In many countries, data about the economically inactive population attracts more and more attention, because this group is a potential source of labor supply. The article fo- cuses attention on the economically inactive in Poland. Since 1990, the share of economically inactive persons in the total population (15-64 years) remains at a high level. For young people the main causes of economic inactivity is education and training, family responsibilities, while in the case of the elderly illness, disability and retirement. This article addresses also the issues of impact posed by the economic inactivity.

The aim of this article is to analyze the impact of economic growth on socio-economic development in China. The secondary objective is to answer the question whether economic growth can be associated with the increase of poverty in the society. To achieve the objectives there was used the analysis of social welfare indicators such as: the level of poverty in the society, the GDP per capita, inflation level and access to particular goods and services in the People’s Republic of China and the Republic of India. The paper describes differences between economic growth and socio-economic development. The analysis of mentioned indicators has allowed to determine how fast the prosperity in China develops, and has answered the question posed as a secondary aim, i.e. economic growth in India is unfortuanely accompanied by the increased poverty of the population.

The creation of an effective growth policy requires the identification of its key determinants. The study used one of the methods of multidimensional analysis – discriminant analysis. It is widely used on a microeconomic scale, especially in the area of forecasting bankruptcy of enterprises, but in the area of economic growth, it has not been used in practice so far. In addition to the main objective of identifying the most important economic growth factors of the European Union countries in 2000- 2016, the impact of the crisis and accession to the EU was examined. The statistical data sources were the databases of Eurostat and the Conference Board (Total Economy Database). The results obtained allowed us to conclude that the rate of Gross Domestic Product growth in the EU countries was determined by consumption, investment, export and labour productivity, and in periods of economic slowdown also public debt. The enlargement of the EU resulted in an increase in the importance of export.

Numerous economic indicators are used for the purpose of research and international comparisons. Most important are Gross Domestic Product (GDP), national income, unemployment rate, inflation rate, foreign trade’s and investments’ share in GDP. Other measures, which are based on GDP, may be used for the economic growth assessment. These are for example economy internationalization, activity level, openness and dependence and international competitiveness. The aim of this paper is to assess the level of economic development and foreign relations of the countries forming the economic group of NAFTA. After a brief introduction to the subject, the manner of calculating the indicators that are used for such an assessment more rarely is described. Then the indicators calculated for the current NAFTA member states are analysed.

The purpose of this article is to identify potential sources of failure of the development of economics and new institutional economics in solving problems of economic development, and to present arguments that development economists use the simplified concept of institutions. For this reason they recommend economic policies that do not include the complexity of the process of institutional change. The first part of the article is devoted to outline the current state of research on economic development in the new institutional economics. The elements of the institutional theory of economic change are presented here. The second part presents the impact of the new institutional economics on dominant discourse on economic development, and how the development consensus has evolved. The new consensus has strong institutional character, but in fact, this institutional analysis is quite different from the analysis of the new institutional economics. The third part of the article shows how development economists use institutional analysis in their research. Most of them use the simplified concept of institutions. The economics policy, that they recommend, assumes that institutions could be easily changed, if the local specificities were taken into account. Policy makers want clear guidelines that they could use in practice. New institutional economists often indicate that the process of economic development is complex and, therefore, economic policy would probably not be effective. Moreover there is no workable general theory of institutions available to us. Therefore, it seems that in the case of solving problems of economic development, we should devote less attention to the general theory, and focus more on institutional microanalysis. In this way, it may be easier to create guidelines for a successful economic policy.

During the debt crisis in Europe as well as during the global financial crisis it became clear that existing solutions on economic governance were highly unsatisfactory. After numerous measures having rather uncoordinated features and executed in an ad hoc manner, even in the particular member states, the EU has started to examine the framework of an economic governance in Europe. The intention of this text is to present, in the chronological order, measures having been adopted in the last three – four years. We start with a description of so called Sixpact consisting of five regulations and one directive. These legal acts aim to strengthen discipline concerning fiscal policies not only in the eurozone but also in all the remaining member states of the EU. They also cover measures on counteracting excessive macroeconomic imbalances. European semester constitutes a very important part of the Sixpact that should foster the co-ordination of the economic governance in the EU. Next, a Treaty on Stability, Co-ordination and Economic Governance has been detailed. It has been indicated that TSCG will not be binding (similarly as the Euro Plus Pact) for all the member states. Finally, the newest European project, so called Twopack, has been described. Twopack significantly interferes into procedures of forming national budgets in the eurozone member states. The article does not provide for the European Stability Mechanism because its description would largely surpass the allowed length of the text.

The article challenges the economic policy based only on mainstream economics and asserts the necessity of the elaboration of new approach to economic policy based on the synthesis of orthodox and heterodox economics. It presents some key ideas of heterodox economics, which can fill gaps of mainstream economics. The article regards issues such as sustainable growth, the problem of poverty, rationality and motivation of economic actors from the point of view of ecological, humanistic, feminist, institutional and behavioral economics respectively. The new approach should be based on the complexity and evolutionary approach, according to which the economic system is a part of the bigger meta-system, and, thus, the goals of economic policy should respect the meta-goal of the state policy related to the survival of the society and its natural, social and ethical environment.

Opis:
The article examines the ways of three Baltic States development in the context of European integration. It considers some aspects of economy, especially the development and utilization of opportunities of the European market. It also estimates the prospects of foreign direct investment uses and the creation of the most favored environment for business development. It marks the difference in economic management principles, which enabled Estonia to lead the three Baltic countries, and Lithuania to rank second. Insufficient activity of Latvia in the development of those industries that are able to create a product with high added value is noted. The conclusion is drawn that, overall, the prospects for further development of the three Baltic countries are related to ensuring the high quality and productivity, ensuring competitiveness of production and productive transformation of the limited manpower resources.

Głównym problemem związanym z przeciwdziałaniem skutkom kryzysu gospodarczego w Unii Europejskiej okazał się brak możliwości wykorzystania instrumentów polityki gospodarczej na poziomie ponadnarodowym. Celem artykułu jest zbadanie, w jaki sposób wprowadzone zmiany w zakresie zarządzania gospodarczego wpłyną na efektywność prowadzonej polityki gospodarczej na poziomie ponadnarodowym. W pierwszej części przedstawiono problemy związane z zacieśnieniem dyscypliny finansowej jako podstawowej metody zarządzania w Unii Europejskiej. Przeanalizowano również wpływ reform dotyczących zarządzania gospodarczego na politykę społeczną na poziomie krajowym. W części drugiej zbadano propozycje zmian instytucjonalnych wpływających na polepszenie koordynacji polityki gospodarczej w ramach nadzoru nad polityką fiskalną. Do realizacji postawionych w artykule celów wykorzystano teorię optymalnej kontroli oraz analizę systemową.
The main problem related to counteracting the effects of the economic crisis in the European Union was the inability to use the measures of economic policy at the supranational level. The aim of the article is to examine how the changes introduced in the field of economic governance will affect the effectiveness of the economic policy pursued at the supranational level. The first part presents problems related to tightening financial discipline as the basic method of management in the European Union. The impact of reforms on economic governance on social policy at the national level was also analyzed. The second part examines the proposals of institutional changes affecting the improvement of economic policy coordination within the framework of supervision over fiscal policy. The optimal control theory and the system analysis were used to achieve the goals set in the paper.

The article discusses the cultural values of the welfare state in Sweden by combining the characteristics and principles of the Swedish welfare state type with selected classifications of attitudes towards the welfare state and the idea of welfare culture. The author compares indicated ideas of the Swedish welfare culture with Swedish cultural characteristics presented in two typologies of culture, in which Swedish society is characterized without much reference to the characteristics of the welfare state. The purpose of this article is to show the relationship between characteristics of Swedish welfare state and the values and attitudes of Swedish society. An additional purpose of this article is to draw attention to the possibility of making comparisons between the structure of the welfare state in a country and its culture by using existing typologies of culture. The article ends by stating a clear similarity between the ideas of the Swedish welfare culture and features of Swedish culture in other typologies of culture and high usability of evaluation solutions of welfare state in terms of the welfare culture.

The problem of counterfeited medicines causes expenditures for the health institutions and public authorities, especially when public health service is concerned. It also causes an expressive loss for the public budget, because of less taxes paid or jobs lost, which has as consequence the payment of welfare money. Moreover, it is also a huge net of illegal activities that finance other forms of illicit activities, such as terrorism, drugs, etc. The paper analyses the economic impact of the trade of illegal products from the perspective of brands which are recognized by consumers and in the context of social interest and problems of public health that are related to the use of inadequate products or medicaments which contained substances that damage the health. It is concluded that the administrative measures that have to be undertaken cannot be limited to the national authorities but should be the result of international cooperation.

Property rights consideration is one of the most important matters which is discussed in the theory of economy. It is worth emphasizing that till the mid 20th century the property was not valued in the main stream of economy. From the 60s of the previous century property rights theoreticians (among them A. Alchian, H. Demsetz, R. Coase, S. Chenung, L. de Alessi, S. Pejovich, E. Furubotn) endeavored to put a property category in merited place in the economic science. In the opinion of modern economists, especially those related to institutional economy current property (understood as a type of rights) is one of the most significant elements of economic development – a problem which is still a fascinating research area, even on the grounds of its complexity. It is argued for constantly deepening development discrepancies between various social categories, among others, additionally more and more visible contrasts in the development of individual countries. Therefore, the aim of this article is to present a theoretical conceptualization of property rights in economy. Furthermore, it is attempted to describe how the property rights impact the level of the economic development. Property rights understood as a socially sanctioned relationships between people, which refer to the use of resources, have a significant impact on economic development. They are in fact one of the main architectural elements of the institutional environment of a developed country. Their primary function is to mitigate or eliminate the tensions which arise as a result of the management of economic potential. Constitutionally guaranteed property rights of exclusive, transferable and residual character limit the uncertainty of the management by establishing a stable structure for human interaction (e.g. highly-developed countries). Otherwise, when the adequate platform to respect property rights has not been created, we have to deal with more difficult business conditions (such as in underdeveloped countries). From the perspective of the theory of property rights, the economy which expanded in the highest degree is the one which is based on a private property – exclusive and fully transferable. In the economies where this type of property rights is dominant there are relatively good conditions for the best allocation of resources, in relation to the economies of the dominance of state or communal ownership. It is worth emphasising that as a result of well-defined property rights, a person can devote more effort to productive activities, which in turn contributes to the growth of social welfare – the main indicator of economic development. D. North and R. Thomas, D. Rodrik, D. Acemoğlu, S. Johnson and J. Robinson, J. Aron, H. de Soto in their studies of economic development field convince of the enormous role of property rights in the development of individual countries. They prove that the stability of property rights is the key to investment and business entities’ implementation
