El objetivo de este trabajo es analizar el Régimen de Regularización Migratoria para ciudadanos senegaleses realizado en el año 2013 en el contexto de la nueva ley migratoria argentina, ley enmarcada en la perspectiva de la gobernabilidad migratoria. Las ideas que exponemos son resultados preliminares de una investigación en curso enfocada en analizar el impacto que tuvo el programa regulatorio en el colectivo de migrantes senegaleses. El caso senegalés vuelve a mostrar las limitaciones de la ley de migraciones, más allá de sus avances en materia de derechos para los migrantes. La inmigración persiste concebida como problema a partir de la irregularidad, donde los migrantes sólo pueden ser aceptados cuando su presencia lo amerita o cuando demuestran medios de vida “lícitos y útiles”. Y si bien para la ley la migración es un derecho, éste es ejercido de manera discrecional hacia ciertos grupos, por ejemplo, a través de la exigencia de visados.
The purpose of this study is to analyze the regime of migratory regularization for Senegalese ci-tizens in the year 2013 in the context of the new Argentine immigration law. The ideas that we present are preliminary results of an ongoing study focused on analyzing the impact that the regulatory program had on the collective of Senegalese migrants. The Senegalese case shows the limitations of migration law, beyond advancement of rights for migrants. Immigration continues to be conceived as a problem of irregularity, migrants can only be accepted when something warrants their presence or when they show that their lives are “lawful and useful”. And while migration is a right, it is exercised in a discretionary way towards certain groups, for example, through the requirement of visas.

This paper reports on the ongoing impact of Covid-19 pandemic in daily life in Argentina, highlighting the initial consequences of the quarantine established on March 20th in an attempt to control the outbreak. We focus on the perception of the role of political authorities, the media and the impact on habits in everyday life, which are being re-shaped in this new context. Online interviews were conducted in different cities of the North, Center and South of Argentina, including the capital, Buenos Aires. This is an exploratory analysis of an ongoing public health event whose consequences are presently far from clear, but its current contours have forced people to modify their daily routines, if not their lives. We highlight extreme reactions, ranging from “indifference” to “panic” or “selfishness” with “solidarity” emerging as the desirable and adequate response to the situation of “mandatory social isolation” or quarantine. Amid the uncertainty regarding the present and the future, novel contours emerge that account for the specificity of a South American country marked by recurrent economic and social crises throughout almost its entire history. Argentina was already struggling with financial difficulties, rising poverty and a fragile labour market characterized by high rates of unemployment and informality. This already delicate scenario was worsened by the sudden irruption of the first cases of Covid-19.

The present article constitutes an attempt of a comprehensive description of the mining market of Argentina — a country that, apart from its relatively short mining tradition, within hardly more than a decade managed to build an impressive mining sector. The article contains information on the structure of mineral resources production, on the organisation of the mining market as well as on legal and economic conditions to be considered before starting business in Argentina.

A new gastropod fauna is reported from Chubut province of west−central Patagonia. Members of Trochoidea, Pseudo− melanoidea, Campaniloidea, and Nerinoidea are recorded from the Early Jurassic (Late Pliensbachian–Early Toarcian) of Mulanguińeu Formation. The gastropod fauna consists of two new species: the pseudomelaniid Pseudomelania feruglioisp. nov. and the protorculid Anulifera chubutensissp. nov. Other members of the association are Pseudomelania sp.; the ampulloispirids Globularia cf. catanlilensis, Globularia sp., and Naricopsina? sp.; the nerineids Nerinea? sp. 1 and Nerinea? sp. 2; the trochids Lithotrochus humblodtii, Lithotrochus cf.rothi, and two indeterminable trochids species. An analysis of diversity was made considering all gastropod fauna recovered so far from five fossiliferous localities sampled in west−central Patagonia. The preliminary results of this study suggests that the Jurassic marine sequences of west central Chubut province are dominated by gastropods of Eucyclidae, Pseudomelaniidae, Procerithiidae, and Ampullinidae groups. However, the rarefaction curves of particular marine gastropod faunas in the Jurassic of Patagonia are still far from saturation requiring further collecting effort.

The paper shows mechanisms and manifestations of the challenges for the security in the South American Tri-Border Area (Paraguay, Brazil and Argentina). It analyses the background of the activity of chosen organized crime and terrorist groups in this region. The article refers to some social and economic conditions for the spread of violence and illegal business in the area. It is focused on the most important dimensions of these problems and on the strategy implemented by South American governments to fight and prevent organized crime. The paper shows how the security forces deal with the threat and evaluate the impact of these efforts.

A new, relatively diverse gastropod fauna is reported from the Chubut province of west−central Patagonia. The gastropod association at the “El Córdoba” fossiliferous locality (Lower Toarcian of Osta Arena Formation) consists of three new species: the eucyclid Amberleya? espinosa sp. nov. and two procerithiids Cryptaulax damboreneae sp. nov. and Cryptaulax nulloi sp. nov. Other members of the association are the ataphrid Striatoconulus sp., discohelicid Colpomphalus? sp., and an undetermined zygopleurid. Knowledge on Early Jurassic gastropods from South America and other southern continents is reviewed to show that the taxonomic composition of the El Cordoba association strongly resembles other gastropod associations of this age (even those from Europe), suggesting a wide distribution of cosmopolitan genera.

The article addresses how Slovenians in Argentina ritualise memories of the socialist Yugoslavia. The Slovenian diaspora in Argentina was established by post-war refugees, who inextricably related the perception of Yugoslavia with memories of the Second World War, the communist revolution and, in particular, the post-war exile and extrajudicial mass executions. The article specifically analyses commemorations of the victims of communist violence as the central anti-Yugoslavian political ritual and argues that imageries of communism, Yugoslavia and the anticommunist struggle, all carefully ritualized in ceremonies and commemorations, not only reinforced the social memories of exile, but also catalysed the social organization of the diaspora, its political ideology, and the framework of its attitudes towards the homeland and the past.

The fossil record of Megatheriinae (Tardigrada, Megatheriidae) in Argentina extends from the Colloncuran (Middle Miocene of Patagonia) to the Lujanian (Late Pleistocene–Early Holocene of the Pampean region). In the Late Miocene of north−western Argentina, Megatheriinae is represented by just three species belonging to a single genus, Pyramiodontherium. Here, we describe a partial mandible and the phalanges of a third digit of the manus recovered from the Saladillo Formation (Upper Miocene) of Tucumán Province, and assign them to Anisodontherium sp. Anisodontherium is primarily characterized by mesiodistally compressed molariforms, an anterior margin of the coronoid process located posterior to m4, and a posterior margin of the mandibular symphysis located anterior to m1. While these features can also be observed in A. halmyronomum from the Arroyo Chasicó Formation (Buenos Aires Province, Pampean region), Anisodontherium sp. is smaller and more slender than the former. The shape of each molariform of Anisodontherium affects the total length of the molariform tooth row, and thus the interpretation of some characters used in cladistic and paleobiological analyses. The material described here adds to the knowledge of the mandibular and dental anatomy of early megatheriines. In addition, the occurrence of Anisodotherium in Tucumán Province provides the first record of this genus outside the Pampean region, and increases the diversity of megatheriines during the Late Miocene–Pliocene of north−western Argentina.

Aim/purpose – This paper investigates the accuracy of leading indicators in the case of the 2001 sovereign default crisis and the 2018 currency turmoil in Argentina.Design/methodology/approach – In this paper, we conducted early warning signals analysis based on a-priori selected variables. For each of the macroeconomic variables, we computed yearly changes and selected the threshold to minimise the noise-to-signal ratio, i.e. the ratio of percentage of false signals in ‘normal’ times to percentage of good signals in a two-year period preceding each of the crises.Findings – The predictive power of indicators differs significantly in various crisis episodes. For the 2001 crisis, the decline in value of bank deposits was the best leading indicator based on the noise-to-signal ratio. For the 2018 currency crisis, the lowest noise-to-signal ratio was observed for the lending-deposit rate ratio.Research implications/limitations – The survey is limited mostly by the data availability and their quality.Originality/value/contribution – This paper gives a complex review of the major early warning indicators in the context of the most recent history of Argentina’s economy. It applies a set of classical leading indicators to two modern cases of financial crises. The paper proposes an original ‘knocking the window’ approach to the presentation of traditional warning concepts in the context of current economic events.

The correlations and the influence of the monetary policy pursued by the central banks of developed countries, primarily by the Federal Reserve System (the central bank of the United States), on the economies of developing countries is a subject of research, especially since the outbreak of the last financial crisis. Decisions concerning shifts in attitudes in the monetary policy taken by the monetary authorities of the largest economies, influence investors’ behaviour. Due to globalization and financialization, short-term capital flows occur very quickly and on a significant scale. Argentina is an illustration of the consequences of monetary policy tapering by the FRS for the economy of a developing country. Argentina was supported during the period of disturbances by the International Monetary Fund. Nevertheless, it seems that this solution is insufficient in view of the globalization of the effects of the monetary policy pursued by the economically strongest countries.

Ordovician cephalopods from Western Gondwana are still poorly known and published data is in need of systematic and stratigraphical revision. In this work, the endocerid proterocameroceratid Protocyptendoceras from the Floian of the Eastern Cordillera of Argentina is revised using new material from La Ciénaga, 5 km upstream from Purmamarca. The species P. corvalani and P. teicherti are considered to be junior synonyms of P. fuenzalidae, which is redescribed in detail and reillustrated. Specimens preserve adapical parts of isolated siphuncles, related here to the presence of endocones in a posterior portion. Evidently P. fuenzalidae had a nektobenthic mode of life in a shallow water environment, oriented horizontally. Its palaeobiogeographical affinities are mainly with Floian proterocameroceratids from Eastern Gondwana, such as Anthoceras decorum and the related genera Lobendoceras, Ventroloboceras, and Notocycloceras.

New species of ostracods from the Tremadocian in the northwest region of Argentina are described. These are among the earliest well−documented records of ostracods, which shed new light onto the early diversification of the group. The described fauna consists of seven species, five of which are new: Saltite uchuy sp. nov., Saltite kuraq sp. nov., Conchoprimitia? iglesiasi sp. nov., Orechina violetae sp. nov., and Orechina catalinae sp. nov. The fauna consists primarily of soanellids, a non−dimorphic family of palaeocopids, and of binodicopids. One factor leading to diversification of the group in this region may have been the complex configuration of the northwest basin, which had a restricted pattern of circulation. The distribution of the first ostracods is largely restricted to Gondwana and peri−Gondwana regions. Accordingly, it is possible to envision that the origin or at least an important radiation of the group was centred in this region. Both the Soanellidae and the genus Orechina would have originated in Gondwana and would have become widespread later during the Middle Ordovician. The Tremadocian fauna located in Argentina show significant affinities with fauna located in the warm−water setting of the east Gondwana, mainly in Australia and China.
