Opis:
Local government units carry out tasks aimed at meeting the needs of the local community. The implementation of these tasks necessitates the collection and disbursement of funds. As practice shows, rarely is a balance reached between revenue and expenditure. The shortage of the necessary funds to cover all planned expenditures in a given year causing the budget deficit, which in turn causes the need for borrowing. On this specific issue, this article presents the current scope of local government co-operation with banks. The article presents a catalogue of loan products and their availability to local governments. In this respect, the author has paid particular attention to the range of analyzed banks’ risks, and the availability of information about the risks. This in the fullest possible way supports the implementation of the lending process, especially in terms of long-term financing. The primary purpose of the considerations made in this study was to find answers to the questions: what kind of risks are analyzed by banks in the lending process and how relevant are they? The conclusions were based on a literature review and survey research concerning the co-operation between commercial banks with local government units.

Opis:
Financial aspect remains a key aspect of decentralization from the point of view of local self-government, and a kind of test illustrating the nature and scope of the processes of decentralization is the category of financial independence of local governmental units, referred to in Anglo-Saxon literature as local financial autonomy. The aim of the research is to demonstrate the essence and the key role of this category in terms of the local financial system, as well as the identification and evaluation of key determinants limiting the scope of the revenue autonomy of local government in Poland. The most important determinants are stated as follows: limited stability and performance of self-government units, excessively limited range of local taxation powers, frequent practice of imposing additional tasks to the regional and local authorities without appropriate financial compensation, dominance of income transfer in the system of local government finances, dysfunctional income equalisation system of local government, restrictive system of rationing local deficit and debt, excessive politicisation of the local government.

Opis:
Shaping a safe space is an extremely complex and multi-faceted process. To large extent, it is based on the cooperation with various entities of the local community, participating in mutual interdependencies within local economies and above all, in the local socio-economic development. In modern realities, activity geared toward making changes in physical space and initiating programs to promote mobilization of society to improve safety takes on particular importance. Crime prevention strategies through shaping space are presented from the perspective of typical bodies which are to ensure safety and the local government as the main entity coordinating these processes in the local section. The article assumes the thesis that spatial conditions determine safety. The objective of this article is to show the importance of a safe space in the local context.

The article aims at presenting the results of the application of multidimensional association rules to explore the potential determinants of satisfaction with services. The bases for the search are the results of a study on the importance of social engagement and attachment to the place of residence to the satisfaction of the services provided by LGUs. The article has a research nature and has been prepared on the basis of the results of the survey. The research procedure also benefited from the literature in sociology and data mining available in the form of books and articles. The results of the carried out analysis indicate that between social engagement and satisfaction with services provided by LGUs and attachment to the place of residence and satisfaction with the services there are links and they can be pointed to as determinants of customer satisfaction. One should not assume that the two mentioned relationships relate to the entire studied population, but to the selected groups.

Opis:
The article presents the main directions and models change in the management of municipal economy. These processes are becoming clearer and determined primarily by the introduction of legal regulations. The purpose of this article is to present the scope of the changes and transformations in the field of municipal economy in JST on the basis of the evolution of the regulatory environment, which is the basis for the functioning of the municipal economy. Statistical data, available literature of the subject and the current and expired legislative acts should be the basis for conclusions with regard to the evolution of the systems of municipal economy in Poland.

The author presents a model to financial optimization of local government unit with the refernce to additional charakteristics like the debt requirements. The model is used to present long-term fianancial analysis and financil forcasts of the sepicifc local government unit. The author elaborets a budget cash flow scheme with interperiod relations. The model allows to determine the maximum level of financial investment capability, the safe debt level and the scheme of debt pay off for each year of given period, like 8 years. For each year the model ensures to keep local government unit afloat and to meet the debt and expendiniture ratios legal criteria. In the article the are two scenarios for model application for the different level of UE funds – exogenous variables. There is a possibility to analyse diffenrent financial policies.

Investment activities executed by regional authorities are exposed to high risk. The risk results from the very essence of investment projects implemented by regions in Poland and can be associated with the failure to meet the regional budget. The purpose of this study is to assess the size of the existing discrepancies between the planned and actually incurred investment expenditure and to find out if there are systematic changes in the level of these discrepancies i subsequent years. This goal was achieved through the presentation of the specific approach to risk measurement in the investment activities of local government units. The research was undertaken by regional self-government units. Empirical research has allowed us to answer three research questions: how great were the disparities between the planned and the actually incurred investment costs in the Polish regions in 2011-2015? Did systematic changes in the level of inconsistency between the planned and the actually incurred costs take place in the observed period? Was the rate of failure to meet investment plans correlated with the rate of failure to meet operational financial plans?

The recent financial and economic crisis turned out to be a catalyst for a sovereign debt crisis in some countries. As a result, the issue of fiscal (in)sustainability has been high on the agenda of economic research and economic policy. In the case of a decentralized government system one should take into account the division of public debt between respective levels of the government. The aim of the article is to verify whether Polish voivodeships conduct sustainable fiscal policies. The impact of fiscal equalization scheme (both vertical and horizontal ones) is also considered. In particular, it is worth examining whether fiscal rules imposed on local government entities counterbalance a soft budget constraint problem. The article uses panel data analysis in conjunction with Bohn’s model of fiscal sustainability. The results of the analysis support the hypothesis of sustainability of fiscal policies in Polish voivodeships in the period 2004-2012.

The coordination of indebtness of states and, consequently, local government units, is becoming increasingly more important all over the world. The effects caused by the excessive levels of debt can be observed not only in Poland but all over the world, which greatly intensified the financial crisis that occurred in 2008. This publication will examine a problem of the impact of capital expenditure on the deficit in the biggest cities in Poland, which as a consequence increases their debt. The aim of the study is to answer the question whether capital expenditures have a significant impact on the deficit in metropolitan areas in Poland and if excessive debt brake policy may affect investment in major Polish cities. As the study shows capital expenditures, which are so crucial to the development of infrastructure of the metropolises in Poland, do not play a significant impact on the deficit. Despite a constant volume of capital expenditure in the period covered by the study there was a significant decrease in the size of the deficits of the metropolises. Therefore the policy of controlling the debt level does not limit capital expenditure in the metropolises by the lack of effect of that category on the development of deficits.

This paper aims to analyse the impact of expenditure to fund primary schools in big cities in Poland on pupils’ performance (measured with the results of 6th graders’ exam). Analysis of literature allowed us to hypothesize about the correlation of average 6th graders’ exam results as a test of competence, and the expenditure related to the education of students in public primary schools, and presents the results of public primary schools in a big city. Research conducted by the author in a big city among the primary schools, which were established by one unit of local government, suggests that, although a dependence can be observed, interestingly this is of a negative nature, not statistically significant. Thus there is no correlation between the 6th graders’ exam results and the amount of expenditure in public primary schools.

The present paper raises the issues of financial autonomy of Polish cities with regard to the aspect of social and economic development of provinces, in which they are located – the topic being of crucial importance both from the theoretical and practical point of view. The significance of the undertaken research follows mainly from the fact that self-reliance and autonomy of a city in the area of financial management are indispensable conditions for its functioning. What potentially leads cities to harmonious and sustainable development is the fact that they possess legal personality, complete their tasks on their own account, manage their property and have their own, independent of the state finances, financial system. In spite of the fact that the goal of a city is not to make maximum profits but to satisfy collective public needs, the most important aim of local self-government authorities while making financial decisions should be to manage their financial resources in a rational way but, at the same time, to keep in mind the priority of the public interest.

One of the basic accusations against public finance units, including local governments (lg), is the lack of economic efficiency and relations of the expenditures and outcomes. Just like in the case of commercial entities, local governments put more emphasis on the possibility to present the effectiveness of their operations not only by means of financial indicators. The herein study constitutes an attempt to demonstrate the possibilities and benefits of introducing the Key Performance Indicators (KPI) reporting in lg. According to the conducted research it results that the use of KPI in order to report on the achieved outcomes in different fields of activities is fully reasonable in terms of local governments. The elaboration of a set of common KPI for all the units shall facilitate the comparison of the achieved results both in time and space. The article presents a new issue that are the opportunities of using KPI in the Polish local governments in order to prepare reports.
