Opis:
Biznes odgrywa dominującą rolę w rozwoju produktów i usług wykorzystujących sztuczną inteligencję.
Business plays a dominant role in the development of products and services based on Artificial Intelligence (AI). The challenge is to ensure that products and services based on AI are ethical. The difficulty in dealing with this task stems from the facts that: a. the process of development is not transparent; b. companies do not always want to take part in discussionson the ethics of artificial intelligence and adhere to its results; c. the novelty of the issue causes that the results of these discussions do not arise quickly and are not practical. The aim of the article is to indicate the difficulty of conducting research on the ethics of AI developed by business. The article has been synthetically presented in what way business responds to ethical challenges brought about by the phenomenon of development of AI. The answer to these challenges was also given by the High-Level Working Group appointed by the European Commission to develop a code of artificial intelligence.

Opis:
It has been for several years now that physicians use medical devices based on artificial intelligence (AI) in their professional practice. The use of these tools makes health services more personalized, tailored to the individual characteristics and needs of the patient. There is also a technological possibility for AI systems to provide patients with information regarding their health condition and treatment methods. The use of medical devices equipped with AI creates new types of risk, including the risk of algorithmic error, the risk of cyber-attack, and the risk of algorithmic mismatch (false-positive or false-negative results). Most patients do not know these tools, so not everyone will trust them. Obtaining informed consent from the patient is a necessary condition for any medical intervention. This study attempts to answer the following questions: (1) Is there a legal possibility to provide AI with the ability to inform the patient about their health condition and proposed treatment methods?; (2) Does the unpredictability and opacity of AI behavior affect the scope of information that should be provided to the patient before medical intervention?; (3) What information should the physician provide to the patient for this consent to be considered informed?; (4) Should the patient always be informed that AI was involved in the diagnosis or therapeutic process? The presented study uses comparative law methodology. American, Belgian and German law are analysed. Is there a legal possibility to provide AI with the ability to inform the patient about his health condition and proposed treatment methods? Does the unpredictability and opacity of AI behavior, affect the scope of information that should be provided to the patient before medical intervention? What information should the physician provide to the patient for this consent to be considered informed? Should the patient always be informed that an AI was involved in the diagnosis or therapeutic process? The comparative law methodology was used in this study. American, Belgian and German law were analyzed.

Introduction/background: The research problem was formulated by asking two research questions (RQ): RQ1: What are the similarities and differences in startup activity as observed in Poland and Israel? RQ2: What characteristics of a startup allow it to be treated as an AI-organisation? The conducted literature review allowed us to identify a certain cognitive gap (CG). CG1: There are few study reports discussing the characteristics of the European market of startups utilizing modern technologies. The study was conducted in 2018-2019. Aim of the paper: The main goal of the article is to present the results of a comparative analysis of Polish startups with Israeli organizations using artificial intelligence technology (AI startups). This main goal sets the focus on the respective partial epistemological aims. TA1: To determine the current state of knowledge about the characteristics of startups in Poland and AI startups in Israel. TA2: To try and define the term AI startup. Materials and methods: The research methods employed in implementing the formulated goals included: quantitative bibliometric analysis, systematic and critical review of the subject literature, text analysis and comparative analysis. Results and conclusions: It was noticed that clear differences can be observed between the analyzed markets, especially in terms of the number of AI startups. In addition, an attempt was made to define the concept of an AI startup, and the determinants of AI startups were also presented. In conclusion, the authors set the direction for further research, which would be based on expanding the observation of a broader spectrum of AI startups in other European and American markets.

We, as humans appropriated science. A scientist is associated only with a human being. It doesn't have to stay that way. Non-protein scientists may appear sooner than expected. We will be challenged soon. A new legal and ethical code will be needed, and above all, a redefinition of the concepts of science and scientist seems to be urgent to formulate. The appearance of superintelligence and machines in science will mean the need to re-evaluate its operation. Let's start noticing the law of artificial intelligence (AI), to build inclusive science with machines.

As the saying goes, imitation is the most sincere form of flattery, yet very few assume imitation to be equivalence. An original masterpiece may be worth millions while a copy, no matter how exact the resemblance, would yield just a fraction of the price. I propose that there is more to thought than a machine will ever be capable of. The imitation game, while reproducing an imitation that is something like human thinking and interaction, will never achieve that same unique mode of thinking we experience as human species. This presentation aims to outline some of the hidden assumptions in the Turing Test for the computational theory of mind, explain some of the most popular arguments against the computational model of thought today, provide some original thought experiments, and finally discuss briefly the unique aspects of human thought that may never be able to be replicated in a machine.

The article presents the role of artificial intelligence technology in shaping international security. This particular technology is an example of modern technological innovation that can exert a transformational effect on international relations by altering the capabilities of states (in Waltz’s terms) and thus the balance of power in the international system. The argumentation is divided into three sections. The first one focuses on the role technology plays in IR theory. The second one presents how artificial intelligence technology works and discusses its four key features for international security. The third section introduces Charles Weiss’ theoretical concept for rendering interactions between technology and the international system and uses this distinction to elaborate on how AI may influence international relations in the future.

Opis:
Background: The continuous development of artificial intelligence (AI) and increasing rate of adoption by software startups calls for governance measures to be implemented at the design and development stages to help mitigate AI governance concerns. Most AI ethical design and development tools mainly rely on AI ethics principles as the primary governance and regulatory instrument for developing ethical AI that inform AI governance. However, AI ethics principles have been identified as insufficient for AI governance due to lack of information robustness, requiring the need for additional governance measures. Adaptive governance has been proposed to combine established governance practices with AI ethics principles for improved information and subsequent AI governance. Our study explores adaptive governance as a means to improve information robustness of AI ethical design and development tools. We combine information governance practices with AI ethics principles using ECCOLA, a tool for ethical AI software development at the early developmental stages. Aim: How can ECCOLA improve its robustness by adapting it with GARP® IG practices? Methods: We use ECCOLA as a case study and critically analyze its AI ethics principles with information governance practices of the Generally Accepted Recordkeeping principles (GARP®). Results: We found that ECCOLA’s robustness can be improved by adapting it with Information governance practices of retention and disposal. Conclusions: We propose an extension of ECCOLA by a new governance theme and card, # 21.

Opis:
Agents play an important role in high level artificial intelligence in such areas as distributed decision support, robot control, computer games, etc. Currently, the most popular high-level agent architectures are based on the belief-desire-intention (BDI) model. BDI agents are usually specified in modal logic. This is efficient for defining event goals. However, defining quantitative goals can be very difficult in many popular formalisms. In this paper we propose a method for expressing quantitative goals by associating partial utility functions with agent’s goals. We propose a modified BDI agent architecture which is loosely based on fuzzy logic. In this architecture, approximation of partial derivatives of those functions enables us to use gradient based optimization algorithms in the intention reconsideration step to weight some action specializations. Using the proposed approach allows us to easily combine quantitative and event goals, and consider them all while planning. This paper also describes a simple language which can be used to elegantly describe generic action libraries in accordance to the proposed model.

The terms AI and AI systems are ambiguous but attempts are being made to agree on their definitions. International organizations and national public authorities are constructing legal acts and policy documents oriented toward maximizing benefits and reducing risks of the AI development and use. The EU draft AI Act prohibits the use of certain AI systems in the publicly accessible space. Therefore, it is important to clarify the definition of this category of the space and the scope of prohibited practices. The general principles applicable to all artificial intelligence systems introduced by the European Parliament in 2023 will affect the development and use of GIS in the publicly accessible space under the EU jurisdiction and their indirect impact may be even broader.

As self-driving evolves day by day, the accidents attributed to such technology will increase as well. If the legal environment does not prepare for these cases, the ‘liabilityvacuum’ caused by the diverging court practices could lead to the rejection of the self-driving vehicles both by the consumers and the legislators. I am approaching the various questions posed by this technology from a continental standpoint, therefore the research examines the liability of the natural persons behind the technology. If we can provide possible answers to these issues, then the criminal liability of legal persons – an unfamiliar concept from the standpoint of the majority of the continental criminal law regimes – does not have to be applied to answer the central questions. If the national rules can determine the obligations of the natural persons travelling in a self-driving vehicle, their criminal liability can be decided accordingly and there is no need to create new offences.

Artykuł podejmuje kwestie związane z rolą sztucznej inteligencji w edukacji, a także korzystania z niej w kontekście krytycznego myślenia i jej przyszłości w nauczaniu.
The article addresses issues related to the role of artificial intelligence in education, as well as its use in the context of critical thinking and its future in teaching. It is an attempt to present the machine thinking model, which is based on mathematical algorithms, and compare it with the consciousness-based thinking process of humans. One very important aspect of the article is that, in addition to analysing the subject matter, it uses answers generated by Chat GPT, a publicly available tool that uses AI to generate answers to questions. Noteworthy is that, in the end, not only do the authors summarise the issues related to the use of artificial intelligence in education and critical and independent thinking, as well as the impact of AI in the future on the education sector, but the conclusions are also drawn by the aforementioned Chat GPT.

This study aims to discuss how to form AI (Artificial Intelligence) ethical behavior with insight into the personal and organizational values of prospective accountants. This was a quantitative survey method. The sampling technique with a saturated sample was used as the research sample. Partial Least Square (PLS) analysis was conducted on 421 data points using WarpPLS software. The study results show that organizational and personal values significantly positively affect the intention of prospective accountant students to engage in AI ethics. Organizational values have a positive effect on the personal values of prospective accounting students. Intentions had a significant effect on AI ethics. Personal values did not play a role in mediating the impact of organizational values on intentions toward AI ethics. Intention succeeds in mediating the influence of personal values on the intention to engage in AI ethics among prospective accountant students. The findings referred to are very applicable to be implemented in different cultural settings due to the personal and organizational values tend to be implemented in general situation and condition. The findings provide universal outlook that values within organizations have an essential role in enhancing future accountants to be ethical in respect to AI.

As well known, each scientific and technological step in mineral industry creates huge amount of raw data and there is a serious necessity to firstly classify them. Afterwards experts should find alternative solutions in order to get optimal results by using those parameters and relations between them using special simulation software platforms. Development of these simulation models for such complex operations is not only time consuming and lacks real time applicability but also requires integration of multiple software platforms, intensive process knowledge and extensive model validation. An example case study is also demonstrated and the results are discussed within the article covering the main inferences, comments and decision during NI use for the experimental parameters used in a flotation related postgraduate study and compares with possible AI use.
