    The model transformations of Polish public administration after 1989 were the result of the necessary and inevitable consequence of events related to erosion and the collapse of the „real socialism” system. Its internal decomposition, as a result of social reality inadequacy, created a situation in which it was possible to undertake deep systemic reforms in Poland. Democratization of the government system in Poland was an extremely complex process generating numerous problems and showing the scale of adversity in all spheres of social life. All political and structural changes in Poland after 1989 were also possible due to propitious external, international conditions. Especially the collapse of the USSR brought certain possibilities for Poland and other countries in Central and Eastern Europe to regain full sovereignty, which was later expressed in membership in NATO, the Council of Europe, and then European Union accession. As a result of the systemic and political transformation process, the administration has become an extremely important cell in the democratic legal order and the entity responsible for the implementation of a significant part of public tasks at the local, supra-local and regional levels.

    The text deals with teachers’ attitudes and opinions of the transformation of the Czech schools. It answers the following question: Which are the risky factors for current teachers to be able to adopt the concept of the integrated teaching process and to be able to get rid of residue of the encyclopaedic approach to the teaching process in Czech schools. Teachers’ attitudes and their connection with reflection of their work and their self-reflection are defined briefly. The author describes research problems, questions, hypotheses and aims of the research realised in 20 schools in the city of Ostrava and its neighbourhood within the Research Project of our organisation named New Opportunities in Education of Teachers, Educators and Pupils for the Learning Society of the 21st Century (VZO CEZ: JOB/98: 174500001) during the years 2000– 2003. She interprets results of this research and conclusions following from it for the pedagogical practice.

    Celem publikacji jest omówienie zagadnienia ostateczności orzeczeń Trybunału Kon-stytucyjnego. Dostrzegalną datą w historii tego zagadnienia jest 1997 r., co związane jest z uchwaleniem Konstytucji. W okresie od początku sądownictwa konstytucyjnego (czy-li od 1982 r.) aż do uchwalenia Konstytucji RP dominował, uwarunkowany systemem politycznym, pogląd o braku potrzeby ustanowienia wszelkich pozaparlamentarnych (a tym bardziej niezależnych od parlamentu) form kontroli konstytucyjności stanowio-nego prawa. Skutkowało to tym, że orzeczenia Trybunału o niezgodności ustaw z prze-pisami konstytucyjnymi poddane zostały kontroli władzy ustawodawczej. W wyniku zasadniczych zmian ustrojowych po 1989 r. rozpoczęły się prace zmierzające do uchwa-lenia nowej konstytucji. Formalny początek prac datowany jest na dzień 7 grudnia 1989 r., kiedy to powołane zostały do życia Komisje Konstytucyjne każdej z izb Par-lamentu, a później Komisja Konstytucyjna Zgromadzenia Narodowego. To właśniepodczas prac KKZN dyskutowano nad zagadnieniem ostateczności orzeczeń. W pracy omówię właśnie tę dyskusję i przedstawię koncepcje ostateczności orzeczeń Trybunału Konstytucyjnego w projektach konstytucji, by w końcu przedstawić model ostateczno-ści orzeczeń przyjęty w Konstytucji RP z 1997 r.
    The aim of this publication is to discuss issues of finality of judgments of the Constitu-tional Court. Noticeable date in the history of this matter is year 1997, which is asso-ciated with the enactment of the Constitution. From beginning of the constitutional ju-diciary (since 1982) until the enactment of the Constitution of the Republic of Poland, a view of lack of need for any extra-parliamentary (and even more independent of par-liament) forms of the constitutionality of legislation dominated the scene. And it was conditioned by the political system. This meant that the Constitutional Tribunal’s ru-ling of non-compliance with the provisions of the constitutional laws have been subjec-ted to the control of the legislature. Work towards adoption of the new Constitution be-gan as a result of a major political changes after 1989. Actual beginning of the work is dated on 7 December 1989, when Constitutional Commissions of each of the houses of the Parliament were appointed, and later on the Constitutional Commission of the Na-tional Assembly. It was during the work of the Constitutional Commission of the Na-tional Assembly when issue of finality of judgments was discussed. In this article I will discuss that discussion and introduce concepts of finality of judgments of the Constitu-tional Court in the drafts of Constitution, to finally present a model of finality of judge-ments adopted in the Constitution of 1997.

    The comprehensive support offered by the rural policy is an extremely important element of public support, which should be continued in order to achieve sustainable development, enabling the maintenance of rural life, while contributing to the competitiveness of the agricultural sector. It is necessary also to stress that the Polish, like other new member countries, rural development policy, in addition to cohesion policy – is and will remain a key element in the process of development and catching-up countries of the old „fifteen”. Rural Development Programme for the years 2007–2013 has aroused great interest among farmers and rural people, contributing substantially to support the competitiveness of Polish agriculture, environment and quality of life in rural areas. Therefore, Poland should strive to many elements of this support was continued in the coming years.
    W pracy podjęto próbę oceny wpływu wybranych programów Wspólnej Polityki Rolnej na przemiany agrarne w Polsce. Analizę przeprowadzono w oparciu o dostępną literaturę, opracowania wewnętrzne i opracowania własne. Zaprezentowane wyniki świadczą o znacznym wpływie WPR na kształtowanie struktury agrarnej, szczególnie tam, gdzie widoczne jest wzmacniające zróżnicowanie sytuacji ekonomicznej gospodarstw.

    The article concerns the dilemmas of building Polish constitutional identity after 1989. The hypothesis assumes that after the initial twenty years of consolidation and Europeanization of constitutional democracy, there was an attempt at undermining the adopted political order. The policy of the ruling camp after 2015 is a striking proof of this crisis.
    Artykuł dotyczy dylematów budowy polskiej tożsamości konstytucyjnej po 1989 roku. Hipoteza zakłada, że po początkowym, ponad dwudziestoletnim procesie konsolidacji i europeizacji demokracji konstytucyjnej, nastąpiła próba podważenia przyjętego porządku ustrojowego. Znamiennym dowodem tego kryzysu, jest polityka obozu rządzącego po 2015 r.

    The article is an attempt to scratch environmental portrait „of Gdansk liberals” who founded the Congress of the Liberal-Democratic. KLD came from Gdansk Social Economic „Congress Liberals”, an informal organization set up two years earlier, a grouping of opposition from environmental Donald Tusk, Janusz Lewandowski and Jan Krzysztof Bielecki – the creators of the magazine „Political Review”. National conference founder held on 29 and 30 June 1990, the group formally registered on October 9 of the same year. His program KLD described as „pragmatic liberalism”. He preached the need for privatization and extension of the scope of the free market. He advocated the Polish integration with Western structures, carefully carried decommunization and the ideological neutrality of the state.
