The aim of this article is to present a case study of the creation and development of the construction of wood cluster − “SIDE-CLUSTER” located in Lower Silesia. The following considerations present a bottom-up process of cluster formation, its’ evolution and the role of the cluster for the regional and sectoral development. The researcher’s goal is to identify the key factors determining cluster development, to show the stages of its growth, the role of both the external environment in the process of incubation and the growth of the cluster and endogenous factors, i.e. thelevel of trust within the cluster. The considerations are based on an analysis of the literature and analysis of empirical research. The article contains a cluster definition, a description of the stages of development and the characteristics of the cluster of SIDE-CLUSTER from the phase of cluster initiative to its form nowadays – the 6-year-old cluster. The author proves that the cluster of SIDE-CLUSTER is a dynamic organization actively operating in the Lower Silesia.

Opis:
Development policy defining trends of changes in Polish economy is the source of many solutions implemented from the top down into economic practice. It also happens around initiatives realized in the area of clusters. The confrontation of program documents and research reports with cluster theory does not give rise to a positive evaluation of this organizational formula in the Polish economic practice. The newly established institution of key national clusters has been integrated into the complex public-private system far from universally accepted theoretical concept of a cluster. The chosen method of selecting key clusters raises serious concerns as it leads to the unauthorized segregation of market operators/participants in the access to public funds.

Nowadays Europe is facing major economic challenges that require an ambitious economic policy for the 21st century. The ability to continually generate and adapt new technologies, organizational solutions and new knowledge contribute to socio-economic development. Knowledge, technological development and continuous innovation are key elements for ensuring the development and competitive advantage of particular economies. Great opportunities for diffusion of innovations are related to the identification of potential, “power” of the region. The aim of the article is to present trends in the new concepts of regional development and to explain the issue of smart specializations as the potential of a region. The paper presents new trends in regional policy which focus on the identification of smart specialisations by Member States’ regions and on the preparation of new development strategies − 3S smart specialization strategies. The aim of the paper is also to explain the significance of clusters in process of smart specialization identification. The element connecting smart specialisation with clusters is the view that clusters are perceived as a favourable and facilitating identification of smart specialisations in regions.

Opis:
The data mining technique of time series clustering is well established. However, even when recognized as an unsupervised learning method, it does require making several design decisions that are nontrivially influenced by the nature of the data involved. By extensively testing various possibilities, we arrive at a choice of a dissimilarity measure (compression-based dissimilarity measure, or CDM) which is particularly suitable for clustering macroeconomic variables. We check that the results are stable in time and reflect large-scale phenomena, such as crises. We also successfully apply our findings to the analysis of national economies, specifically to identifying their structural relations.

Mobility of students plays a major role in developing creativity, active citizenship and chances of employment − especially in the face of labour market globalization. The article refers to the chosen area of research on students, in the context of determinants of students educational mobility. The purpose of research was to explore determinants of educational mobility, to reveal common features and differences in motivations and attitudes of students and to elaborate preliminary recommendations for universities taking part in international educational programmes. Observations of the authors of the present article push the suppositions that motives students are guided by taking decisions about participating in mobility educational programmes often deviate from those planned in official documents.University teachers from other countries report similar observations. The authors decided initially to examine those motives which Polish and Russian young people are led by when choosing foreign educational path, carried out in the frames of academic mobility programmes. The material for analysis comes from examinations which started in the end of April 2015. The cluster analysis was used.

Clusters are not meant to be a way of solving single enterprises problems but rather to be a mechanism of activation of the whole regions. They enable to create cooperation and business relationships which exceed far above local possibilities. Thanks to a connection between all sorts of suppliers, manufacturers and academic institutions, small and medium businesses working as part of a cluster are able to achieve more than by running their businesses individually. Enterprises, through joint procurement and promotion policies, have greater bargaining power with suppliers and customers. The aim of this article is the diagnosis of economic and business situation of Lubelskie Voivodeship and pointing that one way to improve this situation is local authorities support of cluster initiatives.

Clusters and links between companies are becoming increasingly important in the dynamically changing global economy. Chinese clusters have been developing for many years, although they are not at a level of development such as the Japanese or American ones. Many of them are powerful entities responsible for a significant percentage of world production and trade. The Chinese authorities support the specialization of regions in specific production, which began with the open door policy and the transfer of the Japanese model “one village, one product” to the Chinese economy. The paper presents a theoretical conceptualization of the cluster idea, taking into account various approaches to this problem and outlines the development policy based on clusters in China. The main aim of this article is to present cluster-based development approach as a part of cluster policy and development in China.

The beta parameter is a popular tool for the evaluation of portfolio performance. The Sharpe single-index model is a simple regression model in which the stock’s returns are regressed against the returns of a broader index. The beta parameter is a measure of the strength of this relation. Extensive recent research has proved that the beta is not constant in time and should be modelled as a time-variant coefficient. One of the most popular methods of the estimation of a time-varying beta is the Kalman filter. As the output of the Kalman filter, one obtains a sequence of the estimates of a time-varying beta. This sequence shows the historical dynamics of sensitivity of a company’s returns to the variations of market returns. The article proposes a method of clustering companies listed on the Warsaw Stock Exchange according to time-varying betas.

The development of an innovation economy is a priority of the most highly developed countries. Poland also belongs to a group of countries whose goal is to create and strengthen the innovation of the economy and numerous activities are undertaken to achieve this. Cooperation between science and business, and cooperation between enterprises and open innovations are elements that promote innovation in the economy. The purpose of the article is to present the importance of clusters in the development of an innovation economy in Poland. Using the method of desk research, literature review, reports and data analysis and the current cluster policy in Poland are presented. Additionally, supporting cluster development as part of the Intelligent Development Operational Program is discussed, and the internationalization of clusters in Poland is presented as an important element contributing to the development of an innovation economy.
Rozwój innowacyjnej gospodarki to priorytet większości wysoko rozwiniętych państw. Polska także należy do grupy krajów, których celem jest tworzenie i wzmacnianie innowacyjności gospodarki. W związku z tym podejmowane są różnorakie działania mające na celu podnoszenie innowa cyjności gospodarki. Współpraca nauki i biznesu, współpraca przedsiębiorstw, otwarte innowacje to elementy, które sprzyjają innowacyjności. Celem artykułu jest przedstawienie znaczenia klastrów w rozwoju innowacyjnej gospodarki w Polsce. Wykorzystując metodę analizy literatury przedmiotu, raportów oraz danych, przedstawiono aktualną politykę klastrową w Polsce oraz omówiono wspieranie rozwoju klastrów w ramach Programu Operacyjnego Inteligentny Rozwój. Ponadto przedstawiono umiędzynarodawianie klastrów w Polsce jako istotnego elementu przyczyniającego się do rozwoju innowacyjnej gospodarki.

Product positioning is a wide range of business activities. Positioning is the process by which marketers try to create an image or identity in the minds of their target market for its product, brand, or organization. The main aim of the paper is to preset and apply ensemble learning for symbolic data in cluster analysis in order to evaluate a product position. Empirical part of the paper presents the application of co-occurrence matrix and bagging algorithm in ensemble learning for symbolic data (car market data was used). These two approaches reached almost the same results when considering adjusted Rand index.

Artykuł koncentruje się na wybranych zagadnieniach dotyczących roli i znaczenia technoparków w procesie rozwoju klastrów w Polsce. Zaprezentowane w nim rozważania prowadzono głównie w oparciu o analizę danych zastanych i klasyczny przegląd literatury przedmiotu. Artykuł składa się z dwóch części, w których scharakteryzowano strategiczny wymiar funkcjonowania technoparków jako instytucji otoczenia biznesu oraz zakres ich aktywności na rzecz rozwoju klastrów. W świetle wyników badań własnych wykazano, że współpraca technoparków z klastrami, na różnych zasadach i w różnej formie, związana jest bezpośrednio z ich misją, w tym celami strategicznymi. Na tym tle podkreślono, że technoparki i klastry współtworzą ekosystem przedsiębiorczości sprzyjający transferowi wiedzy i technologii. Podjęta na gruncie nauk o zarządzaniu problematyka badań odnosi się do istoty przedsiębiorczości strategicznej w gospodarce opartej na wiedzy.
The article focuses on selected issues concerning the role and importance of technoparks in the cluster development process in Poland. The considerations were based mainly on desk research and literature review. The article consists of two parts, in which the strategic dimension of the functioning of technoparkes and the scope of activity of these business environment institutions for clusters were characterized. In the light of the results of qualitative research, it has been shown that cooperation between technoparks and clusters, on different principles and in various forms, is directly related to their mission, including strategic objectives. Against this background, it was emphasized that the technoparks and clusters co-create a favorable entrepreneurial ecosystem which is conductive to the transfer of knowledge and technology. The research problem in the field of management sciences, analyzed by the authors as part of the article is directly related to the essence of strategic entrepreneurship within knowledge-based economy.

Universities operate in a complicated environment, in which one of the important elements are, in addition to business, local government authorities. The purpose of the article is to characterize the cooperation of local government units (LGU) with state professional schools of higher education (SPSHE) in order to create local socio-economic development. The object of research are SPSHE from the Lubelskie Voivodeship together with LGU in which they are located. The stage of collecting primary data included surveys among LGU and SPSHE employees, which were carried out as part of broader research for the doctoral dissertation of one of the authors of the article. The survey research method was used. Research shows that such cooperation still faces numerous barriers. There is a need to establish closer cooperation between LGU and SPSHE, primarily in the area of designing local development by local government authorities in the region, as well as increasing the activity of SPSHE and LGU in cluster structures.

Opis:
The lack of answers is a common problem in all types of research, especially in the field of social sciences. Hence a number of solutions were developed, including the analysis of complete cases or imputations that supplement the missing value with a value calculated according to different algorithms. This paper evaluates the influence of the adopted method for the supplementation of missing answers regarding the result of segmentation conducted with the use of cluster analysis. In order to achieve this we used a set of data from an actual consumer research in which the cases with missing values were deleted or supplemented with the use of various methods. Cluster analyses were then performed on those sets of data, both with the assumption of ordinal and ratio level of measurement, and then the grouping quality, as expressed by different indicators, was evaluated. This research proved the advantage of imputation over the analysis of complete cases, it also proved the validity of using more complex approaches than the simple supplementation with an average or median value.

An important role in an organization is played by the management information system that enables managers to perform management tasks. The pillar of this system is financial and non-financial data provided by the management accounting system. The effect of the application of specific management accounting tools are various types of studies and analyses, defined in internal reports, which are the basis for management, and thus making decisions by managers. Internal reports, in order to fulfil their functions effectively, must have appropriate features as to its structure, content and other properties. In connection with this, the authors studied and presented an assessment of managers from Poland and Romania in the context of such properties of internal reports as quality, content, presentation and comments. The survey method was used as the research method, while the analysis of collected research material was based on cluster analysis and descriptive statistics. The sample consisted of 154 questionnaires. The findings are similar in both countries, although in the case of Romania, managers who assessed highly the quality and content of internal reports, and evaluated slightly lower the presentations and comments.
