Celem pracy jest zdefiniowanie bezpieczeństwa transgranicznego, próba wytyczenia nowego kierunku jego rozwoju, oraz ukazanie istotnych problemów dotyczących funkcjonowania systemu ochrony granicy państwowej i sformułowanie wskazówek służących ich rozwiązaniu. Materiał badawczy stanowi literatura fachowa związana z szeroko pojętym bezpieczeństwem. Metoda badawcza to analiza tekstu i danych statystycznych. Wyniki badań koncentrują się na przedstawieniu nieprawidłowości i różnic pomiędzy założeniami teoretycznymi, a stanem rzeczywistym bezpieczeństwa transgranicznego RP. Wnioski płynące z analizowanych badań pozwalają stwierdzić, iż poprawa ,,Założeń wieloletniej koncepcji funkcjonowania Straży Granicznej na lata 2009-2015» znacząco wpłynie na proces umacniania bezpieczeństwa transgranicznego Polski.
The aim of this paper is to define the cross-border security and to attempt the delineation of a new direction for its development, as well as to show the important issues relating to the functioning of the state border protection and make suggestions for their solution. The research material is literature related to the wider security, as well as the Border Guard statistics. The test method is the analysis of text and statistics. The results of the research focused on the presentation of the discrepancies and differences between the theoretical assumptions and the actual state of the Polish cross-border security. The conclusions of the included studies allow us to conclude that the long-term improvement ,,Assumptions Border Guard operation concept for 2009-2015” significantly affect the process of strengthening Polish cross-border security.

Author analyses in the article the problem of functioning of the external borders of the Republic of Poland in the Schengen area. The text frames the analysis in the context of the political science. The author discusses the changes in state system of protection of the state border of the Republic of Poland resulting from the integration of the Republic of Poland with the European Union, in particular with the Schengen area. The basic objective of the article is the analysis of the scope and type of organisational and administrative-logistic undertakings in the field of border protection after Poland’s participation in the Schengen Area. The analysis is started with characterisation of changes in the system of management of the state border and the ways of functioning of border services in connection with the accession to the EU were characterised. EU requirements for strengthening border infrastructure and the system of cooperation between institutions responsible for border security were also analysed. As a result, the accession of the Republic of Poland to the Schengen area entailed a complete change in the strategy of managing the state borders. Autor analizuje w artykule problem funkcjonowania granic zewnętrznych Rzeczypospolitej Polskiej w strefie Schengen. Tekst sytuuje się w obszarze nauk o polityce. Autor omawia zmiany systemu ochrony granicy państwowej Rzeczypospolitej Polskiej, wynikające z integracji Rzeczypospolitej Polskiej z Unią Europejską, w szczególności ze strefą Schengen. Celem podstawowym artykułu jest analiza zakresu i rodzaju przedsięwzięć organizacyjnych i administracyjno-logistycznych w zakresie ochrony granicy po przystąpieniu Polski do strefy Schengen. W pierwszej kolejności scharakteryzowano zmiany systemu zarządzania granicą państwową oraz sposobów funkcjonowania służb granicznych w związku z akcesją do UE. Analizie zostały również poddane unijne wymogi zarówno w zakresie wzmocnienia infrastruktury granicznej, jak i systemu współpracy instytucji odpowiedzialnych za bezpieczeństwo granic. W efekcie przystąpienie Rzeczypospolitej Polskiej do strefy Schengen wiązało się z całkowitą zmianą strategii zarządzania granicami państwa.

Celem artykułu jest analiza roli Straży Granicznej w kontekście funkcjonowania umowy o małym ruchu granicznym z Rosją w latach 2012–2016 oraz wpływu tej formacji na stan bezpieczeństwa wschodniej granicy RP. Zwrócono uwagę na konieczność zmian, jakim (po akcesji Polski do struktur unijnych) ulec musiał cały system ochrony granic, w tym służb porządku publicznego. Analizie poddano instytucję małego ruchu granicznego obowiązującego na pograniczu polsko-rosyjskim. Na podstawie danych statystycznych zarejestrowanych przez Warmińsko-Mazurski Oddział Straży Granicznej przedstawiono zakres zmian w intensywności ruchu granicznego odbywającego się przez przejścia graniczne podległe Warmińsko-Mazurskiemu Oddziałowi Straży Granicznej oraz wskazano system naruszeń wynikających z niedostosowywania się do przepisów regulujących zasady reżimu.
The article aims to determine the role of Border Guard in the context of local border traffic contracts functioning and the impact of the formation on the Polish eastern border security. The necessity of changes in the whole system of borders’ security, including public order services, which needed to be introduced (after Poland’s accession to the EU) was paid attention. The institution of local border traffic, being in force on the Poland-Russia borderline, was analysed. The range of changes in the intensity of local border traffic running through crossing points subordinated to Warmia and Mazury Branch of Border Guard was depicted on the grounds of statistics registered by Warmia and Mazury Branch of Border Guard. Furthermore, the system of violations, which stem from the failure to comply with the rules regulating the system, was also indicated.

Publikacja jest poświęcona dziejom dwóch najważniejszych formacji granicznych z okresu II Rzeczypospolitej: Straży Granicznej (1928-1939) i Korpusowi Ochrony Pogranicza (1924-1939). Opisana została geneza ich utworzenia, struktura organizacyjna, zadania oraz formy i metody działania. Wspomniano o walkach toczonych w wojnie 1939 r. przeciwko dwóm agresorom: niemieckiemu i sowieckiemu. W tekście zamieszczono ponadto biogramy komendantów i dowódców ww. formacji.
The publication is devoted to the history of two most important border formations of the Second Polish Republic: Border Guard (1928-1939) and the Border Security Corps (1924-1939). the description consists on genesis of their creation, organizational structure, tasks, forms and methods of operation. There was also a recall of battles during the war of 1939 against the two aggressors: German and Soviet. in addition the text contains biographies of commanders and commanders of the above mentioned formations.

Głównym celem niniejszego artykułu jest prezentacja historii i rozwoju Nadbużańskiego Oddziału Straży Granicznej od początku istnienia do 2011 r.
In the Polish system of internal security, tasks of the state border protection are carried out by Border Guard. Established in 1991, independent and subordinated to Ministry of Internal Affairs formation plays significant role in national and European dimension, as body responsible for safety of external border of United Europe. Very important element of formation is Nadbużański Border Guard Regional Unit. This body is responsible for protection external EU border partly with Ukraine and Belarus. the main goal of  this study is presentation history and process of development of Nadbużański Border Regional Guard Unit since its beginning to 2011.

In the position of the Sejm a statement was proposed that the appealed provision of the Act on the Border Guard, in the area in which it stipulates that an officer entitled to a functional allowance is not entitled to time off from service in exchange for service overtime exceeding service standards, is compliant with the indicated provision of the European Social Charter drawn up in Turin on 18th October 18 1961. The Applicant emphasized that the legislator did not comply with the provisions of the ESC, for he deprived Border Guard officers serving in independent or managerial positions of the right to free time or remuneration for the time of service performed in overtime. In the justification of the position, it was stated that Article 4 of the ESC does not determine the extent of additional remuneration that employees are entitled to for overtime work. Therefore the national legislator has been left with far-reaching freedom to define the rules of remuneration of employees.

Cross-border cooperation constitutes one of the most important projects within the European ‘architecture’, and entails an entire system consisting of international public law, European integration, subsidiarity and partnership parameters, decentralisation and regionalisation, as well as international and domestic security parameters. It is one of the priorities of the European neighbourhood and strategic partnership policy. Cross-border cooperation focuses on member states and states utilising the European Neighbourhood and Partnership Instrument. It applies to both land and sea borders. With regard to cooperation aimed at ensuring Polish border security, two levels can be defined: 1. cooperation with the neighbouring states and domestic institutions with regard to the system of managing state border security, focused primarily on actions relating to preventing and counteracting cross-border crime; 2. cooperation benefiting third countries (countries which are not neighbours) which is advisory in nature and entails sharing experience and best practices. In this paper, I analyse various methods and forms of cross-border cooperation on the international and domestic level.

Illegal migration is one of the most frequently committed border crimes. The cooperation of states and specialized services in the field of combating and counteracting illegal migration is an expression of the implementation of the overriding goal, which is the security of the state and its citizens. As shown by the statistics of the Border Guard, the Polish-Ukrainian border is characterized by the greatest personal traffic. In 2009-2019, most illegal immigration was recorded on this section of the border. The article discusses the scale and scope of the phenomenon of illegal immigration on the Polish-Ukrainian border, and highlights the cooperation of services and organizations competent in this field.
Незаконная миграция является одним из наиболее частых преступлений на границе. Сотрудничество государств и специализированных служб в борьбе с нелегальной миграцией и ее предотвращением выражает важнейшую цель, которая состоит в обеспечении безопасности государства и его граждан. Как показывает статистика Пограничной службы, польско-украинская граница характеризуется наибольшим пассажиропотоком. В 2009-2019 годах на этом пограничном участке было зарегистрировано наибольшее число случаев незаконной иммиграции. В статье обсуждаются масштабы и диапазон нелегальной иммиграции на польско-украинской границе, а также обращается внимание на сотрудничество служб и организаций, компетентных в этой области.

Autor pokazuje wkład formacji granicznej w podniesienie stanu bezpieczeństwa wewnętrznego państwa. Powyższy artykuł stanowi zaczątek do dyskusji nad rolą formacji granicznych w zwalczaniu przestępczości zorganizowanej.
The above article deals with the issue of cross-border crime. The article consists of two integral parts. In the first one, the author presents the basic concepts of cross-border crime as well as the role and tasks of the Border Guard in combating border crime. In the second part, based on the statistical data of the Bieszczady Border Guard Unit in the field of combating border crime, the author shows the contribution of the border formation in improving the state of internal security of the state. The above article is the beginning of a discussion on the role of border formations in combating organized crime.

Opis:
The increasing intensity of economic relations and market processes, raises the need for aviation - including unmanned aviation, which is now becoming a valuable tool in the hands of various state bodies and institutions. It is also gaining particular importance in the protection of the state border. The article presents the characteristics and explains the purpose of the Border Guard, as well as the scope of its tasks and key problems in this area. Examples of incidents involving the use of unmanned aerial vehicles for criminal purposes mainly on the Polish-Ukrainian border are also presented. Projects related to the security of the state border should be of a protective nature against illegal migration, smuggling or other threats. Improving the Border Guard's ability to detect crimes should be a priority especially in the era of escalation of the armed conflict on the Ukrainian side. The purpose of the article is to present the threats of border crime on the example of the Bug River Branch of the Border Guard in Chełm and to indicate the legitimacy of strengthening their potential through the use of unmanned aerial vehicles in the implementation of current tasks. In parallel, the largescale use of anti-drone systems is recommended. The authors also emphasize the need for continuous education of the public coming from the border regions and the creation of legal regulations to destroy or incapacitate flying objects that illegally cross the Polish border.
Rosnąca intensywność stosunków gospodarczych oraz procesów rynkowych, zwiększa zapotrzebowanie na lotnictwo – także bezzałogowe, które staje się obecnie wartościowym narzędziem w rękach różnych organów i instytucji państwowych. Szczególnego znaczenia nabiera również w ochronie granicy państwowej. W artykule została przedstawiona charakterystyka i wyjaśniono przeznaczenie Straży Granicznej oraz zakres realizowanych zadań i kluczowe w tym obszarze problemy. Zaprezentowano również przykłady incydentów z wykorzystaniem bezzałogowych statków powietrznych w celach przestępczych głównie na granicy polsko – ukraińskiej. Przedsięwzięcia związane z ochroną granicy państwowej powinny mieć charakter zabezpieczający przed nielegalną migracją, przemytem czy innymi zagrożeniami. Podnoszenie zdolności Straży Granicznej do wykrywania przestępstw powinno być priorytetem szczególnie w dobie eskalacji konfliktu zbrojnego po stronie ukraińskiej. Celem artykułu jest przedstawienie zagrożeń związanych z przestępczością graniczną na przykładzie Nadbużańskiego Oddziału Straży Granicznej w Chełmie i wskazanie zasadności wzmocnienia ich potencjału poprzez wykorzystanie BSP w realizacji bieżących zadań. Równolegle rekomendowane jest zastosowanie na szeroką skalę systemów antydronowych. Autorzy podkreślają również konieczność ciągłej edukacji społeczeństwa pochodzącego z rejonów pogranicza oraz stworzenie przepisów prawnych umożliwiających zniszczenie lub ubezwładnianie latających obiektów, które nielegalnie przekraczają granicę RP.

Omówione w nim zostały losy trzech Brygad Ochrony Pogranicza, podlaskiej, nadbużańskiej i przemyskiej, na przełomie lat 1945-1991. Autor przedstawił struktury organizacyjne wschodnich brygad WOP oraz wskazał powody ich zmian w całym okresie funkcjonowania Wojsk Ochrony Pogranicza w Polsce. Ciekawym elementem artykułu jest opisywana przez autora koncepcja odejścia od bezpośredniej ochrony wschodniej granicy Polski w latach 1956-1957. Powołanie w miejsce brygad jedynie trzech kilkudziesięcioosobowych grup manewrowych powodowało, że polska granica wschodnia chroniona była w zasadzie jedynie przez Wojska Ochrony Pogranicza ZSSR. Problematyka dotycząca WOP i ochrony wschodniej granicy Polski po II wojnie światowej wymaga od historyków zajmujących się tymi zagadnieniami jeszcze wielu badań. Polska granica wschodnia w czasach PRL pozostała w cieniu zarówno wydarzeń politycznych, jak społecznych. Autor uważa, że artykuł ten pozwoli choć trochę przybliżyć i poznać to skomplikowane zagadnienie jakim była ochrona wschodniej granicy Polski w latach 1945-1991.
The present article is concerned with the issue of controlling the eastern border of the Republic of Poland by the Border Guard. the history of three Border Guard Brigades is discussed in it: that of the Podlaska, Nadbużańska and Przemyska ones, in the years 1945-1991. the author presents the organizational structure of the eastern brigades of the BG and points to the reasons why it was changed in the period when the Border Guard performed its duties in Poland. the conception of departing from the direct control of the eastern border of Poland in the years 1956-1957 that the author describes, is an interesting element of the article. Establishing only three maneuver groups, each numbering several dozen men, instead of the brigades was the cause why the Polish border was in fact controlled by the Soviet Border Guard only. the issue of the Border Guard and of controlling the eastern border of Poland after World War II requires further research on the part of the historians studying the problem. the Polish eastern border at the time of the Polish People's Republic remained in the shadow of both political and social events. the author hopes that the article to some extent helps explain the complicated issue of controlling the Polish border in the years 1945-1991.

Terrorism and ecoterrorism are one of the contemporary public safety threats in Po-land. The emerging radical ideologies that assume violence and terror find their sup-porters, which enforce state activity. Both the Police and the Border Guard, guarding the broadly understood security and public order, are obliged to counteract and combat terrorism. This article presents considerations regarding counteracting and combating terrorism and ecoterrorism in Poland by the Police and the Border Guard. Thanks to their activities, it is possible to identify terrorist threats and counteract them, as well as to prosecute the perpetrators of acts of terrorism.

Straż Graniczna jest jednym z elementów systemu zarządzania kryzysowego. Niniejszy artykuł przedstawia rozwiązania systemowe zastosowane wewnątrz formacji umundurowanej, jaką jest straż graniczna, w zakresie działań jej funkcjonariuszy w sytuacjach nadzwyczajnych zagrożeń dla ludzi i środowiska, a także umiejscowienie jej w systemie zarządzania kryzysowego Rzeczypospolitej Polskiej.

Protection of state border is that except main tasks and executing of control of boundary movement (traffic) executes tasks in extraordinary situations of threats for people also and environments. the present (hereby) article presents system solutions employed be inside of formation provide with a uniform in range of operation of officer of Border Guard in extraordinary situations of threats for people that Border Guard and environments as well as seat of its (her) in system of crisis management of Polish Republic.

Celem niniejszego artykułu jest przedstawienie – w ogólnym zarysie – podstaw prawnych i organizacyjnych działalności Straży Granicznej w dwudziestoleciu międzywojennym. Okres ten można podzielić na dwa etapy. Pierwszy: lata 1918-1928, drugi 1928-1939. Granicę pomiędzy nimi wyznacza rozporządzenie Prezydenta RP z 22 marca 1928 r., na mocy którego na miejsce Straży Celnej powołano do życia – zorganizowaną na wzór wojskowy – Straż Graniczną. Fakt odzyskania w listopadzie 1918 r. niepodległości stanowi dla narodu polskiego wydarzenie o przełomowym i historycznym znaczeniu. Po niemal 123 latach Polska w wyznaczonych na konferencji w Wersalu granicach znalazła się ponownie na mapie Europy. Ale już wkrótce byt niepodległego państwa polskiego, został zagrożony (konflikt polsko-ukraiński 1918-1919, wojna polsko-bolszewicka 1920-1921), toteż obrona jego granic stała się najważniejszym zadaniem władz II RP. W związku z tym należało w krótkim czasie – na podstawie nowych już przepisów prawnych – zbudować sprawną, skuteczną strukturę (bardzo ważną rolę w tym zakresie odegrało przygotowanie, wyszkolenie kadr oraz wyposażenie ich w nowoczesny sprzęt) straży granicznej. Najtrudniejszy egzamin przyszło zdać żołnierzom i oficerom, którzy strzegli polskich granic we wrześniu 1939 r. Tragicznym  pokłosiem sowieckiej agresji (17 września 1939 r.) była zbrodnia katyńska dokonana przez NKWD wiosną 1940 r. W masowych mogiłach Katynia miejsce wiecznego spoczynku znaleźli także oficerowie Korpusu Ochrony Pogranicza, wśród nich pochodzący z Przemyśla Romuald Dziedziuk (2. pułk piechoty).
The purpose of this article is to outline the legal and organisational foundations of the activity of the Border Guard during the two decades that intervenen between the wars. This time can be divided into two periods: 1918-1928 and 1928-1939. the transition between them was marked by the President's order of 22 March 1928, whereby the Border Guard was called into existence to supersede the former Customs Guard. Its structure was modelled upon that of the military. the recovery of independence in 1918 was a milestone in the Polish history. After nearly 123 years, Poland found its place on the map of Europe within the limits determined by the treaty of Versailles. Soon the independent existence of the Polish State became threatened (the Polish-Ukrainian conflict in 1918-1919, the Polish-Bolshevik War of 1920-1921), so for the Polish state authorities a defence of the country's borders was top priority. Hence, within new legislation, it became necessary to build an efficient structure of border guard (preparation and training of personnel as well as provision of modern equipment were vital). the hardest test awaited soldiers and officers who defended the Polish borders in the September of 1939. the tragic aftermath of the Soviet invasion (17 September 1939) was the Katyń Massacre, conducted by NKWD in the spring of 1940. the mass graves at Katyń also accommodated the bodies of Border Protection Corps officers, including the body of Romulad Dziedziuk of Przemyśl (2nd Infantry Regiment).
