The theme and the priorities of the IJREL reflect the conceptual principles underlying the modernization of education and the reform of the educational systems in European countries, as well as national development strategies for the 21st century. One of the European Union’s key educational o bjectives is the provision of equal opportunities for all with regard to access to learning and knowledge, regardless of gender, financial and physical ability, and place of residence. That is why distance learning has now been granted a status of high priority. If introduced on a wide scale, distance learning and teaching may make significant contribution towards the achievement of educational goals in member states.

Opis:
Despite the growing empirical interest in academic procrastination in the distance learning, there are only limited studies on the determinants of this phenomenon in the blended learning programmes. The present study investigates the relationships between general self-efficacy, two types of procrastination (active and passive procrastination), and the behavioural tendency to postpone learning activities in a blended learning university course using Moodle platform. Results indicate that passive procrastination is strongly positively associated with procrastination in blended learning, while perceived self-efficacy and active procrastination are unrelated to the self-reported task delays during the blended learning course. In addition, the negative link between the reported number of previous completed blended-learning courses and procrastination in blended learning is observed. Practical and theoretical implications of these findings for a blended learning environment are discussed.

Opis:
The paper describes the research on teachers’ competencies with regard to two forms of learning, i.e. a full-time form of study and blended learning. The research was also tasked to document a difference in the evaluation of these partial competencies in the full-time form and in the blended learning form. This paper deals with the research on the competence assessment of English teachers at the School of Business Administration in Karvina among students in both forms of studies. The introduction outlines the issue of competencies as a result of political, social, and economic changes affecting education in the 21st century. Education is given to deeper relations, in particular with regard to the growing meritocratic aspect. The next part of the paper provides a selection in the list of the most important outcomes of a conceptual nature of key competencies and these are followed by the terminology scope of teachers’ competences. The aim of the research is the analysis of data focused on teachers’ competencies affecting the assessment of the quality of teaching foreign languages. Competencies examined were the readiness of teachers to teach and the clarity of their interpretation, erudition, communicability and suitability of transmitting information, and the flexibility of the individual approach to students and their inspiration.

Opis:
Education today must adequately reflect the needs of the society and be available throughout life, with an equal access for all people at all levels. The real step in solving these problems consists of creating an information and educational e-environment, using open learning, and providing an open access to educational resources. Organisation and management of the educational process, proper development of IT infrastructure, learning management system, and preparing and creating educational content are still necessary to ensure the quality of the educational information environment. Therefore, there is a need for training that could resolve expressed tasks to organise the educational process to a modern level using an information and educational e-environment available 24*7*365. For this purpose, in the system of e-learning of Borys Grinchenko Kyiv University, an electronic training course “Design and expertise of information and educational e-environment” (available online: http://e-learning.kubg.edu.ua/course/view.php?id=2741) was developed.

Opis:
Due to the COVID19 pandemic, traditional face-to-face learning was replaced by distance education, e-learning, online learning and blended learning at all education levels, including adult education. Learning Management Systems (LMS) are crucial in organising an efficient pedagogical process online and ensuringthat learners attain learning outcomes. The current research, conducted in six EU countries – Croatia, Latvia, Slovenia, Romania, Poland, and Czechia, evaluates the suitability of the LMS to non-formal and informal adult learning for various target groups when face-to-face adult education was restricted. The research involved 638 participants, 209 of them were learners with barriers to learning. The participants studied the blended learning course created for non-formal and informal adult learning and filled in a feedback questionnaire after its acquisition. The results indicate overall learner satisfaction with the LMS and the course delivery, and the suitability of the LMS for regular adult learners and learners with cultural, social, and geographic barriers to learning both for non-formal and informal learning. The LMS is suitable for learners with economic obstacles for non-formal learning. However, learners with learning difficulties require special pedagogical approaches to support them to acquire the course in an online-only blended learning format.

Opis:
Being a teacher in the 21st century is a great challenge and requires great thought. A big evolution has happened over the last 70 years. From a room computer (the Mark I in 1943) to tiny pocket computers, thousands of times smaller and thousands of times bigger in performance and capacity. E-learning 3.0 is based on synchronous interactivity and it was only possible after 2004 due to a considerable increase of Internet bandwidth available, evolution in video compression, stream video, and sophistication of virtual classroom platforms. This was another revolution. As a result, e-learning has evolved to a new form: b-learning – where students will never be alone and interactivity becomes very important. B-learning has a different format now: from now on it is asynchronous (content on demand and activities to be implemented in an interactive format with remote collaborative work) and synchronous in presence or virtual environment. Teachers need to evolve from teacher to (blended) b-teacher or b-tutor, offering a mixed teaching expertise.
