake news propagation on both the social fabric and the work of the law-enforcement and security services. The Author covers various vectors of disinformation campaigns and offers the overview of challenges associated with the use of deep fakes and the abuse of Artificial Intelligence, Machine-, Deep- and Reinforcement-Learning technologies. The Paper provides the outline of preventive strategies that might be used to mitigate the consequences of fake news proliferation, including the introduction of counter-narratives and the use of AI as countermeasure available to the law-enforcement and public safety agencies. The Author also highlights other threats and forms of crime leveraging the pandemic crisis. As the Paper deals with the current and rapidly evolving phenomenon, it is based on qualitative research and uses the most up-to-date, reliable open-source information, including the Web-based material.
